Abstract This article summarizes the results of the preparation, realization and financing of the road infrastructure in Slovakia. Inconsistencies exist when working with costs, budgetary indicators, etc., resulting in the creation of unrealistic cost indicators that are unusable in practice. The results are not reliable, and their use for cost planning in construction preparations, comparisons of construction costs, etc., can be problematic. The proposed solution would be to harmonize the recommended classification of construction works (Methodical Guidelines of the Construction and Regional Development Ministry No. 1/2004) with the classification of the construction features in the Ministry’s Decree No. 83/2008.

This paper analyzes the automobile accessibility of Prague from the Czech territory over a 100-year period: from the creation of independent Czechoslovakia to the planned completion of an arterial network of motorways and high-speed roadways in 2020. Using publications containing information about the evolution of the road network in Czechia, we digitised historical maps and created geo-databases of the road infrastructure. We then produced accessibility models and performed accessibility analyses for four years – 1920, 1960, 2001 and 2020, using ArcGIS 9.3. These were compared and changes in accessibility were identified using cartographic tools.

The specific allocation fund (DAK) is one of the central government programs used to provide the road infrastructure in regions of Indonesia. DAK 2017 used the technical guidelines for the implementation of the specific allocation fund in the infrastructure sector. The technical guidelines are a very important guideline in the implementation of DAK since the guidelines are composed according to the aim of ensuring the implementation or management of DAK for road infrastructure in accordance with the provisions, which should be orderly in their implementation and on target. A number of problems have been identified during the implementation: for instance, a low absorption of funds due to delays in the procurement process as well as changes in the organisational structure of DAK. Therefore, this research aimed to fill in the gaps in the issues in order to solve the problems encountered in the implementation of DAK for road infrastructure. This research was focused on the implementation of DAK in Payakumbuh, Bukittinggi, and Solok City, which are known as centres of economic growth in West Sumatra. They also support Padang city, the capital of the West Sumatra province. The study was mainly centred on the application of the technical guidance and any problems encountered. It was a qualitative research study and it applied the triangulation method as the validated approach. The results show that both Payakumbuh and Solok City have fulfilled the ten indicators of DAK implementation, on the other hand, Bukittinggi city can only fulfil nine indicators. In relation to the indicators of the handling program’s determination, the three other study sites did not apply what was instructed in the technical guideline in terms of conducting a survey to determine the road condition. In addition, these sites also did not send quarterly reports to the inspectors.

Paper presents the analysis of the results of General Traffic Measurements on the national roads carried out in the years 2000-2015 in the Silesian Voivodeship. Traffic measurements are the basic tool that is used to obtain information about traffic conditions. They allow identification of road infrastructure that requires modernization or complete reconstruction. The information obtained is needed to properly manage, maintain and plan the development of the road network. Data obtained from General Traffic Measurements are used to make decisions related to the classification of roads and to determine their priorities on the road network at the national and international scale. Information from the GTM allows to evaluate traffic conditions and the possibility of introducing changes to the organization of traffic.

Provision of road infrastructure does, efficiently and effectively, have an effect on economy increase in a region. The limitedability of the government in the provision of funding for the road infrastructure requires the handling on the organizers of theroads, it also needs efforts to look for funding resources outside the APBN as a resource of funds for foreign loans. This studyaims to know the process of foreign loans, the characteristics of each foreign loan, and the loan implementation performance inDirectorate General of Highways, Ministry of Public Works. The research was using the qualitative descriptive methodsfocusing on thorough depiction of form, function, and meaning of prohibition; data collection was done by collecting the entireloan process from the preparation phase to the implementation phase through interviewing and documentation literature. Thedocument consists of the loan agreement document, documents monthly reports and annual reports, lender regulations, legalregulations of the Republic of Indonesia, photo documentation and archives. The result showed that the scoring ofperformance, multilateral loan is better than bilateral loan. This is evidenced by higher score for multilateral loan than bilateralloan. Particularly in terms of regulations, multilateral loan having score 15, it was because the lender adjusts by existingregulations in Indonesia, while bilateral loan having score 13. Furthermore, from the aspect of financial benefits, bilateral loanhave score of 41 and is more advantageous than the multilateral loan which score is 29.

AbstrakJalan merupakan prasarana yang ada di darat untuk sektor sosial dan ekonomi. Kesadaran pemerintah dalam memperbaiki jalan yang rusak merupakan hal utama dalam anggaran daerah. Peningkatan jumlah lokasi jalan berkaitan dengan peningkatan jumlah perbaikan jalan yang akan dilakukan. Penelitian ini bertujuan untuk menentukan lokasi perbaikan jalan yang terbaik. Jalan yang diperbaiki berdasarkan dari beberapa alternatif posisi lokasi perbaikan jalan. Cara menetapkan lokasi perbaikan jalan dengan memberikan posisi peringkat alternatif berdasarkan kriteria yang sudah ditetapkan. Berdasarkan pertimbangan kriteria dapat diukur secara kuantitatif dengan menggunakan metode AHP (Analytical Hierarchy Process) dan SAW (Simple Additive Weighting). Berdasarkan hasil pengujian terhadap program sudah dapat digunakan. Hasil dari perhitungan program sudah sesuai dengan hasil perhitungan yang sudah dilakukan. Pengujian dilakukan terhadap 10 responden. Dengan sistem ini diharapkan membantu pihak Pekerjaan Umum (PU) Bina Marga untuk menentukan lokasi perbaikan jalan secara lebih objektif. Kata Kunci: Analytical Hierarchy Process, Simple Additive Weighting, Sistem Pendukung KeputusanAbstractThe road is a land-based infrastructure for the social and economic sectors. Government awareness in repairing a broken road is a key thing in a regional budget. The increasing number of road locations relates to the increasing number of road repairs to be made. The research aims to determine the location of the best road repairs. The repaired path is based off several alternative position of road repair location. How to set the road repair location by providing an alternate ranking position based on the criteria already set. Based on consideration criteria can be measured quantitatively by using AHP (Analytical Hierarchy Process) and SAW (Simple Additive Weighting). Based on the test results of the program can be used. The results of the program calculation are already in accordance with the calculated results. Testing was conducted against 10 respondents. This system is expected to assist the Public Works (PU) of Bina Marga to determine the location of road repairs in a more objective. Keyword: Analytical Hierarchy Process, Simple Additive Weighting, Decision Support System
