This article aims to provide a descriptive description of the conflict in the counting and recapitulation of the 2019 general election in the North Aceh Regency. This study uses qualitative methods, data obtained from observations, interviews, and relevant documents or literature. Research informants consist of elements of election organizers, election contestants, and stakeholders. This study found that the conflict was motivated by unintentional factors related to competence, workload, and weaknesses in supporting facilities for the implementation of elections, as well as factors related to the transparency of election administrators. Furthermore, the conflicting parties seek to find conflict resolution through mediation and adjudication. Abstrak Artikel ini bertujuan untuk memberikan gambaran deskriptif tentang konflik penghitungan dan rekapitulasi Pemilu 2019 di Kabupaten Aceh Utara. Penelitian ini menggunakan metode kualitatif, data diperoleh dari observasi, wawancara, dan dokumen atau literatur yang relevan. Informan penelitian terdiri dari unsur penyelenggara pemilu, peserta pemilu, dan pemangku kepentingan. Penelitian ini menemukan bahwa konflik tersebut dilatarbelakangi oleh faktor ketidaksengajaan yang terkait dengan kompetensi, beban kerja, dan kelemahan sarana penunjang penyelenggaraan pemilu, serta faktor yang berkaitan dengan transparansi penyelenggara pemilu. Selanjutnya, pihak-pihak yang berkonflik berusaha mencari penyelesaian konflik melalui mediasi dan ajudikasi.

This study aims to analyze the cultural meaning of monument building in the life of Toba Batak tribe in Pangururan and Palipi Subdistricts, Samosir Regency. This study uses descriptive qualitative methods that are relevant to the phenomenology methodology. The results of this study indicate that the general meaning of the monument building process contained in the lives of Batak Toba community in Samosir Regency can be categorized into two, namely the meaning of the monument buiding in terms of religion and culture. From the aspect of religion consists of (1) The Meaning of the Sacralization (2 ) The Meaning of the Position of Soul (3) The Meaning of the Blessing (4) The Meaning of Strengthening Alliance Bonds. From the aspect of monument building culture is considered a unifying bond between all descendants of the clan, and the ancestral spirits of clans, namely: (1) The Meaning of the Unifying Clans (2) The Meaning of the Conflict Resolution (3) The Meaning of the Raising Social Status. (4) The Meanings as Stamps for Regional Ownership (5) The Meanings of Clans Identity (6) The Meaning of Social Prestige Exhibition.


Significance Party President Rahul Gandhi’s Congress displaced the Bharatiya Janata Party (BJP) from power in Chhattisgarh, Madhya Pradesh and Rajasthan, all in the nationally ruling party’s ‘Hindu-Hindi’ heartland and with large rural constituencies. In recent months, opposition parties including Congress have been in talks about possibly forming a broad anti-BJP front to challenge Modi in the general election, likely in April or May next year. Impacts More farmer-led protests are likely ahead of the general election. Outbreaks of Hindu-Muslim violence are likely, especially in the north and west. Modi’s government will press the Reserve Bank of India to release more reserves and cut rates, hoping to boost growth.

Konflik adalah fenomena yang tidak dapat dihindarkan dalam masyarakat. Salah satu konflik yang terjadi di masyarakat yaitu konfik agraria di Desa Genteng Kecamatan Sukasari Kabupaten Sumedang. Konflik ini terjadi karena adanya perbedaan kepentingan dalam penggunaan lahan antara masyarakat lokal dengan Perum Perhutani. Dalam konflik agraria ini, berbagai pihak berupaya untuk melakukan resolusi konflik agar konflik yang terjadi tidak terus berlanjut. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa studi literatur. Data yang terkumpul kemudian diolah dengan tahapan reduksi data, analisis data dan penarikan kesimpulan. Hasil dari penelitian ini yaitu upaya resolusi konflik agraria di Desa Genteng Kecamatan Sukasari Kabupaten Sumedang dilakukan yaitu dengan dibentuknya konsensus baru di masyarakat dengan diperbolehkannya para petani untuk melakukan aktivitas pertanian di lahan kehutanan namun dengan jenis tanaman tertentu yaitu tanaman kopi.  Conflict is a phenomenon that cannot be avoided in society. One of the conflicts that occurred in the community was the agrarian conflict in the Genteng Village, Sukasari District, Sumedang District. This conflict occurred because of differences in interests in land use between local communities and Perum Perhutani. In this agrarian conflict, various parties are trying to make conflict resolution so that the conflict does not continue. This study uses qualitative methods with data collection techniques in the form of literature studies. The collected data is then processed by stages of data reduction, data analysis and conclusion. The results of this study are efforts to resolve agrarian conflict in the Genteng Village, Sukasari Sub-District, Sumedang District, namely by establishing a new consensus in the community by allowing farmers to carry out agricultural activities on forest land but with certain types of plants

<p>Building democracy is not something easy, democracy as a political system has become the choice of our founding fathers. Democracy to this day is still considered to be the best political system of the political system that has ever existed. As the best political system, democracy must be cared for and fostered in order to thrive in our country, the Republic of Indonesia. However, at present, there are many efforts that distort democracy. SARA politics developed by certain groups for example. Besides the hoax news that is repeatedly spread so that it is considered a truth. This ultimately made people including millennials confused. This paper aims to explore more deeply how to build a democratic democracy and the dynamics of the 2019 presidential election. In this paper the literature research method is used. In the discussion it can be concluded that the challenge of the 2019 general election is: how to deal with challenges ahead of the 2019 general election in Indonesia to implement an effective political constellation to build political stability.</p>

In the general election of January 1906, R. G. Glendinning, a taciturn baptist linen manufacturer of Belfast, won the North Antrim parliamentary seat. The significance of this event was his success in an overwhelmingly protestant constituency at the expense of the highly articulate and intelligent unionist sitting member, William Moore, the principal architect of the Ulster Unionist Council and the leader of the unionist campaign to expose the devolutionary dangers of ‘Macdonnellism’. Furthermore Glendinning had campaigned as a ‘liberal unionist’, but had been condemned as a home ruler by his opponent and indeed upon arrival in the house of commons took his seat on the liberal government benches. Some years later, in 1913, despite the heightened political temperature, it was still possible for a meeting on 24 October in Ballymoney town hall attended by some four or five hundred protestants to denounce ‘the lawless policy of Carsonism’, and for this same meeting to be addressed by such noted nationalists as Captain Jack White, Sir Roger Casement and Mrs Alice Stopford Green. Their audience was invited to sign an anti-covenant devised by White and closely modelled on, though directly opposed to, the Ulster Solemn League and Covenant. As late as 1925 an independent protestant candidate, George Henderson, representing the Unbought Tenants Association, secured one of the seven County Antrim seats in the Northern Ireland parliament, thus preventing the election of an official unionist, R. D. Megaw. Then there is the interesting phenomenon of the Independent Orange Order which in the years before 1914 had established itself more firmly in north Antrim than anywhere else. The area also threw up in this period a number of prominent individuals who became active in non-unionist politics, of whom the Reverend J. B. Armour, the Reverend D. D. Boyle, John Pinkerton and Samuel Craig McElroy are perhaps the best known. Finally Bally money and the Route was the epicentre of the Ulster tenant-right movement in the last three decades of the nineteenth century.

Retribution is one of the income obtained by various services given or certain permits by the government and one of the agencies that process it is BPPRD, in the North Sulawesi Province BPPRD there is acceptance of many types of retribution one of which is regional wealth usage retribution. The purpose of the authors in this study is to find out the effectiveness of performance and the contribution of retribution on the use of regional wealth in PAD which is a regional development resource analyzed by qualitative methods. The results obtained through this research are able to determine the effectiveness of regional wealth retribution for the past five years is very good in its realization with an average percentage 91,9% with its contribution to local revenue at 0,17%.

This article explores the major approaches to the study of conflict resolution strategy from a variety of interdisciplinary perspectives. It argues that conflict resolution strategy, as a civil integration resource, is a necessary tool for overcoming deep-rooted ethnic conflicts in the unstable North Caucasus. This research pursues the goal of analyzing how the strength of civil integration can affect conflict resolution and peacebuilding. The author considers the essential factors of protracted ethnic conflicts and emphasizes the destabilizing role of the repoliticization of ethnicity in a crisis society. The concept of ethnic, “identity-based” conflicts is the heuristic theoretical model of exploring causes for increased ethnoreligious tensions in the North Caucasus. This article focuses on the ability of conflict resolution strategy to de-escalate growing tensions and transform protracted identity-based conflicts. The need to stimulate civil integration is caused by moral and structural causes: from the ethical point of view, the creation of an inclusive society is the fundamental societal goal; structural factors are related to the need to reduce inequalities and differences leading to social fragmentation and an escalation of ethnic conflicts. Among the structural conditions of regional conflicts, the author names ethnosocial inequalities, a civil identity crisis, ethnopolitical neo-authoritarianism, large-scale socioeconomic polarization and an “ideological combat” between secular modernization and religious fundamentalism. While discussing conflict resolution strategies, it is necessary to consider the following: 1) Peace and integration within the North Caucasus is a macropolitical project, the content of which is determined by issues of social cohesion and civil solidarity; 2) The development of the North Caucasus after the end of armed ethnic conflicts shows the inadmissibility of political demodernization, fundamentalism and isolationism. Today, the North Caucasus remains a crucially geopolitical macroregion, as it forms the southern volatile frontier of Russia. In this case, conflict resolution strategy must serve as an integrational and preventive tool on the conflict environment by way of providing structural solutions for deep-rooted cultural antagonisms, transforming and rationalizing ethnoregional contradictions.

Abstract: This study aims to find out how the attitude of the North Sumatra Provincial KPU ASN in carrying out an attitude of integrity includes aspects of professionalism, neutrality and national insight in organizing the Election of Governor and Deputy Governor of North Sumatra in 2018. This study uses qualitative research with synchronous science that tries to pay attention to the interrelationships between phenomena Election of the Governor and Deputy Governor of North Sumatra Province in 2018 with national and global realities related to the development of democratic life through the General Election event and the performance of the State Civil Apparatus (ASN) Secretariat of the Election Commission of the North Sumatra Province as the apparatus organizer in affection and cognition. The object of this research is ASN KPU North Sumatra Province's integrity and professionalism. While the subjects in this study consisted of 35 (thirty-five) staff in the General Election Commission (KPU). The conclusion of this research is the urgency of the research lies in improving the performance and professionalism of ASN, in a useful way, this research is useful to make the ASN figure as a civil service that is dedicated and provides maximum service to the general public.   keywords: integrity; nationalism insight; professionalism       Abstrak: Penelitian ini bertujuan untuk mengetahui bagaimana sikap ASN KPU Provinsi Sumatera Utara dalam menjalankan sikap integritas mencakup aspek profesionalisme, netralitas dan wawasan kebangsaan pada penyelenggaraan Pemilihan Gubernur dan Wakil Gubernur Sumatera Utara Tahun 2018. Penelitian ini menggunakan penelitian kualitatif dengan ilmu sinkronis yang mencoba memperhatikan keterkaitan antara fenomena lokal Pemlihan Gubernur dan Wakil Gubernur Provinsi Sumatera Utara tahun 2018 dengan realitas nasional maupun global terkait perkembangan kehidupaan demokrasi melalui ajang Pemilihan Umum dan kinerja Aparatur Sipil Negara (ASN) Sekretariat Komisi Pemilihan Umum Provinsi Sumatera Utara sebagai aparatur penyelenggara secara afeksi dan kognisi. Objek dalam penelitian ini adalah integritas dan profesional ASN KPU Provinsi Sumatera Utara.  Sedangkan subjek dalam penelitian ini terdiri dari Staf di Komisi Pemilihan Umum (KPU) sebanyak 35 (tiga puluh lima) orang. Kesimpulan dari penelitian ini adalah urgensi penelitian terletak pada peningkatan kinerja dan profesionalitas ASN, secara manfaat, penelitian ini bermanfaat untuk menjadikan sosok ASN sebagai aparatur sipil yang berdedikasi dan memberikan pelayanan maksimal kepada masyarakat umum.   kata kunci : Integritas; wawasan kebangsaan; profesionalisme

This article examines the different reactions in North East England to the results of both the Scottish Independence Referendum in September 2014 and the General Election in May 2015. It outlines how the region's relief at the ‘No’ vote quickly gave way to traditional fears – once the Smith Commission had reported – that a more powerful Scotland would undermine economic fortunes just south of the border. To fear of a more powerful ‘neighbour’ was added a noticeable level of political hostility towards the SNP in particular, as the virtual wipe out of Labour MP's in Scotland in May's General Election has left many North East Labour politicians (in the party's one remaining heartland) uncertain and anxious about their own political future. However, the North East of England has also tried to harness the referendum outcome in more practical ways. In the first instance, using it to strengthen its own case to Westminster for greater devolved powers and, secondly, to explore opportunities for a more collaborative, cross-border approach to economic development. The article concludes by contrasting the growing disjunction between the increasingly sympathetic and supportive views of North Easterners towards what's happening in Scotland, and the hostile views of many North East Labour politicians. Those advocating that the region should work with the Scots, and gain the support of more powerful SNP group in Westminster for greater devolution in England, have a real challenge to overcome the hostile views of North East politicians towards both nationalism and nationalists.
