Subject of research: model of increasing the competitiveness of the national economy. The purpose of the study: develop a model for increasing the competitiveness of the national economy based on a neocluster approach. Research objectives: to develop the concept of a neocluster; to build a logical scheme for the formation of the competitiveness of the national economy on the basis of a neocluster approach. Methodology and research methods. General scientific and special methods of cognition: analysis and synthesis, induction and deduction, a systematic approach were used to conduct the research. A neocluster concept has been developed, which includes the concept of a neocluster, distinctive features, and a structural diagram of a neocluster. A model for increasing the competitiveness of the economy of a country / region has been built on the basis of a neocluster approach and a mechanism for increasing the country's competitiveness has been substantiated. The causal relationships between the sources of competitiveness are identified: (elements of Industry 4.0), directions and factors of increasing competitiveness. The developed theoretical foundations of the neocluster and the logical model for increasing the competitiveness of the national economy based on the neocluster approach can serve as a theoretical and methodological basis for the formation of a neocluster policy.

The subject of the research is tourist orientation as a component of the business paradigm of development of territorial communities of Ukraine The purpose of the study is to substantiate the theoretical foundations and criteria for the formation of a new business paradigm of tourism orientation of rural communities. General scientific and special research methods are used. Scientific method - for systematization of existing theoretical approaches to the researched problem; analysis and synthesis (for detailing the object and subject of research and their generalization); abstract-logical (in the formation of generalizations, conclusions and proposals; the method of systematic approach - in considering tourist orientation as a system consisting of a number of interconnected elements, and, interacting, affects the communication and social efficiency of rural communities; the method of scientific abstraction - when allocating stable, typical connections in tourism orientation, which allowed to form criteria for assessing the tourist orientation of communities. Tourist orientation as a direction of formation of business paradigm of development of united communities is investigated. It is established that the strengthening of the tourism-oriented component will contribute to the creation of an innovative tourism product and attract new consumers. The main approaches to customer orientation are studied, the connection between the defined definition and tourist orientation is established. The own definition of tourist orientation of communities is offered. The stages of formation of a positive tourist-oriented environment are outlined. The principles of tourist orientation are described, cognitive marketing is defined as the basis for the formation of consumer loyalty. The criteria of tourist orientation are given and the indicators that characterize it are determined. The results of the study can be used to develop an effective strategy for rural development, taking into account and evaluating the criteria identified by the study at the stage of forming a business paradigm of tourism orientation of the community will increase investment in infrastructure, dissemination of information technology, restoration, reconstruction, objects of historical and cultural heritage, the formation of information, cognitive and tourist competencies of community residents. Recently, the terms “adaptation and integration of migrants” are often found in scientific and public literature. However, there is still no unified opinion and clear understanding of the essence and content of these concepts, their distinctive features, which negatively affects the formation and implementation of the state policy of adaptation and integration of migrants and requires development of theoretical provisions on these processes. The purpose of this article is to develop theoretical provisions on the adaptation and integration of migrants, as well as on the state policy of adaptation and integration, the formation of a holistic view of these phenomena and processes. The article is devoted to the theoretical understanding of such concepts as adaptation of migrants, integration of migrants, state policy of adaptation and integration of foreign citizens. The author’s vision of these phenomena is also presented. In the course of the study, general scientific methods of analysis and synthesis were used, as well as a systematic approach, methods of comparisons, etc. The conclusion of the article contains the main theoretical positions that form a systemic view on the adaptation and integration of migrants, the state policy of adaptation and integration, which create a holistic view on these processes

In modern business conditions, an increasing number of Russian companies have problems with solvency, as a result of which they are forced to go into bankruptcy proceedings. In such conditions, it seems important to develop the rehabilitation potential of business bankruptcy. The objectives of the work are to identify the reasons for the low solvency of Russian companies, as well as the rare use of bankruptcy rehabilitation procedures and their low effectiveness, which will allow us to identify new approaches to the development of the rehabilitation, including health, bankruptcy potential. In the course of the study, a comprehensive and systematic approach to the studied processes and phenomena was applied, which are implemented by means of general scientific methods: scientific abstraction, analysis and synthesis. The use of standard analytical methods (comparison, summaries and groupings) made it possible to assess the solvency of Russian companies, their participation in bankruptcy proceedings and the effectiveness of bankruptcy proceedings. The study made it possible to conclude that today the activities of the overwhelming majority of insolvent Russian companies are completed with the help of bankruptcy proceedings, while the main function of bankruptcy rehabilitation procedures is solely in debt repayment extended over time, which requires further improvement by adding a vector to preservation and development of the debtor's business. The results of the study can be used in analytical practice, as well as to develop new approaches to the development of the rehabilitation potential of bankruptcy proceedings.

The goal of the article is the development of theoretical principles and practical recommendations concerning the improvement of bank crediting of agro-industrial complex (AIC) enterprises based on the use of Agricultural Guarantee Fund opportunities. The object of the research is a combination of theoretical, methodological and applied principles of forming and functioning of Agricultural Guarantee Fund in the process of bank crediting of AIC enterprises. The methodological basis of the study is based on the systematic approach to improving bank crediting of AIC enterprises and searching the ways of the guaranteed risk insurance in credit relations. In the research process, general scientific and special methods were used, namely: bibliographic method (the study of scientific works concerning risk insurance in bank crediting of agricultural enterprises); abstract-logical method; the methods of system generalization, analysis and synthesis. The article focuses on the risk insurance problems of bank crediting of AIC enterprises by creating Agricultural Guarantee Fund (AGF). The dynamics of insuring credit risks in Ukraine in recent years has been studied. The experience of EU countries as to creating and functioning AGF has been generalized; the main purpose of AGF is to reduce and allocate bank risk using the insurance technologies. The advantages of the fund have been substantiated; they will allow saving money due to the “leverage effect” with guarantee to get credit in sizes being significantly higher than the fund resources.

The subject of the study is the methodological principles of the study of the budget financing system in the conditions of economic transformation. The purpose of the article is to form a methodological toolkit of the budget financing system, which includes principles, forms, approaches to the analysis of this concept. The following methods are used in the article: analysis and synthesis, generalization – in the study of literature sources on the research topic; abstractions, inductions, deductions, ascent from the abstract to the concrete – in the disclosure of the methodological bases of budget financing systems taking into account the laws of dialectics, application of systemic and functional approaches. In the course of research the forms of budgetary financing and their features are defined, the structural-logical scheme of methodological maintenance of system of budgetary financing is constructed. The article reveals the methodological essence of the formation of budget expenditures as the basis of the budget financing system, which consists in applying tools to the formation of budget expenditures on the principles of scientificity, validity, transparency, economy, traceability. It is determined that the problems significantly affect and adjust the state of the budget system, so when forming budget expenditures it is necessary to take into account these problems and implement measures to maximize their leveling with further adjustment of expenditures. The relationship between the philosophical categories of the spheres of life and the sphere of the essence of budget expenditures in the process of formulating the theoretical foundations of budget financing is clearly traced. The study allowed to form a new methodological tradition in modern financial theory, which consists in the formation of not only practical but also philosophical approaches, abandonment of the search for a single concept of budget financing and unambiguous methods of its construction, the use of advanced methods of economic research etc.

Исследование вопросов конкурентоспособности туристских услуг особенно актуально в настоящее время, поскольку большинство туристских дестинаций оказались вовлечены в острую конкурентную борьбу. В связи с этим вопросы определения уровня конкурентоспособности туристских дестинаций требует глубокого научного изучения и разработки системы показателей по определению конкурентоспособности туристских услуг, на что и направлено данное исследование. Правильная оценка конкурентоспособности туристских услуг является важным аспектом для принятия стратегических решений по развитию туристской отрасли. Целью исследования стало определение значимых критериев конкурентоспособности, которые будут положены в основу авторской методики измерения конкурентоспособности казахстанских туристских услуг. Для достижения данной цели были определены ряд задач: проведен широкий обзор существующих моделей и методик определения конкурентоспособности; по результатам данного обзора выявлены ряд индикаторов оценки конкурентоспособности, которые могут быть применены для оценки уровня конкурентоспособности туристских услуг казахстанских дестинаций; проведена экспертная оценка значимости этих индикаторов в формировании уровня конкурентоспособности туристских услуг, позволяющая разработать методику оценки уровня конкурентоспособности казахстанских туристских услуг. Теоретико-методологической базой исследования стали научные труды ученых, представляющих результаты фундаментальных и прикладных исследований в области изучения вопросов конкуренции и конкурентоспособности в сфере туризма. При проведении анализа были использованы общенаучные методы научной абстракции, анализа и синтеза, системного подхода. Результатом проведенного в статье исследования стало определение системы показателей, которые могут быть применимы при оценке уровня конкурентоспособности дестинаций и в последующем будут использованы в разработке авторского подхода к оценке конкурентоспособности казахстанских туристских услуг, что позволит провести качественный анализ основных составляющих казахстанского туризма с целью дальнейшего формирования эффективной стратегически ориентированной политики развития в этой сфере. The study of the competitiveness of tourist services is especially relevant at the present time, since most of the tourist destinations were involved in an intense competitive struggle. In this regard, the issues of determining the level of competitiveness of tourist destinations require deep scientific study and development of a system of indicators to determine the competitiveness of tourist services. Within the framework of this article, the purpose of the study was to analyze the existing methods and techniques for assessing the level of competitiveness of tourist destinations, as well as to identify the most significant components of it, to determine the list of criteria that will subsequently be applied in the author's development of a method for measuring the competitiveness of Kazakhstani tourist services. The scientific works of scientists presenting the results of fundamental and applied research in the field of studying the issues of competition and competitiveness in the field of tourism have become the methodological bases of the analysis. During the analysis, general scientific methods of scientific abstraction, analysis and synthesis, and a systematic approach were used. The result of the research carried out in the article was the definition of a system of indicators that can be applied in assessing the level of competitiveness of destinations and will subsequently be used in the development of the author's approach to assessing the competitiveness of Kazakhstani tourist services.

Introduction. The development of the theory of marketing in the enterprise is investigated in the retrospect. The enhancement of the innovation vector of its direction is determined. The transformations within the marketing complex of the enterprise are studied. The growth of the influence of innovative marketing on the formation of competitive advantages of business entities is proved. The directions of improvement of the structure of the complex of innovative marketing at the enterprise determined. Methodical approaches to its evaluation are defined. Subject. Methodological approaches to the formation and evaluation of the complex of innovative marketing of the enterprise have become the subject of the research. Purpose. The article aims to assess the changes, to form the structure of the innovation marketing complex at the enterprise and to substantiate the feasibility of its introduction into practical activity of domestic business entities. Method (methodology). The following complex of general scientific and special methods has become the methodological basis of the research: historical and logical method (to study the theoretical foundations and evolution of the development of innovative marketing complex in the enterprise); method of analysis and synthesis (for comparison of the basic approaches to the interpretation of the concepts and evaluation of the complex of innovative marketing of the enterprise); method of comparison and grouping (to systematize the indicators used in the process of assessing the complex of innovative marketing of the enterprise); graphic method (for a visual representation of the structure of the innovation marketing complex of the enterprise and the results of marketing analysis of the milk and milk products market); abstract and logical method (for theoretical generalization and formulation of conclusions). Results. The advantages of using the method of evaluation of innovative marketing in enterprises and its structure have been revealed. The criteria of efficiency of functioning of complex of innovative marketing on the enterprise have been determined. Practical areas of application of methodical approaches to the evaluation of the complex of innovative marketing of business entities have been established.

The article is devoted to the evaluation of innovative susceptibility of industrial organizations of the Republic of Belarus for 2014–2018. The author proposes a system of indicators of innovative susceptibility of industrial organizations, on the basis of which the assessment is carried out. It is established that Belarusian industrial organizations over the past five years have taken a number of measures to develop their innovative susceptibility, but there are problems that need to be addressed. The factors hindering innovations in the industrial organizations of the country are revealed. The work uses general scientific methods of cognition of economic phenomena and processes (analysis and synthesis, a systematic approach, the dialectical method, etc.). The significance of the work lies in the fact that such an assessment is currently absent in scientific research.
