Plastic waste is one of the causes of environmental problems. Therefore, the Denpasar City Government issued a Mayor Regulation on Reducing the Use of Plastic Bags. The purposes of this study are to reveal the implementation of the Denpasar Mayor Regulation Number 36 of 2018 concerning Reducing the Use of Plastic Bags and the inhibiting factors in the implementation of the Mayor's Regulation Number 36 of 2018. The type of research used is empirical legal research with a statutory approach. The technique of collecting legal materials is done by observation, interviews and documentation methods. Sources of data used are primary and secondary data sources. After the data was collected, the data were analyzed using descriptive analysis techniques. The results of the discussion revealed that the Mayor's regulation was formed with the aim of controlling environmental damage and ensuring the sustainability of living things. The implementation of this regulation has not been effective because there are still many business actors and people who use plastic bags without replacing them with alternative bags. Inhibiting factors in the implementation of Denpasar Mayor Regulation No. 36 of 2018, namely the lack of public awareness of the dangers posed by the use of single-use plastic bags, the existence of the covid-19 pandemic which hinders government programs in directly socializing this regulation. Efforts that can be made by the government in socializing the reduction of plastic use can only be done virtually through mass media in the form of radio and television.

The community and the Government of Denpasar City took the initiative to save Bali Island, which is known as the last paradise island, "The Last Island Paradise" with the hope of having an impact on preserving the universe. Public reactions to the issuance of Regional Regulation Number 97 of 2018 are very diverse. There are those who agree and then provide support with the real action not to use plastic-based containers. The purpose of this study is to reveal the inhibiting factors for the implementation of Bali Governor Regulation Number 97 of 2018 against the restriction of single-use plastic bags in Denpasar City and the impact of implementing Bali Governor Regulation Number 97 of 2018 on Tourism Development in Denpasar City. The type of research used in this research is empirical law research. Based on the research that has been done, it is an inhibiting factor for the implementation of Governor Regulation Number 97 of 2018 concerning Reducing the Use of Plastic Bags, among others: lack of public awareness, lack of facilities to manage waste, the culture of the community using plastic bags is still high, law enforcement of Denpasar Mayor Regulation Number 36 of 2018 is still weak.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

<p><em>The purpose of this research was to determine the performance of state civil servants at the Secretariat of the Government of Kupang City, East Nusa Tenggara, Indonesia through the effectiveness of performance indicators, namely quantity, quality, timeliness, cooperation, and self-quality. The research was conducted for 6 months, namely September 2019-February 2020. The total population and research sample were 370 ASN which were determined by purposive stratified proportional sampling based on the position, class, and rank of the ASN. The type of data used is primary data and secondary data obtained by means of questionnaires, observation, and documentation. Data analysis was carried out on performance indicators using descriptive analysis based on the average value of the Likert scale classification. The results showed that in general, the performance of ASN in the Regional Secretariat of the Kupang City Government was effective as indicated by the average performance score of 3.71 or high. This result is because the performance indicators show the results of high-value categories which include quantity (3.79), quality (3.71), timeliness (3.67), cooperation (3.70), and self-quality (3.69).</em></p><p><strong><em>Keywords: </em></strong><em>quantity, quality, timeliness, cooperation, self-quality, performance</em></p>

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

This study aims to determine how the effectiveness of publishing services business license in Licensing Service Agency and Investment Baubau city as well as to determine the factors that hinder the effectiveness of publishing services business license in Licensing Service Agency and Investment Baubau City. Study is a qualitative descriptive study, the research done by examining primary and secondary data. The population in this research that all employees at the Agency for Investment and Licensing Services Baubau city as many as 33 people. The sampling technique using total sampling. Data collection techniques are: observation, interviews, literature study and documentation. Processing and presentation of data by using data reduction, data presentation and verification of data. Data sources are: Primary and Secondary, Technical Analysis used in this research is qualitative descriptive analysis. Results of the study are: publishing services business license in Licensing Service Agency and Investment Baubau city is said to be effective, the factors that hinder the effectiveness of publishing services business license Licensing Service Agency and Investment Kota Baubau namely: the factor of time, cost factor and requirements in the licensing service , In an effort to streamline the process of licensing services to the public the government is expected to further the transparency of financial reasons that one way to do expose the online and offline media. In the matter raising public awareness as users of government services shall direct socialization in employers-local businessmen in an effort to take advantage of local entrepreneurs. Penginkatan performance and resource officers, the government in this case the service provider must also accept criticism and suggestions from users are a good and wise.

The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

The water has an important role in survival of all living things on this earth. Water in underground is a natural resources and the damage that occurs can cause widespread impact and repair is quite difficult. In order to guarantee the fair used and exploitation of groundwater, a permit is required. However, in the use and exploitation of groundwater, there are people and industrial parties who did not have a permit from the government related to the prevailing laws and regulations. The purpose of this research is to find out how the regulation of underground water exploitation is carried out by the community and what are the legal consequences of unlicensed underground water exploitation. The method used in this research is normative method and analysis of legal interpretation and descriptive analysis. Data sources are primary and secondary data. The research approach used in this research is an invitation-only approach and a legal concept analysis approach. The technique of conducting legal materials is carried out by means of literature study which is legal materials are collected then processed using systematic interpretation analysis. The results of this research are first, in regulating the exploitation of groundwater, the authority and legal basis used by the government as a reference in granting permits. Second, the result of not having a permit to use ground water is the sealing of the location or place and the imposition of imprisonment in accordance with the applicable laws, namely Law Number 11 of 1974 concerning Irrigation and other regulations in accordance with the respective Regional Regulations.

Until the end of 2020, the Covid-19 curve in Indonesia has not decreased, and even continues to increased. This indicate something wrong with government policy. With the form of the state of Indonesia as a nation state “decentralized”, national policies become the reference policies in local policies. Its be a determining factor in facing this pandemic. This paper discusses the inconsistency of national policies with implications for local governments. The research used a qualitative approach by utilizing descriptive analysis methods. Data sources used are secondary data from journals, books, government websites, electronic media, legislation, and other studies. Data collection techniques using the method of document review. The results of the research identified inconsistencies in national policies, namely unclear direction of regional quarantine policies, rapidly changing transportation policies, and government lack of transparency in health policies. The result of this inconsistency has implications for local governments into deficit budget, an increase in the number of positive patients in the regions, a decrease in public awareness of obeying regulations. Based on this, the pattern of policy relations built by the government in terms of handling Covid-19 in Indonesia is centralized (Top-Down).

The problem of plastic waste must be handled not only by the government but also by non-governmental organizations (NGOs) and the community. There are still many people who are using plastic bags in their daily lives. This lack of awareness of those people of reducing plastic bags is caused by; (a) Lack of social support that includes socio-cultural and community involvement to obey the rules, (b) lack of support from human and non-human resources, and (c) lack of support from the ability of executing agents – bureaucracy, norms and clear work patterns. Based on these facts, the research problem of this study is; how is the implementation of Denpasar Mayor Regulation Number 36 of 2018 on the use of plastic bags. This research was conducted qualitatively to determine and analyse the implementation of this regulation. Quantitative and qualitative data of this research were from primary and secondary data which were collected through observation, interviews, documentation, and from internet. Based on the theory of G. Shabbir Cheema and Dennis A. Rondinelli, there are four variables, namely condition of community environment, relationship between organizations, organizational resources for program implementation, and characteristics and capabilities of executing organization. The efforts and strategies that have been made by Denpasar City Government include among other things collecting data of the use of plastic bags, signing joint commitments, doing campaigns, arranging talk shows, and making policies one of which is Denpasar Mayor Regulation No. 36 of 2018.   Masalah sampah plastik harus ditangani tidak saja oleh pemerintah tapi juga oleh lembaga swadaya masyarakat (LSM) dan masyarakat. Masih banyak masyarakat yang memakai kantong plastik dalam kesehariannya. Penyebab kurangnya kesadaran masyarakat dalam pengurangan kantong plastik adalah; (a) Kurangnya dukungan dari lingkungan yang mencakup sosio kultural serta keterlibatan masyarakat untuk menaati aturan, (b) kurangnya dukungan dari sumber daya manusia dan sumber daya non manusia, (c) dukungan yang kuramg memadai dari kemampuan agen pelaksana yaitu birokrasi, norma dan pola kerja yang jelas. Berdasarkan titik tolak dari fenomena tersebut, rumusan masalah penelitian ini adalah; bagaimanakah implementasi Peraturan Walikota Denpasar Nomor 36 Tahun 2018 Tentang Pengurangan Penggunaan Kantong Plastik di kota Denpasar. Penelitian ini dilakukan untuk mengetahui dan menganalisis implementasi Peraturan tersebut. Penelitian ini adalah  penelitian deskriptif yang dilakukan dengan pendekatan kualitatif serta menggunakan data kuantitatif dan kualitatif. Data primer dan skunder dikumpulkan melalui observasi, wawancara, dokumentasi dan internet/daring, dan dikaji dengan teori  G. Shabbir Cheema dan Dennis A. Rondinelli yang mengungkapkan empat variabel: kondisi lingkungan masyarakat, hubungan antara organisasi instansi lain, sumber daya organisasi untuk implementasi program, dan karakteristik dan kemampuan agen pelaksana. Berbagai upaya dan strategi yang telah dilakukan oleh Pemerintah Kota Denpasar meliputi pendataan penggunaan kantong plastik, penandatanganan komitmen bersama, kampanye, sosialisasi, talkshow, penetapan regulasi/ kebijakan terkait seperti Peraturan Walikota Denpasar No. 36 Tahun 2018.

Background: Low public awareness of the impact of smoking makes the implementation of smoke-free areas (KTR) difficult. Smoke-free areas aim to protect the public from the direct and indirect effects of smoking. Purpose: This study aimed to analyze the correlation between the application of smoke-free areas and the prevalence of active and ex-smokers in Indonesia. Method: This study implemented a cross-sectional design, using secondary data from the Riskesdas 2018 on active and ex-smokers. KTR application data were obtained from the Profile of Non-Communicable Diseases in 2016. A Pearson product-moment test was conducted by a computer application to determine the correlation coefficient (r). This coefficient was used to describe the level of correlation between the two variables; significance was determined as a p value of 5%. Results: This study showed that the average application of KTR throughout Indonesia was 50.83%, active smokers comprised 23.49% of the population, and ex-smokers comprised 4.94%. Most active smokers were in Java and Sumatra, while the majority of ex-smokers were in Java and Sulawesi and the majority of KTR was in Java. This study shows that there is a positive correlation between KTR application and the percentage of ex-smokers (r = 0.46; p value = 0.01). Conclusion: There is a positive correlation between the application of KTR and an increase in ex-smokers. The government needs to increase the application of KTR policies.
