Abstract Leadership being a process of social influence, it is imperative to train true leaders, emotionally intelligent, able to motivate and mobilize people in the organizations they lead, in order to achieve beneficial results for all parties involved: organizations, leaders, disciples. Within the military organization, the military leader must fulfill his mission in theaters of operations, not in the context of the “the end justifies the means”, not by minimizing the human component “ stepping over bodies”, but by exercising effective servant leadership from a multicultural perspective. The leader-subordinate relationship is reciprocal and influences both the performance of the individual and the organizational one. Leadership can be based on a personality trait or can be seen as a behavioral category, being related to motivation, interpersonal behavior and the communication process. Good leadership involves the actual process of delegation, but not before leaders form and train other leaders, as real leadership is exercised “face to face” and trough interaction. The fundamental premise from which we start our approach is that the leader matters, that the people at the top of the hierarchy certainly influence the efficiency of any organization. By setting standards, goals and priorities a leader can bring about changes in daily performance. It can permanently influence the meaning of the evolution of the organization by establishing a strategic vision and formulating long-term objectives.

Technology-rich environments are assuming a key role in the individual learning processes. Still, one of the major IT challenges identified in the education field is to establish e-learning as a credible and viable complement to face-to-face education. This represents a paradigm shift in the way of learning, which is driving changes at individual, process, institutional, and societal levels. However, despite last-decade advances in the application of usability principles in system design, there is still a need to better understand the people-technology fit in learning contexts. Current results, gaps, and issues define the challenges that dictate new requirements. Among these new requirements, minimizing the impact of the distance factor on communication and learning effectiveness calls for alternatives approaches. Due to the importance of communication among instructor and students in learning, the scope of this work focuses on exploring the role of emotions within the user and learning-support technology fit.

Abstract The human resource and the manner in which it is conducted represents for the military organization a prerequisite for achieving success, therefore the concern for improving and maximizing the leadership capacity to lead effectively has always been in the attention of the specialists. The paper presents the essential aspects characterizing the military organization, some of the qualities that the military leader must use in order to manage some of the problems that can arise and endanger the good functioning of the organizations. Among these, conflict management is an extraordinary ability of the military leader, with visible effects in achieving success and representing, in the opinion of many specialists, a cornerstone of successful leadership in the military organization.

AbstractThis article addresses two questions related to the discrimination of homosexuals in the British Armed Forces as illuminated in the judgments of the European Court of Human Rights in the cases Smith and Grady v. the United Kingdom and Beck, Copp and Bazeley v. the United Kingdom. First, how does the military organization obtain knowledge about its subjects? Two works by Michel Foucault concerning the thematic of confession—The Will to Knowledge and About the Beginning of the Hermeneutics of the Self: Two Lectures at Dartmouth—provide a foundation for answering this question. Second, what happens when this knowledge obtained by the military organization comes into contact with the legal system? In relation to this question, Foucauldian theories of law are discussed, namely the so-called ‘expulsion thesis’ and ‘polyvalence theory’. It is argued that the production of knowledge in the context of these cases is intertwined with the technique of confession. However, the confession does not only operate at the level of the military organization but also as an internal practice of the individual. When this knowledge then encounters the legal system, it appears that the law puts up a certain resistance towards other forms of power, e.g. disciplinary power. It is argued that this resistance is due to the law’s ‘strategic openness’, i.e. the possibility to harness the law to different strategic purposes, due to which law can never be fully subordinated by external powers.

With the war going badly for Russia in the winter of 1854–1855, the tsar and his advisors debated the feasibility of partisan warfare. Top advisors debated the loyalty of populations along the imperial borderland as well as the use of scorched earth tactics. The new military leader of Crimea, M. D. Gorchakov, proved (in theory, at least) to be more sympathetic to the plight of civilians than his predecessor A. S. Menshikov. Terror against Tatars abated. Yet, others in the military administration remained suspicious. Secret police exiled Tatars they believed to be traitors, while the new military governor orchestrated the forced relocation of thousands of coastal Tatars to the interior. Not all officials supported the persecution of Tatars. Several protested their relocation and brought it to a halt. This chapter shows that Russian oppression of Tatars evolved in shifting wartime conditions and was not a foregone conclusion.

In the last few years, gambling and betting opportunities have been increasing in Bosnia and Herzegovina, leading to an increase in  pathological gambling. Pathological gambling is considered by experts to be an instinct control disorder, i.e. the inability to refrain from an instinct that at the same time causes pleasure to a person, but is also dangerous for them and the people around them as it seriously disrupts not only the physical, emotional, mental and material state of the individual, but affects their families and friends also. In order to examine the most common forms of gambling and betting as well as socio-demographic aspects and their characteristics among Bosniaks in BiH, in the period April-May 2019, on a sample of N = 1520 respondents, a survey was conducted in 62 municipalities in BiH. Respondents ranged from 18-77 years old, of whom 568 were women and 927 were men. While defining the sample for the purposes of this research, a two-stage stratification was performed, namely: stratification at the administrative level of Bosnia and Herzegovina and the type of settlement, respecting the principle of proportional representation of municipalities within entity/cantons. Data was collected via a structured face-to-face interviews with closed questions to which handwritten answers were given. The data collection was done through the Network of Youth and Directorate for Religious Affairs of the Riyasat of the Islamic Community in Bosnia and Herzegovina. The results suggest persisting differences in the perception of the most common forms of gambling and betting, where bingo, disposable lottery tickets/scrapers, lotto and sports betting are perceived to be the most common. The most widespread types of gambling are influenced by the socio-demographic variables such as gender, place of residence, level of education, age and monthly household income.

Generally speaking, military organization requires high standard of task performance. But relationship to subordinates is equally important, too. In the military, 'Situation' and tasks to be performed are changing according to one's rank. So it is natural that officers in higher rank are used to exhibit more matured and balanced leadership behavior than those in lower rank. Based on this idea, we may suggest an ideal military leadership style. This article extracted a proposed ideal leadership model by applying military leadership characteristics and the leadership theories. Then a group of military officers' leadership style was studied to find out differences from the proposed model. Author picked the examining group from the active duty marine officers and supplied them with 3 types of questionnaires. Questionnaire A (QA) is to examine the individual quality of leadership, questionnaire B (QB) is to identify each perception to leadership style and questionnaire C (QC) is to find out each actual exhibition of leadership behavior. It is interesting that the group having 'A' quality prefers 'B' leadership style perception and exhibits 'C' behavior. By and large, the group needs to improve both dimensions of leadership behavior; task and relationship. Also maturing pattern in leadership shows irregular forms. Ranks from Captains to Lieutenant Colonels show some deficiencies from the normal pattern of maturity. The study result does not represent all military officers but may provide a useful tool to analyze the pattern of military officers leadership style not only as a group but also as an individual.

Abstract The military leader is the central pillar of the military structures whose functionalism is sustained and enhanced by the exercise of effective leadership. Explaining the role and place of the military leader in an organizational context creates prerequisites for the identification of his/her action aspects, in situations specific to the military organization at peace or during war. On this basis, it is possible to outline the sphere of competences of the military leader from the point of view of the defining features of the reference level at which the leader exercises his prerogatives. The content of the competences and the correlations established in their integrated system are the basis for operational and formative investigations and substantiation

The phenomenon of managerialisation, whose impact is being felt by the state, as well as its elites, helps bring about the emergence of the individual. The military is not immune to the organisational transformations that follow in its wake. By analysing the career path of French officers, this study explores the effects of this managerialisation. The research question as formulated sets out to determine whether it is the individual or his institution that drives the career of the French officer. The empirical study is based on very dense primary data collected from actors who play a key role in forming the French military elites: general officers, in some cases, directors of military schools, who have, in turn, been students, instructors and designers of this career path of the military leader. The results reveal that despite an unprecedented process of civilianisation within the military institution, the career of military leader is proving to be more immutable. The career path of the French officer can thus be read as a marker of military institutional identity. Points for practitioners As an institution, the military may seem to mirror the major evolutions of society, in particular, the phenomenon of managerialisation, which is making its impact felt on the state, along with its corollary, individualism. Analysing the career of French officers makes it possible to explore the effects of this managerialisation. The study results reveal a mitigation of the effects of this phenomenon, also called civilianisation in the case of the armed forces, and, on the contrary, reveal the invariant character of the career of military leader, pillar of the military institutional identity.
