Subject. This article discusses the issues related to the development of special economic and legal status areas in terms of attracting foreign investment and developing foreign economic activity. Objectives. The article aims to study the peculiarities of the special economic and legal status areas’ functioning as a tool for attracting investment in the economic systems of the regions of the Russian Federation from the standpoint of customs regulation. Methods. For the study, we used the methods of logical and statistical analyses. Due to the peculiarities of statistical information, we analyzed the areas industrial special economic zones are located in. Results. The article defines the essence of preferential treatment and the main issues of customs regulation of the activities of special economic and legal status areas. It describes the role of special status areas in the development of regional socio-economic systems. Conclusions. Priority social and economic development areas are the most appropriate tool to implement the State regional policy. This is confirmed by statistical data on the dynamics of the creation of such areas.

This article is devoted to the study of the characteristics of the organization, activities and legal regulation of the European Organization of Regional External Public Finance Audit Institutions (EURORAI). The role of EURORAI in the development of Russian legislation governing the organization and activities of the control and accounting bodies of the constituent entities of the Russian Federation and municipalities is analyzed. The article studies the structure, powers and composition of participants in the European Organization of Regional External Public Finance Audit Institutions (EURORAI). Separately, the article considers the issue of legal support for the organization and activities of the European Organization of regional bodies of external control of public finances, as well as its international legal status. The article concludes that the effectiveness of the interaction between the control and accounting bodies — members of EURORAI, is at a low level and practically does not have any effect on the activities of the control and accounting bodies of the constituent entities of the Russian Federation, and is more important for improving its legal status in the regional level.

This study has been suggested by the huge importance of labor migration for the social and economic development of the South Caucasian post-Soviet space. Confronted with an unprecedented outflow of their citizens and acutely aware of the problems associated with migration of able-bodied population to other countries, Russia among them, these countries have arrived at a conclusion that their migration policies need reforms. The article analyzes the trends of labor migration from the South Caucasian countries to Russia and other equally popular destinations. The migration trends up to and including Russia’s regions with the maximum numbers of labor migrants from the Southern Caucasus and the structure of their employment by industry are also analyzed. The paper contains statistics on the amounts of remittances sent by labor migrants from Russia to their homelands and assesses their impact on the economies of corresponding states. The cultural and economic contacts between the diasporas and the countries of their origin suggested a comparative analysis of their emergence and development. We have identified the typical industries preferred by representatives of each of the South Caucasian states in Russia, and the documents required of migrants to be employed in Russia. Conclusions related to the specifics of influence and the role of the diasporas in the structure of their employment are contained in the final part of our article along with the identified patterns and trends of these processes. Today, the situation on the market is unbalanced when it comes to job availability and the positions of members of these diasporas. The situation will remain the same as long as diasporas preserve their influence and the migration flows, their proportions. We have identified the most attractive regions in terms of job availability, the spread of migrants from the Southern Caucasus across the regions of the Russian Federation and the rivalry between Azeris, Armenians, and Georgians for jobs in various employment spheres.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

Subject. This article discusses the theoretical and methodological approaches to the formation of indicators affecting the diminution of financial security. Objectives. The article aims to develop comprehensive methodological approaches of integrated graphic and point rating methods, using indicators to form a functional adaptive system to reduce risks and improve financial security stability. Methods. For the study, we used comparative, economics and statistics analyses, abstraction, and an integrated approach. Results. The article proposes an original method of constructing consolidated integrated accounts that characterize the financial system's security level. Conclusions and Relevance. To ensure sustainable social and economic development of the State, it is necessary to use effective sensitive indicators, the application of which will help improve the validity of decisions made regarding the financial system. The results of the study can be used by government authorities at the State, regional, municipal, and economic sector levels.

Slow transformations in socio-economic development of Ukrainian regions in the context of public authorities’ decentralization policy show poor efficiency of both state regional policy in general and regional policies of territories’ development in its former forms. This activates discussions and search for more efficient and adequate approaches to management of spatial development in the context of implementation of European integration course, taking into account the experience of European Union. The paper aims to outline the nature of modern role of regions in the context of regional policy and to reveal and explain the trends of practical implementation of new regional policy in the EU with further development of recommendations for authorities to be considered in strategic governance of territorial development in Ukraine. The nature of modern role of regions in the context of regional policy is outlined and conceptual foundations of new EU regional policy are defined. Special attention in paid to the increasing role of local actors and public authorities’ decentralization in the process of regional development governance. The trends of forming and implementation of new regional policy in the EU are revealed and specified, including the compliance with the established European values, interrelation between the goals of the policies of EU regions and cities with stimulation of economic growth and improvement of the quality of life based on strategic investment; structural changes in forming of European budget, innovative imperative of EU regional development and strengthening of external integration of regions. Based on the analysis of European experience, the lessons for authorities responsible for state regional policy of Ukraine are outlined. Targeted recommendations for state authorities are suggested to be taken into account in the process of forming and implementation of regional development strategy in conditions of decentralization of authorities and ongoing European integration processes. Special role is paid to the need to apply “soft” measures of regional policy that contribute to more extended attraction of informal institutes and creation of conditions for involvement of all regional actors into the process of making and accomplishment of management decisions.

The latest trends in the analysis of socio-economic development, as opposed to taking into account the globalization processes impact, put more emphasis on the trends of regionalization at the interstate level. The understanding of the fact that not only states and enterprises but also individual regions are competing makes it possible to realize clearly the ultimate goal of the overall transformation of large economic systems which are designed to form, on the one hand, the most organic conditions for the development of individual regions and territories, and on the other, to take into account the prospects of regions’ involvement in the state regional policy implementation based on the results of their competitiveness monitoring. The article aims to formulate the essence of competitiveness monitoring by measuring and systematizing the author’s approaches to the interpretation of this term and assessment of information level and regulatory support for regions’ competitiveness monitoring in practice. The article systematizes information and regulatory support for monitoring competitiveness in Ukraine. The approaches to monitoring the competitiveness of regions and its functions are grouped; the features of problem-oriented monitoring of competitiveness are considered; a system for monitoring the implementation of state regional policy and its components is outlined; the principles of monitoring the competitiveness of the region are determined. The conclusion is made about the dynamism and changeability of the regional competitiveness phenomenon under the influence of factors of the changing development environment. It, in turn, makes it necessary to clarify the list of indicators that are determined in the process of the regions’ competitiveness monitoring, the systematic nature of the monitoring itself, and further consideration of its results in the state regional policy implementation.

Problems of illegal export of funds abroad are relevant for Russia. Offenses related to the non-return of exported foreign currency earnings to the country, transfers of foreign currency abroad under fictitious contracts for the supply of goods, smuggling of cash currency and other forms of illegal export of funds pose a real threat to the country's economic security. The article considers the main areas of currency control carried out by customs authorities, analyzes the activities of customs authorities in the implementation of currency control for the period from 2014 to 2018. When writing the work, the following research methods were used: expert assessments, analysis, synthesis, system analysis, statistical analysis, formal legal, comparative legal methods. Based on the analysis of statistical data of the Federal Customs Service of the Russian Federation, the opinions of scientists and experts in the field of customs, conclusions are drawn about the most common violations of the currency legislation of the Russian Federation identified by customs authorities.

The purpose of the article is to consider the content of the main changes provided for by amendments to the Constitution of the Russian Federation proposed by the President of the Russian Federation in January 202, regarding regulation of the legal status of the Federation Council. Attention, in particular, is focused on expanding the personnel powers of the upper house of the Russian parliament, as well as changing the formation of the Fe­deration Council. It is substantiated that the amendments to the Constitution of the Russian Federation contribute to the improvement of the system of checks and balances, including by strengthening the role of parliament. This goal is also served by securing directly in the Constitution of the Russian Federation the control powers of the Federal Assembly of the Russian Federation, which for a long time was regulated solely in sectoral legislation. The article also proposes a solution to the issue of a different approach to the establishment of the term of office of senators from subjects and senators — representatives of the Russian Federation. The conclusion is made that the proposed amendments to the Constitution of the Russian Federation contribute to strengthening the role of the Federation Council in the political life of the country. Within the framework of this research, we used formal logical (analysis) and comparative legal methods.

The author seeks to outline the future of libraries in Russia, to determine what information challenges they have to meet in the first place, what groups of population are most appealing to the activities of libraries. There is examined the status of libraries of different profile, as well as the actions that help bringing the libraries to the level that ensures the effective performance of their tasks. There are presented statistical data on the Russian and foreign libraries.
