This article aims to analyze and explain the opportunities and challenges for coffee farmers in obtaining financing from banks using Warehouse Receipts (RG) as collateral. Capital for coffee production costs is one of the obstacles coffee farmers face in Central Aceh. As one of the Warehouse Receipt System (WRS) commodities, coffee can be used as collateral in the form of Warehouse Receipts issued by the WRS warehouse. It is under the provisions of Law No. 9 of 2009 concerning WRS. This research is empirical juridical research. Data were obtained through interviews with farmers/farmer groups, warehouse managers, and Disperindagkop Central Aceh District. This research found that Central Aceh farmers/farmer groups have an excellent opportunity to get financing with Warehouse Receipts as collateral. It can be seen from the support of the local Government in accelerating the certification process for 3 WRS warehouses during the COVID-19 pandemic. Currently, in Central Aceh, 5 WRS warehouses can accommodate the harvests of farmers/farmer groups. In addition, the existence of farmer groups and cooperatives can also strengthen farmers' opportunities to meet the require-ments for obtaining Warehouse Receipts. However, currently, the implementation of the WRS in Central Aceh is still not running optimally. It can be seen from the use of WRS, which is still very minimal. Of the five available WRS warehouses, only two have issued Warehouse Receipts, namely 110 SRG warehouses owned by the Government and PT. 3. In addition, currently, WRS is only used by entrepreneurs/cooperateves/ex-porters, while farmers/farmer groups have not yet utilized it. Until now, farmers/farmer groups still use the mechanism of selling coffee directly to collectors, which harms them in certain circumstances. The farmers do not use this WRS to obtain financing from the bank or delay selling. Another obstacle is related to the implementation of the Qanun on Sharia Financial Institutions in Aceh.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Coffee is one of Indonesia's leading export commodities. One of the coffee-producing areas in Indonesia is Sukawangi Village, Sumedang Regency, West Java Province. As the sole actor in running a business, the business actor never calculates the production costs that arise into the cost element. One of the problems of SMEs is the lack of knowledge of SME entrepreneurs about good business management. The next problem faced by SME entrepreneurs is increasing their business competitiveness. Another problem of SMEs that often escapes the attention of UKM entrepreneurs is branding. The last mistake that many UKM players make is that many are not aware that manual bookkeeping is a serious problem for SMEs. In this study, the authors performed a literature synthesis to understand the underlying reasons for issues faced by SMEs about good business management. From the analysis, it can be concluded that consumer behaviour/ preferences/ shops; value chain/ geographical; sustainability/ environment; finance farming; regulation/ certification; and COVID-19 plays a significant part in determining the success of coffee production. Further studies should be performed to test this conceptual model in Indonesia. The results of the study can be useful for all the stakeholders in the coffee Industry, particularly the coffee farmers.

 ABSTRACT The purpose of this study was to determine how much farm income and marketing channels for smallholder rubber seeds in Air Batu Village, District of Talang Kelapa, Banyuasin Regency. The implementation of this research had started from July to August 2015. The research method used  survey method. Primary data collection was done by direct observation in the field and secondary data was obtained from village, sub-district, district monographs and written sources. The results showed that the average income from the results of rubber nursery farming activities in Air Batu village was Rp. 7,560,084.00 - per hectare, while the marketing channel for smallholder rubber seedling farming in Air Batu Village is from farmers to village collectors (agents) and forwarded to consumers inside and outside the Banyuasin Regency. It can also be concluded that the income of rubber nursery farming in polybags cultivated by farmers in Air Batu Village is good enough, to reduce production costs, farmers should not buy sleeping eye stum seeds to other parties, but strive to make their own nurseries or groups. The recommended advice from this research is looks like better for the farmers join farmer groups of rubber nursery farming, so if there is a problem, it can be solved together. The government is also expected to provide assistance to farmers, in the form of distribution services, for smallholder rubber seeds, so that farmers should not have to wait too long to make a profit.ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui berapa besar pendapatan usahatani dan saluran pemasaran bibit karet rakyat di Desa Air Batu Kecamatan Talang Kelapa Kabupaten Banyuasin.  Pelaksanaan penelitian ini dimulai dari bulan Juli sampai Agustus 2015. Metode penelitian yang digunakan adalah metode survey. Pengambilan data primer dilakukan dengan pengamatan langsung dilapangan dan data sekunder diperoleh dari monografi desa, kecamatan, kabupaten dan sumber-sumber tertulis. Hasil penelitian menunjukkan bahwa rata-rata pendapatan dari hasil kegiatan usahatani pembibitan karet di desa Air Batu sebesar Rp. 7.560,084,00,- per hektar. Sedangkan Saluran pemasaran usahatani bibit karet rakyat di Desa Air Batu adalah mulai dari Petani ke Pedagang Pengumpul Desa (agen) dan diteruskan ke  Konsumen di dalam dan di luar Kabupaten Banyuasin. Dalam penelitian ini juga dapat disimpulkan bahwa pendapatan usahatani pembibitan karet dalam polybag yang diusahakan oleh petani di Desa Air Batu sudah cukup baik, untuk memperkecil biaya produksi sebaiknya para petani tidak membeli bibit stum mata tidur kepada pihak lain, tetapi diupayakan agar membuat pembibitan sendiri atau berkelompok.  Adapun saran yang dianjurkan dari penelitian ini adalah diharapkan kedepan petani membentuk kelompok tani untuk usahatani pembibitan karet, sehingga jika ada suatu permasalahan dapat diatasi secara bersama-sama. Pemerintah juga diharapkan memberikan bantuan kepada para petani berupa jasa penyaluran bibit karet rakyat, sehingga para petani tidak perlu menunggu lama untuk memperoleh keuntungan

Purpose: To establish determinants of coffee production in the Kenyan economy  Methodology: The study adopted descriptive survey research. The target population consisted ofResults: Results from the first model indicate that there exists a negative relationship between coffee output with credit advanced to farmers. Findings also did show there also exists a positive relationship between coffee output with coffee price, hectarage planted and price of input (fertilizer). Results further indicate that there is a significant negative relationship between the depreciation of the exchange rate and the coffee output.Unique contribution to theory, practice and policy: The study recommended that the Kenya government may put in place measures and policies aimed at improving coffee production in Kenya, ie, financial institutions may be encouraged to lend loans to coffee farmers at no low interest rates. The study recommended that the government should introduce subsides aimed at reducing cost of inputs hence encouraging farmers to increase areas under coffee production as well as providing incentives to the farmers to encourage them engage in coffee farming. The sturdy also recommended that government may also set up factories or encourage investors, both local and foreign to set up factories that will process coffee to the final product within the country.

The importance of coffee production in the world economy cannot be ruled out due to its contribution in the developing countries in areas such as creation of employment and rise in foreign exchange. Most of the coffee producing countries in the world have come up with strategies to increase their quantity and improve the quality of their produce. In Kenya, the government have also come with numerous policies to support coffee production at the farm level but production of coffee in Kenya has since 1989 crop year been declining. There has been emergence of other enterprises that are profitable than coffee production such as real estate and dairy sector in most of the coffee-growing zones, but there are many farmers who have been determined to maintain coffee production. Despite the efforts made by the government to maximise coffee production in terms of quality and quantity, production has shown a downward trend, with some farmers completely doing away with production This study was aimed at assessing the factors that affect optimization of coffee production in Chuka sub-County, Tharaka-Nithi County. Proportional stratified random sampling was used to select a sample of 153 respondents from a population of 7,428 small-scale coffee farmers from ten cooperatives in the sub-County. The findings of the study indicated that access to extension, access to research and management of coffee cooperative were essential in coffee production with a mean agreement of 58.33%. The research established that access to extension (5%) and management of cooperatives (5%) were statistically significant while access to research at (5%) was statistically insignificant. Similarly, access to extension services increased optimization by 91%, poor management of coffee cooperatives reduced production by 45.1%, while access to research increased coffee production by 51%. Therefore, it is important to ensure farmers access extension services, research and there is improved management of coffee cooperatives.

Empowerment of farmers is an activity that involves the participation and leadership of farmer groups. This empowerment is shown to improve the quality and creativity of farmers to create reliable and independent farmers who can have innovations for their own farmers. This research intend to knowing and analyzing how community empowerment of coffe farmers at Ramung Jaya Village by the department of agricultural Bener Meriah Regency as well as to determine the inhibiting factors and the efforts made in empowering coffee farmers by the Bener Meriah Regency Agriculture Office in Ramung Jaya Village.The method used in this research is descriptive qualitative research method. Data collection techniques used were observation, interviews, and documentation.  In addition, to analyze data using several steps, namely data reduction, data presentation, and drawing conclusions and verification Based on the results of the study, it shows that the implementation of empowerment carried out by the Agriculture Office of Bener Meriah Regency for coffee farmers in Ramung Jaya Village has been going well, but there are still several obstacles for both the government and coffee farmers in Ramung Jaya Village. The author also provides suggestions or recommendations to the government in order to increase creativity and quality through counseling to improve the quality of farmers and pay more attention to the provision of facilities and infrastructure and can provide business capital assistance. The study assessed the determinants of coffee production and marketing on farmers’ farms in Kogi State. Two Local Government Areas (Ijumu and Kabba-Bunu Local Government Areas) were purposively sampled. These areas are known for the production and marketing of coffee. A total sample of eighty-four respondents was randomly selected from the two Local Government Areas. Structured interview schedules were used for data collection from respondents. The data collected were analyzed using inferential statistics analysis. Cobb-Douglas functional form regression model was chosen based on the value of the R2 and the number of significant variables. The result indicated that marital status, household size, educational level, variety of coffee planted, farm size and farming experience constituted the major factors that significantly determined coffee production and marketing in the study area. The study recommended that policies should be targeted at encouraging literacy among coffee farmers to have access to market information and as such will be able to sell the crop for more profits. Also, households with higher number of persons should be encouraged to use family labour effectively in coffee marketing than other economic ventures so as to improve the economy of the households in the study area.

Purpose: The purpose of this study was to examine the influence of coffee pricing on reviving coffee production in cooperatives societies in Meru county, Kenya.Methodology: A descriptive survey research design was used in the study. The respondents were the coffee farmers and managers from coffee cooperative societies. A sample of 30%, that is,42 cooperative societies in Meru county was considered. Coffee farmers were sampled using simple random sampling for those who met inclusion and exclusion criteria, while all managers in all the sampled cooperative societies participated in the study. Data collection was done using closed-ended questionnaires and interviews. To ensure validity and reliability, pre-testing of questionnaires was done on 10 active coffee farmers, while pre-test interviews were administered to 5 managers from Kamuthi housing cooperative society of Murang’ a County. Coded data in SPSS 24.0 computer program was analyzed quantitatively using descriptive statistics such as mean, percentage, and standard deviation. Univariate regression and multiple regression were used to test the hypothesis of the study. Tables, graphs, and detailed explanations were used to present the final results of the study. Results: Coffee pricing had the highest average mean score of 4.42 and a standard deviation of 0.89. The model summary of coffee pricing indicated that R-value was 0.932 and R-square was 0.869. This confirmed that coffee pricing predicted 86.9 % of the revival of coffee production. While being interviewed managers came out strongly that effective coffee pricing had increased new customers; there were improved sales quantities and there was retainment of old customers; clearance of stocks on time which improved revenue and reduced spoilage of coffee beans. The study therefore found out that coffee pricing significantly influences reviving coffee production in cooperative societies in Meru county Kenya.Unique contribution to theory, policy and practice: The study contributed that coffee pricing significantly influenced reviving coffee production in cooperative societies in Meru county Kenya. Coffee farmers should be encouraged to be interested in different types of coffee pricing to offer innovative suggestions to coffee cooperative societies. Managers should be well versed with different price types and also be innovative enough to suggest new ones based on various locations and different quality of the coffee sold. The marketing department in a cooperative society should do more research on their current market base to see what prices are working and the ones that are not. The government should set up policies that will see to it that local coffee consumption has improved. This is because only 5% of coffee is consumed locally while 95% is exported

Abstrak Angkutan penyeberangan di Dermaga Ngunut Kabupaten Tulungagung sangat dibutuhkan oleh masyarakat sekitarnya karena dapat membantu mobilitas mereka sehari-hari. Tujuan dari penelitian ini adalah untuk mengevaluasi dan mengembangkan angkutan penyeberangan di Dermaga Ngunut. Dengan menggunakan analisis deskriptif kualitatif dan analisis SWOT, penelitian ini menunjukkan bahwa angkutan penyeberangan di Dermaga Ngunut berada pada posisi kuat (strong) dan menengah (medium). Angkutan penyeberangan di daerah tersebut memiliki peluang yang tinggi serta kekuatan yang cukup (medium) untuk ditumbuhkan dan dikembangkan walaupun  memiliki kelemahan. Salah satu kelemahannya ialah Pemerintah Kabupaten Tulungagung memiliki keterbatasan wewenang dalam pembinaan dan pengelolaan angkutan penyeberangan. Dengan demikian, strategi yang dapat diterapkan adalah mengubah kelemahan menjadi kekuatan dengan cara memberikan kewenangan yang lebih besar kepada Pemerintah Kabupaten Tulungagung untuk mengelola angkutan penyeberangan di daerahnya. Aspek sarana yang perlu diperhatikan ialah pembuatan perahu yang belum mengikutsertakan pendamping atau teknisi dari industri galangan kapal. Adapun, aspek prasarana yang perlu diperhatikan ialah pembangunan dermaga yang belum sepenuhnya mengikuti proses dan prosedur dari instansi yang berwenang. Kata kunci: Angkutan penyeberangan, sarana prasarana, kelaikan berlayar, SWOT, strategi AbstractEvaluation and Development of Ferry Services at Ngunut Dock, Tulungagung Regency: Communities around Ngunut Dock, Tulungagung Regency, require ferry services to help their daily mobility. This research was designed to evaluate and develop ferry services at this dock by qualitative descriptive analysis and SWOT analysis. The results showed that the ferry services observed were in the strong and medium cells and had a great or excellent opportunity and a decent strength (medium) to grow and develop mainly because the community needed these services. This research, however, identified a weakness, i.e., the government of Tulungagung Regency had little to no authority to build and manage the ferry services. For these reasons, the strategy adopted must factor in improvements that change the weakness into a strength by giving the local government greater authority in the management. Future facility and infrastructure development must consider the fact that the ferry boat was made without technical assistance from the ship or boat industry and that the dock construction did not entirely follow the processes and procedures recommended by relevant authorities.  Keywords: Ferry services, infrastructure, seaworthiness, SWOT, strategy

Background: The hawking of wares by children has been a serious issue confronting the Nigerian society. Children hawk in some of the most horrible conditions conceivable, where they face a serious risk of injury, chronic illness, kidnapping, rape or death. Objective: The focus of this study was to assess the perceived effects of street hawking on the well-being of children in Anyigba, Dekina Local Government Area of Kogi State. Methods: The population of this study consists of parents of the street hawkers in Anyigba while cross-sectional survey design was used through the purposive sampling technique to choose the sample size of one hundred and sixty-two (162) respondents. The validated structured questionnaire and In-Depth Interviews (IDIs) served as the instruments for the data collection respectively. The hypotheses were tested using Chi-Square at a predetermined 0.05 level of significance. The quantitative data were analysed with the aid of the SPSS (version 20). Results: The results indicated among others that street hawking had significant social implications and physical consequences on children's moral behaviour as well as health status in the study area. Conclusion: The study, therefore, concluded that the government of Kogi State should carry out an enlightenment campaign through the media and religious institutions on the negative consequences of street hawking are recommended as panacea. Also, the child right act instrument and its implementation should be strengthened in order to curb street hawking in the study area.
