<p><em>The purpose of this research was to determine the performance of state civil servants at the Secretariat of the Government of Kupang City, East Nusa Tenggara, Indonesia through the effectiveness of performance indicators, namely quantity, quality, timeliness, cooperation, and self-quality. The research was conducted for 6 months, namely September 2019-February 2020. The total population and research sample were 370 ASN which were determined by purposive stratified proportional sampling based on the position, class, and rank of the ASN. The type of data used is primary data and secondary data obtained by means of questionnaires, observation, and documentation. Data analysis was carried out on performance indicators using descriptive analysis based on the average value of the Likert scale classification. The results showed that in general, the performance of ASN in the Regional Secretariat of the Kupang City Government was effective as indicated by the average performance score of 3.71 or high. This result is because the performance indicators show the results of high-value categories which include quantity (3.79), quality (3.71), timeliness (3.67), cooperation (3.70), and self-quality (3.69).</em></p><p><strong><em>Keywords: </em></strong><em>quantity, quality, timeliness, cooperation, self-quality, performance</em></p>

<p>PT Trubus Mitra Swadaya is a company engaged in the agribusiness industry that sells a wide range of agricultural goods. The development of the agribusiness industry, particularly agricultural stores are now increasing to fiercer competition. The objectives of this research were (1) Identify the level of knowledge management at PT Trubus Mitra Swadaya, (2) Identify the level of the activities associated with knowledge management at PT Trubus Mitra Swadaya, and (3) Analyzing the perceptions of employees regarding the application of knowledge management at PT Trubus Mitra Swadaya. The data that used in this research were primary data and secondary data. Collecting the respondences was done by quota sampling technique, database examine was done by descriptive analysis, average value calculation analysis, and chi-square analysis.<br />The result of average value calculation analysis showed level implementation of knowledge management was excellent (67,01%), represented from strongly agree answered 20,75% and agree answered 46,26%. Moreover, employees said bad, represented from less agree answered 19,97% and disagree 13,02%. In this research, found at least two components which employees feel valued and still yet to be repaired, that was 1) knowledge and 2) work time. The result average value calculation showed level of activity associated with knowledge management was less good (42,78%), represented five to ten times answered 22,78% and more than ten times 20%. Moreover, employees answered never 30% and less than five times 20%. The result chi-square showed employees’ perception about knowledge management based on employee characteristics where the majority of employees agreeing with the implementation of knowledge management.</p>

AbstractThe decline in fishermen's income was triggered by increased household needs while the income of fishermen's fate seemed to be unbearable. This is also experienced by Neyan in the Coastal Region of Mandolang District, Minahasa Regency. Their income continues to decline even more often they have no cost for their daily lives. They are in debt which is strangling their necks. They are increasingly desperate because there is no solution offered either from the government or from other relevant parties. Starting from the background, the problem is formulated as follows: 1. What causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. How do they increase their income. The research objectives are: 1. To describe and analyze what causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. To analyze how they increase their income. This research will be carried out in the Coastal Area of Mandolang District, Minahasa Regency in 2017 since it was signed a work contract with LPPM. The method in this study is purposive sampling method. Data sources are primary data and secondary data. Pendapatan mereka semakin hari semakin menurun bahkan seringkali  mereka tidak mempunyai biaya untuk kehidupan mereka sehari-hari. Mereka terlbat utang yang semakin mencekik leher.  Mereka semakin putus asa karena belum ada jalan keluar yang ditawarkan baik dari pemerintah ataupun dari pihak-pihak terkait lainnya.  Bertitik tolak dari latar belakang tersebut maka masalah dirumuskan sebagai berikut: 1. Apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Bagaimana cara mereka meningkatkan pendapatan mereka. Adapun tujuan penelitian adalah : 1. Untuk mengdeskripsikan dan menganalisis apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Untuk menganalisis bagaimana cara mereka meningkatkan pendapatan mereka. Penelitian ini akan dilaksanakan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa pada tahun 2017 sejak di tandatangani kontrak kerja dengan LPPM. Metode dalam penelitian ini adalah metode purposive sampling. Sumber data adalah data primer dan data sekunder. After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

Purpose: The purpose of the study was to determine the moderating effect of economic growth on financial performance of merged institutions Methodology: The study adopted a mixed methodology research design. The study population included all the 51 merged financial service institutions in Kenya. Purposive sampling was used. Primary data was obtained from questionnaires and a secondary data collection template was also used. The researcher used quantitative techniques in analyzing the data. Descriptive analysis for the study included the use of means, frequencies and percentages.  Inferential statistics such as correlation analysis was also used. Panel data analysis was also applied. Further, a pre and post merger analysis was used.Results: There was a significant relationship between the moderating effect of economic growth and financial performance of merged institutions.Unique contribution to theory, practice and policy: The government and Central Bank of Kenya to come up with strategies and policies to protect the financial services sector due to its immense contribution to the economy of the country by formulating policies aimed at controlling the effects of rapid fluctuations of the macro economic factors and their effects on the sector.

This study aims to determine whether there is influence over land tenure status to the income of rice farmers. Data retrieval is done with primary data and secondary data. Primary data were obtained from the farmers through a list of questions that had been prepared, while secondary data obtained from the office of the village or the head of the village. The way of taking samples, to look at the total population of each of the existing land tenure status, then divided by the population over land ownership and divided by 60 as a sample to be taken. The data collection method used is descriptive analysis and ANOVA (analysis of variance) in one direction. The concepts of measuring variables used are over land ownership, production, farming costs, revenue and income. The results of this study indicate that there are significant land ownership to farmers' income, the highest income is income tenants. Different income is the income of farmers own property with tenant farmers' income.

The objective of this research is to know rambutan fruit income ratio during holiday and not holiday. This research was conducted in Talawaan Village Talawaan Subdistrict. For three months, ie from June to August 2015, from preparation, data collection to the preparation of research reports. The data used are primary data obtained through interviews to 20 (twenty) respondents of rice farmers and 20 respondents for sellers of Rambutan Fruit and secondary data obtained from the government of Talawaan subdistrict of North Minahasa. Data analysis used in this research is descriptive analysis, where the data collected will be presented in tabular form. The results showed that agro-tourism influenced the income of rambutan fruit seller is seen from the day of the holiday increment compared to the day is not a holiday.

Plastic waste is one of the causes of environmental problems. Therefore, the Denpasar City Government issued a Mayor Regulation on Reducing the Use of Plastic Bags. The purposes of this study are to reveal the implementation of the Denpasar Mayor Regulation Number 36 of 2018 concerning Reducing the Use of Plastic Bags and the inhibiting factors in the implementation of the Mayor's Regulation Number 36 of 2018. The type of research used is empirical legal research with a statutory approach. The technique of collecting legal materials is done by observation, interviews and documentation methods. Sources of data used are primary and secondary data sources. After the data was collected, the data were analyzed using descriptive analysis techniques. The results of the discussion revealed that the Mayor's regulation was formed with the aim of controlling environmental damage and ensuring the sustainability of living things. The implementation of this regulation has not been effective because there are still many business actors and people who use plastic bags without replacing them with alternative bags. Inhibiting factors in the implementation of Denpasar Mayor Regulation No. 36 of 2018, namely the lack of public awareness of the dangers posed by the use of single-use plastic bags, the existence of the covid-19 pandemic which hinders government programs in directly socializing this regulation. Efforts that can be made by the government in socializing the reduction of plastic use can only be done virtually through mass media in the form of radio and television.

The plastic bag ban policy in every modern retail store is a policy made by the Bogor City Government to reduce plastic waste and encourage an environmentally friendly lifestyle. This policy is stipulated in the Bogor Mayoral Regulation Number 61 of 2018. The policy marketing can be carried out by green marketing process. This study aimed to identify the public response regarding the use of their shopping bags, to identify consumer perception of the plastic bag ban policy, and to identify the effect of green marketing of plastic bag ban policy on green behavior in Bogor City. Primary data was obtained through questionnaire and secondary data were obtained from the archive of Bogor Industry and Trade Department. Data were analyzed using descriptive analysis and structural equation models. The results indicated that after the policy was implemented, more consumers were willing to reduce the use of plastic bags and bring their shopping bags. The green marketing process which had a significant effect on green behavior was to know your customer, empowering the customer and reassure the buyer.

The government is currently conducting programs to provide subsidized housing in order to meet the needs of low-income people. Some of the houses provided have, however, been modified by the residents to ensure proper and effective implementation of their activities and this indicates a benchmark of the dissatisfaction of the residents and omission of a particular thing in the initial design of the subsidized housing program provided by the government. The Grand Permata Residence II Housing used as a case study has a house with type 36/91 m2 and 13 out of 14 respondents have transformed their residential space according to their economic capacity as low-income people. This study was, therefore, conducted to map the residential space transformation of the subsidized housing program provided by the government and determine the causative factors. Primary data were obtained in the form of designs and photos of space transformation through direct observation and interviews with residents while secondary data were in the form of initial floor plans retrieved from the housing manager and analyzed using descriptive analysis techniques. The findings serve as an evaluation for the government in designing subsidized housing which meets the target and needs of low-income people.
