The article considers main approaches to the study of non-standard labor relations. Based on the conceptual model proposed by C. Rakowski, three approaches to the analysis of non-standard labor relations are presented: structuralist, neo-Marxist, and legalist. The author identifies methodological limitations and heuristic potential of these approaches, and using statistical and sociological data claims that non-standard labor relations are widespread in Russia (from 32 to 59 million people). The article presents different estimates of non-standard labor relations: some authors focus on their advantages, others - on disadvantages depending on the ideological positions and the object of analysis. The author insists on the methodological confusion in the study of non-standard labor relations in the legalist approach which combines informal economy with non-standard employment, making it difficult to consider beneficiaries and ‘victims’ of the emerging system. According to the studies, the benefits of non-standard labor relations are typical for entrepreneurs, while disadvantages - for employees. The author proposes to distinguish employees from non-standard labor relations and entrepreneurs in the informal economy, which allows to combine all concepts of non-standard labor relations and to identify winners and losers of such relations. The article also mentions reasons for the growth of non-standard labor relations: globalization, automatization of labor, changes of labor values, and social policy - under the evolution of capitalism as a historical system.

The informal economy has been the topic of debate for some time now and given its significant effect on the revenue, economists and policy decision makers alike have sought greater control to their dismay. This can be contributed to the lack of informal statistics on China, fueling assumptions that have not born results. To address the problem, this paper seeks to estimate the size of China’s informal economy using the Currency Demand Model. The central theme forwarded in this research is that China is experiencing its Lewis Turning Point and the industry changes positively impact the growth of the underground economy. Given this statement, the authors present a conceptual model that depicts the growth and movement of the informal economy in relation to China’s economic changes. As a means to provide intuition for decision makers as China transition to the 13th National Development Plan.

In recent years, significant professional efforts of Valentin Dementievich have been directed to research on the mechanisms of forming a holistic social policy, and several monographs and textbooks on this issue have been published. In the subsequent chapters of the book published by specified external socio-cultural conditions that influence the person throughout his life, his social and professional development, material well-being, and quality of life, including taking into account the state of health, especially in old age, the quality of life of the older generation, large parts of the population an ageing society.

I denna artikel analyseras de socio-ekonomiska konsekvenserna av den hastigt avreglerade taxibranschen. Det har blivit vanligare för utrikes födda att arbeta i taxibranschen, men de har inte blivit integrerade på samma villkor som de infödda kollegerna. Trots att de utrikes födda är högre utbildade, har de lägre inkomst från taxibranschen än de infödda. Resultaten visar hur en bransch med försämrade arbetsvillkor kan erbjuda relativt attraktiva arbetsmöjligheter för utrikes födda, samtidigt som det resulterar i en oavsiktlig bieffekt, nämligen att utrikes födda påverkas hårdast av de rekommodifierande processerna i relationerna mellan arbetsmarknad och socialpolitik. ENGELSK ABSTRACT: Susanne Urban & Zoran Slavnic: Recommodification of the Taxi Sector: Changing of Economic Relations and Ethnic Composition This article addresses the socio-economic consequences of the rapid deregulation of the Swedish taxi sector. Foreign-born residents have become more involved in the taxi business, but they have not been integrated in the sector under the same conditions as their Swedish-born fellow workers. Although higher educated, they have lower incomes from the taxi sector than their Swedish-born colleagues. Our findings show how a sector with increasingly poorer working conditions appears to be an attractive employment opportunity for foreign-born citizens. However, at the same time, there is an unintended side-effect, in that the foreign born workers are severely affected by the recommodification processes in the relations between labour market and social policy. Key words: Taxi sector, ethnic segmentation, re-commodifi-cation, deregulation, ethnic divison of labor, informal economy.

The article presents the fundamental trends typical for the current stage of socio-economic development. The role of the integration of innovative technologies and digitalization of the economy is emphasized, and some tasks and problems associated with these processes are outlined. It is noted that in the conditions of the new technological order, social and labor relations and the position of the Russian labor market are changing. The changes under consideration determine the transformation of the nature of work and the requirements for modern specialists. The article highlights some of the contradictions that exist today between the educational services market and the labor market. The correlation of changes in the modern labor market and the prospects for the development of the social sphere in the new conditions is shown. The role of social policy in these processes is emphasized, and some issues characteristic of the current stage of the development of Russian social policy are noted.

The article is devoted to the study of the legal status of private employment agencies. International and European standards in the regulation of private employment agencies are analyzed. The status of private employment agencies in foreign countries as bodies that promote and secure employment of the population has been investigated. Mainly hermeneutic, statistical and functional research methods have been applied. the etiology of the emergence and revision of the traditional concept of labor relations during the collapse of the Soviet system and the beginning of the formation of market relations in the 1990s is investigated. It is established that during the first post-Soviet decade old legal norms of doing business remained; the informal economy flourished in real labor relations; the question of liberalization of labor law was raised at the beginning of the third millennium. In the economic situation, there is a growing demand for loan work. As a rule, such services are provided by representatives of multinational companies, national companies with complex organizational structure and well-established budgeting system, companies undergoing reorganization. According to expert estimates, about 100,000 people are currently employed in loan work in Ukraine, and in view of the new tax rules, this figure is expected to increase by at least half. At the same time, it is concluded that in addition to classical employment in modern Europe and in the world as a whole, there are other forms of employment, in particular its atypical form - borrowed labor (loan). Given the growing role of private employment agencies in the world, including in addressing unemployment, it is necessary to regulate much of the important conditions of borrowing that have been left out of Ukrainian law, which could adversely affect the level of protection of the rights and legitimate interests of workers. The conclusion is made about the expediency of improving the legal regulation of the status of private employment agencies and relations in the sphere of employment and in the national labor legislation of Ukraine.

Purpose. The aim of the article is investigation of the principles of transfer policy functioning with further development of conceptual model of transfer policy in the social sphere. Methodology of research. A comparison method is used in the study to identify and formulate concepts of transfer and transfer policy; method of critical analysis - to outline the framework of legislative regulation of transfer policy in Ukrainian practice; method of analogy - to reveal the specifics of the operation of transfer policy not only for budgetary relations, but also for the social sphere. Findings. The conceptual model of transfer policy functioning is considered. National peculiarities of policy implementation in foreign practice and problems of implementation of transfers in the social sphere into the national economy are investigated. The definition of transfer policy for both the national level and the local government level is given. Originality. The results of the study will have a high level of significance, because, according to the experience of other countries, the use of transfer policies in the social sphere can reduce poverty in the country and reduce budgetary burden. Thus, a conceptual model of transfer policy is formed in the article based on the implementation of world experience. The efficiency of the transition to transfers in social policy is proved; the mechanism of the administration of transfers is highlighted. Further development has been the use of world-wide experience of the transfer mechanism as a tool for social policy implementation by the government, with the aim of simultaneously reducing poverty and reducing the tax burden, as well as using the experience of implementing transfers from other countries. Practical value. The results of the study can serve as a starting point for the development of social programs, the creation of an effective social budget in Ukraine both at the national level and at the local level of distribution of financial resources. The article considers the social policy of the state in the field of labor relations of Russian mothers with preschool children and the main challenges faced by mothers in this area. The author of the research paper analyses such problems as female unemployment, occupational segregation, discrimination; issues associated with the functioning of a socially fair system for designed to protect working mothers, problems associated with combining family obligations and raising children with labor activity. The article is based on the results of the author’s sociological study of representatives of this category conducted by the author in the spring of 2020. The suggestions of respondents for solving the problems under consideration are outlined.

The purpose of the research paper is to identify the problems that arise in mothers with preschool children in the field of labor relations, based on the data of an empirical sociological study conducted among representatives of this socio-demographic group. Women with preschool children have problems both at the stage of employment and dismissal, and in the process of conducting labor activity. In addition, it was found that the main problems relate not only the labor sphere and are associated with restrictions in connection with the need to combine employment and family responsibilities for raising and caring for children. Russian women who are engaged in labor activity and have children of preschool age assess the level of effectiveness of the social policy implemented in Russia as insufficient.
