The paper explores the distinctive features of the study related to the specific representation of the emotion concepts. Several well-known approaches to the analysis of concepts based on the implementation of different research material are highlighted. The paper proposes a comprehensive methodology for the study and analysis of the linguacultural emotion concept of HAPPINESS, its artistic dynamics, based on the principles of integration of various scientific methods. The study enabled us to carry out a multifold description of the analyzed linguistic expression of the concept and to identify the specific features of the concepts in the English artistic discourse as well as in the Ukrainian translations. The complex and systematic approach to the study of an emotional concept is justified to serve as a characteristic feature of this methodology that attempts to identify textual functioning, structural features, emotive and valuable features of the concept. The study demonstrates that the effective use of provided methodology for the study of an artistic concept requires a special algorithm for the application of scientific methods in order to isolate and characterize the verbal expression of the content of the emotion concept. We consider the implementation of general scientific and empirical methods based on the principles of verbalization, objectification and interpretation of the linguacultural emotional concept for a systemic study of the conceptualization features of the concept. The methodology is represented by the example of a complex analysis of the specific features of the key components of the concept HAPPINESS, a verbal embodiment in a Fr. Sc. Fitzgerald’s piece of art ‒ “The Great Gatsby”. The proposed methodology contributed to the identification of 6 dominant conceptual structures in percentage terms and distinctive features of their artistic translation.

The need to ensure the transition of Russia to the six technological mode, of creation of the adequate conditions for this and effective management of such a transition, make the authors turn to the analysis of modern mechanisms used for this purpose, including the state stimulation of the manufacturing industry, which has a leading role in the consolidation of such a transition. The difficulties faced by our country in this task make us turn to the study of the experience of foreign countries that have succeeded in this transition. These includeGermany,Japanand theUnited States, which have long been the steady leaders in the development and use of advanced technologies and in the development of the manufacturing industry as well. The subject of our study was the assessment of the mechanisms of state incentives for manufacturing industry used in countries with developed market economies, through the prism of the objectives and approaches to the functional purpose of the sector. The aim of the study was a determination of the limits of effective use of the mechanisms of state stimulation of the manufacturing industry inGermany,Japanand theUnited States. The methodological basis of the study was: general scientific methods of cognition and research, including system and logical methods, analysis, synthesis, analogy; branch scientific methods, such as economic comparative studies, etc. The analysis of the use of mechanisms of state stimulation of the manufacturing industry in Germany, Japan and the United States shows that the effective use of well-established and well-known in the world mechanisms of state stimulation of manufacturing industry requires in each case a separate integrated and balanced approach to their application with a clearly defined target focus of such use, as well as taking into account the specifics of the entities to which they are addressed, and the multilevel environment in which they operate.

The relevance of this paper is determined by both the need for appropriate scientific support to counter violations of budget legislation that have recently become quite common in Eastern Europe, and the advisability of using positive enforcement experience in Ukraine, Poland and Slovakia in this process. The purpose of the paper is to study the application of measures of administrative and financial responsibility for budget offenses under the laws of Ukraine, Poland and Slovakia in order to identify common and distinctive features of the legal regulation of this application and provide recommendations on the implementation of positive experience in the national legislation of each country. The methodological basis of the study is a set of general scientific and special scientific methods and techniques of scientific knowledge that provide an integrated approach to the analysis of financial, legal and administrative aspects of responsibility for budget offenses under the laws of Ukraine, Poland and Slovakia. It seems advisable to borrow for Ukraine and Slovakia the experience of legal regulation of budget-delictual relations in Poland by adopting a single legislative act that would regulate the grounds and procedure for applying measures of financial and legal responsibility in the budget sphere, and for Poland and Slovakia the experience of Ukraine in differentiation would be interesting responsibility of officials who committed violations of budget legislation (administrative responsibility) and legal entities (administrators or recipients of budget funds) on whose behalf the officials acted (financial and legal liability).
