NUANSA INDAH city bus a public trasportation servers the strategic areas which is expected to represent the publick trasportation passengers particularly city bus in kab. Paser. Data is collected by distribute questionnaire to passngers of NUANSA INDAH city bus and also interview whit NUANSA INDAH bus operators, output of data analysus is to find out amount of vehicle Oprational Cost (BOK) by NUANSA INDAH and to find out the passengers’ ability to pay and willingness to pay the city bus tariff. The result of research shows tariff based on BOK is 14.140,4, based on ability to pay (ATP) on wekday is Rp. 22.500 for public category and Rp 12.500 for public category and Rp  22.500 for student category. The value of Willingness To Pay (WTP) on weekday is Rp 22.291,9 for public category and is Rp. 22.656,25 for student category. WTP on weekend season is Rp. 23.100,172 for public category and Rp. Rp. 19.192,30 for student category.Keywords : tariff, vehicle Oprational Cost (BOK), ability to pay (ATP), (WTP).AbstrakPenentuan besaran tarif angkutan membutuhkan penanganan dan kebijakan yang arif, Data di dapat dengan penyebaran kuisioner kepada pengguna angkutan bus PO. NUANSA INDAH dan juga wawancara dengan pengelola bus PO. NUANSA INDAH kemudian data di analisis, hasil data analisis untuk memenuhi besarnya biaya oprasional kendaraan (BOK) yang di keluarkan oleh oprator PO. NUANSA INDAH dan mengetahui daya beli penumpang dari kemampuan (ability) dan kemauan (willingeness) untuk membayar tarif bus kota. Hasil analisis dan menunjukan tarif berdasarkan BOK Rp. 14.140,4, berdasarkan Ability To Pay (ATP) pada hari kerja sebesar Rp. 22.500 untuk kategori umum dan Rp. 12.500 untuk kategori pelajar pada hari libur sebesar Rp. 22.500 untuk kategori umum dan Rp. 12.500 untuk kategori pelajar. Besarnya nilai Willingness To Pay (WTP) pada hari kerja sebesar Rp. 22.291,9 untuk kategori umum dan Rp 22.656,25 untuk kategori pelajar hari libur sebesar Rp. 23.100,172 untuk kategori umum dan Rp. 19.192,30 untuk kategori pelajar. Kata kunci : tarif Biaya Oprasional Kendaraan BOK, ATP dan WTP

Towards the end of 90s, mounting losses forced Madhya Pradesh State Road Transport Corporation (MPSRTC), the sole provider of public transport in Madhya Pradesh, to suspend their urban services. As a consequence, organized public transport services ceased to exist in Indore, the largest metropolitan city of the state of Madhya Pradesh. This void was filled by Intermediate Public Transport (IPT) consisting of minibuses, tempos and auto rickshaws. As of January 2004, 300 private minibuses, 150 tempos, and 10,000 auto rickshaws were plying as IPT, but with poor service levels. Lack of public transport was a catalyst for rapid increase in personalized vehicles, and high level of pollution and accidents. Worried over the rapid growth of personalized vehicles, and high levels of pollution and accidents in Indore, policy makers and administrators had made several attempts of reviving the public transport system in the city. In 2005, the Collector and District Magistrate of Indore decided to make another attempt of reviving the public transport. The two cases, Indore City Bus Transport Service (A) and Indore City Bus Transport Service (B) discuss the complexity involved in the planning, rolling out, and running of public transport services in Indore on a sustainable basis. Case (A) details the prevalent socio-economic condition, travel characteristics, and positions taken by various stakeholders on provisioning of public transport service in Indore as of November 2005. The readers have to conceptualize the transport system for the city and take the position of the Collector and District Magistrate of Indore to prepare a note that would be submitted to the state cabinet for their approval. Case (B) discusses the challenges during the growth and operation of the services as of June 2008.

Monitoring speeds and identifying problem areas are essential for any public transport system because of the direct impact on its operating costs and on users’ travel time. This study generated a tool that identified, quantified, and displayed operational bottlenecks of bus operation in a city. The model was applied to the public transport system in Santiago, Chile, which faced a steady decline in operating speed. It was possible to identify locations with the most serious problems; this factor allowed transit authorities to focus their efforts on the areas that needed it the most. In addition, it was found that problems were concentrated in certain sectors of the city, including the central business district and intersections where the radial axis roads encountered the city’s central ring road. Once a problem is identified, it is essential to conduct site visits and combine the findings of this research with other sources of information to find the cause of the problem and propose solutions.

If the drift to individual means of transport is to be avoided, the city bus must be made more attractive in its driving comfort and performance, and provide a maximum degree of safety. Vehicles of advanced design requiring a minimum of maintenance, and frames and superstructures constructed according to the latest conceptions, are absolutely necessary for an economic and reliable city bus. Easy-to-operate controls facilitate the driver's task and are an added safety measure. The standard O 305 regular service bus, designed in accordance with the regulations of the Public Transport Authority (Verband Öffentlicher Verkehrsbetriebe), meets these demands. The experimental electric bus with hybrid drive appears to be a solution to the exacting requirements of future traffic with regard to exhaust emission control.

AbstractThe concept of regional autonomy has implications for financing in all sectors, including transport. To be able to provide adequate public transport facilities, one of the opportunities is the mobilization of funds through tariff collection mechanism. Determination of transport rates set out in the local rules based approach Incrementalism and line items. This approach represents a lack of economic and psychological capabilities and suitability of the benefits received by the sacrifices that have been issued. Therefore research is needed to analyze the determination of rates of local regulations bound public services locally. This study aimed to analyze the determination of the city bus rate by Cost Pricing (MCP) marginal approach, that was the determination of tariff by considering the social benefits received by customers, so if there were additional rates so consumers should receive additional social benefits. Based MCP, Perum Damri can assign the same rate if the consumer gets the same standard of service, but if there was a decline in the standard of service, then the rates should be differentiated.

Kota Banjarmasin adalah ibu kota provinsi dari Kalimantan Selatan dengan berbagai macam aktivitas. Salah satu angkutan umum Kota Banjarmasin adalah bus AKAP (Antar Kota Antar Provinsi) PO. Pulau Indah Jaya yang melayani transportasi penumpang dengan tujuan kota dan provinsi. Sarana transportasi memiliki tarif biaya yang ditentukan berdasarkan Biaya Operasional Kendaraan (BOK). Tujuan penelitian ini untuk mengetahui besar BOK bus AKAP dengan metode Pacific Consultant International (PCI) dan untuk mengetahui besar tarif yang diinginkan penumpang beserta tanggapan terhadap tarif yang berlaku saat ini Willingness To Pay (WTP).Penelitian ini dilakukan melalui survei wawancara untuk BOK kepada pihak PO. dan sopir bus dengan jumlah data 25 unit bus dan untuk WTP survei wawancara dengan sampel 200 penumpang bus di terminal KM 6 tempat pembelian tiket bus.Besar BOK yang dikeluarkan oleh PO. Pulau Indah Jaya Rp Rp 8.137.912.279 /tahun (bus Non AC) dengan tarif Rp 168.194 /penumpang dan Rp 8.712.239.580 /tahun (bus AC+Toilet) dengan tarif Rp 229.173 /penumpang. Besar nilai WTP bus Non AC Rp 185.000 /penumpang dan AC+Toilet Rp 245.000 /penumpang. Tanggapan terhadap tarif bus AKAP Non AC Rp 175.000 /penumpang dan AC+Toilet Rp 235.000 /penumpang adalah harga tarif bus  sesuai dengan kemampuan penumpang membayar dan mau membayar lebih dengan syarat adanya penambahan pelayanan dan fasilitas.Kata Kunci: Bus AKAP, Biaya Operasional Kendaraan (BOK), Willingness To Pay (WTP)banjarmasin city is the capital of the province of South Borneo with a wide range of activities. One of the public transportation of Banjarmasin city is the bus AKAP (Inter-City Inter Province) PO. Pulau Indah Jaya which serves passenger transportation with a city and provincial destinations. Transportation facilities have a fee that is determined based on Vehicle Operating Costs (VOC). The purpose of this study is to find out the size of the bus AKAP VOC with the Pacific Consultant International (PCI) method and to find out the number of tariffs desired by passengers along with responses to the current rates of Willingness To Pay (WTP).This research was conducted through interview surveys for VOC to PO. parties and bus drivers with data on 25 bus units and for WTP interview surveys with a sample of 200 bus passengers at the terminal KM 6 places to buy bus tickets.VOC amount issued by PO. Pulau Indah Jaya Rp. 8.137.912.279 /year (Non AC buses) with a tariff of Rp 168.194 /passenger and Rp. 8.712.239.580 /year (AC + Toilet bus) at a rate of Rp. 229.173 /passenger. The value of the Non AC WTP bus is Rp. 185.000 /passenger and the AC + Toilet Rp. 245.000 /passenger. The response to the AKAP Non AC bus fare of Rp. 175.000 /passenger and AC + Toilet Rp. 235.000 /passenger is the price of the bus fare according to the ability of the passengers to pay and pay more on the condition of additional services and facilities.Keywords: Bus AKAP, Vehicle Operating Costs (VOC), willingness to pay (WTP)

One of the main problems to be solved by the transport operators is the substantiation of the vehicle models servicing the transport lines. A gametheoretical approach is proposed in this paper to justify the bus model choice based on the passengers’ preferences and the structure of the passenger flows. To estimate the customers’ preferences, the membership functions for fuzzy sets of the optimal vehicle models were defined. The simulation experiment aiming to estimate the city fleet structure in terms of the vehicles’ capacity was conducted for the Talas city (Kazakhstan) based on the proposed approach with use of the corresponding software implementation of the developed mathematical models. As a result of the experimental studies, the impact of the passengers’ flow structure and the number of carriers on the rational structure of the city bus fleet was studied in the paper.

Determination of public transport fares needs to be compared to the value of the Ability to Pay (ATP) and Willingness to Pay (WTP) of Kereta Rel Listrik (KRL) service users to pay a sum of money for the services received. The purpose of this study is to analyze the amount of ATP and WTP value of Green Line KRL services’ users, especially those through the Jurang Mangu Station. Primary research data collection methods through surveys with online questionnaire to respondents who have used the Green Line KRL. The research data obtained will be processed and analyzed to obtain the results of respondents’ characteristics, ATP values, and WTP values. The analysis results on the existing tariffs of KRL Green Line with a base rate of Rp. 3.000,- shows the value of ATP and WTP of Rp. 5.057,- and Rp. 4.825,-. The ATP and WTP values respectively for those going through the Jurang Mangu Station are Rp. 5.167,- and Rp. 4.875,-. The results of this study indicate that the ATP value is lower when compared to the WTP value, but this ATP value is greater than the existing tariff. This data shows that the current tariff is proportional to the service received.ABSTRAKPenetapan tarif angkutan umum perlu dibandingkan nilai Ability to Pay (ATP) dan Willingness to Pay (WTP) pengguna jasa Kereta Rel Listrik (KRL) untuk membayar sejumlah uang demi pelayanan jasa yang diterima. Tujuan dari penelitian ini adalah untuk menganalisis besaran nilai ATP dan WTP pengguna jasa KRL pada lintas Green Line khususnya yang melalui Stasiun Jurang Mangu. Metode pengumpulan data penelitian secara primer melalui survei dengan panduan kuesioner secara online kepada responden yang pernah menggunakan KRL Green Line. Data penelitian yang diperoleh akan diolah dan dianalisis untuk mendapatkan hasil karakteristik responden, nilai ATP, dan nilai WTP. Hasil analisis pada tarif eksisting KRL Green Line dengan tingkat tarif dasar Rp. 3.000,- didapat nilai ATP dan WTP masing-masing adalah Rp. 5.057,- dan Rp. 4.825,-. Nilai ATP dan WTP untuk yang melalui Stasiun Jurang Mangu masing-masing adalah Rp. 5.167,- dan Rp. 4.875,-. Hasil penelitian ini menunjukkan bahwa nilai ATP lebih rendah jika dibandingkan dengan nilai WTP, tetapi nilai ATP ini lebih besar daripada tarif eksisting. Data ini menunjukkan bahwa tarif yang berlaku saat ini sebanding dengan pelayanan yang diterima.

The paper presents a detailed analysis of the market development stages of public transport bus services. Establishment of a new management model on the urban ground public transport entails a need to create a competitive market, through effective distribution of the city route network. As part of this goal we propose the route grouping method based on weighted average profitability and investigate some Moscow route network. The analysis and classification of these routes can determine the degree of variation in the route profitability. Drawing on the data obtained, we offer certain conclusions concerning the feasibility of a more detailed diversification of route portfolio followed by its further distribution among passenger carriers on regular urban bus routes.

Increasing the number of population every year in the city of Malang makes the increase also the number of private vehicle users who trigger the occurrence of congestion and lack of public interest to ride public transport, especially in terms of operation and service of public transportation. The main purpose of the research is to explore factors causing the decrease of public transport passengers for LDG route. The research used Importance Performance Analysis. The results showed that the main factors causing the decrease of the number of passengers on the LDG route in Malang City based on the public perception such as driver behavior, the condition of the transport (inside and outside), transportation hygiene, the availability of place to put luggage, the availability of seating, the availability of route / route information LDG transport, duration of stop transportation time at the terminal, and length of travel time.

In urban planning, governments usually hold the decision-making power to shape not only city landscapes but also people's lives with the promoted goals of social welfare. Although states expect their own version of ideal scenarios in mind when carrying out infrastructural developments, after competition, people in reality have their own ways of perceiving and utilizing state-made infrastructures and urban transportation, sometimes in alignment with government plan, and sometimes at odds with it. Abu Dhabi is one of the cities in the world in which the government planned out the whole city and created urban infrastructure from scratch, including the city bus system. Although the Abu Dhabi public buses started operating in 2008, car dependency is still high and many residents consider public buses to be inefficient and time consuming and only used by certain immigrant working population.
