Traditional culture of ethnic minorities is the material and spiritual values that are accumulated and preservedin the whole history of ethnic minority development. In thatcommon cultural flow, every ethnic minorities group in ourcountry has its own characteristics in traditional culture.That identity is expressed firstly in language. Language is animportant element of the ethnic minorities character, therefore,the loss of language is the loss of a great asset, thereby leadingto the erasure of art literature, religious beliefs and the custom,customary law.Therefore, in the context of modern life, preserving andpromoting the cultural and linguistic identity of ethnicminorities is an urgent task. In particular, pay specialattention to the method of cultural preservation through thedevelopment of Information, Education and CommunicationModel in ethnic minorities languages in schools and localcommunities.

Chut is official name of special ethnic community in Viet Nam, who consists of 5 local groups: May,Sach, Ruc, A Rem and Ma Lieng in the end of 1973 year. They are li ving in the western border of central provinces Quang Binh and Ha Tinh of Viet Nam. These minorities groups left their wild life in the high mountains very late in comparison with the other ethnic groups in Viet Nam. In the years 60 of Century XX, the Chut was considered as the secluded group and in that time they have brought to return to concentrated village. Previously, due to war, disease and extremly difficult economical life, the population of ethnic minority Chut have declined much. So the internatio nal and Vietnamese scholars had worry about their danger of extinction. Nowadays, ethnic Chut is belonging to 16 smallest ethnic groups in Viet Nam and standing in 42 orders in the List of 54 Vietnamese ethnic minorities. The most important of Chut minorit y is that, in their language still preserved lots of elements of proto Viet Muong as the ancient Vietnamese language. So Vietnamese scholars call “Chut minority as National live museum in Viet Nam” and these ethnic groups have a huge significance for inter national and Vietnamese scholars to study the history of Vietnamese Nation and language, also. Vietnamese Government and the whole community are trying to support Chut ethnic minority in development and preservation their original culture. But nowadays, in the process of integration with other ethnic groups living in central provinces of Vietnam, while the Chut population is developing sustainable, but the ancient features of Chut's traditional culture are standing in front of the risk of fades. Our researc h paper will indicate the current situation of cultural diversity of Chut ethnic minority and the challenges in their cultural preservation.

The proposed article, based on new archival documents identified in the archives of the Russian Academy of Sciences, with the involvement of researchers in the history of ethnic minorities on the territory of the USSR, Russia, reveals the role and place of the Laz ethnic minority in the south within Abkhazia and Georgia. Laz, as an ethnic minority, have undergone all those difficulties of transformation, including negative ones. Destructive measures were taken against them by the Government of the USSR – forced resettlement, deportation. Mohamed Vanlishi, Laz by nationality, being a member of the government of the Adjarian ASSR, minister, writer, sent a letter to L. Be-ria, the content of which touched Beria's feelings. The Lazes were returned from the special resettlement to their own homes. This side of the life of the ethnic minority of Georgia – Laz was reflected in the documents of "Stalin's special folder" The publication mentions many of the current representatives of the Laz in different periods of the his-tory of Georgia and Abkhazia and ethnic minorities living on their territory. The life of the Laz was also influenced by the policy carried out in Georgia to implement the "crys-tallization of society", pursuing the formation of statehood with one ethnic community, one culture. Introduction. The development of the problem itself in the scientific works of the author and other researchers is briefly stated. This is also a kind of reaction to complaints from the Laz themselves that the history of the ethnic minority is not being paid enough attention to. Little is known in the historiography of the Laz and their leaders, who led various kinds of movements for freedom and justice, the solution of social problems in society, the involvement of the Laz in party and state building. The content of punitive measures taken against Laz is partially revealed, the reasons and possibilities to overcome the built system in relations between the state and society, ethnic minorities are shown. Methods. The content of the article is based on different research methods. First of all, the method of historicism, a sequential presentation of the series of events that charac-terize the content of historical events, their relationship with accompanying events. It is also important to use the prosopographic method of presenting material about the main political figure of the Laz, representatives of the highest authorities. By using the narrative method, the ethnic community of the Laz is more widely represented and its participation in solving many issues in national state policy, the interaction of the ethnic community itself in the system of interethnic ties. The use of the information method is of particular value for building up an event series. This method is also quite applicable to the analysis of national processes taking place in the region where the Laz live. In the presentation of the article, the method of comparative historical analysis was also ap-plied. Results. This article was based primarily on archival documents about the holes, identi-fied in the archives of the Russian Academy of Sciences. This allowed a broader charac-terization of the Laz as an ethnic minority. Along with the well-known materials, show the settlement of Laz in the territory of the regions of residence. The documents of the archive make it possible to reveal the role and place of the Section for the Study of the National Question created in the structure of the Communist Academy. The forms and methods of work in the Communist Academy in the study of the history of the national question and ethnic minorities have been clarified.

The traditional culture of ethnic minorities embodies the spiritual pursuit of unique national value. It can be used as a valuable moral education resource and is of great significance to improve the effectiveness of moral education in colleges and universities in ethnic areas. At present, China has not paid enough attention to the development and utilization of moral education resources of the ethnic minority traditional culture, nor has it established and improved the relevant development and utilization mechanism. Taking the moral education spirit of the traditional Mongolian culture as an example, this paper analyzes its moral education value, points out the existing problems of moral education in colleges and universities in ethnic areas, as well as suggests strategies for the integration of moral education resources of ethnic minority traditional culture with the moral education in colleges and universities in ethnic areas.

The article examines the potentials of the concept of othering to describe identity formation among ethnic minorities. First, it outlines the history of the concept, its contemporary use, as well as some criticisms. Then it is argued that young ethnic minority men in Denmark are subject to intersectional othering, which contains elements of exoticist fascination of the other. On the basis of ethnographic material, it is analysed how young marginalized ethnic minority men react to othering. Two types of reactions are illustrated: 1) capitalization on being positioned as the other, and 2) refusing to occupy the position of the other by disidentification and claims to normality. Finally, it is argued that the concept of othering is well suited for understanding the power structures as well as the historic symbolic meanings conditioning such identity formation, but problematic in terms of agency.

Abstract. In the article had been noted the harmony, stability and reflection of language and culture in the educational vocabulary. In order to teach the native language and inculcate the national and spiritual values and culture of the Uzbek people passed down from generation to generation to the younger generation, the role of dictionaries is very important. The creation of educational dictionaries with a history of several thousand years still remains an urgent task in the XXI century. It is not secret that in developed countries, the focus on the intellectual and spiritual upbringing of a person, the development of thinking, the development of the ability to freely express the product of thought is controlled from an early age. Creating conditions for the development of every child as an individual, ensuring the need for quality education has become one of the priorities of state policy of our country. Although educational lexicography is the oldest branch of lexicography, it theoretically emerged as a separate new branch of linguistics only in the 70s and 80s of the twentieth century. In several developed countries of the world, including the United Kingdom, Germany, Spain, France, the United States, Russia, the development of this industry has become a matter of national importance. Each country, each language had created its own lexicographic traditions.

New rural construction is one of the key tasks identified by the Party and State as the national target program until 2020. Many documents of the Party and the State have been issued expressing political will to implement the tasks of building new rural areas, over 6 years of implementation, the National Target Program for new rural construction has achieved certain achievements, the appearance of rural areas of ethnic minorities and mountainous areas has gradually changed dramatically, contributing significantly to promoting socio-economic and cultural development. Many provinces and cities throughout the whole country have built some new rural models that meet nineteen criterias and arrive on time.

The Central Highlands is an area with a large community of ethnic minorities to be living. In the process of integration into the world economy, community tourism are one of the economic sectors that are interested in developing in our country in general and the Central Highlands area in particular.Although the activity has not been long, but it can be said that tourism and community tourism are the basis and premise to contribute to the socio-economic development of the Central Highlands; contribute to restoring many traditional cultural values of ethnic groups. For a variety of subjective and objective reasons, tourism activity and community tourism have affected ethnic lifestyles, customs and culture in both positive and limited ways. This is an issue that needs to be considered for research, with practical implications for sustainable tourism activities to create momentum for economic development and cultural preservation of ethnic groups in the Central Highlands area in the period of accelerating industrialization, nationalization and international economic integration.

Developing a ethnic knowledge training program for cadres, civil servants and public employees according to 04 target groups (Prime Minister, 2018) in the political system from the central to local levels to meet the requirements of ethnic minority affairs up to 2030 is an urgent task. Because the program is “the core” to create a breakthrough in training ethnic knowledge, improving the capacity of the contingent of cadres, civil servants and public employees in formulating ethnic policies and organizing the implementation of Party and State’s policies in the current period. The article analyzes the results of theoretical and practical research on the development of ethnic knowledge training program and provides the results of developing a program that meets the requirements of Vietnam’s ethnic minority affairs from now to 2030.

Despite of a small proportion, human resources of ethnic minority with sparse population plays a great role in the process of national construction and defense.It is an important factor in preservation and promotion of ethnic group’s specific culture and identity; contribution of the industrialization, modernization and international integration of the country. However, the human resources of ethnic minority with sparse population is inadequate and limited. Thus, solutions to reduce these shortcomings are required to focus on implementing.
