This study aims to describe blended learning in the new normal era in vocational schools of health. Vocational education contributes to preparing skilled workforce graduates. Therefore, vocational education must prepare the learning process based on the conditions and needs of students. The research method used was a qualitative approach. A case study was conducted to empirically investigate the phenomenon of the learning process in the new normal era through blended learning. This study collaborated with 96 fourth-semester students and 92 sixth-semester students at the Medical Laboratory Technology Study Program in Associate Degree of Health Polytechnic Ministry of Health Manado. The study results showed that during Covid-19, students could not practice directly in the laboratory freely, so it was difficult to apply the required course applications in the form of practice. Although out of 188 students, only 110 students often use smartphones in the blended learning process. Students experience the most serious difficulty in understanding and practicing laboratory quality control courses with a percentage of 38.6%. Therefore, laboratory quality control is considered in terms of student responses to difficult subjects to understand during the online learning process. So that further research is needed in developing a learning system that can increase student learning motivation. Not only up to motivation, but students also have to understand how to use technology well.

Currently, Covid-19 is a hot topic of conversation in all countries, including Indonesia. In Indonesia itself, a Large-Scale Social Restriction (PSBB) policy was implemented to suppress the spread of this virus so that all activities carried out outside the home must be stopped until this pandemic has subsided. The imposition of Large-Scale Social Restrictions (PSBB) made the learning system change from a classical system to a Distance Learning (PJJ) or online system. In the Introduction to Management course, student participation was found to be low during the learning process. Lecturers have difficulty determining whether students take learning seriously or not. Often in distance learning, some students deliberately put up a video that has been recorded, so that it seems like they are following the learning process, but in reality, they are doing something else. This is caused by several factors, including media which can be in the form of video lessons and student interest in learning. Looking at the description above, researchers are interested in conducting research that aims to determine the effect of using video learning and learning interest on learning outcomes in the Management Introduction course in the distance learning process during the Covid 19 pandemic. This research was conducted in the D3 Transportation Study Program, Faculty of Engineering, the State University of Jakarta in semester 113 of the 2020/2021 school year. This research is an ex post facto research with a quantitative approach. The number of samples in this study consisted of 76 students. The data collection technique is done by using questionnaires and documentation. The data obtained were analyzed using a multiple regression test. The results of this study indicate that Fcount ≥ Ftable = 13.53 ≥ 3.124 so it can be concluded that there is a significant influence between the use of instructional videos (X1) and interest (X2) on learning outcomes in the Introduction to Management (Y) course. For this reason, the role of lecturers is indispensable in continuously making creative innovations in developing various kinds of learning media that can increase student interest in learning during the Covid 19 pandemic.

Defining, measuring, and achieving quality of e-learning systems are not an easy task. Accordingly, one of the most essential goals for the higher educational institutes is how to reach a high and satisfied level of quality in their learning systems. Achieving such level needs adequate and continuous improvements for the whole e-learning environment elements. Therefore, we aim in our work to construct a unified framework for total quality management system (TQMS) that attempt to satisfy the quality requirements, needs, and standards. The objective of this paper is to present a quality control model for e-learning system that adopts the e-learning platform according to the on-line determination of both user's requirements and global standards. This paper proposed software architecture of quality Management framework for e-learning that could be adopted by different higher education institutes to control the quality of the e-learning process, and assure the quality of the e-learning process outcome. The proposed framework is based on a tri-dimensions quality model. The three dimensions are set of quality requirements for e-learning environment represented in Quality Assurance (QA) policies that will be formalized by using policy based approach, the specifications of e-learning platform that provide learning and teaching activities, and quality control process loop. The architecture for monitor and ensure quality control of the QA policies for e-learning system will deliver the whole learning services in an optimal way. The teachers are required to be able to adapt and develop their learning model in post-new normal condition at this time, the model should make the students understand the material being taught easier. In addition, teachers must also be able to apply face-to-face (traditional) and non-face-to-face (online) models. Therefore, to solve the problem, there is an appropriate learning model, namely blended learning. This article aims to examine in-depth thinking about the implementation of this learning model with the literature review method. Indeed, the blended learning model is a learning process that utilizes various approaches (i.e., media and technology) both offline and online. moreover, it can improve students’ access in accessing learning materials, enhance their new experiences, improve the quality of learning, and reduce learning costs. As result, this article indicates that a theoretically blended learning model can be a learning model in post-new normal at the school and university, but further research is still needed to examine the effectiveness of blended learning implementation.
