The concept of muzara'ah is an Islamic intellectual heritage whose practice is still possible to be applied in the reality of people's lives. The application of muzara'ah in the era of modern society is carried out with mechanisms that are relevant to existing developments but still consistent with the basis and values of Islamic ideals. This paper reviews some things that are descriptive and explorative with sociological and welfare approaches. The application of muzara'ah is no longer limited to agriculture and has the opportunity to be developed in various other fields with the basic principle of profit sharing. The application of muzara'ah aims to minimize land that is not empowered, to prosper the marginalized land. absorb labor for those who are competent to manage but do not own land, reduce the gap between the owners of capital and land with cultivators, and boost the productivity of the land. Revitalization of muzara'ah shows that the concept can still exist in the present by modernizing its operational techniques, institutionalizing muzara'ah so that the impact is practical and useful for the public, leaning towards improving conditions and presenting comprehensive Islam.

Technological changes taking place under the flag of digitalization affect not only the sphere of technology itself. Digitalization is not a politically neutral process, a simple means of increasing labor productivity. It has a decisive influence on all spheres of life of modern society, creating additional conditions for their networking. The network architecture of emerging relations includes not only social and political agents, but also the technical objects themselves, which begin to perform the functions of mediators in interaction. There is a pessimistic and optimistic direction in assessing the ongoing transformations and the role of the technical component in them. Some politicians and scientists talk about a new cybernetic totalitarianism, while others believe that in modern conditions not only challenges arise, but also prospects for more meaningful and effective development are being formed. The article focuses on one important aspect of the topic related to the relation of digitalization, its inclusion in the public administration system and the emerging problems of public governability. Trends in the impact of digitalization on public governability are considered, four models of network governability efficiency are analyzed: interactive, contingent, multidimensional, socio-technical. Particular attention is paid to the problem of cooperation between government and citizens, which ensure the effectiveness of governance based on co-governance networks.

This article discusses the specifics of the public sphere of science in the context of the diffusion of the public and private spheres that characterises modern society and is driven, among other factors, by the development of social media and other tools of online communication. Based on the communicative approach suggested by Jurgen Habermas, the science field concept by Pierre Bourdieu, and the actor-network theory by Bruno Latour, the following two types of modern science publicness are defined. Inner, ‘esoteric publicness’ of science itself is a prerequisite for scientific communication, and is set up on the principles of reasonable doubt and criticism, assuming discussiveness, knowledge, and uncertainty of arguable facts. Outer, ‘broad publicness’ becomes a platform of interaction between science and society, and requires science to provide ultimate knowledge. Using the example of the use of texts of scientific articles in popular scientific texts, the problem of the diffusion of the two public spheres is examined. Firstly, the conventional layman is confronted directly with the inner workings of science, and thus has to deal with discrepancies, which he cannot resolve on his own. Secondly, the pragmatics of the scientific article undergos changes, its conclusions tend to radicalise, and the very article is used only for confirming the credibility of a popular text referring to it. The change in the reader (a professional is replaced by a layperson) has an effect on the original pragmatics of the text and the impact it has on the addressee. What is supposed to serve as the discussion onset in ‘esoteric publicness’, becomes the rationale for the unconditional recognition of communicated information in the ‘broad publicness’ of science.

The purpose of this study is to evaluate the impact of public investment programs on the socio-economic development of territories. As a case, the federal target programs for the development of regions and investment programs of the financial development institution — Vnesheconombank, designed to solve the problems of regional development are considered. The impact of the public interventions were evaluated by the “difference in differences” method using Bayesian modeling. The results of the evaluation suggest the positive impact of federal target programs on the total factor productivity of regions and on innovation; and that regional investment programs of Vnesheconombank are improving the export activity. All of the investments considered are likely to have contributed to the reduction of unemployment, but their implementation has been accompanied by an increase in social inequality.

The Swiss Armed Forces (SAF), as part of a democratic system, depends on legitimacy. Democracy, legitimacy and the public are closely connected. In the public sphere the SAF need to be visible; it is where they are controlled and legitimated by the citizens, as part of a deliberative discussion in which political decisions are communicatively negotiated. Considering this, the meaning of political communication, including the SAF’s communication, becomes obvious as it forms the most important basis for political legitimation processes. Social media provide a new way for the SAF to communicate and interact directly with the population. The SAF’s social media communication potentially brings it closer to the people and engages them in a dialogue. The SAF can become more transparent and social media communication may increase its reputation and legitimacy. To measure the effects of social media communication, a survey of the Swiss internet population was conducted. Based on this data, a structural equation model was defined, the effects of which substantiate the assumption that the SAF benefits from being on social media in terms of broadening its reach and increasing legitimacy values.

The paper analyses specific features of sociological data circulation in a public space during an election campaign. The basic components of this kind of space with regard to sociological research are political actors (who put themselves up for the election), voters and agents. The latter refer to professional groups whose corporate interests are directly related to the impact on the election process. Sociologists can also be seen as agents of the electoral process when experts in the field of electoral sociology are becoming intermingled with manipulators without a proper professional background and publications in this field. In a public space where an electoral race is unfolding, empirical sociological research becomes the main form of obtaining sociological knowledge, and it is primarily conducted to measure approval ratings. Electoral research serves as an example of combining the theoretical and empirical components of sociological knowledge, as well as its professional and public dimensions. Provided that sociologists meet all the professional requirements, electoral research can be used as a good tool for evaluating the trustworthiness of results reflecting the people’s expression of will. Being producers of sociological knowledge, sociologists act in two different capacities during an election campaign: as analysts and as pollsters. Therefore, it is essential that the duties and areas of responsibility for professional sociologists should be separated from those of pollsters. Another thing that needs to be noted is the negative influence that political strategists exert on the trustworthiness of survey findings which are going to be released to the public. Using the case of approval ratings as an illustration, the author analyses the most common techniques aimed at misrepresenting and distorting sociological data in the public space. Particular attention is given to the markers that can detect bogus polling companies, systemic violations during the research process and data falsification.

Today in Germany, religion and the churches forfeit their sovereignty of interpretation and ritual concerning death and dying. The funeral director is the first point of contact when death occurs. Therefore he or she is able to influence the relationship between the living and the dead. In the course of this development, the dead body, often referred to as dirty and dangerous, is being sanitized by funeral directors. Funeral directors credit the dead body with a certain quality; they claim that facing the dead may lead to religious or spiritual experiences, and therefore they encourage the public viewing of the dead – a practice which was, and still is not very common in Germany. The new connotation of the dead body is an example for the dislimitation of religion in modern society. The religious framing of death-related practises no longer exclusively belongs to traditional religious institutions and actors, but can take place in commercial business companies as well.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
