The article examines the problems of organizational and economic providing professional and public assessment of the quality of educational programs for the hospitality industry. The author analyzes the typical features of long-termdevelopment trends in educational programs for the service and hospitality industry, such as the growth of mobility, globalization, accessibility and active using Internet, the introduction of innovations and the use of modern educational technologies, the internationalization and diversification of educational programs, an effective system of teacher training, integration educational and scientific organizations, increasing the effectiveness of image management improving the quality of education. The article substantiates role of conducting professional and public accreditation of professional educational programs in assessing the quality of educational programs for the service and hospitality industry. The author explains the problem of low interest on the part of employers in the process of assessing the quality of educational programs for the service and hospitality industry, and offers options for involving employers in the process of assessing the quality of educational programs. The author also determines role of organizational and economic support of professional and public assessment of the quality of educational programs for the service and hospitality industry. The article shows various forms of establishing communication between the structural divisions of the educational organization and students during assessing the quality of educational programs. The author draws conclusion about the problems and perspectives of organizational and economic support of the professional and public assessment of the quality of educational programs for the service and hospitality industry and suggests possible options for its improvement.

Subject. The article investigates the construction of a system of risk-oriented internal control of educational organizations’ activities. Objectives. The purpose is to develop a classification of risks associated with various activities of an educational organization, identify entities of internal control responsible for risk management, create a portfolio and risk register that serve as a basis for organizing an effective system of risk-oriented internal control and improving the quality of university management. Methods. The study draws on methods of detailing, observation, generalization, comparison, classification, etc. Results. Using the university case, I disclose approaches to risk classification, considering the specifics of educational organization's activities, the formation of a passport and risk register, enabling through internal control tools to identify opportunities for their mitigating and to make appropriate management decisions. Conclusions. It is possible and advisable to apply a risk-based approach to the organization of internal control in an educational organization along with traditional approaches that are aimed at identifying violations of the requirements of legitimate, targeted and rational spending of budgetary and extra-budgetary funds. It is necessary to classify and assess risks associated with various activities of an educational organization, to monitor the implementation of risk management initiatives.

Relevance. To improve the quality of publications while maintaining their growth rate, employees of the Ministry of Science and Higher Education of Russia have approved a methodology for assessing the integrated score of publication performance of organizations.Intention. Analysis of the integrated score of publication performance of the leading educational and scientific organizations of the Russian Emergencies Ministry for 10 years (2010–2019).Methodology. The object of the study was the annual indicators of the integrated score of publication performance of the Russian Emercom as calculated by the staff of the Scientific Electronic Library [https://www.elibrary.ru/].Results and Discussion. A low average annual integrated score of publication performance was revealed in the Emercom of Russia. For an educational organization in the Russian Emercom, it amounted to (55.67 ±5.8) points, for a research organization – (29.0 ± 1.5) points (p < 0.01). The average annual integrated score of publication performance for the same period at Omsk State Technical University turned out to be 6 times higher (306.4 ± 19.0) than the average for educational institutions of the Russian EMERCOM (p < 0.001). It turned out that the EMERCOM of Russia had few highly rated publications on computer and information sciences, physical and chemical branches of knowledge, and quite a lot of publications on social sciences. Most likely, the latter are not a priority in the state assignment for research and development of the EMERCOM of Russia. Shown are the ways to increase the integrated score of publication performance of the EMERCOM of Russia organizations.Conclusion. The slogan of researchers “print or die” in modern conditions is becoming less and less relevant. Russian and world science were flooded with insignificant and sometimes false publications. The fractional calculation of the integrated score of publication performance will make the authors think before including anyone in gift co-authorship or creating “fake” affiliations. This methodology will help improve the quality of domestic publications, and printing weak articles will become irrelevant.

It has been observed that training in the hospitality industry becomes a challenge as the employees in this industry have been significantly increased in recent years. Employees are trained to perform well in the organizations while they are also paid to perform in a specific department. It’s the combination of experience, calibre, knowledge, skills and abilities that pushes you forward to the particular position to perform in any organization.  The hospitality industry expects a high demand in the area of performing and delivering a high quality of service to the guests. Bearing in mind that the hotels needs a constant and regular business to sustain the market. In order to be able to have a strong and healthy competition environment the hotels have come out with a strategy of making and pushing things from the management perspective to deliver and have a high performance by the employees. This paper is to investigate how employees in hotels are encountering emotions with the guests that lead them to underperform in various levels and to see whether training can be applied to increase their performance over time. The main objective of this paper is to investigate the role of Q metric in the training of emotional intelligence competence. The population sample was drawn among the employees of the hospitality industry in Tamilnadu to identify the significance of Q metric. A model was developed by using analysis of moment structure (AMOS). A model is fit to ensure the model for Q metric approach in the training of Emotional intelligence competence among the employees of the hospitality industry, Tamilnadu. Recommendations have been discussed and proposed for future use to any research in this field of academic.

The article analyzes theoretical (organizational) and practical aspects of educational technology to enhance the quality of graduates’ education and their competitiveness on the labour market. The analysis of the status of hospitality industry and its domestic and international trends under current economic conditions has predestined the need to improve the role of educational institutions as human resources training, and the enterprises of industry - to create the conditions for the adaptation and development of the competitive capacity of specialists. The authors emphasize the advisability of introducing a public professional examination of education programs, and starting July 01, 2016 - procedures of confirmation the education quality of each university graduate. The article also defines the role of the professional community representatives in the educational programs formation, their accreditation, which indicates the need for education and business system. The possible directions of policy of educational and entrepreneurial system of hospitality industry are formulated, criteria for graduates’ competitiveness estimation by a number of components of general educational, practical and social activities are offered. The authors present teaching experience of interdisciplinary design programs using Business English in teaching university students as a development element of business resource of graduates. The indicators for student activities estimation and integrated factor of graduate’s competitiveness are offered. This allows protecting a document of high education in front of professional community.

The article focuses on the issue of relation of general and social intelligence and illustrates it by the results of correlational study of adolescents’ intelligence and quality of their social argumentation. It was revealed that it is verbal intelligence, not a non-verbal one, that forms correlations with argumentation qualities. These correlations could be productive as well as counter-productive with respect to the quality of social discussion. The obtained results are considered within the context of discussion about general and social intelligence balance with the focus on the functional role of verbal intelligence in social cognition. They are regarded as the starting points for the development of social competence educational programs for adolescents

Quality medical education must be fundamental. An increase in the level of fundamentally of medical education should be associated with all-natural sciences, including the teaching of biophysics. The main goal of medical education is to improve the quality of training for the healthcare system based on high clinical, scientific, and ethical standards in medical education, the introduction, and the development of innovative educational technologies. At the same time, the basis of teaching should be the well-known didactic principles of pedagogy, and methods of teaching students the natural sciences - systematic, and consistent presentation of educational material, visualization, and accessibility, integration of sciences, and the spread of inter-subject relationships in the educational process at all its levels, requirements for a training experiment. The article shows the role of biophysics in a medical university, problems of teaching biophysics at the present stage, and some methods for solving them. Restore the formation of future dentists' skills to perform laboratory work of a professional nature, a technique is proposed for laboratory work.

اعتبار مقاصد الشريعة في المؤسّسات التعليميّة الإسلاميّة العليا له أثر كبير في تطوير البرامج التعليميّة، الذي يؤدّي إلى جودة التعليم والتعلّم، وتحقيق المصالح الدنيوية والدينيّة. وهذا البحث يأتي لتحقيق أهداف ساميّة وهي: إبراز دور مقاصد الشّريعة وأثرها في تطوير برامج المؤسّسات التعليميّة الإسلاميّة العليا، وبيان أهمّيّة مقاصد الشريعة للعالم والمتعلّم، ودور مقاصد الشّريعة وأثرها في تكوين المواطن الصالح. والمنهج المتبع في هذا البحث هو المنهج الوصفي التحليلي المبني على الاستقراء وتحليل البيانات. وقد خلص البحث إلى أنّ مراعاة مقاصد الشريعة عند وضع البرامج التعليميّة، تستلزم الاهتمام بواقع المجتمع الديني، والاجتماعي، والاقتصادي، والثقافي، وأنّ التطوير الإداري هو ركيزة أساسيّة لأيّ تطوير تعليمي وتربوي في المؤسّسات الجامعيّة، ويتمّ ذلك  من خلال التخطيط، والتنظيم، والقيادة، والرقابة، وتقويم الأداء. Consideration of Maqāsid al-Shariah (Purposes of Shariah) in Higher Islamic Educational Institutions has a major impact on the development of educational programs that leads to the quality of teaching and learning, and the achievement of worldly and religious interests.  This paper has some great aims that are highlighting the role of Maqāsid al-Shariah and its impact on developing the programs of Islamic Higher Educational Institutions, explaining the importance of Maqāsid al-Shariah to the Scholar and the learner and the role of the purposes of Shariah and its impact on the formation of a good citizen. The methodology used in this research is the descriptive analytical approach based on the induction and data analysis. The research concluded that observing the purposes of Shariah at developing educational programs requires the attention to the reality of religious, social, economic and cultural society, and that the administrative development is a basic pillar for any educational development in the university institutions. This can be done through the planning, organizing, leading, controlling and evaluating the performance.

Today in Russia the system of the state scientific certification undergoes significant changes: the powers of federal executive authorities are delegated to the educational and scientific organizations. As a result, independence in the choice of mechanisms, orders and procedures of formation of dissertation committees and criteria of awarding academic degrees is allowed. At the same time reinterpretation of axiological bases of dissertation culture through overcoming the problems connected with authenticity and quality of dissertation researches, by increase in reputation responsibility of the organizations and scientists takes place. On May 31, 2019 it will be a year to the moment of transition of the MGIMO University to a new model of the state scientific certification. According to the model developed by the MGIMO University, awarding an academic degree comes by the results of the defense of a thesis at a meeting of the dissertation committee of 5 doctors of science, three of which are employees of the MGIMO University, and two are invited scientists from other organizations. Two of five are experts with publications in the scope of the research combining the role of a member of the dissertation committee and an official opponent. The result of the defense is politically variable: alongside with the possibility of taking the negative decision awarding an academic degree without completions of the text and also under the condition of insignificant and considerable completions of the text of a research is allowed. The lack of such opportunities in the practice of awarding academic degrees existing in the domestic dissertation culture excluding modification of the manuscript submitted to defence after holding a meeting of dissertation committees, as well as other defects of the historically developed model of awarding academic degrees, defined the fastest transition of the MGIMO University to a new model of certification. «MGIMO Review of International Relations» discussed the main milestones of formation and key problems of development of the domestic dissertation culture with P. Kasatkin and E. Antyukhova.

The article explores the issues of the objective approach to managing the educational process allowing to effectively update and monitor it. The study is aimed at organizing the processes of control and management of the quality of educational programs with reduced time costs. The authors have researched the processes of methodological support of the educational process and the corresponding documents of an educational organization. An information system for monitoring and managing the quality of educational programs has been developed. The authors have developed models of the problem area, allowing one to determine the bottlenecks in organizing education quality control. The results of the study are meant for the internal audit of educational services and carrying out the procedures of public control, accreditation, or licensing of an educational organization. They allow for the quantitative evaluation of the educational program content and unambiguous interpretation of the obtained result. For this, the authors have developed an objective system for assessing the quality of educational programs. The assessment includes a set of objective indicators with a certain significance: for example, compliance with certain standards, the use of relevant peer-reviewed literature, agreed forms of education, a point-rating system, etc. All criteria are divided into blocks, each of which has a corresponding conformity assessment system. The developed assessment scale unifies the quality monitoring procedure, reduces subjective evaluations, and ensures less time-consuming monitoring of the quality of an educational program at the different stages of its life cycle.
