The Governor of Bali Province Regulation Number 46 of 2020 was formed on a delegation owned by the Governor of Bali. However, thus Governor Regulation includes fines and their application on the spot. The authority of the Governor Bali to include fines in the form of money is a polemic in the community and at the same time a legal problem because it is related to the legal norms set forth in the governor's regulation. The purpose of this research is to analyze the authority of the Governor of Bali in regulating the control of Corona Virus Disease 19 and to analyze the form of control of the Corona Virus Disease 19 in the Province of Bali. This research uses normative legal research. The results of this study indicate that the authority of the Governor Bali in regulating the control of Corona Virus Disease 19 only regulates the control of Corona Virus Disease 2019 in Bali. The authority to control Corona Virus Disease 2019 in Bali remains with the Central Government, while the Governor of Bali is only given assistance tasks. Controlling the Corona Virus Disease 2019 in Bali is a concurrent business of the Central Government. Therefore, the authority remains with the Central Government, not the Bali Provincial Government. The form of controlling the Corona Virus Disease 19 in the Province of Bali is carried out based on the principle of deconcentration. The implementation of the principle of deconcentration is carried out by delegating co-administration tasks to the Governor of Bali.

This research is to find out the validity of the Transmigration Policy of the Papua Provincial Government will discuss, as well as the policies of local governments especially in Papua Province which issued policies based on Discretion by enacting provincial regulation No. 15 of 2008 on Population based on Law No. 21 of 2001 on special autonomy for Papua, where the regulation regulates programs made by the central government is wrong. The other is the arrangement of the transmigration program. The type of research that will be done is legal research (legal research) that is to find and find the principles and rules that govern status, which to be presented is a match between the rule of law and legal norms. From the results of the study showed that the actions of the Papua Provincial Government by expressing a rule based on the principle of discretion, but the habit is considered.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. Peraturan pelaksanaannya yaitu PeraturanPemerintah Nomor 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, sertaKeputusan Presiden tentang Kedaruratan Kesehatan sampai dengan saat ini pemerintah telahmengeluarkan kebijakan PPKM yang dimana dilakukan secara berkala. Untukmenganggulangi dampak Covid-19 dari segi ekonomi dan sosial pemerintah mengambilbeberapa kebijakan-kebijakan, yang diantaranya adalah: Peraturan Menteri KeuanganRepublik Indonesia Nomor 23/Pmk.03/2020 tentang Insentif Pajak Untuk WajibPajakTerdampak Wabah Virus Corona; Peraturan Otoritas Jasa Keuangan Republik Indonesia Kata Kunci : Kebijakan, Penanganan, Covid-19 The current development of the Covid-19 pandemic is very worrying where there is anincrease in special corona cases in Indonesia. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. <p>Abstract<br />The authority to issue Mining Business Licenses based on Law Number 4 of 2009 concerning  Mineral and Coal Mining is owned by the Central Government, Provincial Government and Regency/City Government. Meanwhile, based on Law Number 9 of 2015 concerning the Second Amendment to Law Number 23 of 2014 concerning Regional Government the authority to issue  Mining Business Permits is owned by the Central Government and the Provincial Government. This article objective to discuss the implications of the regulation of mining business licenses that are not synchronized and efforts to synchronize the regulation of Mining Business Permits. This article is a descriptive analytical legal research. This research was carried out by the law approach. The data used are secondary data, namely the statutory provisions, the Regulation of the Minister of Energy and Mineral Resources, and the mining law literature with the technique of collecting study documents or library materials. So that the implications of these asynchronous arrangements can be resolved and the creation of an ideal Mining Business Permit arrangement.<br />Keywords: Synchronization; Implications; Mining Business Licenses; Investment.</p><p>Abstrak<br />Kewenangan penerbitan Izin Usaha Pertambangan berdasarkan Undang-Undang Nomor 4 Tahun  2009 tentang Pertambangan Mineral dan Batubara dimiliki oleh Pemerintah Pusat, Pemerintah  Provinsi, dan Pemerintah Kabupaten/Kota. Sedangkan berdasarkan Undang-Undang Nomor  9 Tahun 2015 tentang Perubahan Kedua Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah kewenangan penerbitan Izin Usaha Pertambangan dimiliki oleh Pemerintah Pusat dan Pemerintah Provinsi. Artikel ini bertujuan untuk membahas mengenai implikasi pengaturan Izin Usaha Pertambangan yang tidak sinkron dan upaya sinkronisasi pengaturan Izin Usaha Pertambangan. Artikel ini merupakan penelitian hukum doktrinal yang bersifat deskriptif analitis. Penelitian ini dilakukan dengan pendekatan undang-undang. Data yang digunakan merupakan data sekunder yaitu ketentuan perundang-undangan, Peraturan Menteri Energi dan  Sumber Daya Mineral, dan literatur hukum pertambangan dengan teknik pengumpulan data studi dokumen atau bahan pustaka. Sehingga implikasi dari pengaturan yang tidak sinkron tersebut dapat diselesaikan dan terciptanya pengaturan Izin Usaha Pertambangan yang ideal.<br />Kata Kunci: Sinkronisasi; Implikasi; Izin Usaha Pertambangan; Investasi.</p>

Corona Virus Disease-19 (COVID-19) has a significant impact on all aspects of human life in the world, especially in Indonesia which is very large in area and has a large population (around 267 million people) with different kinds of professions. The purpose of this study is to focus on civil matters, with more emphasis on the problem of agreements that are influenced by Covid-19. The normative legal research method uses a statutory approach, and a conceptual approach to force majeure and describes an analysis (analytical descriptive). The results showed that the agreement in the state of the Covid-19 outbreak greatly influenced the implementation of the agreement set and agreed upon by the parties, because the agreement binds the parties, so the parties are subject to the contents of the agreement.

This article discusses the efforts of the Indonesian Government in handling the outbreak of Corona Virus Disease-19 (COVID-19). The handling strategies assessed by understanding the efforts, steps, and policies formulated and implemented by the government while the analysis used a deliberative policy analysis approach was used. This approach analyzes the narratives and arguments of the authorities to understand the decision making and policy implementation. The research used a qualitative approach by utilizing descriptive analysis methods. Then the data collection technique used literature studies. The findings found that, first, negative narratives and the slow response of the government. Before COVID-19 approached Indonesia, narratives delivered by the elite government showed that there was no sense of crisis so that it slow-down decision making. Second, weak coordination, especially between the central government and regional governments. This asynchronous coordination created uncertain handling for the control of Coronavirus. Third, citizen ignorance or disobey government instruction. The impact is, the handling effort has stalled because it is not supported by the wider community. The combination of these three factors complicates the government's efforts to control the outbreak of COVID-19 in Indonesia. Dengan memahami upaya, langkah, dan kebijakan yang diformulasi dan diimplementasikan oleh pemerintah maka dapat dinilai strategi penanganan tersebut. Untuk menganalisis kasus ini, pendekatan deliberative policy analysis digunakan. Pendekatan ini menganalisis narasi dan argumentasi pihak berwenang untuk memahami pembuatan keputusan dan pelaksanaan kebijakan. Penulisan artikel ini menggunakan pendekatan kualitatif dengan memanfaatkan metode deskriptif analisis. Sementara itu, teknik pengumpulan data yang digunakan adalah studi kepustakaan yang memanfaatkan buku, artikel jurnal, surat kabar, berita online, serta website lembaga-lembaga otoritatif. Temuan penting dari tulisan ini adalah, pertama, narasi negatif dan lambannya respons pemerintah atas penyebaran COVID-19. Narasi-narasi yang disampaikan oleh elite politik sebelum COVID-19 masuk ke Indonesia menunjukkan nihilnya perasaan adanya krisis (sense of crisis) yang mengancam sehingga memperlambat pengambilan keputusan. Kedua, lemahnya koordinasi antar-stakeholder, khususnya antara pemerintah pusat dan pemerintah daerah. Ketidaksinkronan koordinasi ini mengakibatkan pengendalian virus korona menjadi terkatung-katung. Ketiga, ketidakacuhan atau ketidakpatuhan warga atas himbauan pemerintah. Impaknya, upaya penanganan menjadi tersendat karena tidak didukung oleh masyarakat luas. Kombinasi dari ketiga faktor inilah yang memperumit upaya pemerintah untuk mengendalikan penyebaran COVID-19 di Indonesia. Kata Kunci: Indonesia, COVID-19, Virus Korona, Penanganan, Kebijakan

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. AbstractThroughout 2020 until earlier 2021 world is hit by pandemic known as the COVID-19 pandemic. Many sectors have the impact of this pandemic, one of which is the economic sector, especially consumer financing institutions. In Indonesia the COVID-19 pandemic has been designated as a non-natural national disaster through Presidential Decree No. 12/2020 (hereinafter referred to as Keppres 12/2020). Consumer or debitor at consumer finance companies argue that this Presidential Decree 12/2020 can be used as an excuse for force majeure so that contracts that have been made can be misled or canceled. For this reason, researchers conducted legal research to find answers to whether the COVID-19 pandemic could be used as an excuse force majeure in consumer financing contracts. In addition, researchers will also examine what legal measures can be made by consumers who fail to pay due to the COVID-19 pandemic for determining defaults in financing companies. Konsumen atau debitur pada perusahaan pembiayaan konsumen mendalihkan bahwa Keppres 12/2020 ini dapat dijadikan alasan force majeure sehingga kontrak yang telah dibuat dapat disimpangi atau dibatalkan. Background Pandemic infectious diseases cause morbidity and deaths to increase over time globally. Corona virus disease-19 (Covid-19) is an infectious disease found in China in Wuhan City, and spread very quickly to Indonesia and Papua Province. The purpose of this study was to determine limitations of the rural health services, and  assessment of the pregnant mothers in the pandemic covid-19 Papua Province of Indonesian. Methods The cross sectional study design, is a type of research to see the relationship between the limitations of rural health services, according to the assessment pregnant mothers in the pandemic covid-19 Papua Province. Jayapura City and Jayapura Regency research sites, which represents all Cities/Regencies in Papua Province. The population is all pregnant mothers  in Jayapura City and Jayapura Regency. The samples was 89 pregnant mothers living in rural areas. Data analysis using the Chi-Square test (χ2). Results The limitation of integrated health service post was very less 38,2% and very good 22,5%. The community health center is very less 41,6% and good 22,5%. Hospitals are very less 31,5% and very good 25,8%. The practice of doctors / midwife is less 30,3% and very good 31,5%. The limitations of antenatal care were very less 38,2% and good 22,5%. The limitation treatment of the sick pregnant mothers was 39,3% and good 22,5%. The prevalence covid-19 rural is very high 40,4% and low 20,2%. Assessment of the significant pregnant  mothers with  prevalence covid-19 of rural, the limitations of integrated health service posts, community health centers, hospitals, doctor/midwife practices, limitations in pregnant mothers, and limitations of treatment for sick pregnant mothers. Conclusion The adverse effects of the pandemic covid-19 are increasing day by day, the provincial government of Papua implements health protocols to protect the public, in other parts of pregnant mothers who don't suffer from corona virus, but suffering from other illnesses and wanting to visit a health service unit is limited.

ABSTRACTThis study aims to examine the policy synergy between the Provincial Government of East Java and the Central Government in dealing with Covid-19. The urgency of this study is to explain to what extent policies between the Local Governments and the Central Government are in sync. This research uses legal research methods. Primary data includes statutory regulations, especially the Law on Health quarantine and secondary data such as previous research, expert opinion, and other relevant document data. This study concludes that the East Java Provincial Government and the Central Government have a synergy in dealing with Covid-19 in Indonesia. However, neither the legal products that are produced nor policies that are political in nature do not conflict with one another.  ABSTRAKPenelitian ini bertujuan untuk mengkaji sinergitas kebijakan antara Pemerintah Provinsi Jawa Timur dengan Pemerintah Pusat dan dalam menghadapi Covid-19. Urgensi penelitian ini adalah menjelaskan sejauhmana kebijakan antara Pemerintah Pusat dan Pemerintah Daerah sinkron. Penelitian ini menggunakan metode penelitian hukum. Data primer mencakup peraturan perundang-undangan terutama Undang-undang tentang karantina Kesehatan dan data sekunder seperti penelitian terdahulu, pendapat para pakar, dan data dokumen lain yang relevan. Kajian ini menyimpulkan bahwa Pemerintah Provinsi Jawa Timur maupun Pemerintah Pusat memiliki sinergi dalam menangani Covid-19 di Indonesia. Baik produk hukum yang dihasilkan maupun kebijakan yang bersifat politis, tidak bertentangan satu sama lain.

<p><em>Corona Virus Disease 2019 (Covid-19) has spread to more than 190 countries around the world. Covid-19 in Indonesia was first reported on March 2, 2020, i.e. as much as 2 cases. As of June 12, 2020, there were 36.406 confirmed cases (positive) and 2048 deaths cases. In Aceh, as of June 12, 2020, there were 115 total cases with 20 confirmed cases (positive) and 1 death case. In dealing with Covid-19, Indonesia Government has issued various policies based on studies of expertise and direction from the World Health Organization (WHO). One of the policies is to implement Physical Distancing. This policy becomes a challenge to be implemented in Indonesia. The Aceh Provincial Government also urged citizens to implement this policy. This study conducted to see the factors affecting Acehnese awareness in implementing Physical Distancing policy. Covid-19 di Indonesia pertama kali dilaporkan pada 2 Maret 2020 yaitu sebanyak 2 kasus. Hingga 12 Juni 2020, terdapat 36.406 kasus terkonfirmasi (positif) dan 2048 kasus kematian. Di Aceh, per 12 Juni 2020, terdapat total 115 kasus dengan 20 kasus terkonfirmasi (positif) dan 1 kasus kematian. Dalam menangani Covid-19, Pemerintah Indonesia telah mengeluarkan berbagai kebijakan berdasarkan kajian keahlian dan arahan dari Organisasi Kesehatan Dunia (WHO). Salah satu kebijakannya adalah dengan menerapkan <em>physical distancing social</em>. Kebijakan ini menjadi tantangan untuk diterapkan di Indonesia. Pemerintah Provinsi Aceh pun mengimbau warganya menerapkan kebijakan ini. Penelitian ini dilakukan untuk melihat faktor-faktor yang mempengaruhi kesadaran masyarakat Aceh dalam menerapkan kebijakan menjaga jarak fisik. Hasil penelitian menunjukkan bahwa faktor pekerjaan dipengaruhi secara signifikan, sedangkan faktor lain seperti umur dan gaji tidak berpengaruh signifikan.</p><p><strong> </strong></p><strong>Kata Kunci: </strong>Covid-19; Kesadaran Masyarakat; Kesadaran Publik; Jarak Fisik.
