Sri Lanka is a multicultural country with a diverse population coming from three major ethnic groups, Sinhalese, Tamils and Muslims. Though they have been living together for several centuries in the country, it is not without conflict. After three decades of an atrocious war which erupted as a result of these ethnic clashes, currently the country is enjoying some peaceful times. To make this peace last for long the government has taken several important measures and teaching the second national language in the school for children, and appointing the first language speakers as the second national language teachers is one of the most important. Nevertheless, second national language teachers have a very different interaction with their students when compared to other teachers. They are required of an unusually high level of cultural nuance as members of a different culture to their students and need to develop cultural intelligence to overcome this challenge. This study attempts at finding the present cultural perceptions of these teachers and suggesting ways of changing practices to bridge this gap.

This chapter analyses the role of government initiatives in tourism competitiveness, using data collected from suppliers operating in a distressed tourist destination. The government’s involvement in the process of tourism development, especially in developing countries, is critical. The role and participation of governments in tourism development vary from minimal to a high level of involvement. Developing economies with ongoing political and economic challenges like Zimbabwe have not been comprehensively researched, especially on the nexus between competitiveness and government initiatives. Using qualitative data from a convenience sample of 15 hospitality and tourism managers in Zimbabwe, it was found that the role of government is important for enhancing tourism competitiveness. The study concludes that a higher level of government involvement is needed for Zimbabwe to enhance competitiveness. The government should play a greater role, especially in providing an enabling environment for improved competitiveness while reducing corruption.

In the multilingual community of Surinam the official language is Dutch. This language has occupied the official status during almost three centuries of colonial government, the intermediate stage of self-government (as part of the kingdom of the Netherlands from 1954 through 1975) and after complete independence in 1975. Though the status of official language did not change, a different language policy had to be adopted with respect to different role components in each of four historical periods. The language policy adopted in each of these periods can be considered the result of social changes which took place, and of attitudinal changes with respect to the functioning of other languages in the community. The changing role of the Dutch language in the four periods is discussed in terms of its changing socio-linguistic profile. The first change was that from an ethnic group specific position (the European population only) to an obligatory position which concerned the whole population. In each of these two periods Dutch was used in relation to all main functions (communication* education., religion and literature). During the period in which Dutch played the ethnic specific role the language Sranan was used as a promoted language to perform the same functions for the slave population of the 17th, 18th and 19th century. This language was also used as language of communication between the Europeans and the slaves. The social change from a slavery society to a society of citizens only had forced the governement to discourage the use of Sranan and to consider Dutch the only language in the country. This obligatory position was eventually disregarded in favor of a partial role of the Dutch language in a multicultural society. The recognition by the government of a multitude of cultural ambitions has led it to accept the possibility of the sharing of functions among languages. Especially with respect to intergroupcoinmunication and literature, the recognition-of the role of Sranan as national language became the main feature of this period. However, the emergency of Surinam-Dutch, as a variety (xized language) of the Dutch language used by the majority of the Dutch speaking community in Surinam, has given the governement of the new republic of Surinam an opportunity to promote cultural integration by means of this language variety. Though this too will have to share functions with Sranan (inter-group communication, literature, etc.), it is suggested that a stan-dardized version might not only change its promoted language status into that of national official language but also give a better criterion to judge and to stimulate performances in education and literature.

The article examines the impact of the digitalization process on the creation and use of modern electronic tools and technologies for teaching a foreign language in higher education. The article presents the main electronic tools and technologies that are used in the Financial University during the educational process of teaching a foreign language. The author notes the effectiveness of the implementation of the personality-oriented approach, which is provided by individualization and differentiation of training using the Bank of test tasks created by university teachers, and the electronic educational platform Rosetta Stone Advanced. The use of electronic learning tools and digital technologies allows to develop self-organization of the student. Changing the role of the teacher to the role of the manager of educational activities contributes to the formation of the ability to constant self-studying the student throughout his professional and social life. The effectiveness of the electronic learning tools use is proved by the high level of students’ foreign language competence and their assessment of the foreign language teachers’ pedagogical activity with the results of the survey "Students’ view on teachers".

Sexual relations between members of the same sex article 292 of the Indonesian Criminal Code (KUHP) regulates that adults who commit immoral acts of same-sex homosexuals who are not yet adults are threatened with imprisonment for a maximum of five years. Islam regulates both the Qur'an and Al-Hadith in qath'i (firm) and muhkamat (clearly legal provisions) strongly opposed this behavior. Allah calls homosexual acts fashyyah (vicious bandages) accursed. This study applied the concept of the role of the clerics of the Health Service Coordinating Board in the prevention of homosexual HIV / AIDS in the city of Padang, a method for overcoming a combination of qualitative and quantitative approaches resulting in policy recommendations. To describe the analysis of this research used descriptive method of prescriptive synthesis analysis. The government has not yet implemented the Draft Law article 292 The proposal applies a criminal law of five or a maximum of ten years, both adults and children or is punished equally with adultery both whipping law for single whips for married people. The regional economy will rise if the Islamic economy is upheld, investors can advance if they intend to improve the welfare of living together.

The rate of underage marriage in Gorontalo is very high, even though religion, customs and state laws prohibit it. The results of the direct interviews conducted and the observations made indicate that poverty, low levels of education and matchmaking myths may have caused this increase. Furthermore, the increasingly high level of promiscuity and weakened socio-cultural ties have led to an increase in the number of extramarital pregnancies, and forced marriage is unavoidable to maintain the dignity of the community. It was discovered that most married couples do not wed legally until they have problems in their marriage and seek a divorce. Moreover, women must also be responsible for their life choices because this paper shows that poor service practices have caused underage women to be objectified by physical, social and symbolic violence. The unavailability of a support system from the government and society makes a partner rely on the kindness of his or her parents. Therefore, it was suggested that government intervention, in the form of prevention and support systems for underage married women, must be integrated with the role of the community and religious leaders.

Social media have been increasingly used by governments and planning professionals to gain public opinions, distribute information, and support participation in planning practices. Nevertheless, few studies have been conducted to understand the influence of local contexts and the extent to which social media can enhance citizen power and inclusion. This study investigates the role of social media in citizen participation by taking case studies in the Netherlands. It adopts a mixed methods approach that combines interviews, web scraping, and content analysis to understand the characteristics of social media participation. There are several key findings. First, support policies and a high level of social media penetration rate are preconditions for more inclusive participation. Second, social media enhance social inclusion by engaging many participants, who may not be able to participate via traditional methods. Third, they facilitate interactions and different levels of citizen power, though the government still plays a leading role within top-down approaches. Finally, they improve the effectiveness of participation regarding transparency, accessibility, and workable solutions. However, there are several potential political and social bias associated with social media technology. The combination of online and offline participation methods is properly necessary to engage different groups in the planning process.

The purpose of this community service was to provide knowledge and understanding of halal certificates to the public, increase public awareness of the importance of halal certificates and motivate the community to have halal certificates for those who have businesses in the scope of halal products. The service method was carried out by socializing the role of the halal certificate, giving questionnaires to participants and evaluating the questionnaire. The parameters of public halal awareness are reviewed from general knowledge about halal law, public awareness about the implementation of halal products and knowledge about the role of halal certificates. The results showed that all participants had good general knowledge of halal law, had high level of awareness of the implementation of the use of halal products and all participants have good knowledge about the role and management of halal certificates. The results of direct discussions with participants explained that micro business actors do not have a halal certificate due to the lack of socialization regarding halal certificate management by the Government. It can be concluded that basic knowledge of halal law and high awareness of halal are not sufficient to guarantee the high desire of micro-entrepreneurs to apply for halal certificates.

Collocation is an often-neglected language form that foreign language teachers and students should focus on to achieve competence in a target language. In this research, the researchers studied purposely to facilitate both second language teachers and students to produce correct and appropriate collocations. The purposes of this research were 1) to study the collocation error levels of Bachelor of Arts English and Business English students studying at Northern Rajabhat University, 2) to study the relationship between first language (L1) and second language (L2) transfer collocation errors in students’ writing, and 3) to compare the collocation errors between high-proficiency students, medium- proficiency students and low-proficiency students. The research sample included 285 Thai EFL students enrolled in second-year English and Business English programs at Northern Rajabhat University during the first semester of the academic year 2021. The research instrument was a collocation proficiency test with 54 questions, which was divided into 2 sections: 1) 36 questions with 4 multiple-choice tests, and 2) 18 Thai to English translation questions. The items were chosen from the Oxford 3000™, and were common vocabulary appearing in various contexts. Research data were analyzed using mean, standard deviation, t-test (Dependent), and Friedman test. The research found that 1) the level of Grammatical Collocation errors of high-proficiency EFL students was at a moderate level, medium-proficiency and low-proficiency EFL students were at a high level, and for Lexical Collocation errors, all three groups of students were at a high level; 2) the EFL students’collocation errors were caused by the language transfer from their first language (L1) to their second language (L2), synonyms, and lack of collocation competency; and 3) the most Lexical Collocation errors found in all student groups were Adverb + Adjective. For Grammatical Collocation, all groups could use Verb + Preposition better than Noun + Preposition, and the high proficiency and medium proficiency students could perform Adjective + Preposition the least, whilst the low proficiency students were better at Adjective + Preposition.

In modern conditions of increasing impact of global risks on the national economy, the role of financial support for the socio-economic development of the state is increasing. Financial problems are generated largely by the external environment. Consequently, in order to fulfill the tasks set by the government of the Russian Federation, it is necessary to develop a financial strategy that will allow, taking into account the highest external and internal risks, to ensure the development of the economy and social sphere. The article examines topical problems of finance in the context of economic globalization and the emergence of new challenges and threats at the mega-level, in other words, for all of humanity. Based on statistical data, expert assessments, analysis of scientific literature, the article proposes a set of measures to reduce the high level of global risks, and also considers the possibilities of ensuring an acceptable level of internal risks in the country. The study identified problems at all stages of the financial process, namely, in the formation, distribution and use of financial resources. On the basis of the analysis, conclusions were drawn and ways were proposed for solving urgent financial problems in the Russian Federation.

The purpose of this study was to examine whether and at what level of proficiency the meaning of conjunctions is comprehended by adult L2 learners, and whether and at what level of proficiency conjunctions facilitate integration of information in text. Subjects were sixty immigrant or foreign ESL students and thirty-six students whose first language was English. Subjects completed a series of tasks focussing on intrasentential, intersentential and discourse level comprehension of conjunctions. They also read three college level one-page texts, which could appear in one of three versions: normal-intact, implicit-all conjunctions omitted, and highlighted-all conjunctions printed in bold typeface. Each text was followed by a set of high-level comprehension questions focussing on logical relationships in these texts. Analyses have shown that a discourselevel measure of knowledge of conjunctions was more closely related to how L2 learners comprehend logical relationships in written discourse than were discrete, sentence level items. In addition, the more advanced ESL students were more capable of inferencing or using available logical relationships under the three text versions than were the intermediate ESL students. Finally, highlighting. conjunctions had an adverse effect on intermediate level students and a facilitating effect on the advanced level students. The theoretical and practical implications of these results are discussed.
