Subject. This article examines the possibilities of transforming the relations between the center and the regions in Russia. Topic. Problems of regional policy in Russia in the context of foreign experience. Purposes. To analyze some aspects of regional policy in different countries of the world to understand the possibilities of regional transformation in the Russian Federation. Methodology. Institutional and neoinstitutional methods, system approach, comparative method. Results. Each system of government has a» corridor « of improvement, which is associated with certain difficulties on the way to implementation. Regional policy in Russia tends to be centralized, which may limit the opportunities for regional development. At the same time, there is a need to maintain a single vertical of power and avoid the risks associated with decentralization. Application area. The results of the study can be applied by specialists in the field of regional policy and political management, teachers and students of higher educational institutions. Conclusions. The coronavirus pandemic has led to the activation of regional activities and the actualization of the regional agenda, while the 2020 constitutional reform is focused on strengthening the center and consolidating the vertical. Russia needs to avoid both the risks of over-centralization and the risks of excessive decentralization, while taking into account the specifics of individual regions. The article is devoted to strengthening the role and importance of online learning and digital competence of teachers and students in the context of globalization and accelerating scientific and technological progress. A comparative analysis of the development of ICT, relevant electronic devices and the introduction of open online courses in the world is done. The main difficulties, shortcomings and achievements in the process of accelerating the dynamics and scale of application of online and distance learning during the lockdown period caused by the coronavirus pandemic are defined. The examples of Ukraine and the European Union show a significant difference between the countries of the world in terms of the development of material and technical base of educational institutions, digital infrastructure, access to high-quality and high-speed Internet, readiness of teachers and students to study in new conditions. There is a significant gap between global scientific and technological development and digital competence of citizens. Based on the use of historical, logical, comparative methods, principles and laws of dialectics argues the need for a deeper and more systematic theoretical understanding of current trends in ICT, rapid improvement of digital competence, especially the teaching staff. The importance of introducing in-depth, systematic and systematic research in Ukraine to assess the available technical resources, quality and prospects of digital infrastructure, the level of digital competence of citizens, the dynamics of online training courses, the impact of the social environment on education. The subject of analysis and strategic decision-making in the field of national digital policy should be relevant social, political, economic and technological problems in the country, improving the legal framework, technical re-equipment of educational institutions of all levels, increasing motivation, especially teaching staff for self-improvement and digital competence.

The article outlines the existing practices of developing learning which are being implemented in educational institutions of the Russian Federation since 1998 to the present day, taking into account modern trends and challenges to the world education: individualization and personalization; digitalization, networking, collaboration (cooperation, team work); interdisciplinary content of education as a norm; metacompetency as a result of education; smart learning in the era of the information society with the availability of communication technologies and team work; gamification as an introduction to learning educational games, etc. To all these challenges and trends of the modern reality, the educational system of D.B. Elkonin—V.V. Davydov has its own ‘answers’, through certain practices that are realized in the network of classes and schools of developmental learning in Russia. In addition, we describe new projects that can be viewed as a resource for the development of the Russian educational system.

The COVID-19 pandemic caused educational institutions across the world to face a new reality: when teachers and students do not share the same physical space (fractured ecologies), drastic changes in the everyday procedures and routines of teaching become an immediate necessity. In this paper, we trace some of the effects of this new situation in online classes of three experienced university teachers in the early days of the pandemic. We zoom in on dimensions of the classroom interface such as: turn-taking procedures, socialization, peer scaffolding and feedback; strategic footing changes across institutional and conversational roles; joking and humor. Not surprisingly, we found that the systematic absence of multimodal contextualization cues like gaze direction and tracing the origin of sound/speech were a trouble source in these online multiparty settings. We also saw, however, that teachers and students were successful in reinventing themselves and in devising new ways to deal with the changed circumstances. We end the paper with a number of implications for research into the classroom interface, both online and offline.

The Covid-19 pandemic that hit Indonesia has a very significant impact on education. The spread of that virus is not only in Indonesia but throughout the world, so many learning processes run down. Educational institutions have been closed due to concerns about the Covid-19 expansion. The spread of the virus is very fast, but learning must be carried out through an online process without a face-to-face meeting. However, the digital world made the safest way to break the chain of spreading the coronavirus outbreak because getting an education is students' right without neglecting their health and mental safety. Digital technology which greatly helps the teacher using the learning media throughout applications can facilitate the relationship between teachers and students in the learning process, even though many obstacles and adjustments were made than the previous face to face learning.

The alliance between politics and philosophy pursues the object to change the world as public or social life. The life implies various degrees of quality, and suggests existence regarded as a desirable condition: life, liberty, and the pursuit of happiness. This is the main point of the Declaration of Independence (July 4, 1776). We have here a whole philosophy of politics referring to Plato’s doctrine of the practical influence of philosophy on the state power to change the world (Plato, 1971, Rp. V 473d, VI 501e, VII 540d). The philosophy of politics holds life, liberty, and the pursuit of happiness to be unalienable rights and just so lays down the basic human rights as the principles of the political law, public law. The form of government which secures these rights is called democracy. America is no longer the ruler of her own spirit. In Armenia and Russia, there is instituted now timocracy, a form of government in which love of honor is the ruling principle (timē honor + krateein to rule). There exist here public law apart from human rights. The task of the philosophy of politics is to secure democracy in the United States of America and to carry out the transition from timocracy to democracy in the Republic of Armenia and the Russian Federation.

The the paper is devoted to the results of a comprehensive legal and linguistic study of the "Columbine" ("school shooting") subculture from the standpoint of criminology, criminal law, forensic science and forensic speech studies. Despite some conventionality of the well-established term "school shooting" borrowed from the English language, the author proceeds from the fact that any form of violent actions in educational institutions committed by a student (group of students) or an outsider in relation to teachers and students using weapons and improvised means should be understood as school shooting.Empirically, the study is based on the publications of Russian and foreign scientists, the results of semi-automated monitoring of social networks for the promotion of school shooting, as well as materials of criminal cases held in the archives of the investigative departments of the Investigative Committee of the Russian Federation for the Volgograd, Moscow, Saratov, Tyumen, Chelyabinsk regions, Krasnoyarsk Territory and Republic of Khakassia. The author concludes that the the Columbine subculture is extremist-terrorist in its essence. The paper summarizes the most characteristic ideological attitudes of this subculture, signs of a person's involvement in the targeted community, examines the problems of the legal characterisation of school shooting acts and proposes criminalistic diagnostic complexes to examine extremist speech actions aimed at promoting Columbine. These complexes give a law enforcement officer clear criteria for recognizing information materials as extremist, as well as for holding liable or discharging an individual under Art. 205.2, 280, 282 of the Criminal Code of the Russian Federation depending on the presence or absence of mass executions propaganda aimed to intimidate the population in order to influence the authorities or other extremist motives.

Information and Communication Technologies have become more prevalent in the last few years and has made a great impact on society. Worldwide, a lot of education programs offer new forms of education that are frequently supported by information and communication technology (ICT) to cater to young minds. E-learning in particular has been adopted by educational institutions all over the world and it is being used as a part of “blended learning” where it is incorporated into systems along with traditional classroom learning. Nowadays, it has become more relevant than ever due to the COVID-19 pandemic that the world is facing. Although these systems differ from classroom learning, they allow easy communication among teachers and students at any time necessary and provide an entire repository for students to use. For teachers, it acts as an environment for creating courses, assignments, giving feedback and grading students. In this paper, two such E-learning platforms namely Moodle and Google Classroom are compared and contrasted based on their usability and simplicity.

Purpose: The relevance of the problem is caused by the need for a comprehensive study of interfaith group attitudes in multiethnic and polyconfessional regions of the Russian Federation. The purpose of this article is to analyze the strategies of constructing identity in the environment of religious groups in the Republic of Tatarstan in 2017 - 2018. Methodology: The Leading approach to the study of this problem is a multi-paradigm methodology. The article gives a comparative description of the world outlook of the three studied groups -Muslims, Orthodox, and Atheists. Special attention is paid to the analysis of mechanisms of religious socialization and transmission of religious values. Result: It is concluded that Muslims attach more importance to the implementation of religious rites and practices; the family is considered the main agent of religious socialization, they are more characterized by the position of "religion is not chosen." The materials of the article can be useful for ethnologists, social and cultural anthropologists, political scientists, as well as representatives of bodies and structures in charge of interethnic and interreligious interaction. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Confessional groups in the Republic of Tatarstan: identity and features of its design are presented in a comprehensive and complete manner.

The health crisis facing the world in 2020 is impacting all strata of human society and challenging citizens and their institutions, including educational institutions. Educational institutions need to continue to connect teachers and students to ensure educational continuity. This unprecedented experiment in confined foreign language teaching began in March 2020 at Inalco, where we teach Korean language in the Korean Studies Department. From that date onwards, like all teachers at Inalco, we had to provide all our language courses online.

In modern conditions, accompanied by a pandemic around the world, economic recession, a large number of threats arise that negatively affect not only the economy of individual enterprises, but also the entire state as a whole. Therefore, there is a need to maintain the economic security of the state at the proper level to eliminate potential and real threats. In a pandemic and economic recession, it is necessary to develop such directions for improving the economic security of the Russian Federation so that they meet modern realities. This monograph, devoted to the consideration of the main directions of improving the economic security of the Russian Federation in the conditions of economic recession and a pandemic, is the result of the joint work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University.
