The high public demand for quality improvement on KIA becomes the basic fundamentals for the government of Yogyakarta to upgrade the quality and efficiency of KIA services. One of the implemented policies is the application of smart city in the health sector, primarily focusing on e-Health development. This research aims reviewing innovation in the implementation of e-Health in health centers Mantrijeron by employing a qualitative approach with interviews, observation, and documentation. The results showed   that innovation of e-Health was divided into four categories: man, money, methods and machine. In terms of man (human resources) there were Simpus facilitation officer and adequate number of qualified human resources. Meanwhile money innovation occurred by adequate financial support from APBD, BOK and BLUD budget. Method innovation came in with the application of SOP in each service which also describes the associated use of Simpus. Machine innovation occurred through adequate computer devices, efforts to restore the hardware restoration efforts, routine network maintenance by a team of Service Level Agreement (SLA) and assistance from the Department of Communications, Information and Coding of Yogyakarta City.Keywords: e-Health, SIMPUS, Innovation, Service Quality

The aim of this paper are: to create a data visualization that can assist the Government in evaluating the return on the development of health facilities in the region and province area in term of human resources for medical personnel, to help community knowing the amount of distribution of hospitals with medical personnel in the regional area and to map disease indicator in Indonesia. The issue of tackling health is still a major problem that is not resolved by the Government of Indonesia. There are three big things that become problems in the health sector in Indonesia: infrastructure has not been evenly distributed and less adequate, the lack of human resources professional health workforce, there is still a high number of deaths in the outbreak of infectious diseases. Data for the research are taken from BPS, in total 10,600 records after the Extract, Transform and Loading process. Time needed to convert several publications from PDF, to convert to CSV and then to MS Excel 3 weeks. The method used is Eight-step Data Visualization and Data Mining methodology. Tableau is chosen as a tool to create the data visualization because it can combine each dasboard inside a story interactive, easier for the user to analyze the data. The result is a story with 3 dashboards that can fulfill the requirement from BPS staff and has been tested with a satisfied result in the UAT (User Acceptance Test). This study aims to learn about the implementation of health policies dealing with malnutrition, as well as the factors that drive and hinder the application of these policies, in the Nusa Tenggara Timur (NTT) Province of Indonesia (East Nusa Tenggara, in English). The results show that the border regions, specifically the Kupang and Timor Tengah Utara (North Central Timor) Regencies, suffer the worst conditions and have the greatest need for priority attention. Areas with better conditions are the Alor and Malaka Regencies, which should be given second priority. The Belu Regency produces better results than the other regencies and should be given third priority. Some programs and health service improvements must be carried out, such as the development and empowerment of Human Resources in the health sector, and improvement of the facilities and infrastructure of Community Health Centers (Puskemas) with their networks.

The government targets malaria elimination in Java and Bali by 2023. But until 2020, Pangandaran and Pandeglang Regency haven’t received malaria-free certification. This qualitative study was conducted to provide an overview of Pangandaran and Pandeglang malaria control implementation by comparing it to Activity Indicators based on the Indonesian Minister of Health Decree on malaria elimination. In-depth interviews, using thematically interview guidelines, were conducted to 48 key informants such as policyholders and people in charge of health programs and cross-sectoral at the provincial, district, sub-district, and village levels. Thematic analysis was used in the theme of policy implementation, budget, facilities and infrastructures, human resources, and cross-sector cooperation. The result shows that malaria control is implemented according to the decree, but some activities haven’t been done. The analysis on policy implementation theme shows that both districts have carried out according to the guidelines, with innovation in the form of establishing Posmaldes (village malaria post) in Ujung Kulon National Park in Pandeglang. APBD, APBN, and Global Fund are used as budget sources. Both districts stated that facilities and infrastructures are sufficiently available, but there is a lack in human resources’ quantity and varying degrees of competencies. There is also a lack of cross-sector cooperation because malaria control hasn’t become a priority in those sectors and they are only acting as supports to the health sector. Efforts to control malaria are considered less optimal due to the absence of malaria elimination regulations, varied human resource capabilities, and the limitation in the duties and functions of cross-sectors.

One of the manifestations of underdevelopment is malnutrition and unhygienic living conditions. These contribute to lowering productivity levels of labour thereby affecting both industrial and agricultural output. This gives rise to other problems such as unemployment, and underemployment which leads to falls in family income and a consequent decline in living standards. The cycle is then repeated. However, till the early 1970s most LDCs did not give due weightage to the improvement of health conditions as they felt that resources would be better utilised in the directly productive sectors of the economy, for example, agriculture and industry to name two. However, the last twenty years has seen, through the basic needs approach, the role that health can play in promoting development. Expenditures in the health sector came to be seen as investments in human capital. The benefits of such investment became apparent from the improvement in the quality of human resources which was reflected by increases. in productivity of the labour force as well as by increasing the length of the expected working life of labour. Thus the provision of better health facilities has a two-fold effect: first it increases the productivity of the existing labour force and, second it increases the quantity of human resources available in the future by increasing the length of working life. Keeping this in view, the Government of Pakistan's policy with regard to the provision of health can be summarised in a five-point agenda:

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.

Abstract: Smart City as an innovation in overcoming every problem that occurs in the city. In the Smart City concept there are aspects that are Smart Regency. Is a process of management and development of a variety of natural and human resources, Smart Regency provides innovations in information technology-based grievance services, with access to the Sleman Report application, which is online complaints, aspirations, suggestions and criticisms from the public for the government. However, the services provided by the government to the community were not yet fully maximized in its implementation. The purpose of this study is to see the extent of effectiveness in the application of the Sleman Report in realizing Sleman Smart Regency in Sleman Regency. The result is quite effective for the realization of Smart Regency but in its implementation it is felt to be less than optimal because its handling is sometimes problematic. This study concludes the success of the Sleman Report Program for the steps to realize Smart Regency, the success of target users of the Sleman Report and the achievement of the Report Report in realizing the Smart Regency.Keywords: Smart City,Smart Regency, Lapor Sleman.Abstrak: Smart City sebagai sebuah inovasi dalam mengatasi setiap permasalahan yang terjadi di dalam kota. Dalam konsep Smart City terdapat aspek yang ada yakni Smart Regency. Adalah sebuah proses pengelolaan dan pengembangan dari berbagai macam sumber daya alam dan manusia, Smart Regency memberikan inovasi mengenai layanan pengaduan berbasis teknologi informasi, dengan akses aplikasi Lapor Sleman yakni pengaduan, aspirasi, saran dan kritik secara Online dari masyarakat untuk pemerintah. Namun dalam pelayanan yang diberikan pemerintah untuk masyarakat pun belum sepenuhnya maksimal dalam pelaksanaannya. Tujuan dari penelitian ini adalah untuk melihat sejauh mana efektivitas pada penerapan Lapor Sleman dalam mewujudkan Sleman Smart Regencyn di Kabupaten Sleman. Hasilnya cukup efektif untuk terwujudnya Smart Regency namun dalam implementasinya dirasa kurang maksimal karena penanganannya yang terkadang bermasalah. Penelitian ini menyimpulkan keberhasilan program Lapor Sleman untuk langkah terwujudnya Smart regency, keberhasilan target pengguna dari Lapor Sleman dan pencapaian tujuan Lapor Sleman dalam mewujudkan Smart Regency.Kata kunci: Smart City,Smart Regency, Lapor Sleman

As an institution of supervision Inspectorate have a responsibility to review  the drafting of RKA SKPD. In carrying out the functions of supervision, often found the existence of the expectation gap i.e. a difference of wishes or expectations of stakeholders towards the APIP work with the reality of the work shown by the APIP. Expectations of stakeholders sometimes exceeds what the roles and responsibilities of APIP. This research aims to analyze the expectation gap between APIP and stakeholders (auditee) regarding the role and independence of the APIP in supervision of the preparation of the regional budget in the Government of North Sulawesi province. This study used a qualitative approach by taking the location of research in 5 (five) SKPD on the Government of North Sulawesi province with criteria of informant is APIP in North Sulawesi Province of Inspectorate with experience more than 5 (five) years and auditee has the task drafting of RKA. The results of this study showed that at the role of APIP, there is no an  expectation gap but for the issue of perception the limitation of responsibility of APIP, need to be evaluated especially in things still lacking with regards to his responsibilities include improving the quality of human resources such as the understanding of the regulation and its changes and also their skill. This study aimed to obtain information on local potential that can be empowered for literacy village program in bejiharjo village Karangmojo subdistrict in Gunungkidul regency of Yogyakarta Special Region. This research used desciptive qualitative approach. This study obtained information that the potential of Bejiharjo village in preparing itself in managing the literacy village includes; 1) the possession of human resources who have completed adequate diploma and undergraduate programs (S1, S2, S3) to support the village literacy program, 2) Strategy and policy direction of Bejiharjo village development in building the quality of human resources to provide facilities support and funding of ECD and other non-formal education, in partnership with the government and PT in managing education programs; 3) available facilities andinfrastructurethatsupporttheimplementationofliteracyvillageprogramssuchas; (4) the presence of community participation in the form of personnel, thoughts, goods and costs, 5) the existence of partnerships that support the village literacy program, among others; Government of Gunungkidul Regency, UNY, Primagama, Mandiri Bank, BCA and community of Bejiharjo community in overseas.

<p>This article seeks to discuss the economic empowerment of society through the optimalization of BMT’s function of intermediating and financing. Using a descriptive and qualitative approach, this article reveals that the success of economic empowerment should be supported by strategy, tactics and stepping. The program should also be implemented through segmentation and training of clients, providing human resources that understand the vision and mission of empowerment, optimizing BMT’s function of intermediating, and providing a coordinated tool of saving. Intermediation is conducted through developing economic potentials of Muslim community (<em>ummah</em>), improving the quality of human resources, mobilizing societal resources, bridging the relation between the rich and the poor and between the fund owners and users, coaching and balancing in terms of financial support.</p>

Keberhasilan pembangunan nasional yang diupayakan oleh pemerintah dan masyarakat sangat ditentukan ketersediaan sumber daya manusia (SDM). Salah satu proiritas pembangunan nasional di bidang kesehatan adalah upaya perbaikan gizi yang berbasis pada sumber daya, kelembagaan, dan budaya lokal. Kurang gizi akan berdampak pada penurunan kulitas SDM yang lebih lanjut dapat berakibat pada kegagalan pertumbuhan fisik, perkembangan mental dan kecerdasan, menurunkan produktivitas, meningkatkan kesakitan serta kematian. Tujuan penelitian ini untuk mengetahui pola asuh anak balita yang dilakukan oleh ibu-ibu di Wilayah Puskesmas Lantibung Kecamtan Bangkurung tahun 2013. Metode penelitian yang dilakukan adalah penelitian kualitatif. Informan dan informan kunci dalam penelitian ini adalah Ibu Balita, orang tua ibu balita dan tokoh masyarakat yang dipilih secara purpossive. Hasil penelitian menunjukan bahwa pola asuh anak balita di Wilayah Puskesmas Lantibung sebagian besar informan mengatakan bahwa mereka memberi makan, menjaga kebersihan, dan menjaga kesehatan dan ibu balita mengatakan  berpola asuh terhadap anak sangat penting dikarenakan anak-anak membutuhkan kasih sayang, perhatian, membutuhkan segalanya-galanya, dan mereka mengasuh anak sendiri. Kebutuhan terpenting anak terhadap pola asuh anak balita sebagian besar ibu-ibu mengatakan bahwa kecerdasan, kesehatan yang lebih penting terhadap anak mereka. Ketersediaan pangan dalam mengupayakan peningkatan kesehatan kepada anak terutama makanan yang bergizi  di wilayah Puskesmas Lantibung Kecamatan Bangkurung umumnya informan berusaha untuk menyajikan makan namun informan  mengatakan bahwa dikondisikan dengan keadaan keluarga dan ketersediaan pangan, pekerjaan sangat mempengaruhi pemenuhan kebutuhan keluarga. The success of national development pursued by the government and the community is largely determined by the availability of human resources (HR). One of the priorities for national development in the health sector is nutrition improvement efforts based on local resources, institutions and culture. Malnutrition will have an impact on decreasing the quality of human resources which can further result in failure of physical growth, mental development and intelligence, decrease productivity, increase morbidity and death. The purpose of this study was to determine the pattern of care for children under five years old by mothers in the District of Puskesmas Kebibtan Bangkurung in 2013. The research method used was qualitative research. The key informants and informants in this study were the toddlers, parents of toddlers and community leaders who were selected purposively. The results showed that the pattern of care for children under five in the Lantibung Health Center area most of the informants said that they feed, maintain hygiene, and maintain health and toddlers say that caring for children is very important because children need love, attention, need everything- sundry, and they care for their own children. The most important needs of children towards parenting toddlers most of the mothers said that intelligence, health is more important for their children. Food availability in seeking to improve health for children, especially nutritious food in the area of ​​the Puskesmas Lantibung, Bangkurung District, generally informants try to serve food but informants say that conditioned on family conditions and food availability, work greatly influences the fulfillment of family needs.
