The paper notes that unemployment among young professionals is one of the most important problems in Kazakhstani society. The youth unemployment rate in Kazakhstan is very high. During the economic crisis, youth becomes the most vulnerable group. The level of unemployment among young professionals is almost half of the total unemployment rate in general.The relevance of the chosen research topic lies, first of all, in the increasing share of young specialists in the number of labour force and in the need to develop, in this regard, measures to solve problems associated with the country's youth unemployment. The authors note that the education system does not always form the competencies demanded by students in the labour market, as a result of which employers do not want to hire university graduates; they prefer workers having experience, which contributes to the growth of unemployment among university graduates. In this regard, the authors conducted an expert survey of heads of organizations in order to identify their opinions on the competencies of university graduates needed in the labour market (130 people were interviewed). The authors came to the conclusion that the education system does not adequately meet the needs of society as a whole and the economy in particular, and does not fully form the necessary competencies for university students.Recommendations are offered on improving the education system in order to form competencies that are important in the modern labour market

The article considers socio-economic measures of reduction of unemployment. In today's economic conditions, the authors highlight the state of the labour market, characterized the level of market infrastructure development, deformity in workers ' income, level of qualification of university graduates, presence of "shadow" sector of labor market ; and also movement in the labour market: natural movement, change of pension system, high level of hidden unemployment, low wages, decline of production, migration processes. The structure of the employed by age groups is considered, the indicators characterizing both the state and the movement in the labor market are studied, the decrease in the number of workers associated with natural processes is shown (decrease of fertility and increase of the level of Population mortality). AbstractThe unemployment among young people in Germany is one of the lowest in Europe. Notably, the relation between the unemployment rate among young people and the standard unemployment rate is rather low compared to other EU member states. How can this phenomenon be explained? We show, that the German vocational education system ensures labour market entry for many graduates, but also, that vocational preparation courses are extensively used by low skilled young people. If we reassess youth unemployment by the number of participants in such courses we obtain a “shadow unemployment rate for young people” which is in line with official international data. Therefore, minimum labour market qualification standards are often not met by young people. To ensure labour market entry for these persons, we suggest that apprenticeship pay should allowed to be differentiated by qualification. Furthermore, vocational preparation courses should be constructed in a way which leads the young people directly into vocational training with certified degrees.

The social transformations that took place under the influence of globalization and neoliberalization at the turn of the 20th – 21st centuries led to the need for deep structural and functional changes in the system of domestic higher professional education. Despite the fact that over the past twenty years in domestic practice a lot of directive documents have been developed and a number of serious management decisions have been adopted that have a direct impact on the development of the Russian education system at all levels, the domestic higher school in many respects cannot reach a level that makes it possible to make a serious competition to the participants of the world scientific and educational space. A retrospective analysis of the main conceptual documents that determine the development of the domestic education system, carried out in the work, showed that reforms of the domestic higher education system often do not reach their logical conclusion, since they are predominantly declarative in nature, far from always supported by a legislative framework, which leads to inconsistency in practical actions on their implementation. The article reveals that the incompleteness of the reforms is largely due to the existing gaps in cooperation between the institutions of education, science and industrial production, which all conceptually significant documents declare, but in practice, close mutually beneficial cooperation between these actors does not sufficiently manifest itself. The author indicates that such interaction can be carried out through the development of university systems, which, being integrated into the economy of the regions and acting as a driver of innovative development, can contribute to increasing the competitiveness of Russian universities in the international scientific and educational space.

Due to the wide application of remote teaching during the COVID-19 pandemic, the foundations of the education system have been shaken; education has entered a new era of teaching and learning on digitalized platforms. How do pedagogues evaluate their experiences when information technologies have become the main axis of carrying out their work? What impact did telework have on pedagogues as employees of an education institution or as individuals? What could be expected from older pedagogues in the shift to using digital means of teaching? These were the main questions raised in this research, the results of which are presented in this article. This research is original because the differences in experiences of telework were studied not only in terms of age and nature of work (professional/leader) but also the type of education institution. This delineation is of key importance in understanding the virtual work challenges faced by pedagogues in schools, professional education institutions, colleges, and universities.

AbstractThe aim of this study was to characterise the labour market of the Silesian voivodeship and its determinants between 2010 and 2012, although in order to show certain trends in changes data from the beginning of the 21st century are also used as a basis whereas from the more forward-looking perspective, projections up until 2020 were used. This market is very important from the nationwide perspective, and this is due to its complexity, size (it concentrates 2 million employed people, that is 14.4% of the whole workforce of Poland) and specificity (industry still plays a crucial role). In order to achieve the objective indicated above, a set of measures relating to the number of employed people, business entities or GDP were used for the purpose of the analysis. The presented material shows the high volatility of the situation on the labour market both at the voivodeship level and individual communities – this is particularly true of the number of employed people and the rate of unemployment. An advantage of the newly created jobs over those that are shed which has been continuously recorded since 2008 and a decrease in the unemployment rate are positive symptoms. Katowice being the largest market and, moreover, characterised by the highest rank range of its impact and lowest unemployment rate have gained a dominant position in the regional labour market. Bielsko-Biała, Tychy, Gliwice and Bieruń-Lędziny County also clearly stand out against the background of other communities. The most difficult situation can be observed in Bytom, Świętochłowice, Piekary Śląskie and in the counties located in the northern part of the voivodeship, that is Częstochowa, Myszków and Zawiercie. Not only today but also in the coming decade, in terms of demand the labour market of the Silesian voivodeship will be strongly affected by its demographic situation; population decline, ageing population, migration, including, in particular, foreign migration will cause a decline in the labour force. By contrast, the labour supply will depend on an economic factor, that is mainly an improvement in the economic situation in Poland and around the world and a reduction in the cost of labour (external determinants). In the next few years the role of innovation (including the technological factor) which will affect the labour demand in terms of quantity and, perhaps to a greater extent, in terms of quality (changes in the structure of the labour market) will become more and more significant.

Being enlightened by Richard Florida’s seminal work on the creative class, this paper aims to evaluate the effectiveness of higher education institutions to cultivate a workforce with utilised skills that meet the demand of labour market in the context of sustainable socio-economic development. Based on the macro and micro data generated from Eurostat and the Europe Labour Force Survey (EU LFS), the supply and demand condition of early graduates and the mismatch rate between early graduates’ education backgrounds and actual jobs they undertook are estimated by a multinomial logit model in seven European countries. The findings suggest that, (1) higher education has a significant impact on the formation of specific sustainability competencies that contribute to the development of creative economy; (2) many creative workers also have a high probability of finding jobs that are not commensurate with their qualifications; (3) the effect of higher education policies appears to be heterogeneous across different countries. Therefore, we argue that policy makers should increase awareness about connecting internal measures of education system (e.g., course design) directly to aims and scopes of sustainable socio-economic development scenarios, and joint efforts shall be made to reduce such mismatch rates for particular subjects that are identified by regular monitoring procedures or programmes on the basis of full consideration of interests and reasonable requirements across different countries in Europe.

The Spanish labour market is notorious for its high unemployment rate and its exceptionally high youth unemployment rate, job insecurity, impermanence and underemployment. This article presents a systematic analysis of the Spanish labour market’s deterioration process, in particular focusing on the youth labour market. It combines historic reviews with statistical analyses of data from official sources, like the Continuous Sample of Working Lives (CSWL), through different econometric models. The procedure consists of three steps: (a) first, a historical estimation to facilitate the systematic selection of the statistics, in this case contracts taken from a large sample of the Spanish workforce over the period 1985–2015; (b) econometric modelling of relevant indicators, in this case the average annual income, daily working hours and average length of contract; and (c) an analysis of the identified trends and conjuncture regarding precarious work and gender inequality.

The aim of the article is to present the concept of a job calculator — a tool used to create a simulation of relations between changes in the economic situation and the labour market in Poland. The job calculator is based on the American Jobs Calculator and is available for everyone. The user determines the height of expected unemployment rate and the tool computes the number of required job offers, the creation and coverage of which will result in the change of the unemployment rate to the predefined level. The calculator uses data from the Labour Force Survey (LFS) and presents simulations for one quarter. The values refer to the total result, taking into account the seasonal fluctuations and division into long-term and cyclical changes, which is the authors’ contribution to the original American model as well as an extension of this concept.

The aim of the article is to present a modified and extended version of a jobs calculator – a tool used to perform simulations of the relationship between the unemployment and employment rates while adopting different assumptions regarding the potential trends in Poles’ professional activity and in shaping the size of Poland’s population. The user of the calculator sets the value of the target unemployment rate, and the tool calculates the number of jobs whose creation and filling would be necessary to obtain the desired level of the unemployment rate. The current version of the jobs calculator application has been enhanced compared to the original one in such a way that it allows modifying parameters characterizing the labour market (the labour market participation rate and the rate of the population growth) and creating forecasts within a defined time span. The calculator utilises data from the Labour Force Survey. The paper presents labour market forecasts until 2022 as well as the results of a simulation performed on the data from Labour Force Survey for the 3rd quarter of 2018.

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.
