Development is a very important activity in efforts to increase economic growth for Indonesia. Thus, the economic policies taken by the Government must be able to encourage, be sustainable and interrelated between one economic sector with the other sectors in order to achieve the expected goals. The regional autonomy policy is expected to be able to reduce this for the sake of shared prosperity, between the center and the respective regions. This study examines that the determination of the RTRW (Spatial and Regional Plan) is a matter that must be mutually agreed upon in order to formulate national economic development.

Poverty has many definitions, parameters, and standards. From the viewpoint of Islam, many theologians define and measure poverty by various terms and sizes. The difference among theologians’ opinion is caused by poverty terms contained in the Qur’an and Hadits. “Fakir” and “poor” have many meanings. It allows a wide interpretation of the verse and word from theologians. It is also seen from the regulation point in Indonesia, there are many definitions, standards and parameters of poverty. The difference of point of view on determination of poverty criteria and regulations according to Islam in Indonesia shows that the ways of ijtihad by theologians and the government elements is very open. The absence of standard stipulation held, encouraging the writer to conduct a comparative research in this paper; through literacy research. Syafi’i sect does not specify a quantitative standard for poverty. Poverty is only categorized on requirement. As long as people are not able to cover 50% of their basic needs, they are called as fakir. If people are only able to cover close to 70% of their basic needs then they are categorized as poor. Meanwhile, according to Hanafi sect, the qualitative standards turned to the Syafi’i sect. Poor conditions are more severe than the fakir. Besides,the quantitative standard of poverty is one nisab of zakat or the equivalent of 85 grams of gold. On the other hand, BPS and BKKBN formulate the concept and standard of poverty by economic concepts. Poverty is conceptualized as the inability of someone to meet basic consumption needs of the formulation adapted to local conditions respectively.

Cooperation is a social enterprise which its existence should be developed in order to create economic democartion. Cooperation has to act as a counterpart to otherside which power is concentrated on certain groups. More over, as a base of national economic, cooperation not only becomes an institution which members are small scale indutries, buat also becomes an absolute economic power in determining national economic’s power and behavior it self. In realizing it, cooperation must have an ability to become an atunomous institution outisde the government. Having a clear “core business”, cooperation will get the benefit by exploiting business power in its scope. If it is reached, cooperation will become one of the independent economic actors. This independence will make the cooperation developes better than ever. On the other side, cooperation must still have bottom-commitment to the society who has it.

One of the factors hampering the improvement of the investment climate in Indonesia is due to regulatory issues. The government is making various efforts in manifesting people's welfare, as per the Pancasila paradigm. The government is trying to increase economic growth through investment. In its implementation, the government envisages a Draft Omnibus Law that, with reasons for cutting and simplifying various regulations which are considered to be too numerous and overlapping, there are 8,451 regulations at the central level and 15,985 regional regulations. Where it makes the government confined and limited space so that the speed of government in making decisions becomes too late and not right. For the Government Omnibus law has a goal to encourage national economic growth. But there was a polemic in the process of forming this Omnibus Law Bill. Various rejection of various elements, especially the community. The Omnibus Law Bill that is in the spotlight is the work copyrights then the environment and also the principle of regional autonomy that is trying to be disturbed. The problem point of this Omnibus Law product is that it does not reflect community participation.

The relationship between power industry and the national economic development are being more and more closely associated. The power companies supported by the government policy and attention in the stock market has gotten the developing priority, and has also been becoming one of important blocks on the stock markets. Use DEA method, select the appropriate input and output indexes, analyze the relative efficiency of the power companies and give evaluation of the results. Not only power companies, the majority of the shareholders, but also political decision-makers could get references from DEA evaluation.

The design of national economic development should never ignore three important aspects, namely integration, and sustainably and local contexts. Insufficient comprehension over these three aspects has caused delays of economic progress in several regions like Maluku. This region is characterized with archipelagic geo-profile where marine and fisheries resources are abundant but economic progress is sluggish. To catch up with the achievement shown by regions in the western part of the country, there must by effective efforts done in Maluku. This research is aimed at analyzing the three aspects mentioned above as related to acceleration of marine and fisheries economic development based on the region’s maritime geo-profile. In line with it, primary and secondary data were applied on a SWOT Analytical Approach. Based on the analysis, it was concluded that acceleration of marine and fisheries economic development in Maluku can be carried out through both local and national policies focused on facilitating prospective economic players in making massive investment in the marine and fisheries sector. Among others, this should be done by improving the capacity of Maluku marine ports and directing them to be local economic transmiters, through more effective functions as hubs for ships carrying commodities and products for both national and international markets. This research found that in line with it, a pre-requirement that has to be advanced by the government is detailed zoning of marine and fisheries resources, which is supported by a legal umbrella.

The agricultural sector is important in national economic development, especially as a provider of employment and as the main source of income for rural communities. Development in the agricultural sector requires the support of all stakeholders, the government's limited role in accommodating the needs in this sector then gave birth to a concept of a collaboration called Collaborative Governance. This research was conducted in Bandung Regency, aimed at finding out the implementation of Collaborative Governance, knowing the reach of farmers to the market, knowing the marketing media used and the problems faced by farmers in accessing the market. Data in this study were collected through interviews, then analyzed using qualitative data analysis techniques. The results showed the role of  local government was very dominant and vice versa universities contributed very minimally. The reach of farmers to the market is still very low, only a small proportion of farmers have marketed their products outside the region. In marketing their agricultural products, farmers have started to utilize online media. The government is expected to assist farmers in opening market access through the use of marketing technology or by bringing farmers together with investors.

The development and advancement of zakat institution in Malaysia has been through time influenced by the changing social, political and economic situation of the country. An important phenomenon which shaped the institution is Islamic revivalism. Consequently, zakat has been one of the institutions which government keened to enhance. Another factor merits to be considered is the introduction of economic policies in which the government affirmatively inclined towards Malay Muslims enabling them to compete economically with other wealthier races. Within the spirit of the policies together with the direct influence by the emerging factors resulted from the revivalism phenomenon, the government has introduced corporatization of zakat institution, a modern way of zakat management. This article aims to survey the development of zakat in Malaysia which reflects the continuous process of Islamic revivalism in the nation. As we shall see throughout the discussion, the role of zakat institution has been through time expanded to be one of the national economic tools.

Purpose The purpose of this paper is to show how individual law is defined in Islam. Individual law includes a set of human rights that the government is bound to vindicate by duty. Islamic law approach is how human beings transcendence, and freedom may be formed wisely. Design/methodology/approach Spiritual flourishing is the goal of Islamic Sufism. The main topics of individual freedom are discussed here are freedom of opinion, will, religion, speech, meeting, minorities, rule of law, equality before law, rights resulted from implementing justice, ownership and self-determination of destiny and jobs, which are explained through the Islamic Sufism viewpoint. Findings By comparing individual law in Islamic law with the other law schools, transcendence of the former is more clarified. Research limitations/implications Comparative research of the other religions’ gnosticism will develop the paradigm. Practical implications The principles highlighted in this study can be used for applied debates in the field to promote individual law for understanding and recompilation. Social implications Delicateness, truthfulness and righteousness of Islamic Sufism may turn the attentions of scholars and researchers to this rich viewpoint. Originality/value Individual law scholars have not touched the topic from this viewpoint. This paper opens new challenging area.

Abstract Chinese biochemical engineering is committed to supporting the chemical and food industries, to advance science and technology frontiers, and to meet major demands of Chinese society and national economic development. This paper reviews the development of biochemical engineering, strategic deployment of these technologies by the government, industrial demand, research progress, and breakthroughs in key technologies in China. Furthermore, the outlook for future developments in biochemical engineering in China is also discussed.

Th e author, after referring to his ineffectual attempts since 1866 to observe the spectrum of the prominences with an instrument of small dispersive powers, gave an account of the delays which had impeded the construction of a larger one (the funds for which were supplied by the Government-Grant Committee early in 1867), in order that the coincidence in time between his results and those obtained by the Indian observers might not be misinterpreted. Details are given of the observations made by the new instrument, which was received incomplete on the 16th of October. These observations include the discovery, and exact determination of the lines, of the prominence spectrum on the 20th of October, and of the fact that the prominences are merely local aggregations of a gaseous medium which entirely envelopes the sun. The term Chromospher e is suggested for this envelope, in order to distinguish it from the cool absorbing atmosphere on the one hand, and from the white light-giving photosphere on the other. The possibility of variations in the thickness of this envelope is suggested, and the phenomena presented by the star in Corona are referred to.
