This article discusses the potential of information and communication technology (ICT) for social capital and community empowerment in Pacific societies through case studies of internet use by online communities during various political crises in Fiji and emerging community media. It argues that despite being located on the fringe of the ICT boom, it is still possible for island communities to engage with media technology using participatory approaches to develop local content which is closer to their own realities and which reflects local cultures, values and individual aspirations.

Information and communication technology (ICT) contributes significantly to the optimization of the promotional design. QR-Code is one of the technologies that can improve promotional media to be more informative and interactive, especially visual media. The various information embedded in the QR-Code can provide varied impressions to the user. On many occasions, QR-Code can even direct to transactions. This advantage is packaged in a simple appearance because it is a one-dimensional to two-dimensional development of barcodes. These characteristics make QR-Code as a designing promotional media technology that every business actor must mastering. This paper describes the training conducted to improve promotional design skills that are integrated with QR-Code technology. The training is carried out in collaboration with Rumah Siap Kerja, through the video conference platform. The training results show an increase in knowledge and skills in integrating QR-Code technology into promotional media. Teknologi informasi dan komunikasi (TIK) berkontribusi besar dalam optimasi desain promosi. QR-Code menjadi salah satu pilihan teknologi yang mampu meningkatkan media promosi menjadi lebih informatif dan interaktif, terutama media promosi jenis visual. Berbagai informasi yang ditanamkan dalam QR-Code dapat memberikan impresi yang bervariatif kepada pengguna. Dalam banyak kesempatan, QR-Code bahkan dapat mengarahkan terjadinya transaksi. Keunggulan ini dikemas dalam tampilan yang sederhana karena pada dasarnya merupakan pengembangan barcode satu dimensi ke dua dimensi. Karakteristik ini menjadikan QR-Code sebagai teknologi yang wajib dikuasai oleh setiap pelaku usaha dalam mendesain media promosi. Makalah ini memaparkan pelatihan yang dilakukan untuk meningkatkan kemampuan desain promosi yang terintegrasi dengan teknologi QR-Code. Pelatihan dilaksanakan atas kerjasama dengan Rumah Siap Kerja secara daring melalui platform video conferences. Hasil pelatihan menunjukkan peningkatan pengetahuan dan keterampilan dalam mengintegrasikan teknologi QR-Code ke dalam media promosi.

Rural development has undergone significant changes since the digitization of Information and Communication Technology (ICT). Hybrid media technology has proven to make it easier for innovative villages to build networks and empower their communities to narrow the ICT gap, one of which is through community service. This community service is an effort of Gorontalo State University so that the Tridarma of Higher Education is implemented to contribute science and technology to the community. This Community Service was carried out in Tamboo Village, Bone Pantai District, Bone Bolango Regency. The purpose of this Community Service was to provide counseling on how to condition the beginning of a village so that it becomes a digital village. The expected output targets from this activity are: 1) The officials and community in Tamboo Village have knowledge of the importance of the village internet and how to manage infrastructure related to the village internet. 2) Village officials or village internet managers can have the ability to use internet facilities, which can then be developed to create village websites for digitization: village profile data, population data, village resource and potential data and other activities that can be digitized for work effectiveness and efficiency.

AbstractSoket Laok is a village located in Tragah District, Bangkalan Regency, Madura. This village has the greatest economic potential in agriculture because the majority of its residents, which are around 4000 people, work as farmers. However, the village, which is not far from the city of Surabaya, is still lagging behind and has not been able to properly utilize the village's potential for community empowerment. Cashew product is the greatest potential by the residents of Soket Laok Village, but the community does not understand how to create and design proper packaging for their cashew products. In addition, Soket laok community also has no experience and knowledge utilising information and communication technology to optimalise the marketing of the cashew products. Therefore, the Communications Department of FISIP Unair conducts a community service program entitled Branding Workshop for Economic Empowerment of the Cashew Farmer in Soket Laok Village, Bangkalan Regency, Madura. This program is an extended program that has been carried out in 2020. This community service focuses on creating and training to manage the community website, training on packaging and brands, as well as registration of brands and business license for their business.Keywords: Economic Potential, Marketing Communications, BrandingAbstrakSoket Laok merupakan salah satu desa yang terletak di Kecamatan Tragah, Kabpupaten Bangkalan, Madura. Desa ini  memiliki potensi ekonomi terbesar di bidang pertanian karena mayoritas warganya yang berjumlah sekitar 4000 jiwa berprofesi sebagai petani. Meskipun demikian, desa yang berada tidak jauh dari Kota Surabaya tersebut masih tertinggal dan belum mampu memanfaatkan dengan baik potensi desa untuk pemberdayaan masyarakat. Produksi mente merupakan potensi terbesar yang dimiliki oleh warga Desa Soket Laok namun para petaninya sendiri belum mengerti cara mengemas produk mente untuk dipasarkan di luar daerah Soket Laok sesuai dengan standar yang berlaku. Ditambah lagi dengan kurangnya pemahaman terkait penggunaan teknologi informasi dan komunikasi juga menjadi faktor kurang optimalnya pemasaran produk mente. Dengan berbagai alasan tersebut, Departemen Komunikasi FISIP Unair kembali mengadakan pengabdian masyarakat bertajuk Pelatihan Branding dalam Rangka Pemberdayaan Ekonomi Masyarakat Petani Mente Desa Soket Laok, Kabupaten Bangkalan, Madura. Kegiatan tersebut merupakan lanjutan dari pengabdian masyarakat yang telah dilaksanakan pada tahun 2020. The development of information and communication technology has brought a change in social life. That phenomenon also has an impact on the changes in the management strategies of the existing community media. The visible development of information and communication technology is also the development of the use of digital technology. Human innovation is currently focusing on electronic media which has been developed in the current digital age. The digital age is an era that leads humans to move from the use of analog technology in digital technology which is currently also rapidly growing with the convergence of Internet. During this period, conventional media or the traditional media acts as mass media delivered electronically. Local culture that has certain characteristics can be a product that has additional high value when it is adjusted to media development. Some efforts can be made to make community media as a mean to market local culture throughout the world. Those efforts can be made by incorporating local culture into the content of digital-based community media. Those efforts have been practiced by the Paguyuban Kridho Laras Karawitan and Paguyuban Karawitan Renggo Budoyo in Klaten. They used Internet technology with Facebook and YouTube as the platform.

The BUMDes of Katon Margo Sembada is one of the BUMDes affected during the covid-19 pandemic. This impact can be seen from the decrease in income by 30%. This happens because so far BUMDES Katon Margo Sembada, still uses conventional methods in marketing. There is no website or social media related to the BUMDES business unit of Katon Margo Sembada, making this BUMDES undeveloped and unknown to many people. In addition, BUMDES Katon Margo Sembada also lacks human resources who can manage BUMDES well through the marketplace and digital marketing. Furthermore, this community service aims to aid BUMDES Katon Margo Sembada based on technology, information, and communication so that the managed business units can be known by the wider community. Through the community empowerment approach, this service is expected to change the existence of the community to be more independent, productive, and prosperous. Based on the results of the initial assessment of the problem, the team has aided in website creation, social media, mentoring and training in media, digital marketing, and marketplace. In addition, the team also initiated by establishing strategic collaboration between BUMDES Katon Margo Sembada and the Government Science Laboratory, University of Muhammadiyah Yogyakarta in the implementation of Information and Communication Technology-Based Management and Assistance.

In achieved the development in rural area, there needs to be empowerment of the rural community. The success of rural community empowerment is determined by the existence of a capable change agents to help communities improve their own strength. Desa Kaliabu, Central Java became one of the villages that succeeded in community empowerment by the utilization of Information and Communication Technology (ICT) due to the existence of change agents. Methodically using qualitative research method, this study describes the role of change agents at Desa Kaliabu in community empowerment by the utilization of ICT. This study reveals that change agents in Desa Kaliabu have educational, technical, representational, and facilitative roles and skills. Educational roles are owned consisting of Consciousness-raising, informing, and training. The technical roles consist of the ability to use computers and financial control. Meanwhile the representational roles consist of advocacy, networking, and sharing knowledge and experience. While facilitative roles seen from the existence of personal communication, utilization of skill and resources, social animation, and mediation.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.
