Subject. Analysis of foreign and regional practice of supporting small and medium-sized businesses in the context of restrictions caused by the coronavirus pandemic, and the dynamics of the activity of small and medium-sized enterprises. Topic. Study the growth rates of small and medium-sized enterprises in several regions and assess the impact on them of the consequences of the pandemic. Purpose. Assessment of the activity of small and medium-sized enterprises during the period of introduction of restrictions caused by the pandemic and identification of the most popular practices for supporting entrepreneurship, the impact of government support measures on them. Methodology. Methods of statistical analysis of time series of dynamics of basic indicators. Methods of logical and comparative analysis of the support measures provided abroad and in the regions of Russia, including the Voronezh region. Results. Based on the analysis and assessment of the current situation, it was revealed that there is a downward trend among small and medium-sized businesses. This is due, among other things, to the consequences of the pandemic and the restrictions imposed in 2020. State support for small and medium-sized businesses included organizational and financial measures that could be taken advantage of by business entities from the affected industries, subject to certain conditions. Application area. The sphere of regulation of small and medium-sized businesses at the meso-level. Conclusions. The economic challenges that small and medium-sized businesses had to face dictated new business conditions. Government support has allowed many companies to stay on the market during a difficult period. Significance However, the COVID-19-related lockdown was a heavy blow, especially in the Buenos Aires Metropolitan Area (AMBA). Despite government support measures, the assistance has not offset the fall in sales, while those in the informal sector do not qualify for support. As a result, many retailers will not reopen and bankruptcies will rise. Impacts The number of retailers that close permanently will rise if relaxation measures are postponed, especially in the AMBA. The impact of the pandemic on shopping centres’ earnings will discourage new construction projects in the medium term. Retail recovery will depend on government’s ability to stabilise the economy following the successful foreign debt swap.

The restrictions imposed by the governments of different countries for almost all business entities have become new conditions for their functioning for a period of one quarter or more, and led to the emergence of new economic relations and a corresponding recession up to an economic crisis in some industries. To avoid the economic crisis and to pay compensation, to allocate subsidies and other support measures, the governments of different countries used various methods of saving public resources, which further exacerbated the situation for citizens and enterprises, forcing them to seek and use new ways of doing business, which was the beginning of the “COVID economy”. State support measures in the Russian Federation were not applied to all sectors, but only to some types of activities (according to OKVED). Therefore, some enterprises had the only way to postpone the fulfillment of their obligations under the contract - to issue a certificate of evidence of force majeure circumstances according to the RF CCI. Because of the large number of contracts, the process of obtaining the certificates was lengthened; in addition, in some cases, such certificates were to be paid for. Most experts assess government support measures for the “COVID economy” in the Russian Federation as useful, but not effective enough. According to the operator of online cash registers “Evotor”, 19% of the enterprises in the Russian Federation did not continue the work after July 1, 2020. As of July 30, 2020, the second wave of the pandemic is expected in the world; and regardless of its arrival, a recession passing into the economic crisis will continue with possible intensification.

In today's market conditions, one of the most important tasks faced by managers of any company is to identify and further the effective use of organizational resources. In an unstable environment, this process is of particular importance, which requires companies to constantly increase their competitiveness and flexibility in implementing internal and external changes. Among all the internal factors influencing the development of the enterprise, the leading role is played by the system of motivation of the enterprise. This article covers the concept of work motivation, considers the main types of motivation used in other times. Three types of work motivation are considered, such as primary, procedural and substantive. Identifies the main typical motivations of employees in the enterprise, as well as the main methods of encouraging employees. Consider the impact of a system of indicators of the effectiveness of the method of work motivation on business entities. The articles investigate the influence of labor motivation factor assessment on quantitative and, qualitative indicators, defined as the impact on the economic condition of the enterprise indicators of the effectiveness of methods of work motivation. The connection between indicators of economic activity of the company and indicators of efficiency of methods of motivation of workers is investigated. The article clarifies what is material and intangible motivation. The problems of material and immaterial motivation of work are considered. An algorithm of actions for employers regarding employee incentives is given. The regularities which should be guided by the heads of the company for successful motivation of employees are defined. The system of development of work motivation in the creative process is considered and the role of factors of intangible motivation of company employees is investigated. The system of management and organization of motivation in modern business conditions is analyzed. The necessity of the introduction of modern methods of management of workers is defined. Ways to improve the system of work motivation during the management process of the enterprise are considered.

The purpose of the study was to study, analyze, evaluate and forecast the factors affecting the formation of product supply in the domestic agrarian market. Socio-economic aspects of the factors influencing the growth of product supply in agrarian market in the country were considered for the purpose of the research. Statistical and econometric analysis was carried out by the method of generalization, grouping, systematic approach, the role and place of factors influencing the growth of product supply in agrarian market. The methodology used is based on econometric analysis of time series. The first step involves the formation of an order of integration of variables included in the model and utilizing several unit root tests such as the Augmented Dickey-Fuller (ADF), Phillips-Perron (PP) and Kwiatkowski-Phillips-Schmidt-Shin (KPSS) tests. The cointegration approach is based on the ARDL model and the boundary test. The relative volatility of some indicators, which indirectly depends on oil prices, has led to some limitations in the study. The originality of the research is a complex statistical and econometric analysis of the factors influencing the increase of product supply in the domestic agricultural market, and the scientific novelty is the determination of the dependence of product supply in the agricultural sector on government support, including investment. The application of the article in the development of this section on the impact of agricultural supply on food security is of practical importance.

Abstract Research purpose. The purpose of this study was to determine the role of small and medium enterprises in the economy, as well as to study and evaluate the effectiveness of government support methods for small business entities (SMEs) using the example of the Republic of Latvia. The subject of the research was the system of state regulation and promotion of SME development. The object of the research was the sphere of small business in the Latvian economy, including SMEs, infrastructure support and development of small business. Design/Methodology/Approach. The study used basic methods of scientific knowledge of economics: an interdisciplinary approach combining methods of systems and comparative analysis, an integrated approach, induction, deduction, analysis, synthesis, methods of organization theory and management, logical analysis, strategic management and also economic analysis of small businesses. Findings. The research resulted in a system of state regulation and promotion of SME development in Latvia developed by the author, based on an assessment of the impact of measures provided to support SMEs, taking into account the importance of the role of small business in the economy of the Republic of Latvia. Originality/Value/Practical implications. The practical significance of the work is that the study completes a number of conclusions and practical recommendations in the field of organizational measures for effective support and multilateral development of the SME sector in the economy, recognition of the role of small business as the basis of the economic stability of the Republic of Latvia and the effectiveness of its support as the main state economic policy goal.

The article summarizes the arguments and counter-arguments within the scientific discussion on financial security and business resilience to the impact of the COVID-19 pandemic. The bibliometric analysis allowed to determine the appearance of terms in time and revealed the latest research topics. Systematization of literature sources and approaches to solving this problem showed that business in Ukraine and other countries had suffered significantly from introducing anti-epidemic restrictions, the need for which is recognized by the world community. The consequences of such measures were manifested in falling GDP, industrial production index, and declining investment activity at the state level. Unemployment has risen significantly, leading to an additional burden on the Compulsory State Social Insurance Fund of Ukraine in the event of unemployment. The negative effects of the pandemic crisis have also been reflected in the deterioration of businesses’ financial performance, especially in industry, transport, temporary accommodation and catering. In these types of economic activity, the share of unprofitable enterprises reaches 73%, which significantly undermines the financial security of Ukraine. The study aims to assess the impact of the pandemic crisis on business and analyze ways to mitigate such impacts, which should be used at the state level in Ukraine. The study’s methodological tools were the methods of scientific abstraction, comparative and systematic analysis and synthesis, systematization, and logical generalization. The study results showed that the pandemic had the greatest impact on small and medium-sized businesses, where more than 60% of entrepreneurs suffered losses or went bankrupt altogether. Big businesses have become more resilient, but they have also faced significant problems with a general decline in business activity, disruption of logistics processes, losses from employee illness and anti-epidemic measures. Analysis of the risks that arose in the business due to pandemic factors showed that they are manifested in a decrease in revenue and profit, deteriorating profitability, increased costs for storage of finished products and marketing activities. The study showed that in today’s economic environment, effective government support for business should be carried out to form an appropriate mechanism that uses the socio-economic potential of business entities and effectively allocates financial resources.

The consequences of the declared pandemic, which led to the COVID–19 outbreak, a year later showed changes in almost all areas, especially in such areas as health, economy, education, business, etc. The purpose of the study is to consider the impact of the pandemic on the development of women’s entrepreneurship in Kazakhstan, what consequences women’s business faced, what measures were taken and how effective they were, including measures of state support for entrepreneurship in general. If in 2019 there was a difference in the financing of projects headed by women and men (the gender gap in funding in 2019 was almost 80%, and in 2020 – 96%), then the preliminary situation for 2020 shows that the crisis is equally felt by both men and women entrepreneurs. Given that while there are some operational data for 2020, it is difficult to immediately determine which of the economic measures were the most effective, which were less effective, and this is due to the fact that the pandemic period is not over, and their effectiveness depends on the epidemiological situation in the regions of the republic. In general, the measures are ineffective for reasons of insufficient awareness of small and medium-sized businesses, not falling into the category to which these or other measures apply, or the measures provided were not sufficiently significant in comparison with the losses. Government support measures taken by countries include a wide range, but the most effective financial measures.

The article presents materials of theoretical and empirical studies on the state support measures in agricultural production as an element of the imports demotivating policy in the industry. The problem of demotivating imports is connected both with determining the actual ratio of domestic production to the demand and imports of certain types of food, as well as determining the opportunities and conditions for the competitiveness of domestic producers. The study presents an analysis of the production of importsubstituting agricultural products in crop production (vegetables, fruits and berries, potatoes) and animal husbandry (by animal species: meat of cattle, pigs, poultry, and milk) from 2010 to 2019 as a ratio of the actual volume of production by types to the needs of the country’s population. The tendencies of their change are revealed. The volume of dynamics of imports of basic agricultural products from 1990 to 2019 is presented. An overview of the current measures of state economic support of the agricultural sector of the economy from subsidies (compensating and stimulating) and lending at the stage of production and consumption with the amount of financing, as well as the formation of a list of systemically important enterprises of the agricultural sector is given. The article presents the result of an expert sociological survey of the final participants in the process of import substitution in the agro-industrial complex, according to their assessment, the impact of government support measures on the possibility of demotivating imports in the industry This survey revealed the shortcomings of the support system in the opinion of agricultural producers. The practical significance of the results obtained lies in adjusting the existing measures of state support for the production of import-substituting food, taking into account the expert opinion of the subjects interested in the successful development of the agricultural sector.

The main purpose of any enterprise in the market economy is to obtain high financial results. One of the main conditions for the effective functioning of the enterprise is ability to generate profit in the amount that will create the financial basis for further development and expansion of the enterprise, comply with social and material needs, ensure competitiveness in the market of goods and services. The need for accounting and analytical management of financial results stems from needs of owners, the state and employees in information that will enable them to identify patterns and trends in financial results, identify and assess the main factors influencing the process of their creation, distribution and usage, identify reserves and thus increase the level of profitability. Despite the significant scientific contribution in the field of research of financial results of the enterprises, the issue of improvement aims to the accounting and analytical maintenance of management of financial results of the enterprise remains actual. That is why the purpose of the study is to substantiate the theoretical and practical aspects and develop approaches to improving the mechanism of formation of accounting and analytical support for the management of financial results of the enterprise. Accounting and analytical management of financial results of the enterprise is a set of interconnected elements of production and management system, activities carried out by the subject of management, creation of a certain structure, as well as collection, accumulation, storage and analysis of information necessary for effective operation of the enterprise. The main components of the study of accounting and analytical support of financial performance management are the formation of methods of analysis, control and forecasting of financial results, which requires specification of the components of the analytical and controlled process within the organizational and information model. Namely, the formation of reliable information about the financial condition of the enterprise, the analysis of economic indicators of the enterprise is of great importance in the system of general evaluation of business entities. Their research makes it possible to assess the dynamics of the structure of income and expenses, to determine the impact of factors on the company's profit from various activities, as well as to find reserves to increase the net profit of enterprises. Thus, the improvement of accounting and analytical support of enterprise management is based on the use of modern forms, methods and principles that place new demands on the formation of unbiased, complete, timely, clear and useful accounting and analytical information about the enterprise and its financial results.
