The aim of the study is to forecast scientific support for the advancement of the digital economy in the world and Ukraine. A methodological approach for forecasting scientific support for the advancement of the digital economy, based on bibliometric and patent analysis, is proposed. The main task of the analysis is to compare scientific developments which contribute to the advancement of the digital economy in Ukraine with those in other countries in the world. The forecast results indicate the upward trend in the volume of patents and scientific publications which ensure the advancement of the digital economy in the world in the coming years. It is revealed that, if the current situation persists, the share of Ukraine in the global number of patents and publications will remain extremely low. The forecast demonstrates that the inequality in the level of scientific support for the advancement of the digital economy between leading countries of the world and Ukraine will increase in the near future if immediate measures to stimulate own researches in the field of digital technologies are not taken at the state level.

Digital technologies, ubiquitous in our daily life, have radically changed the way we work, communicate, and consume in a short period of time. They affect all components of quality of life: well-being, work, health, education, social connections, environmental quality, the ability to participate and govern civil society, and so on. Digital transformation creates both opportunities and serious risks to the well-being of people. Researchers and statistical agencies around the world are facing a major challenge to develop new tools to analyze the impact of digital transformation on the well-being of the population. The risks are very diverse in nature and it is very difficult to identify the key factor. All researchers conclude that secure digital technologies significantly improve the lives of those who have the skills to use them and pose a serious risk of inequality for society, as they introduce a digital divide between those who have the skills to use them and those who do not. In the article, the author examines the risks created by digital technologies for some components of the quality of life (digital component of the quality of life), which are six main components: the digital quality of the population, providing the population with digital benefits, the labor market in the digital economy, the impact of digitalization on the social sphere, state electronic services for the population and the security of information activities. The study was carried out on the basis of the available statistical base and the results of research by scientists from different countries of the world. The risks of the digital economy cannot be ignored when pursuing state social policy. Attention is paid to government regulation aimed at reducing the negative consequences of digitalization through the prism of national, federal projects and other events.

The article is concerned with the topical issues of present – the principles and foundations of introduction of circular economy (CE). The article emphasizes that, despite the fact that the issue of introducing circular economy has already been widely covered in the scientific publications by domestic and foreign scholars, any strategy for the practical introduction of circular economy at the State level has not yet been formed. Thus, the publication is aimed at studying the key aspects and prerequisites for the introduction of circular economy within the Ukrainian terms. In accordance with this aim, the advantages and disadvantages of the introduction of circular economy in the world aspect are analyzed. The advantages of the introduction of circular economy include the following issues: profitability growth; reduction of greenhouse gas emissions; creation of new jobs. Among the shortcomings of the introduction of circular economy, the publication distinguishes the following: level of complexity of the promotion of systemic changes; economic fluctuations (CE may be non-profit in a short period of time); unsuitable markets (lack of necessary raw materials and infrastructure, competition, knowledge); imperfect regulation (imperfect legislation and/or its implementing); social factors (lack of knowledge and skills related to circular economy); insufficient control over waste sorting; level of financing (both on the part of the State treasury and business). Summing up the advantages and disadvantages of the introduction of circular economy, it is emphasized that, in the terms of CE, the most important value is not being attached to material flows or waste, but to much more sufficient methods, such as maintenance, reuse and recycling of equipment. Also, the research pays considerable attention to the instruments of circular economy and the prerequisites for their application. In addition, each of the above mentioned instruments is considered in the aspect of practical use and analyzed upon existing in the world examples. Thus, among the instruments for the introduction of circular economy, the author highlights: Design of thinking of the future; Virtualization and sharing; Product as a service; Reuse in production; Reuse in consumption; Industrial symbiousness and processing of production waste; Recycling. Special attention in the article is given to the problems of introducing circular economy in Ukraine and ways to solve them. Thus, the research has consistently revealed the problems and ways to solve them at the level of government, business, and society.

The article considers the synergy of managing the intellectual potential of the enterprise in the business-network of innovative digital technologies. The paradigm of development of intellectual potential of enterprises in the network system of innovative digital technologies is presented, which determines the spatial-technological, information-virtual, intellectual security of economic entities, taking into account tools and components of inclusive growth in their transformation of business models and new markets. A methodological approach to the management of effective interaction of enterprises which determines the shift of entropy of their magnitude of intellectual potential, and affects the business system with a limited duration of the network of innovative digital technologies is developed. The main value of integration processes in the business-network of innovative digital technologies of enterprises, which is formed due to their internal incentives, as innovators have market value and significant intellectual assets, they are always at the center of the economic environment. Mathematical tools for describing the functionality of an integrated network are systematized. Innovative digital technologies of enterprises with a significant amount of intellectual assets are based on differential equations. It is proved that the synergetic proximity and ability to asymptotic development, i.e., the increase of intellectual assets in a complex business system, causes the participating company to change the network of innovative digital technologies and reorient to the terms of compensation for invested resources. Inconsistency and non-acceptance of the rules of cooperation, weak influence of the network on the participant will lead to its inefficiency and withdrawal from the network, the choice of “off-network” vector of development. The analysis of the index of intellectual development and volumes of intellectual capital in Ukraine and in the world is carried out. The volumes and structure of attracted investments in intellectual assets by the sizes of the enterprises of Ukraine are determined. The rating position of Ukraine on the world level of development of innovative digital technologies is investigated. The factors of effective cooperation of enterprises according to the criteria of intellectual potential management in innovative digital technologies are substantiated and the areas of interaction of the participants of the innovation process are determined.


The digital economy can lead to an increase in the inequality between advanced countries and developing ones, which cannot keep pace with changes in the modern world. Nations that want to be competitive in the future need to develop digital technologies using their own scientific potential. The complexity, multidimensionality, and ill-structuredeness of problems related to adaptation of countries to the digitalization of the economy require using the cognitive approach. The aim of the article is to study the development of science under conditions of countries’ adapting to the digitalization of the economy with the use of the cognitive approach. A methodological approach to studying problems of development of science under conditions of adapting to the digitalization of the economy is proposed. In accordance with the methodological approach, a cognitive model for studying problems of development of science under conditions of a country’s adapting to the digitalization of the economy is built. The presented model for studying problems of development of science in Ukraine under conditions of adapting to the digitalization of the economy reveals risks and helps identify opportunities for reforming the scientific sphere.
