RESUMOO Sistema Único de Saúde (SUS), um dos maiores sistemas públicos de saúde do mundo, foi instituído pela Constituição Federal de 1988 que, em seu artigo 196, coloca: “a saúde é direito de todos e dever do Estado”. Assim, este artigo objetivou avaliar a percepção dos moradores do Bairro Novo Israel em relação ao atendimento primário oferecido à comunidade na UBS Frei Valério Di Carlo. Para tanto, foi realizada uma pesquisa de natureza aplicada, com base em modelo quantitativo, sendo posta em prática uma pesquisa de campo que foi operacionalizada por meio da aplicação de um questionário e teve como amostra 100 usuários de uma unidade básica de saúde localizada na Zona Norte da cidade de Manaus. Os resultados da pesquisa indicam uma insatisfação dos usuários em relação ao tempo de espera para o atendimento. No entanto, estão satisfeitos com os serviços oferecidos pela Unidade.Palavras-chave: Sistema Único de Saúde, Avaliação, Satisfação dos Usuários. ABSTRACTThe Unified Health System (SUS), one of the largest public health systems in the world, was established by the Federal Constitution of 1988, which states in its article 196: "health is the right of everyone and the duty of the State." Thus, this article aimed to evaluate the perception of the residents of Bairro Novo Israel in relation to the primary care offered to the community at UBS Frei Valério Di Carlo. For that, a research of an applied nature was carried out, based on a quantitative model, being carried out a field research that was operationalized through the application of a questionnaire and had as sample 100 users of a Basic Health Unit located in the zone north of the city of Manaus. The results of the survey indicate a dissatisfaction among users regarding the waiting time for care. The Citizen care in the health field is a fundamental right provided by the federal constitution of Brazil. The Unified Health System (SUS) is one of the best and most important systems in the world and serves around 220 million people. The System is comprehensive and characterized by three pillars of support: universality, completeness and equity. The right to scientific information is one of the main elements of the SUS and the Journal of Human Growth and Development has contributed over its 27 years of existence providing a democratic scenario and a place to debate ideas in the field of public health and the irrefutable defence of SUS in Brazil. In this way, JHGD maintains its tradition of publishing articles devoted to the field of public health and contributing to the dissemination of knowledge and to the progress of science. The Journal intends to serve as a space for exchange knowledge among professionals in universities and help them to deal with the problems of human growth and development, improving the publication scenario of scientific articles refereed by peers, highlighting its commitment to communicate the knowledge obtained through ethic research with bilingual and free publication.

RESUMO Este estudo foi baseado em uma pesquisa sobre a satisfação dos usuários do pronto atendimento ao cidadão (Pró-Cidadão), ponto de atendimento da prefeitura de Londrina instalado na zona norte da cidade. A pesquisa visou analisar o nível de satisfação dos usuários com relação ao atendimento e serviços disponibilizados. Com intuito de atingir os propósitos do estudo, a metodologia desse trabalho foi  exploratória, por meio de levantamentos bibliográficos, seguida pela pesquisa de campo que envolveu a coleta de dados de forma quantitativa por meio da aplicação de questionário estruturado com uma amostra de 183 usuários do Pró-cidadão, durante duas semanas no mês de abril de 2012. As análises dos resultados foram apresentadas em tabelas e gráficos, sendo possível verificar dentre os itens analisados que o principais  pontos  positivos  foram os serviços disponíveis e a cordialidade do atendente, sendo os principais pontos negativos a quantidade de atendentes e infra-estrutura do local. O nível geral de satisfação dos usuários apresentou-se de forma positiva. Palavras-chave: Satisfação do usuário, cliente-cidadão, atendimento, serviços. ABSTRACT This study was based on a satisfaction survey of users of emergency care to citizens (Pro-Citizen), a square of attendance from the City of Londrina installed in the northern city. The research aimed to analyze the level of user satisfaction with respect to care and services provided. In order to achieve the purposes of the study, the methodology of this study was exploratory way through literature surveys followed by field research that involved collecting data in a quantitative manner through a structured questionnaire with a sample of 183 users pro-citizen for two weeks in April 2012. The analysis results are presented in tables and graphs, and can verify that among the items discussed were the main strengths of the services available and the warmth of the attendant, the main drawbacks being the number of attendants and infrastructure of the site. The overall of satisfaction of user is presented in a positive way. Key words: People satisfaction, customer-citizen, care, services.

O presente trabalho teve por objetivo verificar o conhecimento dos cirurgiões dentistas da rede de atenção primária, secundária e terciária do município de Palmas, Tocantins, acerca do fluxo de assistência aos pacientes com diagnóstico de câncer bucal no Sistema Único de Saúde, desde o início do tratamento até a sua conclusão. Para isso, foi aplicado um questionário semiestruturado aos grupos de profissionais envolvidos diretamente com a rede de atenção, avaliando o nível de entendimento dos cirurgiões dentistas sobre o fluxo de atendimento. Foram feitas as análises qualitativa e quantitativa. Os resultados da análise quantitativa mostraram que houve diferenças no entendimento dos profissionais dos grupos envolvidos na pesquisa em relação ao conteúdo abordado no questionário. Conclui-se que, no município de Palmas, existe a necessidade de uma maior integração entre os cirurgiões dentistas envolvidos na rede de atenção ao paciente com câncer de boca, e que a introdução de um programa de cooperação interinstitucional voltado a esses pacientes poderia contribuir com o fluxo de acompanhamento e com a qualidade de vida do doente durante e após o tratamento oncológico.   Palavras-chave: Neoplasias Bucais; Sistema Único de Saúde; Atenção à Saúde. ABSTRACT The objective of this study was to verify the knowledge of dental surgeons in the primary, secondary and tertiary care network of the city of Palmas, Tocantins, Brazil, about the care of patients with oral cancer diagnosis in the Unified Health System, from the beginning of the treatment to completion. A semi-structured questionnaire was applied to the groups of professionals directly involved in the care network, evaluating the level of understanding of the dentists about the care. Qualitative and quantitative analyzes were performed. The results of the quantitative analysis showed that there were differences in the understanding of the professionals of the groups involved in the research, in relation to the content addressed in the questionnaire. It is concluded that, in the city of Palmas, there is a need for greater integration among dental surgeons involved in the care network for patients with oral cancer, and that the introduction of an inter- institutional cooperation program for  these patients could contribute to the follow-up flow and the quality of life during and after cancer treatment. This study aims to discuss the right to health, comparing collective and individual health and analyzing the impact of judicialization on the Unified Health System (SUS). Therefore, it addresses the right to health, presenting its concept and minimum content; discusses the principle of integrality; discusses the judicial control of public policies, weighing up the reserve of the possible and the minimum existential; and defends the prioritization of public policies that benefit the community. As a methodology, bibliographic research was adopted based on the literary review of books, articles and legislation that are dedicated to the theme in order to seek solutions to reduce expenses with judicialization.

A Constituição Federal de 1.988 traz em seu conteúdo princípios constitucionais de extrema importância, tais como, o princípio da isonomia ou da igualdade e o princípio da dignidade da pessoa humana.  O primeiro especifica, segundo a máxima Aristotélica, o tratamento igualitário a todos em situação de igualdade e desigual ao desiguais na medida de suas desigualdades. Já o segundo, tem caráter subjetivo e pressupõe as condições mínimas que garantam a um indivíduo uma vida digna. Com caráter protetivo, a Constituição Federal visa assegurar aos cidadãos um rol de direitos fundamentais, entre eles a saúde. Tratam-se de prestações positivas atribuídas ao Estado que, em suma, deve assegurar o acesso à saúde a todos os cidadãos de maneira universal, integral e igualitária em todo o território nacional. Assim, para dar atendimento ao disposto no texto constitucional políticas públicas são desenvolvidas seguindo os parâmetros definidos pela Lei Orgânica da Saúde (LOS), Lei n° 8080/90, pela Lei n° 8.142/90. Temos também a Lei n° 12.401/11 e a Lei nº 9.782/99, sendo que esta criou a Agência Nacional de Vigilância Sanitária e aquela criou a Comissão Nacional de Incorporação de Tecnologias no Sistema Único de Saúde. Inobstante a todo aparato legal criado para dar cumprimento ao dever do Estado em disponibilizar serviços de saúde à população, evidencia-se que na prática tal prestação por parte deste é ineficiente levando à crescente judicialização da saúde, atribuindo-se ao Poder Judiciário o dever de, mesmo que indiretamente, interferir em questões administrativas e orçamentárias de atribuição do Poder Executivo, no que diz respeito às questões de saúde.Palavras-chave: JUDICIALIZATION OF HEALTH: THE OBLIGATION OF THE STATE TO PROVIDE MEDICATION / TREATMENT WITHOUT FORECASTING IN THE PUBLIC, HIGH COST OR PROHIBITED EFFECTIVENESS SYSTEM ABSTRACT: The Federal Constitution of 1988 brings in its content constitutional principles of extreme importance, such as the principle of equality or equality and the principle of the dignity of the human person. The second is subjective and presupposes the minimum conditions that guarantee an individual a dignified life. Abstract Specialized health care in Brazil has been provided by the private sector under public regulation and financing since the 1950s. It continued after the promulgation of the 1988 Federal Constitution, which also created the Unified Health System (SUS). In the last decades, the share of the private sector has increased in tertiary care, including cardiovascular services, generating changes in SUS. This study analyzes the public-private relationship in the National Tertiary Care Policy for Cardiovascular Conditions from 2008 to 2014. The results indicate that, compared to the public sector, the private sector has a greater share in both tertiary care for cardiovascular conditions and receivables for providing health services. This points to a contradiction in the management of the health system in Brazil, which, albeit public, all-population-oriented, and free in its conception, has privileged the private sector.

Abstract: Introduction: This article reports the experience of a physician, specialist in Family and Community Medicine, who works in a Basic Health Unit in the southern region of the city of São Paulo, in the Primary Health Care of the Unified Health System, when he became a Preceptor of Medical students at Universidade São Caetano do Sul. Method: The students learned about the typical structure of a Basic Health Unit. They learned how to acquire the medical history during anamnesis, under supervision, and the physical examination, as they acquired the necessary skills. They also learned how to request complementary examinations. With this training, they learned how to apply the clinical method during practice. The students also learned the competence to apply the clinical method in uncontrolled environments through the home visit, which also made it possible to know the reality of the patient in loco. The follow-up of families and the index cases for a few years gave the students the opportunity to experience the different care cycles of the Family Health Strategy, including the question of death, which started in the socio-family context. They also participated and carried out assistance and knowledge transmission groups for the community, in which students were able to train communication and adaptation at the population level. They met and participated in the team meetings, which allowed showing the weekly planning of activities, the interdisciplinary discussion of more complex cases and the created strategies. Results: The promising results of the Active Methodologies based on student autonomy, in relation to the learning process, are applied to the teaching of Medicine in clinical practice environments, since the contact with reality improves learning, challenges the students to research and reflect with autonomy to think about what they must do with the established learning goals and teaches them to use previous experiences to interrelate new knowledge with previous information through Evidence-Based Medicine and reflect on medical practice. Conclusion: Comments are also made on the National Curricular Guidelines, which request the inclusion of the medical student within the scope of the Unified Health System, aimed mainly at Primary Health Care learning.
