Abstract The purpose of the paper is to develop a model for managing the motivation of managers and ensure its effectiveness. The principles of formation of management model of managers’ work motivation which correspond to the universal system approach to management model of managers’ work motivation and define its basic functions are outlined: a) goal setting, b) assessment and forecasting of the state and efficiency, c) development and decision making, d) planning, e) organizational, f) communication and subordination, g) regulation of the management model of motivation of managers, h) control. The management model of managers’ work motivation of (MMMWM) is formalized in the form of a structural-logical scheme based on a systematic approach and decomposition, which reflects the interaction of subject and object in the process of forming and implementing a system of motivation of managers at the enterprise. The factors for achieving the set goals have been formed, which are divided into internal and external motivators for managing managers’ work motivation. The management model of managers’ work motivation which is presented by the following subsystems is offered: “X” – target subsystem (the management process of managers’ work motivation), “Y” – providing subsystem (factors of rational achievement of the goals), “XY” – providing subsystem (regulatory legal acts, resources), “Z” – management subsystem (reflects the implementation of the general functions of management work motivation on the basis of experience), which are characterized by parameters, indicators, criteria for managing the motivation of managers. According to the method of linear multiple regression, a system of equations was constructed to describe the economic-mathematical model of management motivation at oil and gas enterprises, which after the repeated experiments provided diagnostics of indicators before, during and after the implementation of management motivation model.

<p>This research is motivated by the wealth of Indonesia, which has a fertile layer of land and there are very large deposits of minerals, oil and gas, this potential should ideally be managed for the welfare of the people. This research was aimed at explaining and analyzing the failure of mining management in Indonesia and the management model of the Masela Block based on the people's welfare in Maluku. This study uses normative legal research methods with data sources in the form of primary and secondary legal materials. The results showed that the discovery of the Masela Block gave the local government an opportunity to actively participate in mining management and that the oil and gas rich Masela Block to be exploited was a golden opportunity for the Maluku local government to actively participate in the oil and gas mining sector in an effort to improve people's welfare.</p><p> </p><p><strong>Keywords:</strong> Mining; Masela Block; Maluku.</p><p align="center"> </p>

Background: Workload may indirectly cause stress. The ability to manage work stress may affect staff’s motivation and performance. The staff performance will affect decision-making in improving the service quality. Objective: This study aimed to analyze the relationship between stress management, work motivation and work performance. Method: This was an analytic observational study with a cross sectional approach. A sample of 19 medical record staff, working at Prof. Dr. R Soeharso orthopedic hospital Surakarta, were selected for this study. A set of questionnaires were developed and administered to measure stress management, work motivation and work performance. Data were then analyzed with a bivariate correlation analysis. Results: There were statistically significant correlations between work stress management, work motivation and work performance. The ability to manage stress positively increased the motivation (r= 0,56; p= 0,013), as well as the work performance (r= 0,49; p= 0,036). Moreover, a higher motivation will lead to a higher performance (r= 0,42; p= 0,071). Conclusion: There were positive relationships between work stress management, work motivation and work performance. Key words: work stress management, motivation, performance.

One of the main causes of accidents at hazardous production facilities of oil and gas production is the inefficient work of production control over compliance with industrial safety requirements. At present there are no criteria for its assessment in the Russian legislation. It is established in the study that that production control in the industrial safety management system performs the role of «control» in accordance with the Shewhart-Deming cycle PDCA, and its main function is to work with nonconformities. In connection with the above, it is proposed to approach production control not only from the point of view of the process, but also from the system approach. To assess the system functioning, the criteria of «effectiveness», «efficiency», «integral indicator» are considered. It is established that from the point of view of proactivity in achieving the goals of production control, the most preferable is the assessment of the integral indicator of the production control system functioning. The considered existing and possible approaches to the assessment of the production control system and the statistical processing of the results of the expert assessment of nineteen parameters confirmed the need for a systematic approach. Based on this, the hypothesis of the production control system functioning is proposed and statistically substantiated, and four main parameters for calculating the integral indicator of the production control system functioning are considered. The built mathematical model based on the fuzzy logic clearly demonstrates the dependence of the integral indicator of the production control system functioning on the considered input parameters. The proposed proactive approach to the assessment of the production control system through nonconformity management is universal and applicable to the «control» function of any control system. It can also be used in the work of Rostechnadzor and be an incentive for enterprises to improve the quality, efficiency, and effectiveness of the production control system.

Purpose: Improving the systematic approach to planning and rationalizing labour protection measures at oil and gas enterprises, based on the results of hazard identification and industrial risk assessment. At the same time, the main task of the risk management process is to ensure the rights of employees guaranteed by the current legislation, namely, to create proper, safe and healthy working conditions. Design/methodology/approach: A comparative legal method for identifying the features of European and Ukrainian legislation in the occupational safety and health field; a structural-logical method for determining the main directions for the further development of the occupational safety and health management system at enterprises; analysis and generalization of well-known scientific results on the research topic; statistical analysis to identify the relationship between the industrial risk' level and various factors that may affect its value; applied systems analysis and mathematical modelling method for new methodological approaches' development to assessing of hazards' likelihood and their consequences' severity were used. The basis for improving the systematic approach to planning and rationalizing labour protection measures is based on the standard IEC 61882:2001. The statistics are taken from the "Messages" information system, which operates in the State Service of Ukraine on Labour and is designed to collect and process data on occupational injuries. Findings: An analysis of the current legislative and regulatory acts showed promising directions for their improvement. A mathematical model for scoring industrial risk is proposed, which takes into account the relationship between industrial risk and preventive measures and the time of their implementation. The calculation system developed on the basis of the proposed model provided a reduction in the time for processing data and calculating the values of industrial risks by 20...25%. Research limitations/implications: Statistical data on industrial injuries at enterprises of the oil and gas industry of Ukraine for 2018-2019 were used. Practical implications: Implementation of the proposed systematic approach to the organization of occupational safety and health management at enterprises has shown its simplicity and effectiveness, which can induce employers to finance reasonable and timely preventive measures. Originality/value: The method has been improved by decreasing the discreteness step in the assessment of industrial risk components, which has increased its accuracy; by developing a mathematical model for calculating the probability of a hazard, taking into account the frequency with which workers are exposed to danger, which eliminates the need to involve experts for an expert assessment at this stage.

The article considers questions of introduction of modern instruments of management into practice of financial activity of the oil and gas company to optimize financial control. Characterisrtics of oil production markets and petroservices has been given. The results of the carried-out analysis revealed that for oil and gas branch of Kazakhstan at the moment the processes of restoration after the crisis of 2014-2015 are typical. The oil branch is important for economic development of Kazakhstan. Mangystaumunaygaz, JSC is one of the largest oil and gas extraction companies in Kazakhstan. The analysis of the key economic parameters of activity of Mangystaumunaygaz, JSC showed that for the observed period company developed successfully, despite the crisis phenomena in national economy. However, in the medium term there were observed fluctuations. For increase of efficiency of activity of the Mangystaumunaygaz, JSC company it is offered to introduce transformational financial model of management of assets based on modern instruments of management, such as: a system of separate account and a system of planning profit on strategic business units (budgeting), transition to the separate financial account of wells and their efficiency. It has been offered to apply one of means of coordination of commodity and financial streams - factoring. The main advantage of factoring consists in uninterrupted providing the oil and gas company with current assets right after delivery. In Kazakhstan operates the national factoring association, whose annual turn of participants in 2016 has made 28.1 billion tenges. The analysis of economic efficiency of factoring operation showed possibility of its influence on financial stability of the company.

The paper presents an innovation-oriented model of resource management, which was built on the basis of the methodology of economic assessment of resource capabilities of contracting companies of the oil and gas industry. Assessment and choice of resource capabilities of contracting companies is the most important scientific problem of large companies and enterprises of the oil and gas industry when purchasing material resources. Currently, the increase in the supply of the same type of resources exacerbates the problem of choice. Thus, a large number of algorithms, methods and other procedures were developed to select organizations that supply resources. However, there are not enough comprehensive tools to assess the feasibility of selecting a supplier taking into account factors that allow evaluating suppliers of a certain industry. The purpose of the study is to create an innovative resource management model based on the methodology of economic justification for choosing resource suppliers for oil and gas enterprises. The object of the study is enterprises and large companies of the oil and gas industry. The subject of the study is effective resource management based on the methodology of economic assessment of the resource capabilities of contracting companies.

Subject of research: model of increasing the competitiveness of the national economy. The purpose of the study: develop a model for increasing the competitiveness of the national economy based on a neocluster approach. Research objectives: to develop the concept of a neocluster; to build a logical scheme for the formation of the competitiveness of the national economy on the basis of a neocluster approach. Methodology and research methods. General scientific and special methods of cognition: analysis and synthesis, induction and deduction, a systematic approach were used to conduct the research. A neocluster concept has been developed, which includes the concept of a neocluster, distinctive features, and a structural diagram of a neocluster. A model for increasing the competitiveness of the economy of a country / region has been built on the basis of a neocluster approach and a mechanism for increasing the country's competitiveness has been substantiated. The causal relationships between the sources of competitiveness are identified: (elements of Industry 4.0), directions and factors of increasing competitiveness. The developed theoretical foundations of the neocluster and the logical model for increasing the competitiveness of the national economy based on the neocluster approach can serve as a theoretical and methodological basis for the formation of a neocluster policy.
