 Multilingual education expands the possibilities of active use of a foreign language, providing students with wide access to information in subject areas, obtaining new information in accordance with individual needs, the possibility of continuous education, which is a prerequisite for the successful adaptation of graduates to the conditions of the European market. In this regard, the orientation towards interactive teaching methods contributes to the mastery of knowledge on and through the subject, the formation of a creative personality capable of self-development, self-education, the transition from the formal performance of certain tasks with a passive role of the student to cognitive activity with the formation of one's own opinion when solving the problematic questions and challenges posed.

The Central task of modern professional education is the formation of students’ readiness for self-education, self-development. Autodidactic processes are of direct relevance to the solution of this problem, which, acting as the basis for independent educational and cognitive activity, help students overcome the difficulties of self-development, contribute to the activation of creative potential (“self” processes), and allow them to become the subject of their own development. The article reveals the nature of musical art, which opens up opportunities for the development of semantic aspects of reality from the standpoint of creativity and continuous self-development; highlights the structure of artistic and creative self-development, which includes three levels – professional and value self-determination; artistic and creative self-perfection; artistic and creative self-actualization; the basic strategy of artistic and creative self-development of students-musicians, which is a harmonious combination of adaptive (conformal) and non-adaptive (creative) types of activity with a gradual predominance of creative activity. Special attention is paid to the components of artistic and creative self-development, which, representing the facets of one process, complement and enrich each other.

The article is devoted to one of the problems of foreign language education – the definition of the role of interpretation in preparing students of special (language) directions to participate in the dialogue of cultures. Interpretation is considered as a phenomenon and as a way of comprehending reality, which allows the subjects of the dialogue of cultures to reach mutual understanding. The main characteristic of interpretation, which is necessary for the purposes of foreign language education, is its psychological character. It is determined by the psychology of the author, the psychology of the work, as well as the psychology of the reader-interpreter. It is proved that the interpretation of a work of art, which has universal, historical and personal plans, has huge epistemological and axiological possibilities. They activate the entire educational potential of interperetation (educational, developmental, cognitive, and educational). Russian Russian poet A. A. Fet (1820–1892) uses the poem “Wir saßen am Fischerhaus” by the famous German poet and publicist Heinrich Hein (1797–1856) and the translation of this poem into Russian to illustrate the interpretation technology. The poem is considered as a space of personal meanings of the author. They are the ones that are subject to interpretation and bring the reader-interpreter back from the poet's world to the modern real world. And the real world is full of unexpected cultural facts, closely related to the content of the work of G. Heine, with distant Lapland and the life of modern lapps. Thus, interpretation is presented as an educational strategy. Together with the strategies of contextualization, philologization and argumentation, it ensures the achievement of the main goal of foreign language education – the creation of an individual who can act as a genuine subject of the dialogue of cultures. The article also emphasizes the importance of the teacher as the organizer of the educational process and the subject of the dialogue of cultures.

The article represents an effort to specify the essential characteristics of the relationship between the intentionality of consciousness, language and culture, and on this basis to reveal the features of the process of foreign language teaching.The author considers intentionality as a phenomenon that defines and provides the content of consciousness, allowing one to commit an act of self-determination and gaining subjectivity. In the activity of consciousness, the author distinguishes intentional flows of both relatively objects and subjects, which is a prerequisite for comprehending another I, a different cultural entity, and at the same time a condition for self-knowledge and deeper penetration into one’s own culture.Culture is a complex semiotic text, it is a context in which the language being studied as a secondary modeling system acts as a means where various phenomena can be sequentially described and interpreted by students.The openness of the subject to the world, nurtured in the course of intentional teaching of language and culture, allows its utter uniqueness, and at the same time utmost universality, to manifest itself. Such an attitude actualizes the internal regularity of human actions, the possibility of self-development and the formation of a system of deferred actions, which allows a person to realize, take place, actualizes the intentional field of his capabilities.The author comes to the conclusion that the process of foreign language teaching should be interpretative, significative, semiotic in nature. Taking into account during teaching а foreign language the intentional conditioning of any action, including speech, will ensure the achievement of a coordinated consciousness.

      This research consists of two parts: the theoretical part and the practical part. The first part provides a general description of idioms and idiomatic expressions. The definition of the idiom depending on different points of view and theories, its composition and types according to different standards and criteria, and the relation between the idiom and other linguistic phenomena were given in detail. To give a simplified and complete image about idioms and to pave the way to the second part of the research, which focuses specifically on one type of idioms "idioms from numbers", all aspects regarding the idiom should be clarified in detail. The reason for choosing this kind of idioms is the absence of studies that tackle it well, particularly in Iraq ,and this type represents the core of the second part of present research .This part refers to the importance and role of idioms from numbers in comprehension English at various levels such as syntactic, semantic  , vocabulary and context. To achieve the purpose of this research, two tests (pre -test and post- test) have been constructed and presented to a group of specialists to verify their validity and reliability. Then, the two tests were applied to a sample consisting of 40 undergraduate students and a lecture dealing with the subject of research has been delivered to the sample. The results of the two tests have been analyzed  statistically and compared with each other in order to show the progress of achievement  of the sample at various levels of the language which were mentioned above . In the light of the results of the study, several conclusions were inferred, one of them, the important and effective role played by idioms from the numbers in teaching English as a foreign language for Iraqi students.

The article deals with the investigation of the specific features of idiom interpretation at the eye-mindedness stage. The ability of a subject to perceive the external resemblance of objects makes their hidden features invisible. In the cognitive process the subject learns to perceive and to interpret the outside world as the complex of objects, situations as a whole for self-identity and developing the capability to identify himself regarding this reality. It is a matter of common observation that one of the most complex forms of metaphorical thinking is the subject ability to interpret a figurative meaning. In the course of the imagination intentional development the acquired ability to think metaphorically influences the comprehension of many aspects of language, including the correct interpretation of idioms. Integrated meaning of phraseological units and idioms causes serious problems in the process of the child language aquisition. Due to limited background knowledge and corresponding cognitive structures, the child tries to interpret each component separately, losing the figurativeness, but at the same time giving the idiom or phraseological unit an individual and unusual sense. Young researchers, relying on objective thinking, perceive idioms as sentences where words are freely combined. The study revealed that the idioms interpretation depends on a number of internal and external factors, as well as the background knowledge about the reality and the rules of successful speech interaction. Various language means reflect the children’s speech dynamics within the process of formation of the subject’s ability to interpret a figurative meaning. When interacting with the surrounding reality, the subject’s awareness of his personal “Ego” inevitably generates contradictions of the reality cognition priority and new information. Integration of the old and new information results in creation of a problem situation and its comprehension. Scarcely ever new facts fit the framework of known concepts and behavior algorithms. Efforts to resolve the problem situations by search and creation of the new ways and solution methods, images and senses discovering the outworld new features, show the subject’s cognitive activity.

In Russian and Persian, the category of indirect evidentiality points out to some unreliable source of information. The category of admirativity expresses unexpected and new information gained by the speaker. Such interrogative sentences convey combine admirativity with diff erent modal meanings. Foreign students of Russian often fi nd it hard to distinguish these meanings in Russian interrogative sentences. The authors compared Russian and Persian interrogative sentences and the linguistics tools that refl ect the admirative category with an assessment of modal meanings of possibility and motivation. This is the fi rst research of the category of admirativity in the Persian language and the fi rst publication on the comparison of Russian and Persian interrogative sentences, as well as on the relationship between admirativity and modal meanings in Russian and Persian interrogative sentences. The research objective was to perform a comparative analysis of admirativity in Russian and Persian interrogative sentences and to study the situations in which this meaning conveys the surprise of the speaker from the availability or lack of possibility to perform a certain action. In both languages, admirativity can accompany the feeling of motivation in the subject of the speech act. The findings can be useful in teaching Russian as a foreign language.

French Musical is “younger” than the Broadway, popular; however, there is yet no serious scientific approach towards its examination. The subject of this research is nationalization of the French Musical in historical and genre contexts. The goal is to disclose role of French Musical as a relatively young genre on the theoretical level. The article employs the interdisciplinary approach, which involves the scientific theories and concepts from other fields; historical-culturological approach, which reveals the factors contributing to assimilation of French culture with the traditions of other cultures; systemic approach aimed at examination of professional performance in French Musical as a result of development of the genre in late XX – early XXI centuries. The scientific novelty consists in introduction of the previously missing biographical materials and new information on the establishment and development of the genre of French Musical and its national specificity. The theoretical significance lies in characterization of the concepts of “French Musical”, “popular culture”, “interpretation of classical music”, “musical performance” in the context of art history knowledge, as well as methodology of science. The practical significance lies in broader understanding of the role of establishment and proliferation of French Musical, comparison of the use of chanson and jazz in the Musicals of France and the United States. The main result consists the statement that French Musical contains the key to understanding the French people, their thought pattern, and tastes. This genre allows them to express and defend their values and uniqueness.

The lack of examples of smart-city initiatives and the sharing of best practices in Portugal confirm the gap in the transference of empirical knowledge to the scientific literature in this area. The smart-city concept has passed through three stages. However, its evolution has not been noted equally throughout countries and their territories. The literature only provides information about specific projects implemented in a few cities. Therefore, the aim of this paper was to study the state-of-the-art of smart cities in Portugal by analyzing 25 editions of the most relevant national-wide smart-cities magazine. First, the objective of analyzing the magazine was to study each Portuguese city in terms of the subject areas and types of existing initiatives in order, ultimately, to frame cities within their respective smart-city phases, as per the literature. Second, the aim of the paper was also to provide information about the evolution of the concept through analyses of embedded experts’ quotes. The results of the first are complemented with the analysis of interviews with policymakers to provide information about the existing challenges to implementing a smart city and to understand the role of government therein. Qualitative and quantitative analyses were performed on the case study. The findings suggest that the three smart-city phases are perceived in slightly different ways in Portugal and heterogeneity within the country can be noted from the lack of strategies and a standard framework.
