The great agenda of reform is the government system of the State of Indonesia in the form of decentralization that is a government that gives authority to the regions to manage their own households. The emergence of regional autonomy is marked by the issuance of Law No. 22 Th 1999, then revised into Law No. 32 Th 2004, and refined into Law No. 23 Th 2014. Regional autonomy gives authority to the village to manage the potential of the village owned by this is reinforced by the issuance of Law No. 6 Th 2014 About Village. The purpose of this research is; 1). To know the implementation of the checks and balances principle of the Village Consultative Body with the village government in drafting the village regulations, 2). To know the implementation of the checks and balances principle of the Village Consultative Body with the village government in the discussion of village regulations draft, 3). To know the implementation of the principle of checks and balances of the Village Consultative Body with the village government in determining the village regulation draft. The type of this research is qualitative research object in Tegalombo Village, Tegalombo District Pacitan Regency, the type of research used is case study, the procedure used to collect data is observation, interview, and documentation. Data analysis techniques used data reduction, data presentation, and conclusions. The results of this study are: 1). In the preparation of village regulation draft has not happened checks and balances because the formulation of village regulations is dominated by the village government where the Village Consultative Council is powerless to propose the draft of village regulations there are three factors that menyebapkan the empowerment of the Village Deliberation Agency include: Anggae Angotanya, weakness of political education resulting perception errors In relation to its position and duties, and the Village Consultative Body does not have administrative and kaitanya communication with its duties and authorities, 2). In the discussion of the village regulation draft, there have been no checks and balances since the Village Consultative Board has no effort to control the village regulation draft proposed by the village government. This empowerment is not permitted because BPD does not have a set of rules for the preparation of village regulations because it lacks political education 3) . In the determination of village regulations there has not been any checks and balances due to the regulations set forth although the Village Deliberative Council agreed but the approved draft regulation does not contain the following principles: protection, justice, equality, orderliness, and balance. The core has not been able to prosper the community as a whole.

Abstract. Electronic Desa (e-Desa) is a system that based on cloud computing technology, then the government shouldn't bothered by infrastructure suplly such as server, aplication, and system tendance. The hope with the introduction of this e- Desa system are village government is able to self-financed in the information management and administrative conducted. The aims of developing e-Desa are specificly for getting a management information model and administrative conducted by village government to increase service in apropriate with vission and mission Bandung Regency in regional autonomy spirit. This research has for giving basic contribution in government science esspecially to new concept about e-Government. This research used description method with qualitative approach then the determination technique of informants using purposive (taking informants based on the aims). Collecting data technique that used in this research is library studies and range studies long data validity in this research using triangulation. Result of the research showed that development of e-Desa policy model can be successful if it's supported by adequate technology educational qualifications of the village government. In fact, there was still lacking in the village government of bandung district government environment.Keywords: Policy, e-Desa, e-Government.Abstrak. Harapan dengan adanya sistem e-Desa ini adalah pemerintah desa dapat mandiri dalam pengelolaan informasi dan administrasi yang dilakukan. Pembangunan e-Desa ini ditujukan khusus untuk mendapatkan model pengelolaan informasi dan administrasi yang dilakukan pemerintahan desa guna meningkatkan pelayanan sesuai dengan visi dan misi Kabupaten Bandung dalam semangat otonomi daerah. Penelitian ini memiliki tujuan untuk memberikan kontribusi mendasar pada Ilmu Pemerintahan khususnya tentang konsep baru tentang e-Government. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dengan teknik penentuan informan yang digunakan purposive (pengambilan informan berdasarkan tujuan). Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi pustaka dan studi lapangan serta validitas data dalam penelitian ini menggunakan triangulasi. Hasil penelitian menunjukkan bahwa pengembangan model kebijakan pembangunan e-Desa dapat berhasil bilamana ditunjang oleh kualifikasi pendidikan teknologi perangkat desa yang memadai. Kenyatannya, hal ini masih kurang di kalangan perangkat desa di lingkungan Pemerintah Kabupaten Bandung.Kata Kunci : Kebijakan, E-desa, E goverment

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

Village Owned Enterprise is an important part of the form of empowerment economic community at the village. Given, the urgency of the existence of Village Owned Enterprise, the government through the Regulation of Ministry of Villages, Disadvantaged Regions and Transmigration No. 5 of 2015 stated that one of the priorities of the use of village funds is for the establishment and development of Village Owned Enterprise. While the mechanism of establishment of Village Owned Enterprise is based on the result of village consultative meeting involving element of village government, element of village consultative body, and elements of community figures. The result of the village consultative meeting is implemented in form Village Regulation. However, it causes anomaly related to the status of Village Owned Enterprise, because it does not have to be legal entity in Regulation of Ministry of Villages meanwhile it has to be legal entity in Regulation of Minister of Home Affairs No. 39 of 2010 on Village Owned Enterprise.

Corruption is deeply rooted in Indonesia. This fact is undeniable when this crime has occurred at the lowest government level, namely in the village government. One sample of cases raised in this study is the alleged Corruption Crime committed by the Head of Tanjungsari Natar Village, South Lampung, named Robangi. The problems examined in this alleged criminal act are the factors causing the perpetrator to commit the criminal act of corruption. Second, the pattern of countermeasures carried out by APIP in resolving the case. The method used is qualitative and in the research data collection using a normative juridical approach and empirical juridical. Meanwhile, the theory used as a knife of analysis is the theory of Non-Penal Policy proposed by Muladi and Barda Nawawi Arief, which states that "non-penal policy is the prevention of crime which prioritizes the prevention of crimes committed by guidance, aims to prevent before the crime occurs, and/or the perpetrator does not repeat his actions".The results showed that the factors causing the perpetrator to commit these acts were because the project implementation was not following the proposal, the use of funds was not per the project proposal (total loss), the reason was that at the request of the community, the planned construction was moved to another place. This act is procedurally violating the SOP for the management of state finances. However, empirical facts prove no state loss in the corruption crime allegedly committed by the village head. Based on these facts, APIP South Lampung Regency has implemented a countermeasures policy by imposing administrative sanctions on the village head of Tanjungsari, Natar District, South Lampung.

So far, the government has realized the village fund budget every year. Therefore, every village government is obliged to make development plans that can support the welfare of the community by prioritizing community priorities or needs. The purpose of this study was to analyze the village fund allocation policies in village development planning. This type of research is descriptive qualitative. Data collection techniques are carried out by observation and interviews, then analyzed using qualitative analysis techniques. Data processing is done by reducing, categorizing, and concluding and presenting data. The results of this study found that so far the village fund allocation policies have been implemented well, such as meeting basic needs, building facilities and infrastructure, developing local economic potential, and utilizing natural and environmental resources. Likewise the face of the regional planning of Sei Rotan Village by using the Village Fund budget has been able to leverage the improvement of Village welfare. However, the problem is that the planned program has not been fully fulfilled due to limited human resources and budget. The regional development realized with village funds is the construction of roads, bridges and drainage at flood-prone points. The land use pattern of the Sei Rotan area shows the expansion of the built-in land in the form of developer housing and community villagesKeywords: Village Fund, Development, TerritoryPemerintah sejauh ini telah merealisasikan anggaran dana desa setiap tahunnya. Tujuan penelitian ini adalah untuk menganalisis kebijakan alokasi dana desa dalam perencanaa pembangunan wilayah desa. Jenis penelitian ini adalah deskriptif kualitatif.. Tehnik pengumpulan data dilaksanakan dengan observasi dan wawancara, kemudian dianalisis menggunakan tehnik analisis kualitatif. Pengolahn data dilakukan dengan mereduksi, mengkategorisasikan, dan menyimpulkan dan menyajikan data. Hasil penelitian ini menemukan bahwa selama ini kebijakan alokasi dana desa telah dilaksanakan dengan baik seperti pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana, pengembangan potensi ekonomi lokal, dan pemanfaatan sumber daya alam dan lingkungan. Demikian halnya wajah perencanaan wilayah Desa Sei Rotan dengan menggunakan anggaran Dana Desa telah mampu mengungkit peningkatan kesejahteraan Desa. Namun permasalahannya belum sepenuhnya program yang direncanakan terpenuhi dikarenakan keterbatasan sumberdaya manusia dan  anggaran. Adapun pengembangan wilayah yang terealisasi dengan dana desa adalah pembangunan jalan, jembatan, drainase pada titik-titik rawan banjir. Pola pemanfaatan lahan kawasan Sei Rotan memperlihatkan perluasan lahan terbangun dalam wujud perumahan pengembang maupun perkampungan masyarakat.Kata kunci: Dana Desa, Pembangunan, Wilayah

The problem of poverty almost occurs in almost all areas including Traji Village. To alleviate poverty requires proper methods with careful calculations by the village government. The aim is to find out how the efforts of poverty alleviation by the village government in the Traji cultural village, Parakan District, Temanggung. The method used in this research is descriptive qualitative which is a research that conducted based on a qualitative paradigm, strategy, and model implementation. The final result of this research is that in the effort to alleviate poverty in the cultural village of Traji, Parakan Subdistrict, Temanggung Regency, there are several problems, such as less than optimal services due to the limited facilities and infrastructure owned by the village, lack of training for village apparatus, and program achievements that are too minimal. thus making poverty alleviation difficult to achieve. However, the village government continues to carry out its duties by seeking various ways to alleviate poverty, such as holding Peken Lepen which can generate 6 million per performance and has a good impact on the village economy. Peken Lepen is a commitment from the village government to the economy of the local community. In addition, the government also involves all communities and government institutions such as the Activity Management Team Village Consultative Body and stakeholders by holding hamlet meetings, which is proof that the government is not the sole authority.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Metode penelitian menggunakan teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. Data yang telah diperoleh dari hasil penelitian diolah dengan menggunakan analisis kualitatif untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan dan memperoleh data mengenai faktor-faktor apa yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan. Hasil penelitian ini menunjukkan bahwa pelaksanaan tugas pokok BPD dalam penyelenggaraan pemerintahan belum sepenuhnya dilakukan secara optimal karena hanya tiga tugas pokok yang dilaksanakan yaitu menampung dan menyalurkan aspirasi masyarakat, membentuk panitia pemilihan kepala Desa dan proses pembahasan dan penetapan peraturan desa bersama dengan kepala desa, dari enam tugas pokok yang telah ditetapkan Peraturan Pemerintah tentang Desa. faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi pengawasan dipengaruhi oleh dua faktor yaitu faktor pendorong yang meliputi dukungan atau partisipasi masyarakat, dan hubungan kerjasama yang baik antara Badan Permusyawaratan Desa dengan Pemerintah Desa. Sedangkan faktor yang kedua yaitu faktor penghambat yang meliputi kurangnya tunjangan yang diberikan kepada para anggota yang terlibat, sarana dan prasarana, kurangnya Sumber Daya Manusia yang mengisi keanggotaan serta adanya masyarakat yang pro maupun kontra terhadap setiap keputusan yang ditetapkan.

The Government of Kayeli village is an integral part of the District government Buru where the administrative elements make the Kayeli village government have to run the administrative tasks strictly in their activities, in fact A involvement in traditional institutions that eventually affect the orientation and implementation of development. The three elements of village institutions namely village Governments, village consultative bodies and indigenous institutions are able to collaborate from planning to monitoring the development of the Kayeli village community. This research is a qualitative study aimed at describing the partnerships that awakened between institutions in the village of Kayeli. The research site is focused on Kayeli village. The number of informant interviews of 30 people consisting of village apparatus, public figures, indigenous people and local communities is taken purposive. The analytical techniques used to follow the concepts given by Miles and Huberman include data reduction, data presentation and withdrawal of conclusions. The results showed that the relationship that awakened from these three institutions was able to create harmonization of village development that materialized through the planning, implementation and supervision conducted jointly with Communication and active role in village development.

AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role
