Several academic studies have given birth to the notion that natural disasters and conflicts have a close relationship. Under certain conditions, the disaster functions to bring peace in conflict areas. However, it has not explained how the peace process can affect the dynamics of conflict. This paper aims to analyze the factors that cause conflict in a disaster area to transform into peace or vice versa. The prolonged social conflicts in the Indonesian provinces of Aceh (1976–2005) and Sri Lanka (1983–2009) are examples of cases where the tsunami disaster in December 2004 led to a peace agreement in Aceh, which was not long in the future while failing to bring peace to Sri Lanka. The research conduct with descriptive qualitative methods and internet-based literature study techniques. This paper finds that disaster is a catalyst for the peace process, not determining peace. The transformation of conflict into peace influence by four factors: poverty, state capacity, negotiations, and internationalization of conflicts. These factors that can create peace also depend much on pre-disaster and post-disaster peace efforts.

Aceh peace is a new dynamic on the resolution of conflicts in the region. Eight years have passed and the agreement was signed by the Free Aceh Movement (GAM) and the Indonesian Government, while the MoU (Memorandum of Understanding) agreed in 2005. The signing of the MoU symbolically ends Aceh conflict which is prolonged for three decades. Moreover the notable occurance that leads to the weakening of GAM strength is that by December 26, 2004 earthquake and tsunami has devastated the communities in terms of infrastructure and superstructure. While spirit to rebuild Aceh after the disaster emerged, amount of aid coming in the country from as well as foreign institutions such as NGO. The government of Indonesia took this chance to develop Aceh once again and approach GAM to release the tense, to take the path of peace. The government efforts succeed by personalized approach to one of the central figures of GAM.The conflict in Aceh reflects that lobbying skill from the government of Indonesia against GAM is quite excellent. To notice the reconstruction of Aceh peace agreement before, the Cessation of Hostility Agreement (COHA) initiated by the Henry Dunant Center (HDC) stalled. The struggle embodied in the MoU agreement which is initiated by the Crisis Management Initiative (CMI) actually formed by former Finnish President Martti Ahtisaari. While it is done further implementation is left to the Aceh Monitoring Mission (AMM) led by Pieter Feith. In this mission AMM successfully carry out their duties in accordance with the agreement so that it runs alltogether. AMM ended its duties on December 15, 2006 and successfully reconcile the peace process (AMM: 2006). Furthermore, Indonesian Government gives freedom of democracy actively for Aceh and GAM combatants.Troop’s withdrawal process also the destruction of non-organic military and police weapons of the GAM runs smoothly. Then the GAM combatants reintegrate into society, this task successfully executed by AMM. Furthermore, the Government implements the sustainability of the peace process systematically. Implementation of this peace process is necessary because people of Aceh are already saturated with conflict that endured so long. The people hope this peace could maintain significant and permanent. Fortunately all parties are able to hold theirselves up to prevent new conflicts. Above all, Aceh peace is also a very elegant example as a process of consensus building and conflict resolution models. Aceh peace could become a reference for other regions and countries in the world which is also facing separatist conflict issue.Moreover, Aceh peace could also sinergically perform post-tsunami reconstruction of the area. The Government creates the Rehabilitation and Reconstruction Agency (BRR) to reconstruct the area after the tsunami disaster. This peace model could also reintegrate and reconcile thw ex-combatant to back mingling with the public. Democratic process in Aceh is also running well, starting with local elections on December 11, 2006. Currently Aceh is very pleasant city for living and we expect peace in Aceh could maintain eternally.

There has been an increase in the occurrence of natural disasters and their impact has aroused the interest of many stakeholders to incorporate different strategies on disaster management. Although disasters may end many opportunities and lives, the lives of survivors do not cease in the disaster affected areas. The impact of natural disasters and the consequent partial reconstruction efforts have specifically presented many challenges to women. In this context, the main research investigates the empowerment of women during post disaster reconstruction particularly in Sri Lanka. Among the factors that influence women's empowerment, existing policies and frameworks is one of the important factors that can play a major role within the post disaster reconstruction in Sri Lanka. Hence, in order to gain an understanding of the existing framework of women's empowerment, this study investigates the national and international policies and frameworks that exist within the post disaster context in Sri Lanka. The study found that even though polices are gender neutral, they are not gender sensitive. In addition, it was found that having a single policy or framework for the whole country is unlikely to be a success, therefore, any frameworks should have room to be adopted to the local situation. Be kitu veiksniu, kurie daro itaka suteikiant didesnes teises moterims, svarbi yra politika ir gaires, o ju reikšme Šri Lankoje atstatant nelaimes nuniokotas vietoves gali būti didžiule. Taigi siekiant suprasti esamas didesniu teisiu suteikimo moterims gaires, šiame tyrime nagrinejama nacionaline ir tarptautine politika bei gaires, Šri Lankoje taikomos darbu po nelaimiu kontekste. Tyrime nustatyta, kad net jei politika pirmenybes neteikia ne vienai lyčiai, i lytims svarbius klausimus ji neatsižvelgia. Be to, nustatyta, kad visoje šalyje taikant viena politika arba gaires vargu ar galima tiketis sekmes. Taigi visose gairese reikia numatyti galimybiu jas priderinti prie vietines situacijos.

The 2004 tsunami disaster that hit Banda Aceh, one city in Indonesia as the worst affected area, has left various relics that need to be considered for their preservation. Nevertheless, it is still a debate so far because heritage preservation refers to the ordinary heritage with positive values from dark heritage after a disaster. It is important to know the significance of values in preserving relics post-disaster as commemoration and learning. In literature, there is still a lack of research about dark heritage values because of natural disasters. The purpose of this research is to explore the community's dark heritage values in encouraging post-disaster area conservation planning. Thus, the purpose of this research is to reveal and explain post-disaster area planning through the approach of dark heritage values. This research was conducted from December 2019 to April 2020 in the post-tsunami area of Banda Aceh as the most affected area with in-depth interviews with 36 informants from the local community, survivors, tourists, experts, and government to know their values. This study uses an interpretative approach because it seeks to construct the existence of dark heritage values in people's perception of seeing a post-disaster area as a heritage. The study results provide new insights that understanding a historic area is not always seen from values with a positive side. Still, dark side values also become a reference that needs to be considered to be preserved for the area's sustainability. The results showed that communities have memory, symbolic, narrative, religious, and scientific values in the post-disaster landscape.

Abstract The research was conducted in the coastal area of Palu Bay, Lere Village. Data were collected using observation, interviews, and literature study techniques. The data were analyzed using qualitative descriptive methods and focused on the concept of the design of the tsunami evacuation building on the coast of Palu Bay. Data analysis was carried out to obtain an overview of the problems that occurred at the planning location which was analyzed with the concept of architectural design by considering the existing conditions of the site and the surrounding environment, as well as utilizing the potential of the site so that it has the potential for building functions. The conclusion obtained is based on the results of data analysis, it is necessary to have a building that can function as an evacuation container for the community when a disaster occurs in the coastal area of Palu Bay, thereby reducing the number of casualties. The benefit of this research is that it is a solution for local people to save themselves when the tsunami disaster.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

The reviving of modern economic theory is usually stated starting from the publication of Adam Smith's The Wealth of Natoins, in 1776, although other thinkers who first also gave no small contribution. The main idea put forward by Adam Smith is that competition between various suppliers of goods and buyers will produce the best possibilities in the distribution of goods and services because it will encourage everyoe to do the specialization and increase in capital so that it will produce more value with a permanent workforce. From the Islamic perspective, there are several names that commonly known such, Baqir, Umar Chapra, and Mannan. The purpose of this research is to explore the revival economic though by Abdul Mannan. This research adapts content analysis method, which is a researcher conducts a discussion of the contents of written or edition information in the mass media. The data analysis techniques of this scientific work use literature study techniques, comparative, induction, and deduction. The study began by collecting literature data from Muhammad Abdul Mannan's Concept of Thinking about the Development of Modern Era Islamic economics and Modern Era Islamic Economic concepts in general, (researchers only participated in the discussion). Then proceed with the interpretation that researchers try to understand Muhammad Abdul Mannan's thoughts about the Development of Islamic Economics in the Modern Era. The result of this reseacrh indicates that the revival of Islamic thought by determining basic economic functions that simply cover three functions, namely consumption, production and distribution. Those basics are rooted by Five basic principles rooted in Shariah for basic economic functions in the form of consumption functions are the principles of righteousness, cleanliness, moderation, benefit and morality

Article proposes using weighting method named the Point Bonitation Method, a popular interdisciplinary method, especially in the tourism and socio-economic geography, for giving optional direction to further researching tsunami risk. This method qualifies and quantifies those factors that lead to natural disasters so that it is possible to make comparisons with their roles in disaster areas. This case study in Sri Lanka shows a specific result that is quantification of vulnerability by regions and can be used and developed locally for disaster risk management and reduction. This paper presents discussion about other possible reasons of high risk in regions.
