Facilities and services for disabled and elderly passengers have to be provided by the airport. This research was conducted to provide an overview of facilities and services for disabled accessibility in the airport. The study took a case studyin Supadi Airport-Pontianak. The method used in this research is descriptive qualitative analysis and policy analysis. The results showed Supadio-Pontianak airport has been equipped with facilities for disabled accessibility and elderly in accordance with the requirements in the Minister of Transportation Decree No, 71 Year 1999 on Accessibility For People with Disabilities and Hospitals In Transportation Infrastructures and the Minister of Public Works of the Republic Indonesia Number 468 / Kpts / 1998 on Technical Requirements Accessibility In Public Buildings and the Environment.Fasilitas dan pelayanan penyandang cacat dan lanjut usia di bandar udara merupakan suatu hal yang harus dipenuhi oleh pengelola bandar udara, Penelitian ini dilakukan untuk memberikan gambaran tentang penyediaan fasilitas dan pelayanan bagi aksesibilitas penyandang cacat yang akan melakukan perjalanan menggunakan pesawat udara. Penelitian mengambil studi kasus di Bandar Udara Supadio-Pontianak. Metode yang digunakan dalam penelitian ini adalah analisis adalah deskriptif kualitatif dan analisis kebijakan. Hasil penelitian menunjukkan Bandar udara Supadio - Pontianak telah dilengkapi dengan fasilitas bagi aksesibilitas penyandang cacat dan lanjut usia sesuai dengan yang disyaratkan dalam Keputusan Menteri Perhubungan Nomor 71 Tahun 1999 tentang Aksesibilitas Bagi Penyandang Cacat dan Orang Sakit Pada Sarana dan Prasarana Perhubungan dan Keputusan Menteri Pekerjaan IJmum Republik Indonesia Nomor 468/KPTS/199B tentang Persyaratan Teknis aksesibilitas Pada Bangunan Umum dan Lingkungan.

This study aims to determine the application of the Regulation of the Minister of Public Works of the Republic of Indonesia Number 30 / PRT / M / 2006 concerning Facilities and Accessibility in Buildings and Environment (construction of pedestrian paths) for persons with disabilities in Temanggung Regency. The number of respondents used was 98 people. The analytical tool used in this research is Gap Analysis. The results of the gap analysis research show that the percentage of the provision of pedestrian paths for people with disabilities in Temanggung Regency is 33.33%, which means that the implementation of the provision of pedestrian paths for people with disabilities in Temanggung district has been poor.

The Indonesian Hajj funds collected at the end of 2017 According to the data from the MinistryofReligionamountedtoRp96.85trillion,plustheUmmahEndowmentFundof 3:05trillion,thetotalamountwasindeedRp99.9trillion.BasedonthemandateofLaw No. 34 of 2014 concerning the Financial Management of Hajj, the management has been transferred from the Ministry of Religion of the Republic of Indonesia to the Hajj Financial Management Agency (BPKH). This study is a contract for the management of the hajj funds in the Islamic perspective. The methodology approach used is descriptive qualitative analysis. The results showed that there was a contract that was most effective in receiving the funding activity by BPKH was the Ijarah Maushufah Fid Dzimmah contract. With this agreement can answer the polemic around the contract between the pilgrims with BPKH. It is also known that the law of investing funds is possible / legal, as long as it is based on the that have been recommended by the DSN fatwas and channeled to the business sector of the business that can generate profits and lawfully in sharia way, free from maysir (speculative), usury (interest / usury), and gharar (uncertainty).

Many studies show the findings of public facilities' cases still inaccessible to people with disabilities and see the importance of a design, especially in the interior sector, that can produce a built environment that is user-friendly and barrier-free. Accessibility rights for persons with disabilities have been regulated in various regulations ranging from regulations in the central government to laws, government regulations to the minister of public works and regional regulations. There is a regulation of the minister of public works and public housing of the Republic of Indonesia No.14 2017, which regulates the provision of facilities in buildings and environments according to the needs of all age groups and conditions of physical, mental, and intellectual limitations, or sensory-based on the function of the building to make it easier for users and visitors in their activities in public buildings. However, this guideline has not been discussed in detail. This research is intended to review universal design standards in the interior design process, especially in public buildings.

The Hang Nadim Airport is one of airport hub that located in Batam Island of Riau Islands Province. The aircraft movement in this airport was recorded for 10.92% growth from 28,436 movements in 2011 to 31.541 movements in 2012. In order to support the aircraft movement growth, the readiness of airport operational facilities that comply to safety and security requirements is needed. With regard to KP 420 Year 2011, each airport have the obligation to provide rescue and fire fighting service in accordance to the category of the airport. In addition, the rescue and fire fighting service must fulfill the operational and technical requirements. Descriptive qualitative analysis method is used to determine the conformity of rescue and fire fighting operational vehicle of Hand Nadim Airport to the assigned regulation. The results indicate that the regulation are applied accordingly. However, the rescue and fire fighting unit in this airport facing certain hindrance where the average age of vehicle and equipment is more than 20 years and the procurement of new vehicle and equipment can not be processed quickly. In order to minimize the occurrence of any problems related to the aging vehicle and equipment, preventive measures have been taken to regularly maintain the realibility of those rescue and fire fighting vehicle and equipment. Keywords: maintainance, rescue and fire fighting vehicle, Hang Nadim Airport. Bandar Udara Hang Nadim Batam merupakan Bandar Udara Kelas Utama yang terletak di Pulau Batam, Provinsi Kepulauan Riau. Pergerakan pesawat udara di Bandar Udara Hang Nadim pada tahun 2012 tercatat telah mencapai 31.541 kali pergerakan, naik sebesar 10,92% dari tahun 2011 yang sebanyak 28.436 kali pergerakan. Untuk menunjang peningkatan jumlah pergerakan pesawat udara tersebut, maka dibutuhkan kesiapan operasional fasilitas Bandar udara yang memenuhi persyaratan keselamatan dan keamanan penerbangan. Berdasarkan KP 420 tahun 2011, setiap Bandar udara wajib menyediakan dan memberikan pelayanan pertolongan kecelakaan pesawat dan pemadam kebakaran (PKP-PK) sesuai dengan kategori Bandar udara untuk PKP-PK yang dipersyaratkan. Metode yang digunaka adalah analisis deskriptif. Hasil observasi SOP pemeliharaan fasilitas kendaraan dan peralatan operasional yang dimiliki oleh Unit PKPPK Bandar Udara Hang Nadim-Batam pada dasarnya telah dilaksanakan sesuai dengan ketentuan yang berlaku dalam KP 420 tahun 2011. Kendala yang dihadapi Unit PKP-PK Bandar Udara Hang Nadim-Batam adalah umur kendaraan dan peralatan operasional PKP-PK yang rata-rata melebihi 20 tahun dan lamanya proses pengajuan pengadaan kendaraan dan peralatan operasional yang baru. Untuk mengatasi hal itu pemeliharaan preventif telah rutin dilakukan guna menjaga agar kendaraan tetap dapat diandalkan dalam operasional PKP-PK. Kata kunci: pemeliharaan, kendaraan PKPPK, Bandara Hang Nadim.

Rare newspapers are one of the primary sources that can be used in historical research. Historians often use newspapers as a source of research. Therefore historians often come to the National Library of the Republic of Indonesia to conduct consultations on newspaper collections. Librarians should help historians find this main source. Thus, this research explains how the rare newspaper collection can be useful for historians in researching global history. The method used in this paper was descriptive qualitative. This method conducted a description and analysis to a research object, where the researcher a qualitative analysis of the research object. This study surveyed ten newspapers and sorted them into six papers, which were then analyzed. From the study results, the authors found that six rare newspapers in the National Library of the Republic of Indonesia could be used as a primary source in researching global history. The six papers were 'Oetoesan Hindia', 'Pancaran Warta', 'Keng Po', 'Warta Hindia', 'Pemandangan', and 'Soeara Oemoem.’ The conclusions of this research are; first, newspapers can be used as a primary source of global history because they contain writings that respond to global dynamics. Second, criteria for newspapers that can be used as a source of global history research are those that provide information and opinions on global developments.

This study aims to explain how the distribution of productive zakat in the Rumah Zakat North Sumatra and how the effectiveness of productive zakat distribution in improving the welfare of mustahik in the Rumah Zakat North Sumatra. This study uses a qualitative approach with a type of descriptive method, which is a problem that guides researchers to explore and photograph situations that will be thoroughly investigated, broadly and deeply. Data collection techniques with field research, while the tools used are observation, interviews and documentation. Data analysis used is descriptive qualitative analysis. The results of this study inform that in distributing productive zakat funds, Rumah Zakat is in accordance with Law No. 23 of 2011 concerning Management of Zakat. The distribution of productive zakat carried out by the Rumah Zakat North Sumatra through the Senyum Mandiri Program to mustahik in Medan Helvetia Subdistrict has been effective, because it can improve the welfare of mustahik, this is evidenced by the income of eight of thirteen mustahik people in total, five people whose income is fixed and four out of eight people whose income has increased has reached the level of muzaki.

The theme of integrating people with special needs into society is extremely relevant both for the entire civilized world and for our country in particular. The introduction refers to the signing by the Republic of Kazakhstan of the Convention on the Rights of People with Disabilities at the UN headquarters. However, today there is no full-fledged integration of people with disabilities into society. As it is known, cinematography is a modern herald of value orientations, it has educational functions, and also endows a viewer with ability to see beauty in everything. However, domestic science has not yet investigated the image of an "exceptional" hero in cinema, which is a person with a disability. Therefore, the purpose of this article is to provide scientific coverage of inclusive cinema in Kazakhstan and the image of an “exceptional” hero. The study used theoretical methods such as bibliographic, descriptive, analytical, systematic, chronological and statistical. The results examine the impact of inclusive cinema on the transformation of public opinion, as well as instilling humanity in society. The discussion contains official data on shooting of 248 feature films for the period of independence of the Republic of Kazakhstan of which only 17 are devoted to the theme of disability. The article shows the dynamics of the creation of films about disability in the Republic of Kazakhstan, highlights modern inclusive cinema in Kazakhstan on the example of the films “To be or not to be” (2014) and “The girl and the sea” (2017) directed by Aziz Zairov and Mukhamed Mamyrbekov. In conclusion, it is suggested that inclusive cinema can serve as a “beacon” of value orientations for society and a guide in understanding and accepting citizens with disabilities. It also proposes a forecast of development of the trend of creating pictures about people with disabilities.

The management of local asset is part of the regional financial management. Since the enactment of regulation of asset management area is expected to be a reference and strength of local government in managing its regional asset. To apply the system in accordance with Permendagri No.19 year 2016 supervision and coorperation required to carry out the process of recording asset at SKPD level as well as management of regional assets including BPK BMD Minahasa district. The purpose of this study is to find out how the application on the system of coaching, administration, and supervision of goods in the management of local assets in BPK BMD Minahasa whether in accordance with Permendagri No.19 year 2016. The method used in this research is descriptive qualitative analysis method. The results showed that the implementation management of local asset, especially the coaching, administration, and supervision of assets in BPK BMD Minahasa accordance with Permendagri No.19 yaers 2016. Not yet supported IT equipment that has not been compatible with that asset user and the lack of human resources becomes an obstacle asset management in BPK BMD Minahasa.Keywords: asset, coaching, administration, supervision

Aceh Tengah District is one of the districts that have slum settlements. Based on the Decree of the Regent of Central Aceh No. 188.55 / 775 / DCKP / 2014, the determination of housing and slums in Central Aceh District includes 23 villages in 6 sub-districts, with a total area of 189.59 Ha. Bale Atu Village, located in Lut Tawar Subdistrict, is one of the very slum hamlets with a value of 4.22 and has a slum area of 0.56 Ha out of a total area of 2.5 Ha. Besides, Bale Atu Village is located in the center of Takengon City and a trade center as a strategic area, which must be immediately addressed so that slum areas do not expand. This study aims to evaluate the current level of a slum in the village of Bale Atu, and identify the current form of slum settlement. This research uses qualitative methods through observation and interviews and quantitative methods through a weighting system. Evaluation of the level of slum and handling is carried out based on the Technical Guidelines (Juknis) of the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia (Permen PUPR RI) No. 02 / PRT / M / 2016. Evaluation of the level of slum includes aspects of slum conditions, aspects of land legality, and other aspects of consideration. The form of handling is based on the typology of slums and the physical handling of infrastructure. The results showed that the slum level of the settlements in Bale Atu Village was light slum with a total score of 23, and the slum level of all hamlets was a light slum where the total score of Dusun Barat was 31, Dusun Timur was 33, Dusun Utara was 29, and Dusun Selatan of 21. The form of slum settlement in Bale Atu Village is based on typology by handling hilly typology, and based on physical infrastructure, it is carried out through a restoration pattern. The handling of slum settlements in Bale Atu Village and all its hamlets is included in the 3rd priority scale of handling in Laut Tawar District.

ABSTRACT   The objective of thisresearch is to find out about the operational requirements of a Daycare Center (TPA) in order to help the TPA Bright Minds Salatiga getting its operational permit. The nature of this research is descriptive qualitative. Subjects of the study are the TPA Bright Minds Management and the Caregivers. Data is collected using observations, documentations, and deep interview methods. The collected data isanalyzed using techniques of data reduction, data presentation and verification. The results showed that there are two main categories of operational requirements, i.e. adminstrative and technical requirements. The administrative requirements include submision of  TPA founder identity, certificate of domicile from the local headman, structure and detailed role of each of the Board members. The technical requirements are legal and valid documents of ownership/leasing rights of the land and buildings, estimated operational costs of the TPA, plan of TPA implementation standards, and some other additional documents. Thus, based on study's results, it is to suggest that the TPA Bright Minds Salatiga, should immediately strategize an application of its operational permit to the authorities.
