Penelitian ini berjudul “Kekuatan Mahasiswa Berwirausaha: Kasus di Universitas Padjadjaran”. Fenomena saat ini menunjukkan bahwa tingkat pendidikan yang tinggi belum menjamin seseorang dapat memperoleh pekerjaan dengan mudah. Data statistik (Badan Pusat Statistik, 2017) mencatat bahwa sebanyak 618.758 lulusan universitas di Indonesia yang belum memiliki pekerjaan tetap. Berwirausaha sejak mahasiswa menjadi salah satu alternatif alternatif, sekaligus menunjukkan potensi kekuatan mahasiswa dalam menghadapi persoalan tersebut. Dalam merespon potensi berwirausaha di kalangan mahasiswa, beragam program telah ditawarkan oleh Pemerintah melalui Kementrian Riset dan Pendidikan Tinggi untuk mendorong mahasiswa berwirausaha dapat terus berkembang baik. Populasi dalam penelitian ini adalah mahasiswa yang terdaftar aktif sebagai mahasiswa Universitas Padjadjaran dan berwirausaha dalam rentang waktu 1-3 tahun. Metode penelitian deskriptif dengan pendekatan kuantitatif, serta dengan pengumpulan data menggunakan kuisioner, observasi, dan studi kepustakaan. Analisis data dilakukan melalui proses penyuntingan, pengkodean, dan tabulasi data, serta interpretasi data dan display. Hasil penelitian ini menunjukkan bahwa kekuatan mahasiswa berwirausaha di Universitas Padjadjaran memiliki potensi kekuatan dan peluang usaha yang termasuk dalam kategori tinggi. Pendampingan berkesinambungan melalui workshop-workshop pada mahasiswa berwirausaha perlu secara serius dilakukan oleh pihak perguruan tinggi, yang bermitra dengan pelaku-pelaku usaha, baik swasta maupun pemerintah. Agar usaha yang telah dirintis oleh para mahasiswa tersebut dapat sinambung setelah mereka lulus kuliah. This research is entitled "The Strength of Entrepreneurial Students: Cases in Padjadjaran University". The current phenomenon shows that a high level of education does not guarantee that someone can get a job easily. Statistical data (Central Bureau of Statistics, 2017) notes that 618,758 university graduates in Indonesia do not have permanent employment. Entrepreneurship since students become one alternative alternative, as well as showing the potential strength of students in facing the problem. In responding to the potential of entrepreneurship among students, various programs have been offered by the Government through the Ministry of Research and Higher Education to encourage entrepreneurship students to continue to grow well. The population in this study are students who are enrolled as active students of Padjadjaran University and entrepreneurship within the span of 1-3 years. Descriptive research method with a quantitative approach, and by collecting data using questionnaires, observation, and literature study. Data analysis is done through the process of editing, coding, and data tabulation, as well as data interpretation and display. The results of this study indicate that the strength of entrepreneurial students at Padjadjaran University has the potential strength and business opportunities that fall into the high category. Continuous mentoring through student workshops on entrepreneurship needs to be seriously undertaken by the universities, in partnership with business actors, both private and public. So that the efforts that have been initiated by the students can continue after they graduate from college.

An evaluation on the climate change awareness among service providers and their compliance with the Code of Practice on Refrigerant and Air Conditioningwas conducted in Ilocos Sur. Specifically, the study focused on registration,refrigerant handling and storage, recovery and recycling, reclamation anddisposal, and safety. Descriptive research design was used; 56 service providerswere the respondents of the study. Data were gathered using survey questionnaireand analyzed using mean, t-test and Pearson r. Findings reveal that majority ofthe service providers were not TESDA accredited. They had a “Very High Level”of awareness on climate change and ozone depleting substances. Moreover, theyalways complied with the Code. However, there was no significant differencebetween the two groups of respondents in their level of awareness on climatechange and extent of compliance.   Ekonomi kreatif merupakan salah satu sektor yang diharapkan mampu menjadi kekuatan nasional dan provinsi Banten dengan kontribusi terhadap PDB meningkat dari tahun ke tahun. Diperlukan pemetaan terhadap potensi dan prioritas sektor industri kreatif di provinsi Banten untuk menentukan rencana aksi dan strategi pengembangan. Penelitian ini bertujuan untuk menganalisis potensi dan prioritas industri kreatif skala kecil dan menengah di Provinsi Banten melalui indikator indikator yang bersifat kualitatif. Penelitian menggunakan metode diskriptif kualitatif dengan melakukan survei terhadap pelaku industri kreatif di provinsi Banten. Data primer diperoleh dengan metode wawancara, dan kuisioner sedangkan data sekunder diperoleh dari data yang relevan dari sumber lain seperti BPS, Disperindag dan studi literature. Analisa data menggunakan Analytical Hyrachy Process (AHP) merupakan pendekatan pengambilan keputusan yang dirancang untuk memberikan solusi dari permasalahan yang menyangkut kriteria yang bersifat komplek, menentukan prioritas pilihan-pilihan dengan banyak kriteria, dan menentukan model alternatif untuk menyelesaikan bermacam-macam masalah. Hasil perhitungan AHP dengan penyilangan Kriteria Prioroitas dengan Prioritas Subsektor Ekraf, didapatkan angka 0,496243386 pada posisi pertama untuk Kriya, 0,404603175 untuk subsektor Fesyen pada posisi kedua dan 0,099153439 untuk Subsektor Kuliner pada posisi ketiga. Ketiga Subsektor Ekoomi kreatif ini menjadi Sub sektor yang paling dominan dipilih oleh responden dan posisi peringkat diatas menjadi gambaran bagi pemerintah untuk memberikan stimulus lebih pada subsektor yang ada dan menjadi kekuatan utama sektor industri kreatif skala kecil dan menengah di Banten.   The research objective is to mapping the potential and priority of small and medium the creative industry in Banten Province through indicators with qualitative approach.  Research used qualitative descriptive methods by conducting a survey of creative industry actors in Banten province. Primary data was obtained by interview method, and questionnaire while secondary data was obtained from relevant data from other sources such as BPS, Disperindag and literature study. Data analysis using the Analytical Hyrachy Process (AHP) is a decision-making approach designed to provide solutions to problems involving complex criteria, determine priorities with multiple criteria, and determine alternative models to solve various problems. AHP calculation results by crossing the Priority Criteria with the Subsector's Priority Ekraf, obtained the number 0, 496243386 in the first position for Kriya, 0.404603175 for the Fashion sub-sector in the second position and 0.099153439 for the Culinary Subsector in the third position. The three subsectors of this creative economy become the most dominant subsector chosen by the respondents and the ranking position above becomes a picture for the government to provide more stimulus to the existing sub-sector micro, small and medium creative Industry sector in Banten Province.

The challenge that Indonesia faces in processing natural and non-biological natural resources is the problem of waste management. High population figures, as well as increased incomes, affect consumption patterns that lead to increased waste generation in Indonesia. It is projected that in 2030 - 2050 waste production will increase, the problem of waste management in Indonesia can be seen from the following indicators, namely the high amount of waste generated, the level of waste management services is still low, limited number of final landfills, waste management institutions and cost problem. To overcome this problem, the issuance of wakalah sukuk as a source of funding for the waste industry center is a solution that can be done by the government. This research uses descriptive analysis research methodology with literature study data collection techniques. In the discussion explained about the concept of sustainable economy and wakalah state sukuk scheme in providing technology procurement financing to the waste processing industry. This research concluded that the wakalah state sukuk could be an alternative financing for technology procurement for the waste industry in increasing the effectiveness and efficiency of the company so that it is more environmentally sound and appropriate with SDG's.

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

This research has been done to identify changes in agricultural land to non-agriculture causing the establishment of illegal settlements. Viewed from the standpoint of nature this research is descriptive research, carried out in order to help in strengthening old theories or within the framework of developing new theories. Research locations are in the Office of the Regional Planning, Research and Development (BP3D) Boyolali Regency and Boyolali Regency Agriculture Office. Data collection was carried out by interview and literature study. Data analysis technique is done by data reduction, data display and conclusion. The results show that agricultural development will occur if land problems over the conversion of agricultural land into settlements are unavoidable or need to find a solution to a problem that is very urgent, this is by studying the impact of the problem and socializing the community over these impacts and their resolution to obtain clarity of land legality the conversion. When land starts to shrink, domestic food needs will decrease because population growth cannot be avoided every year. For this reason, immediate special handling is needed, such as direct counseling for the community. Will be danger of land conversion is carried out continuously. Development of the latest technology is needed to manage the land so that fertility does not decrease quickly so as to reduce land productivity. Another way replacement of agricultural land which is used as an alternative handling of the legality problem of conversion of agricultural land.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. Accountability in discharging official duties is very essential as it increases effectiveness and efficiency in service delivery. As public servants teachers are expected to demonstrate high level commitment in the teaching and learning process as this will lead to the attainment of quality education. The paper pointed out that where secondary education is of good quality, right students will be admitted into tertiary institutions of learning and subsequently, competent graduates will be produced who will work in different capacities. Literate workforce is however capable of implementing government’s policies in a more effective and efficient manner. The research employs descriptive research analysis to analyze teacher’s accountability in secondary schools of Sokoto state, Nigeria. The results showed pleasing teacher’s accountability. The paper therefore recommends that the government should intensify efforts and put in place more appropriate mechanisms including motivation and constant training and re-training of the teachers in order to maintain the tempo as this will ensure the attainment of the much needed quality education and subsequently effective implementation of government policies.

AbstractThe need of high level prepared students into the private sector is continuously increasing because of the raised innovation level requested by market. In this case study, experts were involved from the private sector in collaboration with the academic sector for a career management project initiated for students; the monitored KPIs had a positive trend.The purpose of the paper is to analyze and show the results of a project with big impact on the education of students from Romania and on the collaboration between the private and public sector. A model of career management is proposed, in which the knowledge is mobilized into a spiral of education levels with influence from the public sector, the private sector and the government. The positive influence of private sector it is highlighted and it is advised to introduce the management of career into student’s education.

Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

This paper examines the problem of the dynamics of living conditions of Muslim street vendors in the midst of a Christian majority community in Kupang city. Muslim street vendors in question is a seller of green bean porridge along the road El Tari Kupang city. The research findings show that the root of the problem experienced by Muslim street vendors is the social jealousy shown by the Christian street vendors who are also along the road of El Tari Kupang city. This social jealousy occurs because Christian street vendors see that Muslim street vendors are more successful and successful than they are. Social jealousy extends to racial, ethnic, and religious issues. So that affects the problem of tolerance and harmony of religious people. This research is qualitative. The method used is case study. Data were collected by using in-depth interview technique, observation, and literature study. The conclusion in this study is that Muslim street vendors who previously experienced anxiety and inconvenience in trade, now become comfortable and not experiencing conflict again. Problems and conflicts can be overcome when the government, religious leaders, and the community perform their role well in realizing the harmony and harmony of religious communities.
