This chapter looks at how Mencius envisions a multilevel social system of provision in which the family, the village or commune, as well as the government all have specific roles to play. Social justice is the foundation of this social system; the family and commune (or social relationships and networks) provide familial care and mutual aid; and when they are not sufficient, the government steps in to provide direct welfare assistance. This Confucian social ideal integrates justice and care, recognizing both individual merit and personal responsibility. Mencius's vision is not of a nanny state that takes care of every aspect of people's lives from the cradle to the grave, but of a social system regulated by several principles, such as sufficiency, personal responsibility, merit, and contribution.

The creation of the state of Pakistan, following in the wake of the bloody partition, the mass migrations, as well as the resultant concentration of people, culminated in a situation where the human needs could only be fulfilled through organ ized and planned social welfare. Industrialization was the apparent need for a largely agricultural country. But the Muslim population with its inbred tradition of social justice and equality reinforced the stress on social welfare. There emerged, therefore, a policy that demanded a balance between economic and social planning. Social work begun by volunteers was shaped by government efforts. International assistance was requested and personnel was secured to institute the needy training of local persons. Among the varied projects which developed, perhaps the most noteworthy was the emergence of the Village-Aid Programs and the Urban Community Develop ment Programs. The simultaneous activity of the government and the voluntary agencies facilitated rapid and dramatic prog ress in the planning and organization of welfare services.—Ed.

ABSTRACT: EFFECT OF KNOWLEDGE AND USE OF FAMILY SUPPORT FURTHER POSYANDU AGE IN THE VILLAGE OF LAKE DISTRICT PARIS SIKORAN ACEH SINGKIL  Background Background: At this time the population of the elderly is increasing, therefore the government has formulated various policies for elderly health services. The aging process should be accompanied by the ability and awareness of the elderly in playing a role to be actively involved in the utilization of posyandu. The low percentage of elderly visits in the work area of the Danau Paris Puskesmas, Danau Paris District, was due to the lack of knowledge of the elderly about the benefits of the posyandu, then a lack of support from the family or family attention to the elderly because they were busy with their respective activities.Purpose. The purpose of this study was to determine the effect of knowledge, and family support for elderly Posyandu utilization in the village Sikoran Lake District of Aceh Singkil Paris.Method Design of this study is a survey using explanatory research approach. The population of this research is all elderly people in the village Sikoran Lake District of Paris. A population of 57 people and sample using total sampling. Data were collected by using a questionnaire distributed to the elderly. The data analysis using logistic regression.Results: Results of analysis of knowledge on the utilization of Posyandu elderly based on the knowledge obtained by logistic regression test (p = 0.000 <0.05), then there is a significant effect so Ha is received. Results of analysis of family support was obtained (p = 0.085> 0.05), the Ha rejected.Conclusion:The results of this study suggested to To the leaders in order to further improve the management of health centers, especially the supervision of health personnel and support of cadres Posyandu elderly in order to improve the health of the elderly. Keywords: Awareness, Family Support, Utilization of Posyandu Elderly       INTISARI: PENGARUH PENGETAHUAN DAN DUKUNGAN KELUARGA TERHADAP PEMANFAATAN POSYANDU USIA LANJUT  DI DESA SIKORAN KECAMATAN DANAU PARIS  KABUPATEN ACEH SINGKIL  Latar Belakang: Populasi Lanjut Usia (Lansia) pada masa ini semakin meningkat, oleh karena itu pemerintah telah merumuskan berbagai kebijakan pelayanan kesehatan usia lanjut.  Proses penuaan hendaknya diiringi dengan kemampuan dan kesadaran lansia dalam menampilkan peranan untuk terlibat secara aktif dalam pemanfaatan posyandu. Rendahnya persentase kunjungan lansia di wilayah kerja Puskesmas Danau Paris Kecamatan Danau Paris dikarenakan kurangnya pengetahuan lansia tentang manfaat dari posyandu tersebut, kemudian kurangnya dukungan dari pihak keluarga atau perhatian keluarga kepada lansia karna sibuknya dengan aktifitas masing-masing.Tujuan :Tujuan penelitian ini adalah untuk mengetahui pengaruh pengetahuan, dan dukungan keluarga terhadap pemanfaatan posyandu lanjut usia di Desa Sikoran Kecamatan Danau Paris Kabupaten Aceh Singkil.Metode: Desain penelitian ini bersifat  survei dengan menggunakan pendekatan explanatory research. Populasi penelitian ini adalah seluruh lansia yang ada di Desa Sikoran Kecamatan Danau Paris. Populasi berjumlah 57 orang dan sampel menggunakan total sampling.  Metode pengumpulan data dengan  menggunakan kuesioner yang dibagikan kepada lansia. Analisis data menggunakan regresi logistic.Hasil : analisa pengetahuan terhadap pemanfaatan posyandu usia lanjut berdasarkan pengetahuan dengan uji regresi logistik diperoleh  (p= 0,000 < 0,05), maka ada pengaruh yang signifikan maka Ha diterima. Hasil analisa dukungan keluarga diperoleh (p = 0,085 > 0,05) maka Ha ditolak.Kesimpulan: Hasil penelitian ini disarankan kepada Kepada pimpinan agar lebih meningkatkan manajemen Puskesmas khususnya pengawasan terhadap tenaga Kesehatan dan dukungan dari kader posyandu lanjut usia. agar dapat meningkatkan derajat kesehatan pada lanjut usia. Kata Kunci :   Pengetahuan, Dukungan Keluarga, Pemanfaatan Posyandu Usia Lanjut

It has been observed that the participation of rural population is not really massive in some localities during the process of planning local community development. Thus, this study seeks to identify factors which can influence the participation of an individual in the materialization of the planning process at the level of the village. Data was collected from 108 respondents with the help of a structured pre-tested questionnaire in Bonalea and Dibamba councils. The binary logistic regression was used to find the factors which can influence their participation in the planning process. The results show that the implication of an individual is influenced by his or her affiliation (membership) to a farmer’s organization and the knowledge that a person has about the activities of the program. This suggests the need for the government to increase the sensitization about the activities of the program and the benefit of being a member of a farmer’s organization. The origin of the family influenced their participation. A non-native of a locality does not find it important to take part in any development process in their host locality which therefore suggests the need for the government to realize a special plan for strangers in locality.

The shifting of paradigmn village development pushed the government to establish the village economy through the Village-owned Enterprise (BUMDes). BUMDes has two main functions, namely as an economic institution and social institution.  The existence of BUMDes in Ponggok Village is expected to increase the community’s welfare and to reduce poverty by utilizing local resources in the village. Objectives of this research are 1) to identify household’s welfare level of Ponggok Village; 2) to identify benefits of BUMDes Tirta Mandiri, and 3) to analyze the correlation between benefits of BUMDes to household’s welfare level. This research used a quantitative approach supported with qualitative data. The result indicated a significant correlation between  benefits of BUMDes Tirta Mandiri to household’s welfare level.Keywords: BUMDes, economy, social, welfare, household ABSTRAK Pergeseran paradigma mengenai desa menjadi semangat pemerintah dalam menumbuhkan kembali perekonomian desa melalui Badan Usaha Milik Desa (BUMDes). Badan usaha milik desa memiliki dua peran utama, yaitu sebagai institusi ekonomi sekaligus intitusi sosial. Kehadiran BUMDes Tirta Mandiri di Desa Ponggok diharapkan mampu meningkatkan kesejahteraan masyarakat dan mengurangi kemiskinan melalui pemanfaatan sumber daya lokal.  Tujuan dari penelitian ini adalah 1) mengidentifikasi tingkat kesejahteraan rumah tangga masyarakat Desa Ponggok berdasarkan mata pencaharian utama kepala keluarga; 2) mengidentifikasi bentuk-bentuk manfaat ekonomi dan sosial dari BUMDes Tirta Mandiri; dan 3) menganalisis hubungan tingkat manfaat ekonomi dan sosial BUMDes Tirta Mandiri dengan tingkat kesejahteraan rumah tangga. Penelitian ini dilakukan menggunakan pendekatan kuantitatif yang didukung oleh data kualitatif. Hasil penelitian menunjukkan terdapat hubungan yang signifikan antara manfaat BUMDes Tirta Mandiri dengan tingkat kesejahteraan rumah tangga masyarakat Desa Ponggok. The Government of Nepal has introduced a health insurance programme since 2016. The main essence of the program is to reduce the gap in the utilization of health services between poor and rich, to reduce the out-of pocket expenditure while receiving the healthcare services, and to protect the family from poverty due to catastrophic healthcare expenditure. Researchers review the policy, programme and existing practice Data from Health Insurance Board shows that the programme appears not so effective in many districts but it looks successful in some districts where private healthcare providers are existing as a referral hospital. It is still unanswered whether the HIP is going to boost industrialists in the name of basic rights, health equity and social justice. The paper studies socio-economic and political perspectives of healthcare and health insurance with reference to Nepal and concludes that the healthcare system needs to reform for real welfare, social justice, and citizens' access and right to healthcare.

The aim of this study was to explore the evolution of aging support in China. The findings showed that (1) aging support from 1949–1977 emphasized the responsibility of the family and enterprises; (2) from 1978–2000, government and market responsibility emerged with the shift from a planned economy to a market-oriented economy; and (3) from 2001 onward, a development of social welfare for the elderly was undertaken by the government, but this includes a shared responsibility involving the market, society, family, and individuals. Based on these findings, the responsibility for aging support formed a dynamic V-shaped welfare evolution. This V-shaped welfare responsibility, especially in family support, is sustainable in China and other similar countries around the world.

A village epidemic of brucellosis, due to Brucella melitensis, contracted from infected sheep and goats owned by the vifiagers is described. Of the 309 inhabitants eighty-four became infected and seventy-nine were clinically ill with brucellosis. The investigation covered 232 of the total population and nearly all those not examined belonged to the age group, 0–5 years, not directly exposed to infection by contact with diseased animals.The population of the village was made up of forty-six families, only nine of which escaped infection. In the affected families, the incidence varied from one to seven in each case. The size of the family varied from three to eleven but there was no correlation between the size of the family and the number contracting brucellosis, neither did sex play any part in the incidence. All age groups were susceptible but the morbidity increased with age and this was correlated with increased risk of exposure to infection of the older age groups.There was considerable variation in the severity of the clinical illness but there were no fatiities and all patients responded to antibiotic therapy.Brucella melitensis was isolated from twenty-eight of the thirty-six patients subjected to blood culture and specific agglutinins at an acceptable level were demonstrated in all but three of those with a clinical illness.The number of persons without evidence of clinical brucellosis who possessed significant brucella agglutinins was very small and the assumption that in an endemic area the number of infected persons is much greater than the number clinically ill was not borne out in the outbreak described here.Persistence of specific agglutinins up to 2 years after recovery from the clinical illness is recorded.We wish to pay tribute to the late Professor J. This study aims to analyze the effectiveness of village funds on social welfare of the district society in Maluku, North Maluku, Papua, and West Papua Provinces based on 2015-2018 data. The Village funds began to be distributed to all villages in these four provinces and other provinces in Indonesia in 2015. The data collection technique uses documentation technique, so that it produces secondary data in the form of a village funds, the Government Regional Budget, Gross Regional Domestic Product, and Human Development Index reports in four provinces which have been published on the official website of the Indonesian Statistics Agency. The sampling technique uses purposive sampling method with considerations in accordance with the objectives of the study. Based on the results of the regression analysis, it shows that village funds have not been able to influence on social welfare of the district society even though this has been accompanied by an allocation of capital expenditures and economic growth variables. There is a possibility that the size of the area in the villages in the four provinces and the quality of human resources for managing village funds in districts is an obstacle.

This study aims to determine the extent of the role of the family welfare empowerment program (PKK) in increasing women's empowerment in Telaga District. This research is a qualitative research with data collection method through interviews and documentation. The research results obtained that the implementation of the PKK program has provided many benefits in empowering women, especially in the village. The success was obtained thanks to government support at the sub-district level and also for direct coaching by the Gorontalo Regency PKK management to sub-district and village PKK. The PKK program is also not fully implemented. The main obstacles faced are the low capacity of the community, especially women, and the lack of mastery of technology. For this reason, active participation and full support from the government are needed in the development and maximization of the PKK program. Penelitian ini bertujuan mengetahui sejauhmana peran program pemberdayaan kesejahteraan keluarga (PKK) dalam meningkatkan pemberdayaan perempuan di Kecamatan Telaga. Penelitian ini merupakan penelitian kualitatif dengan metode pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian yang diperoleh bahwa pelaksanaan program PKK telah banyak memberikan manfaat dalam pemberdayaan perempuan khususnya di Desa. Keberhasilan diperoleh berkat adanya dukungan pemerintah di tingkat kecamatan dan juga atas pembinaan langsung oleh pengurus PKK Kabupaten Gorontalo kepada PKK kecamatan hingga desa. Program PKK juga belum sepenuhnya dilaksanakan secara maksimal. Hambatan utama yang dihadapi adalah masih rendahnya kapasitas masyarakat khususnya perempuan serta masih minimnya penguasaan terhadap teknologi. Untuk itu diperlukan partisipasi aktif dan dukungan penuh dari pemerintah dalam pengembangan dan maksimalisasi program PKK.

In this case, in any development plans villages need for synergy or cooperation between the Institute for Community Empowerment with the head of the village, it is hoped development plan produced can suit the needs and capabilities of the village, which in turn leads to increasing the level of welfare of rural communities themselves.Type of research undertaken by researchers are included descriptive research with qualitative analysis method. Analysis of the data used in this study are included qualitative analysis; Data collection, data reduction, data presentation and Withdrawal conclusion or verification.Privileges Institute for Community Empowerment  In Development In Rural System In the Village Administration is (1) Plan development by consensus, (2) Mobilize and increase community participation in the implementation of development, (3) Cultivate dynamic condition of society and increase resilience in the district that studied to perform the function and role in the development of the Institute for Community Empowerment must comply with the rules villages and villages that have been made. However, there are some good functions to be executed to enhance the development of the Institute for Community Empowerment, namely (1) As a means of community participation in planning and implementing development; (2) Cultivating understanding and appreciation and awareness of the Pancasila; (3) Digging, harness, potential and mobilize self-help mutual aid societies to develop; (4) As a means of communication between the Government and the community and between citizens themselves; (5) Improving the knowledge and skills of the community; (6) To foster and mobilize the potential of the youth in development; (7) Fostering cooperation between institutions in society for development; (8) Implementation of other tasks in order to help the village government to build resilience established.Keywords: Role of the Institute of Community and Rural Development.
