Topical issues of formation state anti-corruption policy in Ukraine

The purpose of the article is to identify existing problems in the formation and implementation of anti-corruption policy in Ukraine based on the analysis of research results of the current state of corruption in Ukraine, analysis of relevant regulations and practice of its implementation. The methodology is based on the dialectical method of scientific knowledge, as well as special research methods based on modern scientific principles of legal, political, managerial and related sciences. Results of the research. The article analyzes the current issues of state anti-corruption policy in Ukraine at the present stage. It is noted that corruption is one of the biggest problems of Ukrainian society and has a great resistance to the development of Ukraine as a state. Ukraine currently has a whole system of anti-corruption bodies, some of which perform purely anti-corruption functions, while others perform anti-corruption functions as well. At the same time, the Basic Anti-Corruption Law defines a limited list of specially authorized entities in the field of anti-corruption. It is proved that the reserve of influence of public organizations in combating corruption offenses is still poorly used by the state on the initiative of the state itself.

The article is devoted to the study of the current state of female athletes’ training in ketlebell lifting. The dynamics of fulfillment of standards of the master of sports of Ukraine by female athletes in all disciplines of ketlebell lifting in the period from 2016 to 2021 is analyzed. Female athletes (women aged 18-35 years) of national teams of regions of Ukraine in weight categories up to 58 kg, up to 63 kg, up to 68 kg and over 68 kg took part in the study. The protocols of the championships of Ukraine for the specified period were analyzed. Research methods: theoretical analysis and generalization of scientific and methodical literature and documentary method (study of competition protocols). It was found that in the snatch for the period under study the standard of the master of sports obeyed only three athletes, but in the jerk and long cycle no one female athletes have not fulfill the standarts. In addition, in a snatch with an arbitrary change of hands for 12 minutes (R-12), which was introduced in 2019 to attract more women to ketlebell lifting and popularize ketlebell lifting among women, in three years the standard of master of sports obeyed 27 female athletes. This allows us to say that at the present stage of development of ketlebell lifting there is a high level of preparedness of female athletes in the discipline of R-12 and the popularity of exercises with ketlebells among women. The need to improve the training process of female athletes in other disciplines of ketlebell lifting was also confirmed.

Abstract The 2020 ‘mosque-ing’ of Ayasofya (Hagia Sophia) shook a cornerstone of the Turkish Republican tradition. I lay out the immediate political context, including the COVID-19 pandemic, the content of five court decisions that built up to the mosque-ing, and what these show about the current state of secularism, democracy and institutions in Turkey. I argue that the Ayasofya episode is a case of polarization to the point of abeyance and waqf-izing the Turkish state. Evaluating the episode in light of the past decade of Turkish politics, I propose that it is the present stage of a trajectory from the politics of modernity to the anti-politics of abeyance, and that the midpoint of this trajectory is the politics of ‘multiple modernities’. It is time to lay to rest the wave of conservative epistemologies emerging from Shmuel Eisenstadt’s ‘multiple modernities’.

Purpose of Study: The present study was designed to study possibilities, conditions, grounds and limitations regarding the use of technologies and units of artificial intelligence in public administration. Determinants of the need to use such technologies in public administration were also considered. In this study, directions of realizable engagement which is already implemented, as well as directions of the possible use of artificial intelligence units in the future for public administration were investigated to ensure the functioning of system of state executive bodies. Methodology: The present research carried out based on the application of research methods such as system analysis, synthesis, and classification. Using these research methods, the concepts of describing conditions, possibilities, modes and functional-target load of using technologies and units of artificial intelligence in public administration, as well as limitations of its application in public administration were developed. Results: It was found that the use of artificial intelligence by the state for performing its various own tasks is highly relevant as it might lead to finding many positive approbations. However, despite the fact that technologies and artificial intelligence units have been developed for a relatively long time, and some of them are already widely used, it is still impossible to talk about the integrated, fully tested and properly regulated implementation of this kind of technology and units for management, therefore, it is suggested to further investigate on this issue from a theoretical (prognostic) point of view, taking into account potential directions and possibilities regarding    the use of such technology and units. Implications/Applications: The use of technologies and units of artificial intelligence does not necessarily take into account as a panacea for solving the problems and may not lead to solving some systemic problems in public administration, but, on the contrary, may even aggravate some existing problems in public administration and contribute to the emergence of new problems and risks.

The article highlights the current state of diagnosing the acute ischemic myocardial injury. The possibilities of application of various additional methods of research and their effectiveness have been considered. Taking into consideration the shortcomings of most of the known methods of diagnosing and the state of ensuring the regional bureaus of forensic medical examination, the necessity of the development of new research methods for pathologically changed tissues, has been justified.

The effectiveness of sportsmen‟ training in the kettlebell long cycle is an urgent problem in kettlebell lifting. Trainers and scientists in many countries are looking for ways to improve the system of training in the kettlebell long cycle, as the system of training in kettlebell biathlon is quite effective, and there are still many unresolved issues in training system in kettlebell long cycle. The article is devoted to the study of the current state of system of training in the kettlebell long cycle. The dynamics of the implementation of the standards of Master of Sports (MS) and Master of Sports of International Class (MSIC) in the kettlebell long cycle for the period from 2016 to 2019 has been analyzed. The study involved male kettlebell lifters (aged 18-40) of national teams of regions of Ukraine of different weight categories: up to 63 kg, up to 68 kg, up to 73 kg, up to 78 kg, up to 85 kg, up to 95 kg, over 95 kg. The protocols of all-Ukrainian and International kettlebell lifting competitions in the long cycle were analyzed. Research methods: theoretical analysis and generalization of scientific and methodical literature, documentary method (study of competition protocols), methods of mathematical statistics. It was found that the number of athletes who fulfilled the standards of MS and MSIC at first in 2019 (MS – 4 people, MSIC – 1 person) is significantly less than in 2016 (MS – 7 people, MSIC – 3 people) by 42.9% (MS) and 33.3% (MSIC). It testifies to the insufficient efficiency of the training system of athletes in the kettlebell long cycle at the present stage and the need for its improvement.


Oleksandr Perederii, Evgen Grygorenko The evolution of the normative foundations of Ukraine's European integration at the present stage of state formation The article presents and reveals the main tendencies of evolution of the normative foundations of European integration of Ukraine at the present stage of state formation. While analyzing the problems of implementation of the Association Agreement between Ukraine and the European Union, the author highlights and reveals the content of three main tendencies that are characteristic for the development of the legislative basis of the European integration policy. In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions. The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge. Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. The primary for Ukraine is the calculation of the foresight of the political, legal and socio-economic development of Ukrainian society and the generation of normative constructions for the efficiency of the respective processes. Therefore, the practical task of national legal science is to develop scientific proposals for further development of the normative foundations of European integration of Ukraine, taking into account the requirements of time and expectations of Ukrainian society. The article focuses on specifics of the development of the theory of economic security of the state in Ukraine. Firstly, the ecosestate as a discipline in Ukraine is characterized by a high level of fragmentation and disintegration. Indeed, a lot of scientific schools have emerged and are actively developing in the country, each of which has a well-developed methodological base of research and its own system of scientific principles and values. On the one hand, this is its significant advantage, because the scientific knowledge has been upgraded all the time that increases their practical value. On the other hand, existing a lot of absolutely different concepts results in methodological chaos in this discipline. The author presented his own approach to the systematization a large number of Ukrainian scientists’ concepts in order to sort various scientific schools out. This approach is based on the principle of historicism, according to which each concept is valid in the relevant historical period of Ukraine, which is characterized by particular conditions and circumstances. Three periods were identified and every period has been studied scrupulously to find out main factors that cause very specific trends in economic security of the state in Ukraine. Secondly, ecosestate is characterized by a high pace of evolution in Ukraine. The author explains, that is a very important sign of its validity. Ukrainian scientific community of ecosestate has to deal with rapid dynamic of transformation of Ukrainian state, as well as conditions in which it operates. It naturally requires constant verification of scientific knowledge in terms of their compliance with new realities. Thirdly, unlike most countries, where ecosestate is actively developing, Ukraine has its own specific context – a hybrid conflict with another subject of international relations, which continues to be aggressive towards the state. This naturally transforms not only Ukrainian reality, but also Ukrainian scientific community. Based on the considerations outlined in the article the author states, that domestic scientific community has a unique experience, so the methodological achievements of Ukrainian experts in certain aspects more advanced than ones of scientific schools in other countries.

This article considers issues of social entrepreneurship as a key tool for solving social problems in society and as a mechanism for changing the very concept of social policy at the state and regional levels. Therefore, the goal of this article is to analyze the current state of social entrepreneurship in the Volgograd region and its relationship with state and non-state actors. The following were used research methods: dialectical method; logical methods of economic research; methods of data analysis and formal logic. Social entrepreneurship in Russia is a new phenomenon compared to Western countries, and the recently emerged sector of the economy has not yet received such development in the subjects of the Russian Federation as abroad. Currently, the social business is not ready to answer a lot of questions related to solving social problems, however, a certain trend in this direction has been set. The state, society, and businesses are slowly moving away from the traditional understanding of the social activities that each of them is accustomed to carry out. The development of social entrepreneurship helps to smooth out pressing issues of society, speeds up their solution by involving a larger number of stakeholders in the issue.
