A comparative analysis of the corporate culture of foreign and Russian military-industrial complex enterprises

Subject. The military-industrial complex is a fundamental industry of the Russian economy. On the one hand, it ensures the national security, and, on the other hand, makes the military-industrial enterprises implement the culture, which is loyal to the State and society, being driven by sanctions and internal factors. Objectives. We herein conduct the comparative analysis of the corporate culture practices in Russia and leading countries exporting weapons in order to identify applications and concepts that exist in Russia. Methods. The study relies upon such methods as dialectical, structural analysis, traditional techniques for economic analysis and synthesis, and the modeling method. Results. We conducted the comparative analysis of the way the corporate culture of military enterprises evolves in Russia. We review global practices of using the model in the largest military corporations, discovered their similarities and differences of the applicable directions and concepts. Conclusions and Relevance. The human rights protection policy, corruption counteraction policy, discrimination counteraction, protection of information and assets, insider risk counteraction are implemented in a common and versatile manner. These approaches are used by major corporations in the USA, EU, United Kingdom and Russia. In the mean time, the Russian companies do not focus on special rights of minorities and inclusivity, which are so popular in the USA, EU, and the Commonwealth of States.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

В статье рассмотрен гособоронзаказ как драйвер развития предприятий оборонно-промышленного комплекса, требования обеспечения финансовой устойчивости предприятий при исполнении ими гособоронзаказа. Диверсификация оборонно-промышленного комплекса РФ и конверсия производства предприятий, входящих в данный комплекс, ориентированные на производство продукции двойного назначения, а также повышение объемов продаж в среднесрочной перспективе рассматриваются как факторы повышения их финансовой устойчивости. The article considers the defense procurement and acquisition as a driver for the development of enterprises of the military-industrial complex; the requirements for ensuring the financial stability of enterprises when they perform a state contract under the state defense order. The diversification of the Russian military-industrial complex and the conversion of production of enterprises included in this complex, focused on the production of dual-use products, increasing sales in the medium term, are considered as factors for increasing the financial stability of enterprises in the military-industrial complex.

The enterprises of the military-industrial complex, whose main income comes from the state defense order, under the conditions of the current pricing for products supplied to state customers, do not form a sufficient amount of net profit, which could be used for investment in research and development. This fact also causes difficulties in attracting bank loans and other borrowed funds to finance such projects. This article describes the practical experience of a holding company in the ammunition industry in managing the process of investing in innovative developments and problematic issues concerning funding sources for these projects.

Russia is compared with other countries, in particular, the experience of the USA and Germany is described in robotics. In the field of engineering, the experience of Russia, the USA and South Korea is considered. Statistics of military spending of 20 countries are given.

The paper formulates the main areas of human capital development in the Russian military-industrial complex in the context of digital transformation. To remedy the current situation, it is necessary to change the system of training of employees of the defense industry, including scientific and pedagogical personnel and specialists. To do this, it is necessary to change the regulatory framework that determines the training of personnel for the defense industry enterprises, to develop methodological recommendations for a comprehensive assessment of the state of human resources in the defense industry; to develop new training programs that take into account the needs of the digital economy, to ensure a close connection of educational institutions with the employer of the military-industrial complex, to form a system of corporate training, a knowledge management system.

At the present stage of socio-economic development of the world community, the dominant paradigm has been the use of high technologies, new scientific knowledge, the introduction of innovations as the leading factors in ensuring effective economic growth and national competitiveness. The article shows the growing role of enterprises of the Russian military-industrial complex in modernizing the domestic economy and implementing its transition to innovative development through the implementation of conversion projects. The necessity of developing new and effective organizational and economic mechanisms and tools for converting R&D results that are adequate to modern conditions for their practical use by enterprises producing civilian products is substantiated. A solution to the problem of optimizing R&D expenses for the enterprises of the military-industrial complex is proposed by determining the price of scientific and technical products at the stage of their development, taking into account the possibility of their use in the implementation of conversion projects

In the present article, methodical guidelines and some specific approaches aimed at the military-technical cooperation efficiency improvement and Russia's status reinforcement are suggested. Problems of the above-mentioned multidimensional cooperation expansion and strengthening, possibilities of their solving are examined. Science and technology was thought to be one of the main assets of the Russian Federation, the basis for an economic recovery once it was no longer submitted to central planning. It was expected that this wealth of knowledge bequeathed from the Soviet Union would give rise to a boom in the creation of innovation companies and that foreign investment would flow in large amounts into the science sector, but both these expectations did not materialise.In Russia the first science park (science parks created by universities are called by the Russian name technoparks) was established in Tomsk in 1990 by higher education, scientific institutions and industrial enterprises jointly. Federal programmes provide support to the existing technoparks, but this support is rather meagre. Due to the industrial crisis and to the severe cutbacks in federal financing, the scientific institutions, more than 70% of which were in 1990 still connected with the military industrial complex, are nowadays experiencing a serious crisis. The number of scientific workers decreased more than twofold between 1989 and 1994 and continues to fall. Nowadays the innovation centres have a more commercial profile and, therefore, are more selective in the choice of the tenants as they have to become self-sufficient and repay the debts arising from re-construction of their premises.
