The leadership role of the ruling political party in the state and society is an important issue in each political regime. In Vietnam, the Communist Party of Vietnam (CPV) takes a leadership role in the state and society (including the public policy that is seen as a product of the process of performing that role), which is both historical and constitutionalized. From the interdisciplinary approach of politics and public policy science, this article analyzes and discusses the legitimacy of the CPV’s leardership role in the state’s pulic policy system, which has rarely been duscussed in the two above-named scientific areas. By analyzing the CPV’s objectives, mission and nature, this article shows the legitimacy of the party’s leardership role in the public policy system through 3 main aspects: (i) History - political belief; (ii) Political-legal basis; and (iii) The capacity, prestige and morality of the Party and party members. Therefrom, the article affirms that the Party’s leading role in the public policy is inevitable, necessary, both principled and lofty, as well as a way to further strengthen the people and society’s belief in the continuing of the Party’s leadership mission in the current period.

This paper focuses on the issue social economy entities and the role they play in the public policy. The paper argues in favour of the thesis that social economy entities are an important component of what can be described as the capacity of the public policy system in a given country. They contribute significant resources – intellectual, organisational, executive [financial], etc. – to the system. The larger these resources are, the more efficient the whole system becomes, i.e. the ability to identify key public issues and to program their solutions, to implement these solutions and to evaluate the results of public policy actions in various forms. It indicates that it is in the interest of the State and the general public to strengthen the social economy entity sector.

This article explores intersections between power, subjectivity, and laughter by focusing on Šluota ( The Broom), a humor and satire journal published by the Central Committee of the Lithuanian Communist Party during late socialism (1970s to mid-1980s). In Lithuania, while the official newspapers and journals were commonly distrusted, The Broom was perceived as a grassroots media. In this article, the author asks how officially sanctioned socialist humor was translated into readers’ sincere laughter; how sensual and political dialogue was created between state authorities, artists, and readers. The author shows that in the case of the official culture of humor presented in The Broom, laughter cannot be easily classified as performance of resistance or support for the regime. In The Broom, the discourse of power was never monologic and simply oppressive. It was situational, contextual, and changing. Officially sanctioned laughter was infused with and mediated by private emotions and values. Moreover, the journal provided space for artistic creativity and self-expression that reshaped official political aesthetics. Laughter blurred the distinctions between the state and the citizen, the public and the private, the hegemonic and the sincere. The author argues that laughter is an experience and a performance of political intimacy through which various agents imagine a self, society, and the state and reproduce various power orders. Political intimacy refers to coexistence of state authorities and other subjects in fields of social and political comfort, togetherness, and dialogue as well as in the zones of shared meanings and values.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

State-centred and society-centred explanations in comparative public policy analysis disagree markedly on the extent to which the state has autonomy or is essentially a clearing-house for outside forces. In this chapter, we reconsider the position of the state in policy studies by investigating the interactions and inter-dependency between the state and society rather than making a binary choice between state-centred and society-centred perspectives on governance. The core argument is that policy studies can improve its ability to apprehend the position of the state in dilemmas of contemporary policy-making by acknowledging that the state is, at once, both critical to collective action and reliant on crucial elements of societal support for its policy effectiveness. In such terms, governance is a useful label for the variety of ways in which society is not simply acted upon by the state, but actively shapes the actions of and outcomes of state activity.

O artigo avalia a política pública de Ciência, Tecnologia e Inovação (C,T&I) do Governo do Estado Espírito Santo, no período 2012 – 2015, por meio da análise da elaboração e execução orçamentária, a partir de dados do Plano Plurianual (PPA) do referido período. A partir de análise teórica e metodológica a respeito de indicadores de C,T&I e de componentes do orçamento público, o desempenho financeiro dos programas e ações estaduais de C,T&I é avaliado de forma a identificar os eixos prioritários de atuação da política pública e sua execução em termos orçamentários. Mostra-se que gastos substanciais no período foram realizados com ações voltadas para as áreas de trabalho e educação profissional, que revelam falta de foco da política, além de evidenciarem a forte desproporção do volume de recursos destinados à pesquisa científica em detrimento do setor produtivo, fatos que mostram a necessidade de correções de rumo a respeito de como funciona um maduro sistema de C,T&I. Isso significa que a análise detalhada da elaboração e da execução orçamentárias, além de se revelarem importante fonte de dados sobre as políticas públicas de C,T&I, são requisitos fundamentais para o aprimoramento da política para as referidas áreas, pois permitem um maior refinamento tanto no planejamento como na execução de tal política. O Espírito Santo, apesar do esforço dos últimos governos, ainda apresenta indicadores de C,T&I que evidenciam grande atraso relativo frente aos Estados mais desenvolvidos. Assim, conclui-se que, para a elaboração de uma autêntica Política de Estado para as áreas de C,T&I, além do aporte de maior volume de recursos, é necessário um mínimo de planejamento estratégico e ativa coordenação governamental para as referidas áreas, e a análise da elaboração e execução orçamentárias deve ser parte integrante deste processo.Palavras-chave: Orçamento; Ciência, tecnologia e inovação; Economia Capixaba.  ABSTRACTThe article evaluates the public policy of science, technology and innovation (STI) of the Government of the State of Espírito Santo, in the period 2012-2015, by analyzing the elaboration and execution of the budget, based on data from the Pluriannual Plan of that period. Based on theoretical and methodological analysis of STI and public budget components, the financial performance of the STI programs and actions is evaluated in order to identify the priority axes of public policy and its execution in budgetary terms. It is shown that substantial expenditures in the period were carried out with actions focused on the areas of work and professional education, which reveal a lack of focus of the policy, besides evidencing the strong disproportion of the volume of resources destined to scientific research to the detriment of the productive sector, facts that show the need for course corrections regarding how a mature system of STI works. This means that the detailed analysis of budget elaboration and execution, besides proving an important source of data on STI public policies, are fundamental requirements for the improvement of the policy for these areas, since they allow a greater refinement both in the planning and execution of such policy. The State of Espírito Santo, despite the efforts of the last governments, still presents indicators of STI that show a great delay in relation to the more developed states. Thus, it is concluded that, in order to elaborate an authentic state policy for the areas of STI, in addition to providing more resources, a minimum of strategic planning and active governmental coordination is necessary for these areas, and the analysis of budget preparation and execution should be an integral part of this process.Keywords: Budget; Science, technology and innovation; Capixaba economy.

The right to healthcare in Brazil is seriously protected by the courts. Judicialization of everyday implementation of this public policy is a fact. One explanation may be provided by the way judges understand the effectiveness of this right. People hold subjective right to individualized healthcare benefits, and so they hold standing to sue the state in order to achieve it, regardless any consideration of public policies. Through an analysis of the jurisprudence on this issue, this paper aims to provide a critical understanding not just about what is actually happening in Brazilian courts regarding healthcare, but also to criticize it. The conclusion is that a “strong” conception of constitutionalism and fundamental rights may revel itself as “weak,” from the standpoint of general equality. Judicialization ends up empting the public debate, leading the task of solving the distribution of scarce resources to a “gowned aristocracy.”

AbstractIn recent years the historical relationship between scientific experts and the state has received increasing scrutiny. Such experts played important roles in the creation and regulation of environmental organizations and functioned as agents dispatched by politicians or bureaucrats to assess health-related problems and concerns raised by the public or the judiciary. But when it came to making public policy, scientists played another role that has received less attention. In addition to acting as advisers and assessors, some scientists were democratically elected members of local and national legislatures. In this essay I draw attention to this phenomenon by examining how liberal politicians and intellectuals used Darwinian cognitive science to conceptualize the education of children in Victorian Britain.

The objective of this chapter is to trace and present the main characteristics of the public policy system in Spain, incorporating policy change over time, as well as the policy style that has characterized its different stages. The transition between Francoism and democracy generated significant continuities and discontinuities both in the decision-making processes and in the actors’ system. The full incorporation into the European Union also involved significant changes in content, processes and networks. Finally, the impacts of the 2007 crisis and the effects of globalization and technological change also generated significant disruptions that will also be incorporated. The chapter will distinguish the conceptual, substantive, and operational aspects of the public policy system in Spain, as well as the main elements of the multilevel government. This aspect is especially complex in the Spanish case, given the combination of Europeanization of policies and the very remarkable regional decentralization generated by 1980.

ABSTRACTScience is believed to be an important part of public policy decision making because of its inherent characteristics of measurability, rigor, objectivity, replication, and peer review. The purpose of this research was to explore the linkage of science to public policy decision making. The research explores what state and local public officials know about science and how much they actually use science in their decision making. Interview results with public officials in the State of Idaho demonstrate that policy makers ultimately see science as only one element in the mix. Findings suggest that equal attention and debate should be given to how science interacts with all of the other factors that affect the public policy making process.

OBJECTIVE: To discuss the negative and positive concepts of liberty and postulate its interdependent and complementary relationship in the evaluation of public policy intersectoral actions, taking water fluoridation as a case. METHOD: To describe scopes and limits regarding 1950s Isaiah Berlin’s distinction, showing its validity in facing the harmful effects of an uncontrolled market economy and an autocratic political regime. RESULTS: Both the rights that protect citizens against a powerful state and the rights that protect the state against powerful citizens were equally acknowledged as crucial. CONCLUSION: We argued that, in a context in which negative and positive liberties are balanced, regulatory policies have double meaning. Thus, there should be a balance between the establishment of necessary rules for social protection and limits for them not to violate individuals’ rights
