ABSTRACT The reference service at the library is currently less than optimal. Therefore, several strategies are needed to improve the competence and professionalism of librarians in reference services. One of the reference services that still needs optimization in improving the competence of librarians is the Padang State University Library. The method used in this article is a qualitative method with a descriptive approach. This type of research in writing this article uses the Research Library method which means a literature or literature study. The purpose of this research is to find out the strategies used by libraries to improve the competence and professionalism of librarians in reference services and to find out what the obstacles are in the Padang State University Library.

Introduction. Public relations is an important service in the library, public relations functions as the delivery of information to users. This study aims to see the perceptions of librarians' perceptions in implementing the public relations function at the Padang State University Library. The specific objectives of this study are; (1) to see the perceptions of librarians in serving library users, (2) to be alert to foster trust from library users to librarians, (3) to see librarians in serving library users, (4) to see how to start and stop librarian communication with library, (5) to see how librarians notify library users if any. new collection, (6) to see the service implementation. public relations by librarians for library users. Data Collection Medhod. This research uses a qualitative method with a descriptive approach. Data collection was carried out by direct research into the library who conducted an interview with one of the librarians in the field of circulation services at the Library of Padang State University. Result And Discussions. Based on the results of research conducted, the results show that public relations services at the Padang State University Library in conveying information to users are based on user needs. The inability of users to find information is the librarian's job to find the information needed and convey information related to new collections that exist in the library to the library users. Conclusions. The research was conducted using qualitative methods to obtain information related to the perception and implementation of public relations at the Padang State University Library. The COVID-19 pandemic presented the Kennesaw State University Library System with the question, " How can the library maintain live face-to-face reference services in a manner that is safe for all involved ?" Challenges to creating a live virtual reference desk that arose included the need to serve two campuses simultaneously, librarians working from home, and using conferencing technology in unexplored ways. The resulting Virtual In-Person (VIP) Reference service was the answer to our immediate situation, yet lessons were learned for future opportunities to push our services beyond the traditional.

The total potential for zakat profession is IDR. 139.07 trillion, or 59.5 percent of Rp's total national zakat potential. 233.8 trillion. Meanwhile, the realization only reached IDR. 3.9 trillion or 2.8%. This study aims to analyze the zakat profession from the sharia and regulatory dimensions. This study uses a qualitative method with a descriptive approach and literature study. The research data was obtained by collecting and reviewing previous research results that were relevant to the theme. The results showed that zakat profession from the sharia dimension is obliged to follow the text of the Alquran and the fatwas of the ulama to meet the ‘nisab’ limit. Meanwhile, on the regulatory side, professional zakat is comprehensive. It is indicated by the presence of regulations at the macro, meso, and micro levels. Thus, professional zakat has strong legitimacy and can encourage optimizing the collection and distribution of zakat.

This study describes the principles of performance-based budgeting on Dinas Sosial district of Musi Banyuasin, knowing the effectiveness of the use of direct expenditure and indirect spending in Dinas Sosial district of Musi Banyuasin as well as budget performance. The method used in this research is qualitative method with descriptive approach. Data collecting technique is done through field study that is interview, documentation and literature study. Data analysis techniques starting from quantitative and qualitative with descriptive approach. The results of this study indicate that the principles of performance – based budgeting on Dinas Sosial district of Musi Banyuasin stated that tranparency and accountability is still no good, but the budget discripline and  budget justice are good enough. The effectiveness of the use of direct expenditure in the implementation of performance–based budgets. Based on the ratio of effectiveness of the use of the budget Dinas Sosial district of Musi Banyuasin years 2014 up to the year 2016 has effective criteria and from year to year the level of effectiveness has increased. The effectiveness of the use indirect budget from 2014 to 2016 has a fairly effective criteria and from year to year always fluctuate.

This study discusses the Analysis of the Performance of Library Friends in All Sections in the State University of Padang Library. The purpose of this study is to discuss whether the performance of library friends can help the library in the continuity of its functions and objectives as a source of information, and services for users. The method used is a qualitative method with a case study approach. Data collected through interviews and observations. The informants in this study were librarians, librarians, and library friends at the Padang State University library. The results of this study are library friends very helpful to the library in serving the needs of users and help the library in improving library performance in all parts, ranging from procurement, processing, binding, administration, shelving and circulation. The obstacle faced by library friends is the lack of knowledge of library friends about classification making it difficult to arrange books on a predetermined shelf, another obstacle found is that there are many mistakes made by library friends in labeling books, this is due to lack of guidance from librarians.

Introduction. This study discusses Leiden University Library reference services through the KITLV-Jakarta. Since KITLV was acquired by the Leiden University Library, the KITLV-Jakarta Library which was a KITLV-Dutch representative, is now a representative of the Leiden University Library in Jakarta. Data Collection Method. This study used a qualitative approach with descriptive research involving observations and interviews as well as primary document data sources. Data Analysis. The data was analyzed by involving the process of data reduction, interpretation, and conclusion. Results and Discussions. The results of the study indicate that reference services, particularly for reference collections found in the Leiden University Library cannot be accessed directly through the KITLV-Jakarta Library. Only KITLV librarians can request the reference service from Leiden University librarians. Conclusion. Librarians at the KITLV-Jakarta Library do not have the same access as librarians at the Leiden University Library, even though the KITLV-Jakarta Library is a representative of the Leiden University Library in Jakarta.

Peran pendidikan tidak dapat dianggap sebagai pelengkap dalam pembangunan sebuah negara. Peningkatan mutu pendidikan harus dilakukan secara berkelanjutan sebagai upaya menciptakan kualitas manusia Indonesia agar mampu bersaing dengan negara-negara lain. Sistem Manajemen Mutu ISO 9001:2008 merupakan salah satu cara yang dapat digunakan untuk memperbaiki dan meningkatkan kualitas manajemen sebuah organisasi. Tujuan dari penelitian ini adalah untuk mengetahui implementasi penerapan ISO 9001:2008. Pada penelitian ini digunakan metode penelitian kualitatif dengan pendekatan deskriptif. Lokasi penelitian dilakukan di Fakultas Ekonomi Universitas Negeri Surabaya. Penelitian ini berfokus penerapan sistem manajemen mutu, khususnya klausul kelima mengenai tanggung jawab manajemen. Berdasarkan hasil penelitian diketahui bahwa Fakultas Ekonomi Universitas Negeri Surabaya telah mengimplementasikan ISO 9001:2008 dengan baik. Hal ini diketahui dari tahapan plan, do, check, dan action (PDCA) yang telah dilakukan secara berkesinambungan melibatkan unit pelaku proses yang ada di dalamnya sehingga pengelolaan organisasi berjalan efektif dan efisien serta mampu memenuhi kebutuhan dan harapan pelanggan.Kata kunci: mutu, pendidikan, PDCA, ISO   IMPLEMENTATION OF QUALITY MANAGEMENT SYSTEM BASED ON ISO 9001: 2008 (STUDY FROM ECONOMIC FACULTY UNIVERSITAS NEGERI SURABAYA)AbstractEducation has a very important role in the development of a country. The research was conducted at the Faculty of Economics, State University of Surabaya. This research focus on the application of quality management system, especially the fifth clause regarding management responsibility. The result showed that the Faculty of Economic Universitas Negeri Surabaya has implemented ISO 9001: 2008 well. This is known from the stages of plan, do, check, and action (PDCA) which has been done continuously involving the unit of actors in the process therein. A Review of: Burke, L. “Models of Reference Services in Australian Academic Libraries.” Journal of Librarianship and Information Science 40.4 (2008): 269-86. Objective – To investigate the current organizational models for reference work in Australian academic libraries, and how these reference services are staffed. Design – Mixed methods. Setting – Academic universities in Australia. Subjects – Forty Council of Australian University Librarians (CAUL) member libraries. Methods – A literature study was undertaken to (1) find a definition of reference services and (2) explore the development of reference service models over time. Statistics from the CAUL member libraries were studied for trends in student population and number of academic and library staff. A web-based survey, with questions based on the findings in the literature study, was then distributed to the 40 Australian university libraries in 2006. Respondents were asked when the library commenced different reference services in five areas: formats in which the library received and responded to reference queries, information literacy, subject specialization, liaison activities, and collection development. Respondents also answered questions about the organization of the reference department, including: whether they had a separate or integrated model; the size of the reference collections; if they had a librarian dedicated to supporting students studying in remote or distant mode; if the interlibrary loans department was part of the suite of reference services; and if they had a mission or statement of purpose for their reference services department. Main Results – Based on the literature study, the working definition of reference services (1) for the project was “all activities which assist in providing relevant and appropriate information services to patrons” (270), including: • All interactions with patrons to assist them in their searches for information in all media types. • All training by librarians of patrons to be able to access information for themselves. • Activities to help the library stay informed of relevant developments, such as establishing and maintaining relationships with patrons. The literature study also revealed (2) a shift from the traditional reference service model, focused on the reference desk and the services delivered from that location, to new models involving “consolidation of reference service points, establishment of tiered reference, reference by appointment, reorganization of reference departments, and limiting services to primary users” (271). The core aspects of reference services have changed little over time, including face-to-face reference work, print collection development, bibliographic instruction, and attending meetings. In some aspects, however, there has been a shift in emphasis, e.g., in bibliographic instruction from the teaching of tools to the teaching of information literacy. In addition, reference work has come to include “going out to users,” or academic liaison work, as well as research consultation as a general way to assist undergraduate student in getting started on assignments and projects. The Web-based survey (n=40, response rate 87.5%) showed that 32.4% of libraries have an integrated inquiry point which incorporates information queries and other queries that are not necessarily related to traditional library reference services (272, Table 1). This survey result supports the findings of the literature study in showing a trend of library services moving away from the traditional reference desk. A majority of the responding libraries still retained a separate reference department, but a significant number of libraries have developed departments incorporating reference services with other library services. Those that retained the separate department varied in how they described services to patrons, the most common name being Information Services, a more user-friendly and descriptive name. In staffing the reference service, the respondents were asked to indicate the classification level of their staff using the Higher Education Worker (HEW) scale (an Australian salary scale, based on competencies, minimum 1 / maximum 10). Staff spans a variety of levels (4-10), the most common level being HEW6, a level where all libraries had staff. This indicates that a large part of reference staff in Australian academic libraries are highly qualified. The shift in higher education, resulting in greater numbers of students and fewer staff (including librarians), has in many libraries resulted in a more flexible organization of reference services, and the utilization of staff from other sections of the library for manning the reference service point. There is also evidence of how the changing student population leads to changing demands for library facilities and services, e.g. a decrease in the traditional complex reference questions, as well as in over the counter loan transactions, and an increase in more general queries. Conclusion – Reference services in Australian academic libraries are becoming more flexible and integrated (although the definition for integrated is still unclear), in part as the result of client demand, and in part due to decreased funding. The author sees an emerging role for reference librarians in helping patrons to navigate the increasingly complex information environment, and to assist in developing the skills to critically evaluate the information they access for authoritativeness and appropriateness.

In the implementation of guidance for prisoners in an effort to return criminals to a good society, it is very important to do this, not only material or spiritual in nature, but both must be balanced, these are the main points. by the Ministry of Justice of the Republic of Indonesia based on the Decree of the Minister of Justice of the Republic of Indonesia No. M.022-PK.04. 10 of 1990. The purpose of this research is to analyze the efforts to develop an Islamic entrepreneurial spirit towards the assisted residents in the Surakarta penitentiary. The research method in this study is a qualitative method through a descriptive approach that uses the literature study method as a method of completion. With the research object of the assisted residents in the Surakarta penitentiary. Where the research variables studied are about building an Islamic entrepreneurial spirit. The results of the research show that the Penitentiary is always trying to develop and improve the skills that will be provided to its citizens. However, it is constrained by the lack of manpower, facilities and infrastructure as well as financial support owned by the correctional institutions so that guidance has not been maximally carried out. In addition, there are rarely any coaching activities received by the prison assisted residents from external parties. So efforts to develop an Islamic entrepreneurial spirit are urgently needed by the assisted residents in addition to fostering spiritual cleansing.
