This research aims to explain the benefits of prostitution localization if it is managed well by the regional government as part of the source of local revenue but in terms of the moral and ethical aspects of the community. The background of this research is because the government is unable to overcome prostitution problems in the region and this problem has long been unable to be resolved and becomes a controversial issue within the community, then the government can take positive and cooperative attitudes by utilizing it as a source of local revenue . This research was conducted in Bandar Baru Village. Deli Serdang Regency where prostitution often occurs in this environment but is not a localization of prostitution, in the sense that prostitution activities in the village are illegal and do not contribute significantly to the local treasury. The data collection technique used is Observation where observation is a way of seeing or observing an event from the outside to the inside and then describing it exactly as what is seen and observed. Observation is not limited to vision (visual), but the experience gained from hearing. The observation made was participation observation. Observation of participation with the technique "part time participant observer" was chosen so that researchers can be directly involved in the field without having to stay in the field. Thus the data can be obtained objectively and planned.

This study aims to: 1) Data Collection of Non-School Children (ATS), 2) Factors that cause ATS and return to school, 3) Attempts and motivation of ATS back to school. Using qualitative and quantitative methods with purposive sampling. The ATS data collection is constrained by synchronization of data from the district / city starting from the village and kelurahan level to facilitate verification of PIP data on children who have not yet received access to education in Surabaya City and Padang City according to the target because HR / data is less than the location and difficult geographical conditions, while the data collection time is limited. For this reason, a one-door mechanism is needed for data synchronization. Whereas the regions which were well recorded even exceeded the target achievement due to the area being the ATS enclave was Bogor Regency and Gorontalo Regency. The most common factors causing ATS are economic, geographical, social environment influences, and lack of self motivation in students. Efforts are being made so that ATS can return to education, among others; 1). The government and regional government guarantee that registered ATS will receive financial assistance and can continue schooling again; 2). Provide a learning place for ATS of at least one village, one study group with adequate facilities; 3). To provide guidance or assistance to ATS to motivate the ATS to get education services again; 4). Bring a psychologist or motivator to encourage ATS to come to learning; 5). Persuasive approach both to ATS and to parents; 6). Bringing ATS alumni who are successful and successful as an example / figure that is expected to generate enthusiasm and motivation for ATS to succeed as its alumni.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

The people of Tilatang Kamang, Agam Regency, West Sumatra have a tradition, namely the tradition of khatam Qur'an children. This tradition is a celebration / gratitude for the success of children in completing their recitation of the Koran (khatam). Usually this activity is held once a year, to be precise during school holidays. This tradition is a tradition that is ingrained in the life of the Tilatang Kamang community. This Quranic tradition of khatam is also found in several other areas in Minangkabau, but each region has its own uniqueness. In Tilatang Kamang this ceremony is enlivened by barracks around the village, the aim is to inform the crowd that there are several children in this area who have successfully finished reading the Qur'an (finished their studies) and can read the Koran properly and correctly. . The ceremony ended with the announcement of the winners of the khatam participants in the recitation of the Qur'an. The research method used is descriptive qualitative with an ethnographic approach. The data collection technique was done by interview and observation, while the data analysis technique used data reduction, reflection, and conclusion. The results of this study illustrate that the Khatam Qur'an ceremony has become a tradition for the Tilatang Kamang community of the Agam Regency for children who have completed their studies and also as one of the requirements for children to continue their education to a higher level.

Posyandu is useful for empowering the community and providing easy access to basic health services. The purpose of this study was to determine external factors related to maternal interest in visiting posyandu (a study in the village of Labuh Baru timur). This type of research is an observational analytic study with a cross-sectional study approach design, namely data collection and results are carried out at one time, the data collection technique is carried out using stratified random sampling where the sample of this study is some of the mothers who have children under five in the village area. Labuh Baru Timur. The instruments used in data collection were questionnaires and analysis used univariate and bivariate with the help of the SPSS Version 16.0 program. The results of research conducted by researchers from March to April 2020 with the title of external factors related to maternal interest in visiting posyandu show that there is no relationship between distance to posyandu, family support, and posyandu service services with maternal interest in visiting posyandu which is proven by p-value> 0.05, which is arranged in sequence 0.931 and OR 1, 046; 0.945 and OR 0.959; 0.768 and OR 0.842. Based on the results of this study, it can be concluded that there is no relationship between distance to posyandu, family support, and posyandu services with mothers' interest in visiting posyandu. It is hoped that mothers in East Labuh Baru Village can further increase visits to posyandu in order to improve the health and development of toddlers.

Rumah Baca Apung located in Tambak Lorok Village is a valuable asset belonging to the community that can be used as meeting hall and village library. In fact Rumah Baca Apung has not been utilized optimally in accordance with the function and purpose of building a library. Based on preliminary observations of the researchers, can be knew that the location is more often used as a place for discussion by the local people.Therefore, this study aims to further study the utilization of Rumah Baca Apung and the reasons behind the utilization. This research uses qualitative approach of case study with using data collection technique through interview, documentation study, and observation. The results of this study show that the use of Rumah Baca Apung has not been based on the function of education, research and preservation function of a library. Rumah Baca Apung also has not been used as a place to increase reading habit. Rumah Baca Apung is now used as a place of recreation, a place to discuss, socialize and counsel for the local people. The utilization of Rumah Baca Apung which has not yet represented the function of the village library is due to the limited quantity and quality of the collection books, the lack of educative games equipment, and the absence of learning companion teacher as a volunteer for the coastal children of Tambak Lorok.

Abstract accountability are characteristics of Good Governance. Accountability are very important in managing an entity, especially for entities that carry out the mandate of the people and manage public funds such as BUMDes. BUMDes that have the mandate of capital, have large roles and duties, BUMDes must be able to account for and report the results of their financial management as a form of accountability to the government and society. This study aims to determine how the financial management of BUMDes To analyze the level of accountability of BUMDes Mekar Lestari’s financial management in 2019. This type of research is a qualitative research using descriptive analysis. The data collection methods used were interview and documentation techniques. The results showed that: The financial management of BUMDes Mekar Lestari consists of planning, implementation, administration, reporting and accountability and supervision stages. Some indicators for the financial management accountability of BUMDes Mekar Lestari in 2019 have also not been fulfilled as regulated in the Banyuwangi Regency Regional Regulation No. 13 of 2015 and Banyuwangi Governor Regulation No. 17 of 2019

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.

Village Administration System implementation as stipulated in the Act Law Number 32 Year 2004 on Regional Government to give freedom to the village to have a genuine authority in managing the household itself. The village also has a delegated power as deconcentration of the government on it. This research has a problem that how is the implementation of the topo salia custom in Desa Maninili Barat, Kecamatan Tinombo Selatan, Kabupaten Parigi Moutong, and what is the view of Islamic law on the topo salia custom. The research method used is a qualitative method that describes field research. In the data collection technique, the writer used the method of observation and direct interviews with informants, namely the village head and several religious figures as well as documentation. Then, the results of the research found that first the topo salia custom is a ritual that is carried out in the month of Rabiul Awal to commemorate the birthday of the Prophet Muhammad. namely on the 12th of Rabiul Awal, this tradition was carried out with the aim of rejecting calamities and making their children live and cultured. Second, according to the view of traditional Islamic law, topo salia does not contradict Islamic law because it contains Islamic values, such as deliberation, mutual cooperation, strengthening friendship, and a form of gratitude to Allah swt.
