The relationship between the Local Leaders and Deputy Local Leaders often creates conflicts to disharmony. Reduced harmony between the Local Leaders and Deputy Local Leaders occurs in many regions in Indonesia. This study discusses the factors that Cause Disharmony between the Local Leaders and Deputy Local Leaders in the Government System and the Ideal Position of Deputy Local Leaders in the Decentralization System. The data collection method used in this study is library research. Literature research collects relevant data and information by books, magazines, articles, journals, writings, and legislation relating to the issues raised in this study. The research and discussion results in this study are the factors that cause disharmony between the Local Leaders and Deputy Local Leaders in the Local Government System are First, Political Maturity. Second, the unequal distribution of power and race to politicians. While the duties of Deputy Local Leaders regulated in Law No. 23 of 2014 concerning Local Government, where most of the first, assisting Regional Heads in Leading the implementation of local government affairs, Secondly, giving advice and consideration to Local Leaders in carrying out Local Government affairs. Third, carry out the Local Leaders’ daily tasks if the Local Leaders serve a period of detention or temporarily unavailable. Fourth, carry out other duties and authorities by statutory regulations.

 ABSTRAKPandemi Covid-19 yang terjadi di Indonesia membuat pemerintah membuat kebijakan-kebijakan sebagai stimulus untuk menjaga kestabilan masyarakat dan perekonomian. Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. The central government authorizes local governments to manage local finances to deal with covid-19 in their respective regions. This is because the local government better understands the needs of the region. The issue raised first, how is the relationship between the Central Government and Local Government in financial management for the handling of the Covid-19 pandemic? Second, What is the role of local governments in regional financial management for the handling of the Covid-19 pandemic? Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. The 1930s in the United States marked a turning point in the relationship of the architectural profession to both the government and corporations. The federal government and large corporations, began to hold design competitions to stimulate the building industry during the Depression. This caught the American Institute of Architects unprepared and led to the transformation of the profession from one grounded in the ideal of the architect-artist to one whose survival depends, in part, upon business acumen, technical competence, and public relations skill.

Purpose The purpose of this study is to investigate the relationship between the degree of stakeholder salience and the degree of emphasis placed on accountability dimensions for infrastructure assets (IFAs) as perceived by mayors and chief executive officers (CEOs) of local government authorities (LGAs). Comparisons are drawn between the salience accorded to two broad stakeholder groups at the public level and at the government level. Design/methodology/approach Perceptions of mayors and CEOs are examined through a mail questionnaire survey administered among LGAs in Australia. Findings Overall accountability for IFAs by the LGAs is influenced by the salience accorded to the demands and needs of public stakeholders (PSs) but not the salience accorded to government stakeholders (GS). It is evident that public and managerial accountabilities are impacted by PS salience, whereas political accountability is impacted by the salience of GS. Thus, it emphasises that the establishment and implementation of policies, processes and systems that render transparency and responsiveness to the public, as well as service quality and the disclosure of performance measures, are positively affected by the salience accorded to PS groups. Research limitations/implications The results of the study may be affected by the inherent weaknesses associated with mail surveys. Practical implications Accountability of LGAs for IFAs to GS needs enhancement, specifically stronger policy incentives. Originality/value This paper contributes to the literature, providing evidence on how mayors and CEOs of LGAs perceive the salience of different stakeholders of IFAs and its impact on the perceived accountability.

Hizbut Tahrir (The Party of Liberation) is an international pan-Islamic politica<br />l organization. Its goal is to unify all Muslim countries as an Islamic state<br />(caliphate) ruled by shariah. They argued that caliphate and Islamic law should<br />not be separated. Without a caliphate, the sharia application will never be<br />totally accomplished. Factually, these grand themes constitute the global discourse<br />applied by Hizbut Tahrir movements around the world. It becomes<br />the main idea that links their global ideological ground and commonality.<br />Hizbut Tahrir (HT) entered into Indonesia in 1982, through M. Mustofa and<br />Abdurrahman al-Baghdadi. As in another countries, HT got repression from<br />the government. Using a momentum of the reformation era, Hizbut Tahrir<br />Indonesia (HTI) begin to socialize its ideas openly. Even in 2000, they have<br />registered its organization at the Ministry of Domestic Affairs.<br />This study aims to scrutinize the ideas of HTI thinking about political economy,<br />which is devoted to the theory about the relationship between religion, state<br />and economy, as well as the construction of public finances. This study is<br />intended as a historical study of Islamic economic thought. The discourse of<br />the study focuses on three questions. First, how does HTI grow in Indonesia,<br />and why does they flourish? Second, what are the relationship between the religion, the state and the economy according to them? Finally, how is the<br />structure of HTI’s public finances?<br />This qualitative study was an exploratory-analysis. It was intended to analyze<br />key concepts in a plantation of thought that has been documented, both<br />from primary and secondary sources. It is a library research. The sources of<br />the research are in the form of HTI’s works which have been well documented<br />in a large numbers, including in the Pdf formats. The study found that HTI<br />tended to see every current economic problem by reflecting it into the cultural<br />heritage of the past. Related to this, the slogan that they have always<br />been shouted was “Sharia is the only solution.” From this philosophy it can<br />be estimated that HTI’s thoughts of Islamic public finance, will face the problem<br />of contextualization.<br />Hizbut Tahrir (Partai Kemerdekaan) adalah sebuah gerakan politik Islam<br />internasional. Tujuannya adalah untuk menjadikan negara-negara Muslim dalam<br />satu kepemimpinan negara Khilafah yang diatur dengan syariah. Mereka<br />berpendapat bahwa kekhalifahan dan hukum Islam tidak dapat dipisahkan.<br />Tanpa Negara khilafah, syariah tidak dapat diterapkan dengan sempurna.<br />Gagasan utama inilah yang diusung oleh Hizbut Tahrir di seluruh dunia. Gagasan<br />pokok itulah yang mempertemukan idiologi dan pergerakan mereka. Hizbut<br />Tahrir masuk ke Indonesia pada tahun 1982 melalui M. Mustofa dan<br />Abdurrahman al-Bagdadi. Sebagaimana di negara-negara lain, HT mendapat<br />tekanan dari pemerintah. Dengan memanfaatkan momentum era reformasi,<br />HTI mulai mensosialisasikan ide-idenya secara terbuka. Bahkan pada tahun<br />2000 mereka telah mendaftarkan dirinya sebagai organisasi resmi di Depdagri<br />Ditjen Kesatuan Bangsa.<br />Studi ini bertujuan untuk mengungkap gagasan pemikiran HTI tentang<br />ekonomi politik, khususnya mengenai teori hubungan antara agama, negara<br />dan perekonomian, serta mengenai konstruksi keuangan publik. Kajian ini<br />dimaksudkan sebagai studi historis tentang pemikiran ekonomi Islam. Pokok<br />masalah dalam penelitian ini adalah: Pertama, bagaimana HTI tumbuh dan<br />berkembang di Indonesia. Kedua, bagaimanakah hubungan antara agama,<br />Negara dan perekonomian menurut mereka. Ketiga, bagaimanakah struktur<br />keuangan public menurut HTI?<br />Kajian kualitatif ini bersifat eksploratif-analisis, yakni dimaksudkan untuk mengurai dan menganalisa secara mendalam mengenai konsep-konsep kunci<br />dalam pemikiran HTI yang telah terdokumentasikan, baik dari sumber primer<br />maupun sekunder. Berdasar sifatnya, penelitian ini termasuk library research, di<br />mana bahan dan sumber data penelitian ini berupa karya-karya dari tokohtokoh<br />HTI yang telah terdokumentasikan dengan baik dalam jumlah besar,<br />termasuk dalam format Pdf. Penelitian ini menemukan bahwa HTI cenderung<br />melihat segala persoalan ekonomi saat ini dengan merefleksikannya pada warisan<br />budaya masa lalu. Terkait dengan hal ini, slogan yang selalu mereka teriakkan<br />adalah “Syariah adalah satu-satunya solusi.” Dari cara berfikir ini dapat diperkirakan<br />bila pemikiran-pemikiran keuangan publik HTI akan menghadapi problem<br />kontektualitas.

This study specifically aims to determine the use of facebook amongst students of SMAN 4 Payakumbuh, and to investigate the students' response to the use of facebook as a medium of learning support. This study uses a descriptive study, in which only describe a situation or event does not explain the relationship and do not test hypotheses and make predictions. The study population was a tenth grade students of SMAN 4 Payakumbuh, semester 1. By using purposive sampling technique, class X4 obtained as a sample class. Data were obtained from the research literature (library research) and field research (field research) with a questionnaire instrument that contains 22 written statement, which must be answered by the respondents. A technique of data analysis in this research is to use the technique of percentage. The results showed that, in general, students of SMAN 4 Payakumbuh have regular and accustomed to using facebook, and for this use the facebook application just for fun. The research shows that the use of facebook as a medium of learning support have a positive impact for students, because not only students can play the facebook app, but can also use facebook as a medium for learning and discussion about learning.   Keyword : facebook, media, descriptive

This study examined the urgency of the reconstruction of the Pondok pesantren position in the religious de-radicalization policy in Indonesia. Islamic boarding school (henceforth: Pondok Pesantren) yet is only positioned as a subordinate institution or as an object of de-radicalization policy in the collaboration of institutional design. As a result, the relationship model that is built is the instructive pattern from the government to Pondok pesantren. This, factually, does not contribute to the positive effect on the effectiveness of the de-radicalization policy. The question of this research was how the relationship model or ideal position of Pondok pesantren in the collaboration of institutional design in religious de-radicalization policy? The research data were collected through interviews, documentation, and literature study, which then were analyzed descriptively. This study summed up that the consultative model would guarantee more toward the support of institutional design in the collaboration of religious de-radicalization policy in Indonesia; to protect the unity of the nation on one hand, and optimize the role of Pondok pesantren on the other hand.


Subject Reforms to the relationship betwen central and local government in China. Significance The government last month issued two blueprints for a sweeping reorganisation of the country's bureaucracy (here and here, links in Chinese). They include policies that significantly alter the balance of power between central and local government institutions. These aim to overcome foot-dragging and poor policy implementation at local levels by improving incentives and supervision, and eliminating overlapping responsibilities and conflicts of interest. Impacts With the backing of an increasingly powerful Xi, much of the agenda is likely to be implemented. In key policy areas such as the environment, local bureaus should have more reliable access to funding. New taxes and constraints on borrowing should strengthen local government finances and help reduce their debt burden. Local governments may have less leeway to offer business incentives such as tax breaks and other regulatory incentives.

The division of the powers and responsibilities of government in London has been a constant source of friction and debate between central and local government. In the wake of the abolition of the Greater London Council, the Conservative government waited for the corporate sector to take the lead. When this failed to materialise, a complicated array of unelected agencies and partnerships were constructed to promote London, deliver services and allocate expenditure. This paper reviews the nature and function of these organisations and examines proposals for regional development agencies and an elected strategic authority for the capital arising from the election of a Labour government in May 1997. While pointing to considerable organisational innovation, for instance in the setting up of the Government Office for London, it is argued that, during 18 years of Conservative government, the emphasis on policy delivery through a variety of discrete partnership agencies deliberately overlooked issues of subsidiarity and local accountability. Thus the debate about the relationship between central and local government in London reflects substantial philosophical differences between the two parties. The Labour government's proposals for a strategic authority and regional development agency will require a substantial reallocation of powers and functions between a number of overlapping and competing agencies and a redefinition of what are legitimately local and central functions.

PurposeThe relationship between central and sub-national (local) government is contentious around distribution of power and control. There is a specific concern when a (local) place has power devolved, but centralised hierarchical accountability pervades.Design/methodology/approachThis paper addresses that concern by considering recent innovative developments around place-based accountability arrangements in England, through analysis of official reports and news media.FindingsThe article illustrates aspirations towards accountability to the local electorate clash with hierarchical accountability that remains an omnipresent mechanism of central control. It is suggested, accountability forums be developed to blend hierarchy and the place leadership role of directly elected mayors. This could enable local accountability to the electorate, whilst taking account of the context of specific regional level complexities.Originality/valueThis is one of the first papers to consider issues of place leadership and place based accountability within the framework of hierarchical accountability for central and local government relations.

AbstractThe purpose of this study is to know the construction of the implemen-tation of government policy in the fulfillment and distribution of current doctors; Obstacles to the implementation of government policies in the fulfillment and distribution of current medical staff; As well as the ideal reconstruction of local government policy in the fulfillment and equity of physicians based on the value of justice. The type of research used is the study of doctrinal law, the method of legal research conducted by examining the material legislation, library materials or secondary data. The approach of research conducted on the problems in this study using sociological juridical approach. The data in this research is analyzed by using qualitative method of descriptions. The results of this study are (1) Donggala District Government policy in meeting the needs of doctors in all districts of Donggala is by proposing through Central Sulawesi Provincial Health Office to obtain the quota of doctor of civil servant, PTT and doctor resident; (2) Constraints in the implementation of government policy in Fulfillment and even distribution of current medical staff are some doctors who have been placed pleading again to continue their education or move duties for following husband; and The ideal reconstruction of local government policy in the fulfillment and equity of physicians based on justice values is adjusted to the ratio and needs of the community, and plans to appoint physicians as non-permanent employees at the cost of local government. The Government of Donggala District can submit a Regent Regulation on the fulfillment and equity of doctors in Donggala District, as well as cooperation with private parties through private clinics and CSR improvement.
