The need to study the experience of political modernization in Kazakhstan is determined by the fact that the modern Russian Federation largely exhausted the inertial potential of the 1990s, trying to build a model of political modernization, which took into account the national (Russian), world (Western) and regional experience of political and social reforms. The aim of the study was to identify the features of political modernization in Kazakhstan. Based on this goal the following tasks were solved:• to define theoretical and methodological aspects of political modernization;• to identify the features of the study of political modernization in modern political science;• to study the basic concepts of political modernization and features of modernization processes in posttraditional societies. To implement the above goals and solve problems were used methods of discourse analysis. That is why the theoretical and methodological basis of the work is based on the methods developed in the framework of studies of political modernization.

Today it is extremely timely and acute to stir up academic quarters in order to develop methodological basis for assessing the degree of accounts trustworthiness in the interest of all groups of company stakeholders. The article studies theoretical and methodological aspects of assessing accounts manipulation. The author came to the conclusion about availability of shortcomings in the effective tools of assessing accounts manipulation, which are connected with determinism of indicators included in their structure and ignoring specificity of different types of company activity. The article proposes a new approach to probabilistic assessment of distortions in company accounts, which leans on mathematic-statistic models, namely typologization and multi-criteria estimation. This approach makes it feasible not only to find facts of accounts distortion but to identify their trend in the direction of overstating or understating. On the basis of this approach the integral indicator of assessing possibility of finance results’ distortion in company accounting in the direction of their overstating was built. It is connected with companies, whose principle type of activity is food production. The author draws a conclusion that more than a half of joint stock companies in the Russian Federation dealing with food production provide untruthful finance accounting (with the possibility of over 60%), which overstates finance results of its work.

The article discusses the conceptual foundations of the development of the general sociological theory of J.G.Turner. These foundations are metatheoretical ideas, basic concepts and an analytical scheme. Turner began to develop a general sociological theory with a synthesis of metatheoretical ideas of social forces and social selection. He formulated a synthetic metatheoretical statement: social forces cause selection pressures on individuals and force them to change the patterns of their social organization and create new types of sociocultural formations to survive under these pressures. Turner systematized the basic concepts of his theorizing with the allocation of micro-, meso- and macro-levels of social reality. On this basis, he substantiated a simple conceptual scheme of social dynamics. According to this scheme, the forces of macrosocial dynamics of the population, production, distribution, regulation and reproduction cause social evolution. These forces force individual and corporate actors to structurally adapt their communities in altered circumstances. Such adaptation helps to overcome or avoid the disintegration consequences of these forces. The initial stage of Turner's general theorizing is a kind of audit, modification, modernization and systematization of the conceptual apparatus of sociology. The initial results obtained became the basis for the development of his conception of the dynamics of functional selection in the social world.

The article considers the reasons for the formation of asymmetry in the subjects of the Russian Federation. The research is focused on the relations between the Russian Federation and its subjects during the formation of the modern Russian state. This period, according to the author, covers the period from the introduction of the “perestroika” policy in the USSR to the beginning of the 2000s. The author studies the works of domestic and foreign experts on the stated issues. The author believes that the asymmetry of the subjects of the Russian Federation is based on an uneven distribution of economic benefits. The scientific novelty lies in the fact that the author’s conclusions are a synthesis of not only formal legal, but also applied and analytical economic research.

The article substantiates the conceptual foundations of the transformation of the public service of Ukraine into the institution of social interaction as one of the most important conditions for overcoming the socio-economic crisis and effective implementation of social reforms. The paper analyzes the current state of crisis in which society and the institution of public service, as the main subject of formation and implementation of public development strategy. It is emphasized that the systemic crisis may well be the factor that changes the social system in the direction of reducing entropy and contributes to the restructuring of the format of the relationship between public service and society. Favorable factors have been identified that accelerate the achievement of a new qualitative state of organization and functioning of the public service in the process of overcoming the crisis. The necessity of cardinal institutional changes at the highest levels of state power, namely in the triangle "Verkhovna Rada – President – Cabinet of Ministers" is substantiated. Based on research conducted by the Razumkov Centre's sociological service from February 13 to 17, 2020, as well as from April 24 to 29, 2020 (by telephone interview), there is a significant decrease in the professionalism and quality of government institutions, which leads to a decline in public confidence. public service. Emphasis is placed on the need to amend the relevant laws of Ukraine, which will be the first step towards the preparation of a single integrated bill "On Public Service in Ukraine", which should introduce fundamental principles for the functioning of public service as an institution of public interaction. It is proved that the process of transformation of the public service of Ukraine into an institution of social interaction should take place at all levels of public power through constructive social self-organization and broad involvement of citizens in the management process. The role of leaders of territorial communities is highlighted, who on the basis of constant social dialogue and partnership with the community should ensure constructive social self-organization and minimize the consequences of the crisis.

The financial stability of a company is one of the most important criteria for assessing the situation of enterprises both for the current period and for subsequent periods of functioning. Of course, every enterprise wants to have business liquidity, otherwise the basis of entrepreneurship collapses; however, the purpose of doing business is to make a profit. An enterprise can make good profits, but at the same time have large liabilities, that is, debts. In this case, it is difficult to call the company financially stable. The onset of the economic crisis in the Russian Federation only prompts the conduct of such studies. Firstly, because it is necessary to understand how the situation in the country's economy as a whole affects a single enterprise, and secondly, what the prerequisites for this influence can be noticed in advance and how to try to prevent them. The relevance of this study lies in the fact that today in Russia there are a number of difficulties with assessing the status of organizations and their adequate comparison with reality. There are many different methods for assessing the financial condition and, in particular, the financial stability of a company. However, when choosing one of them, it is necessary to consider them in order to identify the shortcomings of their application to certain market conditions. Identification of these disadvantages of different theories will allow us to competently and reliably analyse the financial condition of various companies. It is also worth noting that this topic is relevant not only for the companies themselves. The presence of positive dynamics of financial stability indicators as an integral part of the financial condition of the enterprise is one of the most important bases of investment attractiveness. Therefore, not only a company itself is interested in such studies in the inside, but also other market entities from the outside.

Results of the analysis of punishability for one of the most widespread in the Russian Federation the crime provided by Art. 282 of the Criminal Code of the Russian Federation are presented recently in article there is an arousing hatred or hostility, and humiliation of human dignity is equal. In recent years the sharp growth of number of condemnations of persons according to Art. 282 of the Criminal Code of the Russian Federation takes place. This practice is extremely repressive, does not support approval in society, is significantly criticized and negatively estimated even by the power which took actions for change of a situation to the sphere recently. Change of structure of attraction and condemnation of persons according to Pt. 1 and Pt. 2 of Art. 282 of the Criminal Code of the Russian Federation - disappearance of qualification of actions of persons according to Pt. 2 - demonstrates to change of nature of these crimes, a way of their commission, and the most important - approaches to involvement of persons to responsibility for commission of crimes of extremist orientation. Work of law enforcement agencies completely switched from identification, suppression and punishment of the extremist acts made in real life, and at the moment the vast majority of the persons involved according to Art. 282 of the Criminal Code of the Russian Federation are faces the allowed these or those statements on social networks. Pt. 2 of Art. 282 of the Criminal Code of the Russian Federation (the qualifying signs, it making) at the moment lost the relevance and do not answer modern realities. The punishability for the crimes provided by Art. 282 of the Criminal Code of the Russian Federation is atypical in relation to the general structure of application of punishments in the Russian Federation for crimes in general: for this crime it is condemned to conditional imprisonment 61 % of persons, 11 % - to real imprisonment. This state of affairs reflects a situation when the crime definition on the being does not answer expectations of modern Russian society, at the same time the internal belief of judiciary also is in a certain dissonance. Modern Russian realities do not allow vessels to pronounce justificatory sentences in enough, and vessels should apply to persons, in fact the innocent, punishments extremely insignificant or is conditional. According to Art. 282 of the Criminal Code of the Russian Federation this trend is obviously traced.
