The article presents the issue of regular updating professional education content through improving educational standards and harmonizing them with employment standards. According to the authors, key qualifications serve the basis of professional standards (narrow professional, generalized, urgently functional), a complex of psychological qualities, abilities, knowledge, competences and skills of professionals ensuring effective implementation of certain professional functions. Requirements to the graduates of vocational schools have been studied in the frames of clarifying requirements and professional standards of employment on the results of modernizing educational standards. The results of the studies identify employers’ requirements to graduates, afterwards an organizational–pedagogical model for improving and ameliorating educational programs have been developed.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Educational program (EP) is a document where the application of an individual approach to students is ensured, so do the transformation of professional competencies from professional standards and qualification standards into learning outcomes. Innovative educational program «7MO1511(2) – Technologies – Smart City» has been developed in order to prepare masters of IT education on the basis of a multidisciplinary approach to allow the students to possess fundamental knowledge and practical skills in the fields of analysis of the development, management and services of the Internet and the use of SMART technology. However, the EP can be successful if the competencies of students are determined. In this article, the main component of educational program is discussed. The competencies were indentified under the professional standards developed by «Atameken». The concepts of competency, professional standard and educational programs are given.

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.

The article highlights the key messages that are the basis and determine the direction of modernization of the system and content of higher education and which are assigned to the process of developing, approving and implementing of the higher education standard of the specialty 015 Professional Education (by specializations). The educational activities concept in the relevant specialty for technical specializations was developed, which includes: a code and a name of the specialty; the level of higher education; the indicative list of specializations and educational programs; the total amount in credits of ECTS and the term of training; professional standards, for the observance of which is planned to send training (if available); a list of the main competencies that must be mastered by those who receive higher education; indicative list of professional qualifications which is planned to provide; the educational requirements for persons who can start training; procedure for assessing learning outcomes.

The aim of the study is to substantiate methodological approaches to the agricultural educational program development on the basis of a modular-competence-based approach, which provides training for the experts of the agricultural industry, capable of implementing a federal scientific and technical program in the future for the development of agriculture in Russia, taking into account the requirements of professional standards. Professional and public accreditation of agricultural educational programs will allow for an external examination of the educational program implementation level and quality in accordance with approved professional standards and develop recommendations aimed at student training level improvement. The study defines the role of professional and public accreditation provision in the interaction between the labor market and the vocational education system. The authors substantiated the modular-competence-based approach to the development of educational programs that contributes to human capital quality improvement in agriculture. The article considers the specifics of designing educational programs in higher education. The experience of bringing the qualifying characteristics of practicing psychologists in line with the requirements of professional standards has been generalized through the development of an appropriate educational program for professional retraining, developed by the Voronezh Insti-tute of Social Education. The author's curriculum of the educational program is presented. The data of the self-assessment study by specialists conforming to their qualification characteristics to the requirements of psychological professional standards before and after training on the proposed educational program are presented. The analysis of zones of discrepancy between the former professional competences of psychologists and the necessary labor functions prescribed by professional standards was carried out. It is determined that the training of practitioners in the programs of additional professional education is the most important condition for achieving compliance of their professional competencies with the requirements of professional standards.

Examined is the problem of the content of educational standards of various levels of training: secondary vocational education (SPO), bachelor’s degree, specialty, master’s degree. Shown by the example of one enlarged group of specialties and directions, that the standards do not differ much after the changes in 2020. Noted is, that educational programs will differ after the educational organization determines the training profiles and professional competencies. Proposed is to develop generalized standards for all levels of higher education and to form a qualification characteristic for each direction or specialty, indicating the training profiles, the list of professional competencies and the professional standards recommended for use.
