The reforms that have occurred in Indonesia have changed the joints of the life of the nation and state. One of them is changing the centralistic system of government. The demand for reforms related to the broadest possible implementation of regional autonomy is the beginning of the implementation of the decentralization principle in Indonesia. This principle can be reflected in the presence of the Special Autonomy policy, one of which is in Papua Province. This research uses a normative legal research method with a statutory approach. The results of this research show that the stipulation of special autonomy status for Papua Province is legally based on Law Number 21 of 2001 concerning Special Autonomy for Papua Province. This law is an attempt by the central government to develop Papua to be the same as other regions. There are many specializations and special rights that the Papuan people have obtained through the determination of this status, but they are still not being implemented in real terms in the field. This is due to government inconsistencies, especially when viewed from a good governance perspective. Good governance in the principle of participation in Papua has not been implemented properly because of the existence of considerable power as a cultural representation which has not fully represented the Papuan people so that many rights and opinions and voices of the Papuan people have not been implemented.

Development is a very important activity in efforts to increase economic growth for Indonesia. Thus, the economic policies taken by the Government must be able to encourage, be sustainable and interrelated between one economic sector with the other sectors in order to achieve the expected goals. The regional autonomy policy is expected to be able to reduce this for the sake of shared prosperity, between the center and the respective regions. This study examines that the determination of the RTRW (Spatial and Regional Plan) is a matter that must be mutually agreed upon in order to formulate national economic development.

The regional expansion is a way to accelerate development acceleration. In addition, regional expansion is the process of dividing an existing administrative area into two or more new autonomous regions. Regional expansion in Indonesia is carried out based on the Law of the Republic of Indonesia number 9 of 2015 concerning Regional Autonomy and Regional Government as a result of the second amendment to the Law of the Republic of Indonesia Number 23 of 2014. However, in the process of regional expansion in Indonesia, there are still some problems. Therefore, this study aims to evaluate government policies in regional expansion and determine regional boundaries in the provinces of Banten and West Java based on the laws in force in Indonesia. The method used in this research is the mix method, namely quantitative and qualitative. The data used are obtained from references and interviews related to regional autonomy policies, regional governments, and the determination of regional boundaries. The results of the evaluation, there are several factors that cause regional expansion, namely religious differences, ethnic and cultural differences, inequality in economic development in an area, and the size of the area. The formation of regional boundaries is carried out through 4 stages, namely Allocation, Delimitation, Demarcation, and Administration. One very important aspect of the implementation of regional autonomy is to merge regions with the hope of strengthening the relationship between local governments and local communities. In addition, it is hoped that there will be more intensive interaction between the community and the new local government, civil society will get better rights and obligations as citizens.

What regional factors can explain the heterogeneity in Structural Funds distribution to European Union regions? Past studies have shown that aside from the level of economic development and rates of unemployment, other political, and economic factors systematically explain why certain European Union regions receive greater funding than others, in particular where there is room for bargaining. In this article, a novel theory is posited which argues that the determination of Structural Funds is based on an interaction between a region’s formal institutions (the level of a regional autonomy) and informal institutions (its level of quality of government). In cases of low regional autonomy, member states and European Union level actors prefer to allocate greater levels of Funds to regions with lower quality of government in order to increase cohesion. Yet in cases of high regional autonomy, risks associated with absorption failure in lower capacity regions lead states to strategically allocate greater levels of transfers to regions with higher quality of government. The theory is tested on data for 171 European Union regions for the 2007–2013 budget period. The results show robust empirical support for the theoretical claims.

AbstractThe concept of regional autonomy has implications for financing in all sectors, including transport. To be able to provide adequate public transport facilities, one of the opportunities is the mobilization of funds through tariff collection mechanism. Determination of transport rates set out in the local rules based approach Incrementalism and line items. This approach represents a lack of economic and psychological capabilities and suitability of the benefits received by the sacrifices that have been issued. Therefore research is needed to analyze the determination of rates of local regulations bound public services locally. This study aimed to analyze the determination of the city bus rate by Cost Pricing (MCP) marginal approach, that was the determination of tariff by considering the social benefits received by customers, so if there were additional rates so consumers should receive additional social benefits. Based MCP, Perum Damri can assign the same rate if the consumer gets the same standard of service, but if there was a decline in the standard of service, then the rates should be differentiated.
