Background  How has the Government of Canada framed the issue of climate change in Canada’s northern region during the last decade?Analysis  This article undertakes a discourse analysis of Canadian government speeches, statements, and reports relating to northern climate change since 2006. It argues that the rhetoric of the 2006–2015 Conservative government de-emphasized the impact of Arctic climate change on the people of the North. It stressed the threat to environmental security and nature.Conclusions and implications  This article contributes to literature that understands how governments frame issues, as well as literature that examines the framing of climate change and reviews of Canada’s northern policy. Contexte  Comment le gouvernement canadien a-t-il représenté le changement climatique dans le Grand Nord au cours des dix dernières années?Analyse  Cet article entreprend l’analyse d’énoncés, de discours et de rapports du gouvernement canadien depuis 2006 qui portent sur le changement climatique dans le Grand Nord. L’article soutient que le gouvernement conservateur de 2006-2015 s’est efforcé par sa rhétorique de minimiser l’impact du changement climatique dans l’Arctique sur les habitants du Nord canadien. À l’époque, le gouvernement mettait plutôt l’accent sur la sécurité environnementale et la nature.Conclusions et implications  Cet article est une contribution à la recherche sur la manière dont les gouvernements représentent les problèmes sociaux. The impact of climate change upon the basic human rights of the people is emerging as a frontline research area particularly in the North East region of India- the region which is more prone to the gushing impacts of global climate change due to its geo-ecological delicateness, shared international boundaries, rugged mountain terrains and the regions’ high dependency on climate sensitive livelihood such as agriculture, tea and forestry. Profound impacts of climate change in the region are being seen already in the form of rise in average temperature, slight changes in rainfall patterns, changes in the biodiversity, decrease of air quality which has ultimately threatened an array of human rights of the people in the region such as their Right to Life, Right to Food, Right to health and so on. Although Climate change has a cascading effect upon the people of the North East region of India, this area has been under-acknowledged and under-researched. Therefore, the paper purports to explore and evaluate the threats that anthropogenic climate change has imposed upon the human rights of the people of North-East India along albeit interrogating the measures that have been undertaken to address the issue and their efficacy.

As part of the Pan-Canadian Framework (PCF) on Clean Growth and Climate Change, the Government of Canada (GoC) introduced carbon pricing and is in the process of developing a Clean Fuel (CF) Standard. Both policies are key elements of the PCF and aim to reduce greenhouse gas (GHG) emissions through the use of lower carbon fuels, including bioenergy. Carbon pricing and the CF Standard are expected to increase the demand for biomass feedstocks, possibly threatening feedstock availability for existing forest industrial residues users, including composite panel manufacturers. To assess the potential impact of carbon pricing and the CF Standard on Canadian composite panel producers, a Monte Carlo-based model was developed to estimate possible increases in feedstock price-points that composite panel manufacturers may face as a result of increases in bioenergy consumption. Results suggest that the composite panel industry may be negatively impacted in the long-term (2030) by the relative price increase of fossil fuels covered by carbon pricing and additional revenues for biofuel suppliers from CF Standard credits, assuming no other adjustments to the market. Although these results are preliminary in that the analysis excludes external market factors that could influence the outcome, there is evidence that such policies have the potential to generate supply risks for the Canadian composite panel industry without careful consideration of the associated externalities.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

AbstractIn this work we use a regional atmosphere–ocean coupled model (RAOCM) and its stand-alone atmospheric component to gain insight into the impact of atmosphere–ocean coupling on the climate change signal over the Iberian Peninsula (IP). The IP climate is influenced by both the Atlantic Ocean and the Mediterranean sea. Complex interactions with the orography take place there and high-resolution models are required to realistically reproduce its current and future climate. We find that under the RCP8.5 scenario, the generalized 2-m air temperature (T2M) increase by the end of the twenty-first century (2070–2099) in the atmospheric-only simulation is tempered by the coupling. The impact of coupling is specially seen in summer, when the warming is stronger. Precipitation shows regionally-dependent changes in winter, whilst a drier climate is found in summer. The coupling generally reduces the magnitude of the changes. Differences in T2M and precipitation between the coupled and uncoupled simulations are caused by changes in the Atlantic large-scale circulation and in the Mediterranean Sea. Additionally, the differences in projected changes of T2M and precipitation with the RAOCM under the RCP8.5 and RCP4.5 scenarios are tackled. Results show that in winter and summer T2M increases less and precipitation changes are of a smaller magnitude with the RCP4.5. Whilst in summer changes present a similar regional distribution in both runs, in winter there are some differences in the NW of the IP due to differences in the North Atlantic circulation. The differences in the climate change signal from the RAOCM and the driving Global Coupled Model show that regionalization has an effect in terms of higher resolution over the land and ocean.

Quantitatively assessing the spatial divergence of the sensitivity of crop yield to climate change is of great significance for reducing the climate change risk to food production. We use socio-economic and climatic data from 1981 to 2015 to examine how climate variability led to variation in yield, as simulated by an economy–climate model (C-D-C). The sensitivity of crop yield to the impact of climate change refers to the change in yield caused by changing climatic factors under the condition of constant non-climatic factors. An ‘output elasticity of comprehensive climate factor (CCF)’ approach determines the sensitivity, using the yields per hectare for grain, rice, wheat and maize in China’s main grain-producing areas as a case study. The results show that the CCF has a negative trend at a rate of −0.84/(10a) in the North region, while a positive trend of 0.79/(10a) is observed for the South region. Climate change promotes the ensemble increase in yields, and the contribution of agricultural labor force and total mechanical power to yields are greater, indicating that the yield in major grain-producing areas mainly depends on labor resources and the level of mechanization. However, the sensitivities to climate change of different crop yields to climate change present obvious regional differences: the sensitivity to climate change of the yield per hectare for maize in the North region was stronger than that in the South region. Therefore, the increase in the yield per hectare for maize in the North region due to the positive impacts of climate change was greater than that in the South region. In contrast, the sensitivity to climate change of the yield per hectare for rice in the South region was stronger than that in the North region. Furthermore, the sensitivity to climate change of maize per hectare yield was stronger than that of rice and wheat in the North region, and that of rice was the highest of the three crop yields in the South region. Finally, the economy–climate sensitivity zones of different crops were determined by the output elasticity of the CCF to help adapt to climate change and prevent food production risks.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

AbstractThe National Population Health Study of Neurological Conditions, a partnership between Neurological Health Charities Canada and the Government of Canada, was the largest study of neurological diseases, disorders, and injuries ever conducted in Canada. Undertaken between 2009 and 2013, the expansive program of research addressed the epidemiology, impacts, health services, and risk factors of 18 neurological conditions and estimated the health outcomes and costs of these conditions in Canada through 2031. This review summarizes highlights from the component projects of the study as presented in the synthesis report, Mapping Connections: An Understanding of Neurological Conditions in Canada. The key findings included new prevalence and incidence estimates, documentation of the diverse and often debilitating effects of neurological conditions, and identification of the utilization, economic costs, and current limitations of related health services. The study findings will support health charities, governments, and other stakeholders to reduce the impact of neurological conditions in Canada.

Abstract The environmental impacts of hydroelectric dams in Brazil are investigated in local and regional scales, for the last years. In this paper, we analyze the impact than the establishment of a hydroelectric dam has for the people and their spaces, with the comparative experiences occurred for the North and South of Brazil. We will focus on aspects related to the organization of families, social fight, the compensation and resettlement of people affected by the dam's construction, as well we take a look to the similarities between the two areas, with emphasis on aspects related to migration, mobility and landscapes. For this, we rely on research carried out on the river Uruguay (South), based on interviews, questionnaires and studies of primary and secondary sources, from 2007 to 2014 and also in a survey that is currently being held in Belo Monte area (North), which also uses primary and secondary sources, with fieldwork periods.

With the commencement of the Native Courts (Amendment) Law, 1961, the Government of the Northern Region of Nigeria abolished “opting out”, an experiment with jurisdiction which must surely be unique within the history of modern legal systems and therefore worthy of recording before the facts are obscured and lest any other African state, faced with similar difficulties, is tempted to adopt this expedient as a temporary palliative to meet a similar situation. It is all the more desirable to publish the facts since the strong case for abolition presented by the Northern Regional Government is in danger of being lost by default. On 14th October, 1961, the Daily Service in Nigeria published a bitter attack on the Native Courts (Amendment) Law, 1961, under the title “The light goes out in the North”.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci.
