Since 2000, Morocco has launched important institutional and economic reforms based on strategies to correct market failures in important sectors of the economy. These strategies have included tax exemptions and other financial incentives, facilitating access to land and simplifying administrative procedures, and launching major public infrastructure projects, all of which have combined to create a new investment dynamic in strategic sectors such as agriculture, industry, and energy. These efforts have affected many sectors: the Azur Vision 2020 plan for tourism, the Green Morocco Plan for agriculture, the Halieutis 2020 Plan for fishing, Maroc Plus Export for export, the Emergence Plan (2005) for industry followed by the National Pact for Industrial Emergence, 2009-2015 and the new Industrial Acceleration Plan, 2014-2020. For example, to support the new Industrial Acceleration Plan, the government has provided a grant, a financial support of about 2% of GDP over 6 years. The government has also offered ad hoc support to attract foreign investors in large private projects likely to generate significant positive externalities. One example is the project to set up a Renault Company plant in Tangiers, which aims to produce and export 400,000 cars per year (World Bank, 2017).This note highlights the industrial sectors that can offer the best potential for growth, attract private investors and contribute to the creation of decent jobs. It will also identify ways to accelerate investment in Morocco. These industrial investments may include purely private investments or those made with the support of international financial institutions. The note analyzes investment and sectoral integration opportunities using the input model (outputs and employment elasticity indicators), the evaluation of the industrial acceleration plan, and sets out the measures taken by the CVE to promote VSEs. Only one classic sector is selected is highlighted for their investment potential and their commitment to reform in the sectors. It is the food industry.The note follows the diagram below:1) An introduction to the economic, political and social frameworks, including key indicators 2) A sector analysis to identify one to three sectors that are likely to be the subject of accelerated investment and in which reforms will have a particularly high chance of improving the business and investment climate and having an impact on development. 3) A mapping of the most relevant initiatives, technical assistance, grants and loans, and investments by donors and other stakeholders, such as development finance institutions. In the selected sector(s).4) An analysis of the existing reform agenda in the respective sector(s) and the identification of areas where there is a high likelihood of effective cooperation to support the implementation of these reforms.

Kebijakan agraria tersebut berupa asset reform (penataan aset) eks lahan perkebunan dengan skema legalisasi aset berwujud sertifikasi bidang lahan. Namun dalam pelaksanannya pemerintah mengklaim bahwa kebijakan tersebut merupakan agenda reforma agraria. Atas dasar klaim tersebut, penting untuk meninjau access reform (penataan akses) bekerja, karena pada hakikatnya reforma agraria merupakan asset reform (penataan aset) dan access reform (penataan akses) yang berjalan beriringan, dengan bertujuan untuk menata ketimpangan penguasaan lahan agar terwujudnya keadilan agraria (agrarian justice). Penelitian ini dilakukan dengan metode kuantitatif yang didukung kualitatif dengan pendekatan sensus. Metode yang digunakan untuk menentukan responden ialah purposive sampling dengan teknik non probability sampling. Pengolahan data menggunakan uji statistik rank spearman untuk melihat hubungan variabel. Hasil penelitian yang diperoleh menunjukan bahwa tingkat asset reform berada pada kategori rendah. The policy came in form of asset reform of ex-plantation land with asset legalization scheme (land-part certification). But the government claimed that this policy is one of the agrarian reform agenda. It is important to observe how this access reform works, because agrarian and access reform can’t be separated one another, with purpose to reduce the inequality of land tenure so that the agrarian justice can be reach. This research used quantitative method supported by qualitative data, using the census approachment. Purposive sampling with non probabilty sampling used to specify the respondent. The data processed by rank spearman statistic test to analyze the relation between variable. This research shows a low level of asset reform. The statistic test shows that the low asset reform have a strong relation to low access reform, and high inequality of land tenure.Key words: access reform, agrarian justice, agrarian reform, asset reform

This article presents the results of a number of operations research studies (OR) of family planning services provided by a new cadre of female village-based family planning workers in Punjab Province, Pakistan. This cadre of workers, recruited nationwide, have been trained to visit women in their villages to provide information and family planning services. The studies were conducted as part of a broad program of technical assistance to the Government of Pakistan. Surveys investigated the quality of their training as well as attitudes among clients to the new program. They found that the program is developing well but there is room for improvement, particularly in counseling and training. Additional field studies are ongoing and recommendations for change have been incorporated in training and supervision. The program is expanding on a national scale.

Kingdom of Saudi Arabia with its developed economy and advanced technological infrastructure has shown a major progress in business opportunities for overseas investors. Saudi Arabia’s education sector is one of the most attractive investment opportunities for the foreign investors Earlier in 2019, 9 new foreign education enterprises were granted investor licenses, amounting to a total of $141mn of investment deals. The Saudi government introduced Saudi Vision 2030, an aspiring development plan that foresees vital prospects for foreign investors in the regions of education, housing, health and energy, amongst others. In 2016, Saudi Arabia permitted the procurement of 100% of assets by foreign investors in retail and wholesale trade. A privatisation program has also been introduced. The government also attempts to attract FDI in the regions of renewable energy and entertainment. A foreign direct investment (FDI) plays a vital role in local and international economy. Several opportunities and ventures are encouraged by Saudi Arabia to improve the standard of business and economical environments. To accomplish the finances for the projects SAGIA, the lawful authority is there to smooth the progress of investments, which encourages Saudi FDI prospective to grow simultaneously. FDI has a greater scope for diverse businesses and investing in to underdeveloped industrial sectors. FDI plays an important role in boosting the economy of Saudi Arabia by managing international investors who shares the huge portion of 34% in General GDP (Gross domestic product) of Saudi Arabia. This paper aims to review the literature to shed light on the steps taken by the government to increase FDI in the country and what are the current trends that are helping to fulfil VISION 2030.

The Government of Indonesia executed the Indonesia Sanitation Sector Development Program (ISSDP, April 2006 - January 2010), with financial support from the Governments of the Netherlands and Sweden, as well as management support from the World Bank's Water and Sanitation Program (WSP). The program assisted a dozen cities to improve sanitation in a wider sense. It covered safe disposal of human excreta and waste water, local drainage, solid waste management and promotion of hygienic practices. The program was demand-based: the cities brought in their own human and financial resources, but got technical assistance for sanitation situation assessments and mapping, sanitation strategy and program development, and finding additional resources for increased implementation. The program had three major thrusts: (1) develop an enabling sanitation environment, (2) raise sanitation awareness and promote good hygiene, and (3) build city sanitation planning capacities and develop city sanitation strategies. The promotion component included development of poor-inclusive sanitation intervention, assisting men, women and children in the poorest neighborhoods to strengthen good and improve bad sanitation and hygiene conditions and practices. Community empowerment is important in urban sanitation development, but at the same time, requires that the social and technical institutions in charge of empowerment and sanitation adopt new skills and techniques for working with communities. Without the right skills to assist the communities, build their skills, and provide some minimal monitoring of performance afterwards, there is a risk of over-expecting what a community can manage. Community empowerment with gender- and poor-inclusive approaches must be integrated into all stages of urban sanitation development, i.e. (1) the organizational development, (2) review of related existing projects and services, (3) formulation of an overall city sanitation strategy and program, and (4) local project planning. Equitably attention for gender and poor is part of the overall organization, strategy formulation, local action planning, program and projects development and implementation, and monitoring and evaluation of outputs, outcomes and impacts.

Australia has a national, compulsory and universal health insurance scheme, called Medicare. In 1996 the Government changed the Medicare Benefit Schedule Book in such a way as to create different financial incentives for consumers or producers of out-of-hospital private psychiatric services, once an individual consumer had received 50 such services in a 12-month period. The Australian Government introduced a new Item (319) to cover some special cases that were affected by the policy change. At the same time, the Commonwealth introduced a ‘fee-freeze’ for all medical services. The purpose of this study is two-fold. First, it is necessary to describe the three policy interventions (the constraints on utilization, the operation of the new Item and the general ‘fee-freeze’.) The new Item policy was essentially a mechanism to ‘dampen’ the effect of the ‘constraint’ policy, and these two policy changes will be consequently analysed as a single intervention. The second objective is to evaluate the policy intervention in terms of the (stated) Australian purpose of reducing utilization of psychiatric services, and thus reducing financial outlays. Thus, it is important to separate out the different effects of the three policies that were introduced at much the same time in November 1996 and January 1997. The econometric results indicate that the composite policy change (constraining services and the new 319 Item) had a statistically significant effect. The analysis of the Medicare Benefit (in constant prices) indicates that the ‘fee-freeze’ policy also had a statistically significant effect. This enables separate determination of the several policy changes. In fact, the empirical results indicate that the Commonwealth Government underestimated the ‘savings’ that would arise from the ‘constraint’ policy.

Navantia finished the analysis of the concept Industry 4.0 in 2016 and its application to the naval shipbuilding industry, referred to herein as Shipyard 4.0. The implementation process has begun with several projects that involved various technologies. In order to incorporate them in the new project, for naval vessels and systems, special focus has been put in the future F-110 frigate.This document aims to provide an overview of the Shipyard 4.0 model and a brief discussion regarding the projects launched for its implementation in Navantia. The initiative 4.0 is a key development vector across all the industrial sectors in the future and its expected outcomes match the ones established by the Government of Colombia in its “Plan de Transformación Industrial” (Plan of Industrial Transformation). In this context, the new frigate program (PES) is a unique opportunity to engage the local industry, in which Navantia offers its willingness to cooperate.

The sub-optimum conditions of Nigeria conventional refineries remains a drastic setback since all other industries are intertwined with its outputs. It is noted that amidst all other glaring contributing factors as listed in the study, insufficient large capital funds on the part of private investors and vandalization of pipelines seems to be conspicuous. The stolen crude oil got from the pipelines serve as the beginning point for illegal refining. Asides the issue of quality control of products, their sub-standard operation also affects Nigerians environmentally and economically. The more the Government invest time and resources to stop their operation; the more they spring up like mushrooms. This paper reflects the authors view on achieving a win-win scenario. The upgrading of existing illegal refineries at strategic locations within the country to standard modular refineries seems to be a more feasible and friendly approach. The issue of channeling of intermediate products can be solved through the introduction of clusters, where final products of one become raw material for the other. Intermediate products can also be channeled to Government owned conventional refineries for further processing. From analysis, it is deduced that overall design capacities from clusters have optimum effect on the intermediate environment in terms of meeting demand. Extensive operational training on crude oil refining will help buttress the point while Transfer of Knowledge from official vendors to Nigerian Engineers on how to fabricate modular refining units locally will also help to reduce overall cost.

This study examines the "Economic Impact of Craftsmen Statue on Community Base Tourism Development in Tohpati village Klungkung Bali". The core concept of economic problems is the imbalance between unlimited human needs and the means of satisfying the needs of a limited number. Economics should not be emphasized through the point, but it should be emphasized as an approach to explain human behavior (Gary Becker). The economic system is a means used to regulate all economic activities in society whether done by the government or private in order to achieve prosperity and prosperity together. The Economic system can be divided into three namely: a First capitalist economic system that is all economic activity submitted to the market. Second, the communist economic system is all things governed by the government. The third is a mixed economic system that is a combination of the two economic systems above (capitalist and communist). Indonesia should adopt a mixed economic system because firstly, Indonesia is an emerging country, where market failures often occur due to uneven information or accessibility to transportation and communication facilities. The second is that there are still many Indonesian people are below the poverty line. Thirdly most Indonesians have businesses that are still classified into small and medium enterprises that still can not compete perfectly with a bigger business.

The article analyzes the support for the US market, where the government has allocated almost $ 22.2 billion for the development of dairy cattle. direct and indirect subsidies to the country's dairy sector (35.02 c/l), which is equivalent to 73% of farmers' milk sales, showed relatively high domestic support, export subsidies, conservation programs, risk management programs, disaster relief programs, loan programs, crop insurance, livestock support. Surveys to support the Indian market, which ranks second in the world in raw milk production (9.5%), have shown that almost 80% of small-scale farmers are small-scale farmers. Milk collection is carried out by 130 thousand dairy cooperatives. NABARD (National Bank for Agriculture and Rural Development) under DEDS, provides for subsidies of up to 25% of costs. China is investing heavily in the construction of large dairy farms and livestock complexes with up to 100,000 cows. The Australian market produces 9.3 million tonnes of milk, of which 36% is exported and is the world's fourth exporter of dairy products (6% of the world market). Australia's dairy cattle are characterized by a small amount of direct government support. During 2015-2016, agriculture received financial and commercial assistance over $ 147 million. US in the form of payments to farms. USA According to the Organization for Economic Co-operation and Development (OECD) in Iceland, Japan, Norway and Switzerland, the level of support for dairy producers exceeds on average 70% of the gross income of farmers, in Canada, the EU, Hungary, Korea and the USA the amount of support is 40-55%. An analysis of the support for the development of dairy cattle in the EU countries showed that the following instruments are allocated for these purposes: production restrictions (milk production quotas); government interventions and storage; Establishment of product sales regulations / regulations; the dairy package (including regulating contractual relations in the dairy sector); foreign trade (import regulations, export subsidies); government subsidies. It is found that the main factor that increases the profitability of dairy production in developed countries is the improvement of quality and differentiation of the range. Major factors contributing to the successful development of dairy cattle are increased government support and economical use of resources. Also used are a set of financial incentives, including reducing the tax burden. New Zealand is unusual amongst comparable jurisdictions in lacking a statutory scheme to vet and possibly disqualify 'risky' individuals from working or volunteering with children. The current vetting process in New Zealand is ad hoc and not transparent. The Government has signalled its intention to place vetting on a statutory footing through the Vulnerable Children Bill. This article considers the appropriate parameters of a vetting scheme, considering the experiences of jurisdictions with established schemes.
