The article is devoted to the analysis of the political process of Germany’s abandonment of nuclear energy. The results of a comparative analysis of government decisions taken over the course of one decade, but different in nature and having different consequences for the nuclear industry are presented in the paper. Special attention is paid to the issue of interaction between the government and energy companies in the context of the decisions of 2002 and 2011. It is shown that the abandonment of atomic energy in 2002 was a compromise solution, taking into account both the political desire of society to stop the operation of the nuclear power plant, and the economic interests of energy concerns. The author analyzes the consequences of the unilateral decision of the FRG government in 2011, infringing on the interests of the nuclear lobby, which led to many years of litigation that ended in favor of energy concerns. A review of the final compromise agreements between the companies and the government governing the issue of fair compensation for the early shutdown of nuclear power plants was carried out. Based on a comparative analysis of the two decisions on Germany’s withdrawal from nuclear energy and their consequences, it is concluded that, when entire industries are closed for political reasons, consultations with the involvement of all interested parties are necessary to work out an acceptable compromise.

Nowadays, decommissioning of nuclear power plants has become a key issue for nuclear industry in Europe. The phasing out of nuclear energy in Germany, Belgium and Sweden, as well as the early closure of nuclear units in applicant countries in the frame of EU enlargement, has largely contributed to consider decommissioning as the next challenge to face. The situation is slightly different in France where nuclear energy is still considered as a safe, cost-effective and environment friendly energy source. Electricite´ de France (EDF) is working on the development of a new generation of reactor to replace the existing one and erection of a new nuclear power plant could start in the next few years. Nevertheless, to achieve this objective, it will be necessary to get the support of political decision-makers and the acceptance of public opinion. Due to the growing concern of these stakeholders for environmental issues, their support can only be obtained if it is possible to demonstrate that nuclear energy industry will not leave behind unsolved issues that will be a burden to the next generations. In this context decommissioning of the first generation of EDF NPPs constitutes a prerequisite for the erection of a new type of nuclear power plant. This paper will present the programme defined by EDF for the decommissioning of its nine already shutdown reactors (Fig. 1). The reasons of the recent evolution of EDF decommissioning strategy will be explained and the key issues that will contribute to the successful implementation of this programme will be addressed. Finally, what has been achieved on sites so far and major planned activities will be described.

The author estimates the impact of PR technologies on the development of nuclear power in Russia and in a number of foreign countries (USA, China, Japan, France). It is determined that as soon as at the stage of development of nuclear generation projects and other nuclear industry facilities, the use of public relations (PR), with a targeted impact on public opinion and interaction with target audiences (TA) at its core, has a significant impact on decision-making in favor of the construction of nuclear power plants, minimizes the protest behavior of the population. It is shown that the advantages of nuclear power among alternative energy sources for strengthening the socio-economic potential of states and increasing their environmental well-being are most clearly, quickly and effectively disclosed through using public relations tools. PR enables to form an adequate and correct understanding of the physical and chemical foundations of nuclear power engineering, the main threats and systems for their minimization or complete elimination at the conceptual, socio-psychological and socio-logical levels, as well as to form, in terms of specific objects and tools, the technological and organizational facilities for the development of nuclear energy projects both in Russia and in foreign countries. The activities of foreign and Russian companies aimed at ensuring loyal public opinion in relation to nuclear projects are critically described and analytically compared. The chronological framework covers the recent period: from the beginning of the 2000s to 2020. This period is noted as the most significant for the development of nuclear power in the world. Statistical data on changes in the attitude of the public in different countries to the prospects for the development of nuclear energy after the Chernobyl and Fukushima-1 disasters are presented. It is concluded that it is PR in its integrated application that contributes to government decision-making and public support in the construction of nuclear power plants in Russia and abroad.

Since the French Atomic Energy Commission (CEA) was founded in 1945 to carry out research programs on use of nuclear, and its application France has set up and run various types of installations : research or prototypes reactors, process study or examination laboratories, pilot installations, accelerators, nuclear power plants and processing facilities. Some of these are currently being dismantled or must be dismantled soon so that the DEN, the Nuclear Energy Division, can construct new equipment and thus have available a range of R&D facilities in line with the issues of the nuclear industry of the future. Since the 1960s and 1970s in all its centers, the CEA has acquired experience and know-how through dismantling various nuclear facilities. The dismantling techniques are nowadays operational, even if sometimes certain specific developments are necessary to reduce the cost of operations. Thanks to availability of techniques and guarantees of dismantling program financing now from two dedicated funds, close to 15 B€ for the next thirty years, for current or projected dismantling operations, the CEA’s Nuclear Energy Division has been able to develop, when necessary, its immediate dismantling strategy. Currently, nearly thirty facilities are being dismantled by the CEA’s Nuclear Energy Division operational units with its industrial partners. Thus the next decade will see completion of the dismantling and radioactive clean-up of the Grenoble site and of the facilities on the Fontenay-aux-Roses site. By 2018, the dismantling of the UP1 plant at Marcoule, the largest dismantling work in France, will be well advanced, with all the process equipment dismantled. After an overview of the French regulatory framework, the paper will describe the DD&R strategy, programme and feedback experience inside the CEA’s Nuclear Energy Division and its progress since ICEM 14 in 2011’s conference in Reims.

In the article poses the problem of ensuring safety in the field of the use of atomic energy in the conditions of pandemia. Based on an analysis of measures taken by national regulatory organizations to ensure the safe operation of nuclear power plants during this period, as well as the activities of the IAEA and other international organizations to provide assistance to nuclear power plant operators and exchange experience on mitigating the impact of a pandemic on the nuclear industry and minimizing its consequences, it concluded on the necessity of comprehensive study of the problem posed, the lessons learned from the pandemic for nuclear energy, and multilateral cooperation to contain the pandemic and mitigate its consequences.

Japans success in the development of nuclear energy cannot be separated from the role of the nuclear village, a pro-nuclear group comprising experts, bureaucrats, politicians and the mass media. The nuclear village created an image of nuclear energy as safe, cheap and reliable. Using this nuclear village was one of the strategies used to construct a perception of the risk of nuclear energy. Thus, the acceptance by Japanese people of nuclear energy is an important factor in their support for economic development. However, the Fukushima nuclear accident changed the publics perception of nuclear energy and the Japanese Government was asked to end the operation of nuclear power plants. The government decided to change energy policy by phasing out nuclear power by the end of year 2030. Conversely, the Fukushima nuclear accident has not impeded the Indonesian Governments plans to build nuclear power plants. Thus, understanding how the Japanese Government managed nuclear risk is expected to raise Indonesian public awareness of such risks.

Advancements in the nuclear industry have led to the development of fully digitized main control rooms (MCRs)—often termed advanced MCRs—for newly built nuclear power plants (NPPs). Diagnosis is a major part of the cognitive activity in NPP MCRs. Advanced MCRs are expected to improve the working environment and reduce human error, especially during the diagnosis of unexpected scenarios. However, with the introduction of new types of tasks and errors by digital MCRs, a new method to analyze the diagnosis errors in these new types of MCRs is required. Task analysis for operator diagnosis in an advanced MCR based on emergency operation was performed to determine the error modes. The cause-based decision tree (CBDT) method—originally developed for analog control rooms—was then revised to a modified CBDT (MCBDT) based on the error mode categorizations. This work examines the possible adoption of the MCBDT method for the evaluation of diagnosis errors in advanced MCRs. We have also provided examples of the application of the proposed method to some common human failure events in emergency operations. The results show that with some modifications of the CBDT method, the human reliability in advanced MCRs can be reasonably estimated.

Mexico's democratic transition has helped reduce, if not eliminate, the threat of renewed armed conflict in Chiapas. However, absent more active measures from the government and the Ejéército Zapatista de Liberacióón Nacional (EZLN) to seek a permanent peace agreement and come to terms with the legacies of the past, the conflict will linger on in an unstable déétente, which we term ““armed peace.”” While this situation is far better than the open hostilities of the past, it also belies the promise of a fully democratic society in which all citizens are equally included in the political process. La transicióón democráática en Mééxico ha contribuido a reducir, si no eliminar, la posibilidad de que el conflicto armado en Chiapas se reanude. Sin embargo, sin esfuerzos mas activos por parte del gobierno y del Ejéército Zapatista de Liberacióón Nacional (EZLN) para buscar un acuerdo de paz permanente y saldar cuentas con el pasado, el conflicto permaneceráá en un estado inestable que llamamos ““paz armada””. Aunque esta situacióón es mucho mejor que las tensiones y agresiones del pasado, no cumple los requisitos de una sociedad plenamente democráática en que todos los ciudadanos participan en condiciones de igualdad en el proceso políítico.

The paper investigates the dynamics and volution of issues on the agenda of Baltic environmental non-governmental organisations (NGOs) since the collapse of communism. The past research on Baltic environment activism suggests that these enjoy high visibility because they tapped the core societal views of natural environment as a crucial asset of a nation. As we demonstrate in this paper, the changes in agendas of Baltic environmental non-governmental organisations (ENGOs) make clear that the rhetorical toolbox of ‘national environment’ is often used to mainly achieve greater financial gains for individual members, rather than for society at large. We illustrate how the dearth of economic opportunities for domestic public has impacted perceptions of ‘nature’ advocated by the environmental activists, focussing specifically on national perceptions of ownership and the resulting actions appropriating ‘nature’ as a source for economic development, only tangentially attaining environmental outcomes on the way. The vision that the ‘environment’ is an economic resource allowed ENGO activists to cooperate with the domestic policymaking, while tapping international networks and donors for funding. Throughout the past decades they worked to secure their own and their members’ particularistic economic interests and, as we demonstrate, remained disengaged from the political process and failed to develop broader reproach with publics.
