Abstract The 2020 ‘mosque-ing’ of Ayasofya (Hagia Sophia) shook a cornerstone of the Turkish Republican tradition. I lay out the immediate political context, including the COVID-19 pandemic, the content of five court decisions that built up to the mosque-ing, and what these show about the current state of secularism, democracy and institutions in Turkey. I argue that the Ayasofya episode is a case of polarization to the point of abeyance and waqf-izing the Turkish state. Evaluating the episode in light of the past decade of Turkish politics, I propose that it is the present stage of a trajectory from the politics of modernity to the anti-politics of abeyance, and that the midpoint of this trajectory is the politics of ‘multiple modernities’. It is time to lay to rest the wave of conservative epistemologies emerging from Shmuel Eisenstadt’s ‘multiple modernities’.

The purpose of the article is to identify existing problems in the formation and implementation of anti-corruption policy in Ukraine based on the analysis of research results of the current state of corruption in Ukraine, analysis of relevant regulations and practice of its implementation. The methodology is based on the dialectical method of scientific knowledge, as well as special research methods based on modern scientific principles of legal, political, managerial and related sciences. Results of the research. The article analyzes the current issues of state anti-corruption policy in Ukraine at the present stage. It is noted that corruption is one of the biggest problems of Ukrainian society and has a great resistance to the development of Ukraine as a state. Ukraine currently has a whole system of anti-corruption bodies, some of which perform purely anti-corruption functions, while others perform anti-corruption functions as well. At the same time, the Basic Anti-Corruption Law defines a limited list of specially authorized entities in the field of anti-corruption. It is proved that the reserve of influence of public organizations in combating corruption offenses is still poorly used by the state on the initiative of the state itself.

However, the issues of gift literacy and their conceptualization of the role as a tool of diplomatic protocol in the implementation of international contacts of bilateral and multilateral nature remain unexplored. Analysis of resent researches and publications. The following scientists were engaged in research of the specified question: Ukrainian scientists – O. Sagaidak, G. Rudenko, Polish – L. Ikanovich, J. The target of research is to study the essence of diplomatic protocol and etiquette on the example of gift literacy as a special tool for establishing relations in international cooperation, as well as outlining the realities of regulating this procedure and determining the practical side of the gift process in the context of diplomatic relations. Article’s main body. In the article investigated the essence and genesis of the practice of applying the diplomatic protocol in multilateral diplomacy for political purposes. It is argued that some protocol aspects of a multilateral meeting may be subject to political manipulation, and their behavioral influence on decision-makers is used. The importance of using gifts at the present stage of diplomacy development as one of the political tools that is subordinated to foreign policy goals is determined. The gifts received during the working trips of the presidents of the countries reflect the current state of development of the states, cover meetings and communication with the population, outline the professional and political interests and priorities of the states. The exchange of memorable gifts and souvenirs is carried out in the protocol order or by agreement of the parties in a solemn atmosphere as a separate protocol event within the framework of the state visit of the head of a foreign state. Examining the gifts, you can determine the geography of official visits of high-ranking officials, the current state of development of states, assess the outcome of meetings and communication with the population, learn about professional and political interests and priorities of states. In the protocol practice of most countries, strict cost limits have been introduced for gifts given or received by senior officials. Conclusions and prospects for the development. The global economic development is, to a great extent, dependent on access to large amounts of cheap energy sources. The growing social awareness of ecology and the enormous damage to the Earth’s ecosystem due to the production of energy from conventional sources have forced fundamental changes in the energy sector. Renewable energy is considered to be an opportunity for such changes. The current state of the art allows such changes to be made without restricting economic development. Therefore, activities related to the energy transition are being taken all over the world. The European Union has definitely managed to achieve the most tangible effects in this regard. This article presents the findings of the research aimed at presenting the current state of renewable energy in the European Union and analyzing the changes reported in this sector in the last decade. The research was carried out using a selected set of 11 indicators characterizing renewable energy in individual countries. These indicators were selected on the basis of literature review and own studies of the state of renewable energy and its development prospects. Based on these indicators, changes in the energy structure of individual European Union countries between 2008–2018 were determined. The study is divided into two main stages. The principal components analysis (PCA) was used for the first analysis. In turn, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was adopted to assess the level of renewable energy development in the European Union countries. Both these methods and the extended statistical analysis were applied to determine the state of renewable energy development in the European Union countries in the studied period and to divide the Member States into classes with different levels of development. The results of the study showed that the EU countries are characterized by significant differences in the development of RES during the period in question. The unquestionable leaders in this respect are Sweden, Austria, Finland, and Latvia. Based on the findings, it is possible to evaluate the effects of activities related to renewable energy development and to prepare assumptions for future activities. Additionally, both the research and its findings broaden the knowledge of the directions of renewable energy development in individual European Union countries. This is particularly important in the context of changes related to the need to reduce harmful substance emissions and the implementation of the European Green Deal idea.

In this article the author analyses the development of administrative regulations in the system of modern public administration. The state of administrative regulations and their institutionalisation as a result of the administrative reform is noted. It has been identified and found that there has now been a change in the approach to the delineation of the administrative regulations of the executive authorities - before 2018, administrative regulations were divided into service regulations and function regulations, where service regulations are related to requests by private persons to the state represented by its bodies and officials - and function regulations are related to the implementation of continuous activities to perform assigned powers and exercise the established competence, after 2018, administrative regulations are divided into service regulations and control (supervision) regulations. According to the author, the established approach has allowed the above varieties of regulations to be merged into such a group of types of administrative regulations as administrative regulations for the implementation of state functions. Also the author concludes that it is necessary to adopt a special legislative act systemising the functions of the executive authorities and the administrative procedures they carry out in a single logical connection.
