Covid-19 Pandemic has become a worldwide issue that also impacts Indonesia. An adaptive and agile governance system is needed to overcome the pandemic issue in both central and regional. One area that is considered successful is Surabaya City. Even so, there is a phenomenon of the high number of Covid-19 positives rates in Surabaya. It indicated that this is a form of policy hampered by local culture. Arek Suroboyo and their cangkrukan were contradicting due to the government's policy regarding large-scale social restrictions. Therefore, the purpose of this study is to analyze agile governance form in the implementation of Surabaya City Government policies in handling Covid-19. Then, identify the impacts that occur on policies due to the culture and custom of Arek Suroboyo. The method used is qualitative descriptive with the questioner and related documents-based analysis. Its results showed that with the existence of decentralization, regional policies were influenced by the central government strategy. Regarding the Central Government's Instruction, the public policies taken handling Covid-19 in the City of Surabaya includes promotional, preventive, curative, and rehabilitative efforts. The dominant concept of agile governance in this policy is "based on quick wins policy" in which one public policy stimulates another. With this effort, the City of Surabaya has passed the first wave of Covid-19 in its region. Nevertheless, the implementation of the policy was hampered by the culture of Arek Suroboyo, namely cangkrukan. Even the worst impact is that this culture potentially conducts the second wave of Covid-19 in Surabaya City.

This article discusses how the communication strategy of the Surabaya City Government Public Relations in serving and exploring the potential of the community through social media. This study used a qualitative descriptive method. From the results of this study, four findings were obtained. Firstly, in conveying messages through social media, the Surabaya City Government Public Relations, especially in conducting discussions with the social media team, to determine the market for the message. Secondly, social media content which is so varied according to what is happening in the community, especially in the city of Surabaya. Thirdly, the Public Relations of the Surabaya City Government holds a photo contest on social media every month. It is also a place to facilitate the aspirations and work of the citizens of the city of Surabaya. Fourth, in the use of social media, the Surabaya City Government Public Relations has its own segmentation which aims to make it easier for the public to sort out the information needed through social media

Purpose: This study aims to analyze the role of philanthropy (ZIS) in reducing poverty and improving the quality of life in the Karanganyar society district.Method: This type of research is field research using a qualitative descriptive approach and applying an intrinsic case study model. The research data was obtained from the annual report of BAZNAS Karanganyar, interviews, and field observations as well as literature study conducted as secondary data.Findings: The results of this study found that ZIS can solve various problems and contribute to improving the quality of life of the Karanganyar community. Through the collaboration of BAZNAS with the city government, there are more than 600 UPZs scattered to collect zakat in government agencies, private companies, and the community. ZIS is realized in 5 flagship programs of BAZNAS Karanganyar, which can encourage productivity (being) and simultaneously increase mustahik's participation in their environment, such as family, social, workplace, school, and so on. And mustahik have hope and optimism to improve the quality of life (becoming).Originality/Values: Provide information to the public how ZIS management methods in BAZNAS Karanganyar, relationships with the city government, and the synergy of BAZNAS programs to improve the quality of  mustahik.life

Kota Tangerang Selatan adalah kota yang menerapkan program smart city pada tahap awal dari 200 wilayah kabupaten dan kota di Indonesia dengan “Gerakan menuju 100 Smart City” yang didasarkan pada integrasi teknologi dalam tata kelola kota berkat keberadaan internet of things (IoT). Integrasi teknologi bertujuan untuk meningkatkan efisiensi, membagikan informasi pada publik, memperoleh respon cepat, dan memperbaiki pelayanan masyarat untuk meningkatkan kualitas dan kesejahteraan masyarakat. Tujuan penelitian ini adalah mengetahui dan menjelaskan bagaimana humas pemerintah Kota Tangerang Selatan melakukan sosialisasi program smart city kepada masyarakat. Penelitian ini menggunakan teori difusi dan inovasi, konsep hubungan masyarakat, dan smart city. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan metode studi kasus; wawancara dan observasi digunakan untuk memperoleh data penelitian. Hasil penelitian menunjukkan bahwa humas pemerintah Tangerang Selatan melakukan berbagai bentuk sosialisasi mengenai program smart city berdasarkan berbagai inovasi teknologi komunikasi dan informasi. Namun, upaya tersebut belumlah maksimal, karena belum ada pemerataan pengetahuan masyarakat tentang konsep smart city di Kota Tangerang Selatan. Hal ini disebabkan sosialisasi yang dilakukan oleh humas, termasuk lewat media social, masih belum menjangkau masyarakat secara keseluruhan. Indikasinya terlihat dari kurangnya pengetahuan masyarakat tentang konsep kota pintar di Kota Tangerang Selatan sehingga pemanfatan inovasi teknologi program smart city belum bisa meningkatkan pelayanan publik secara maksimal.Kata kunci: Inovasi, hubungan masyarakat, Tangerang Selatan, smart city ABSTRACTSouth Tangerang is a city that implemented smart city programs from 200 districts/cities in the early stages of the “Movement towards 100 Smart Cities” program by the Indonesian central government based on the integration of technology in city governance due to the presence of the internet in various ways (LoT). The integration of these technologies is intended to improve efficiency, share information with the public, get a quick response and improve services to improve the quality and welfare of the people in the city. The purpose of this research is to find out and explain how the public relations of the South Tangerang city government spread smart city programs through various forms of innovation to the public. This study uses the Theory of Diffusion and Innovation, the concept of Public Relations (PR) and Smart City. The research approach uses qualitative with the case study method. The researcher obtained the data through interviews and observations, and to validate the data, the researcher used the triangulation of sources. The results showed that the public relations government of the City of South Tangerang conducted various forms of socialization of smart city programs by conducting technological innovations that were applied to community services at local government offices. But the results have not been maximal. This is shown by the uneven public knowledge about the concept of smart cities in South Tangerang. Therefore, the awareness to support smart city programs is also limited. The indication can be viewed from the lack of public knowledge about the concept of smart cities in South Tangerang. Thus, the utilization of smart city program technology innovation has not been able to improve public services maximally.Keywords: Innovation, public relations, South Tangerang, smart city

This research is motivated by awareness and concern for public order, especially in tourist areas. This study aims to determine the policy actions of the West Manggarai Regency Government in managing parking in order to create orderly traffic and to find out the factors that hinder the parking arrangement in order to create orderly traffic in Labuan Bajo City, West Manggarai Regency. This research was designed using a qualitative descriptive method. The techniques used in collecting data are through interviews and documentation. The results show that the government's policy actions in managing parking in the city of Labuan Bajo have not run according to the regulations in the Labuan Bajo city area. Then, there was a mistake between the content of the policy and the implementation in the field. In addition, there is still a lack of awareness from the public to obey traffic regulations, especially parking and a lack of complete facilities where there are 2 areas that are at the center of congestion, namely Jl Soekarno Hatta and Jl. Mirror Stone Market. So this situation makes the people become a habit and low awareness in conducting parking arrangements in the city of Labuan Bajo. Therefore, through this research it is hoped that the Labuan Bajo City Government will increase the parking area in the shopping and market areas so as not to cause congestion. Then, the government is expected to be more assertive in providing guidance to parking attendants in order to comply with applicable regulations.

 The Medan Mayor's policy of issuing a regional regulation on large-scale social restrictions forced the coffee shop entrepreneur to close down his business for several months. The purpose of this study was to determine the strategy of coffee shop owners in entrepreneurship during the Covid 19 pandemic, to find out the entrepreneurial communication mechanisms carried out by coffee shop owners and to find out the obstacles faced by coffee shop owners. This research is a qualitative descriptive study using survey and observation methods and data collection techniques are measured using interviews and documentation. The central and local governments have not provided assistance to coffee shop owners in the form of injections of funds to stay afloat and be entrepreneurial during the Covid 19 pandemic. The Medan city government should make joint policies with business actors in the city of Medan in general, especially coffee shop owners  who have limited capital and coffee shop owners must have breakthrough ideas and new innovations in entrepreneurship to face the Covid 19 pandemic that has not ended.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

This article uses the materials of the Drezdensha affair, a large-scale investigation of “indecency” in St. Petersburg in 1750, to explore unofficial sociability among the Imperial elite, and to map out the institutional, social, and economic dimensions of the post-Petrine “sexual underworld.” Sociability and, ultimately, the public sphere in eighteenth century Russia are usually associated with loftier practices, with joining the ranks of the reading public, reflecting on the public good, and generally, becoming more civil and polite. Yet, it is the privately-run, commercially-oriented, and sexually-charged “parties” at the focus of this article that arguably served as a “training ground” for developing the habits of sociability. The world of these “parties” provides a missing link between the debauchery and carousing of Peter I's era and the more polite formats of associational life in the late eighteenth century, as well as the historical context for reflections on morality, sexual licentiousness, foppery, and the excesses of “westernization.”

Two developments flowing from the institutional reforms in The Netherlands of the 1980s currently form ‘the usual suspects’ in a series of scandals or instances of public arousal within the public sector. The first factor is the large-scale decentralization of tasks from central government to provincial and municipal authorities. Initiated under the name of democratization and efficiency this decentralization programme was part of a large package of operations, including deconcentration, deregulation, privatization, and reconsideration, that were to to slim down central government in terms of personnel, tasks and organization. Second, managerialism, i.e. the adoption of business management ideas and concepts by public administrators, entered Dutch public service vocabulary during the second half of the 1980s. Managerialism did not limit itself only to central government agencies but also — and perhaps more succinctly — found openings in provincial and municipal authorities, mainly as a fierce reaction against the ‘bureaucratism’ of daily administrative practice to counter the relative deprivation perceived by civil servants in relation to their private sector counterparts. This article shows that the decentralization of financial management and the emergence of ‘reinvention’ ideas have had autonomous but drastic effects. While the former blinded central government and provincial controllers, the latter legitimized practices that even under a private sector regime would have been deemed improbable.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

<p class="Keywords">Sub Communal RISHA is a pilot project from the central government in collaboration with the Surakarta City Government as a solution for structuring slum settlements in Surakarta. The RISHA method facilitates the construction and installation process due to the use of a modular precast system which is also more flexible and efficient both in terms of construction time and the use of construction materials. The purpose of this research is to identify the space adaptation of Sub Communal RISHA based on the behavior of residents. This research was conducted with a qualitative descriptive method. The research location is in the area of RW 06 Rusunawa Semanggi Surakarta and the time of data collection was carried out in the period May-August 2021. Primary data was taken with several techniques, observation and Forum Group Discussion (FGD) method. The analysis was carried out using data triangulation techniques. The use of this analysis technique aims to combine all data to produce accurate and comprehensive conclusions. The results showed that there are two adaptations carried out by the residents of Sub Communal RISHA, namely adaptation by adjustment and adaptation by reactions.</p>
