Cybercrime or crime at cyberspace has many forms or shapes, but from that all existing’s forms, hacking is a forms that gets a lot of attention at the UN Congress X in Vienna st hacking is The first crime, also seen from The technical aspects, hacking have excess. First, The man who hacking must be can do other forms of cybercrime with ability to enter into computer system and then broke that system. Second, technically the quality of the hacking result from hacking that more seriously if compared with other forms of cybercrime, such as viruses and The Trojan Horse. Computer media and cyber world becomes most targets that attack by hackers because regarded as media that common owned by all levels of society. As that becomes problem in this research is how an arrangement crime of Virus and The Trojan Horse, and how the law enforcements tackling crime of Virus and The Trojan Horse. Research approach used normative juridical, the collected data both primary and secondary data examine by juridical review with not eliminate other nonjuridical element. This approach leads to laws and regulations as a major study of law and behavior of the perpetrator that wrongly use technology and information as concrete support to strengthening that juridical analysis. Result of research indicated that the role of law enforcement in handling crimes of Viruses and Trojan Horse that exercised so far was still very minimal.This cause many obstacles found by law enforcements, the existing statuary barriers, constraints of investigation, and the resistance of the people themselves.The most important thing is the system verification in order to cope with the crime of Viruses and Trojan Horse through repair or revision of existing statuary barriers, whether Law No.11 Year 2008 and The other regulation that related with The crimes of Viruses and The Trojan Horse.Keyword : Criminal Act, Cyberspace, Viruses, and The Trojan Horse

Supervision of the performance and behavior of prosecutors and prosecutors' offices both inside and outside the office is the authority of 2 (two) supervisory body, namely the internal supervisorybody and the external supervisorybody. The supervisory model implemented by the Deputy Attorney General for Supervision is repressive that have weaknesses. The formulations of the problem in this research are How is the prosecutor and prosecutor’s employee supervision model by the Deputy Attorney General for Supervision ? How is the new construction of the supervision model for prosecutors and prosecutors' employee by the Attorney General's Office of the Republic of Indonesia. This type of research is a sociological legal research, with a qualitative research approach. Qualitative data in the form of primary data obtained through observation and interviews, while secondary data obtained through literature study, especially Law No. 16 of 2004 concerning the Indonesian Attorney General's Office and Presidential Regulation No. 18 of 2011 concerning the Attorney Commission of Republic of Indonesia. The results showed that there was a dualism of supervision of prosecutors and prosecutors' employees, therefore internal supervisors and prosecutors' external supervisors need to work together to improve the quality of the performance and behavior of Prosecutors and Prosecutors' Employee.

Local governance particularly means democratic participation of the stakeholders in local development. In this process, rural development creates productive environment for market-led and environment friendly development that enrich quality of life of the people. The landscapes of local governance and rural development have been changing with new way of understanding. International communities are now realizing the transformative role of local governance and education. Nepalese government also has been facing many challenges while implementing local governance and rural development efforts. In this context, this paper reflectively appraised local governance and rural development practices of Nepal from decentralization theory and capability approach. However, subsequent discussions are presented based on secondary data, information and literatures. My discussions show that government of Nepal implemented local self-governance act-1999 for proper decentralization of power/jurisdiction in grassroots. Even though, since two decades local governance mechanisms are working with less capable staff and without elected bodies. For implementation of new constitution-2015, federal government restructured 753 local governance units. In that situation this paper came up with the argument that government mechanism need to foster institutional capability by mobilizing skilled manpower for implementing devolved 22 power/jurisdictions in local levels.

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. This study examines the role of education in improving technology adoption as reflected in technology inclusion, poverty alleviation and efforts to increase community income which is reflected in economic growth. This study uses secondary data from world banks and processed regression using the moving average autoregression method. We found that education investment and technology inclusion were positively related to economic growth. And,negatively related to probability. This indicates that education plays a role in encouraging technological inclusion which reflects technological adaptation and encourages economic growth which is an indicator of the prosperity of the people in Indonesia which is strengthened by a negative relationship with poverty which indicates that education plays an important role in poverty alleviation

This study aims to determine how the role of principal In Improving Teacher Quality in Private MTs Nurul Falah Talok Kresek Tangerang District. This research is qualitative with Field Research approach (Field Research). In this research, it is found that the head of madrasah in improving the quality of teachers in private MTs Nurul Falah Talok Kresek Tangerang Regency can be achieved. Achievement and success are based on a number of findings in the research that took place, namely 1). The Head of Madrasah has empowered the effort to improve the quality of teachers by covering various practical and logical work such as teacher competence test, guidance of teaching program and improvement of teacher professionalism, Increase of income and teacher welfare. 2). Madrasah principals undertake various development and fulfillment efforts related to infrastructure and madrasah infrastructure facilities. Another result of this research is that the success of the madrasah head that can support the process of teacher quality improvement can occur due to several factors, among others 1). Madrasah principal can play an important role as a leader with its central power to always move the artery of madrasah life, 2). The head of Madrasah is also able to understand SOP, their duties and functions for the success of madrasah accompanied by a strong attitude towards the subordinates who lead in this case the teacher in his madrasah. The purpose of this study is to identify and describe the impact and behavior of the community on post-disaster economic conditions in the city of Palu and to know the local government's public policies in handling these cases. Using qualitative methods with a case study approach, literature study, and secondary data processing from various social elements. In addition, data collection was carried out by interviewing informants who felt the direct impact of the earthquake, tsunami and liquefaction in Palu, Sigi and Donggala. The results showed that the post-disaster impact felt by the people of Palu City was generally in the "severe" classification. The socio-economic conditions of the people of Palu include several aspects, ranging from the geographical conditions that are in disaster-prone zones, to the extremely poor health conditions after the disaster. The conclusion of this research shows that the escalation of natural disasters in the city of Palu is considered quite large because it consists of three types of disasters, namely the Earthquake, Tsunami and Liquifation in the same time period. Palu City is the capital of the Province as well as the economic and administrative center of Central Sulawesi Province. Damage to warehousing infrastructure coupled with massive looting from unscrupulous people in logistics supply warehouses resulted in goods that were supposed to be distributed both to the city and the district finally unable to be implemented.Tujuan penelitian ini yaitu mengidentifikasi dan mendeskripsikan evaluasi dampak dan perilaku masyarakat terhadap kondisi perekonomian pasca bencana di kota Palu dan mengetahui kebijakan publik pemerintah setempat dalam menangani kasus tersebut. Menggunakan metode kualitatif dengan pendekatan  studi kasus, studi literature, dan pengolahan data sekunder dari berbagai elemen sosial. Selain itu pengambilan data dilakukan dengan cara wawacara kepada narasumber yang merasakan dampak langsung dari bencana gempa,tsunami dan likuifaksi di Palu,Sigi dan Donggala. Hasil penelitian memperlihatkan bahwa dampak pasca bencana yang dirasakan oleh masyarakat Kota Palu secara umum berada pada klasifikasi “berat”. Kondisi sosial ekonomi masyarakat kota Palu meliputi beberapa aspek, mulai dari kondisi geografis yang berada pada zona rawan bencana, kondisi kesehatan sangat memprihatinkan pasca bencana. Kesimpulan penelitain ini menujukkan bahwa eskalasi bencana alam kota Palu dinilai cukup besar karena terdiri dari tiga macam bencana yaitu Gempa Bumi, Tsunami dan Liquifasi dalam kurun waktu sama. Kota Palu merupakan ibukota Provinsi sekaligus sebagai pusat ekonomi dan pemerintahan Provinsi Sulawesi Tengah. Rusaknya infrakstruktur pergudangan ditambah dengan adanya penjarahan yang massiv dari oknum masyarakat pada gudang-gudang suplai logistik mengakibatkan barang yang semestinya didistribusikan baik ke kota ataupun ke kabupaten akhirnya tidak dapat dilaksanakan.

Motivated by the problems of the quality of learning. To improve the quality of teaching carried out by teachers, through educational supervision. The research was conducted in SMA and SMK in Abung Semuli Subdistrict, Lampung which aims to describe the Principal's knowledge regarding the role of supervisor and to know the Implementation of Academic Supervision in Improving the Quality of Teacher Learning. Research using a qualitative research approach with phenomenological theory. Conclusions: Principals of SMA and SMK in Abung Semuli District, Lampung have good knowledge of academic supervision as evidenced by the supervision of these schools. Implementation of Academic Supervision in Improving the Quality of Learning Indonesian language teachers using individual techniques in the form of class visits begins with making a supervision program containing planning, preparation, implementation, evaluation.

Land given to and owned by people with rights provided by the UUPA is to be used and utilized. The granting and possession of land with these rights will not be meaningful if its use is limited to land as the surface of the earth. The land also has a significant role in the dynamics of development. According to the 1945 Constitution of the Republic of Indonesia NRI,  "earth and water are natural resources contained therein controlled by the state and used for the greatest prosperity of the people." This research uses a normative juridical approach that is research based on the rules / according to the law because this research focused on the use of document studies and literature or secondary data. The research specification used is descriptive-analytic, which describes the law of the land in the era of globalization based on local wisdom. The results of the study illustrate that the role of the land ruling state, which used for the prosperity of the people, is regulated under Law No. 5 of 1960 concerning Basic Regulations on Agrarian Principles (UUPA).On the other hand, the globalization of law is nothing more than a legal intervention from developed countries towards developing countries in order to adjust their laws globally. One way to address the problem of globalization of land law is to reaffirm local wisdom. In other words, they are upholding the customary provisions related to land. Example: provisions of customary land. Customary land is communal land that is jointly owned and thus does not need to be certified.Keywords: globalization, land law, local wisdomABSTRAKTanah diberikan kepada dan dipunyai oleh orang dengan hak-hak yang disediakan oleh UUPA, adalah untuk digunakan dan dimanfaatkan. Diberikannya dan dipunyainya tanah dengan hak-hak tersebut tidak akan bermakna, jika penggunaannya terbatas hanya pada tanah sebagai permukaan bumi saja. Tanah juga mempunyai peranan yang besar dalam dinamika pembangunan. Undang-undang Dasar 1945 menjelaskan bahwa “Bumi dan air dan kekayaan alam yang terkandung didalamnya dikuasai oleh negara dan dipergunakan untuk sebesar-besar kemakmuran rakyat.” Penelitian ini menggunakan pendekatan yuridis normatif yaitu penelitian yang didasarkan kepada kaidah-kaidah/menurut hukum, oleh karena penelitian ini dititik-beratkan pada penggunaan studi dokumen dan bahan pustaka atau data sekunder. Spesifikasi penelitian yang digunakan adalah deskriptif analitis yang menggambarkan tentang hukum tanah di era globalisasi berdasarkan kearifan lokal. Hasil penelitian menggambarkan bahwa peran negara penguasa tanah yang digunakan untuk kemakmuran masyarakat diatur berdasarkan Undang-undang No. 5 tahun 1960 tentang Peraturan Dasar Pokok-Pokok Agraria (UUPA). Disisi lain, globalisasi hukum tak lebih sebagai intervensi hukum dari negara maju terhadap negara berkembang agar menyesuaikan hukumnya secara global. Salah satu cara menyikapi persoalan globalisasi hukum tanah ini adalah dengan menegaskan kembali kearifan lokal. Dengan kata lain, menegakkan kembali ketentuan-ketentuan adat terkait dengan tanah. Misalnya ketentuan tanah ulayat. Tanah ulayat merupakan tanah komunal milik bersama, dengan demikian tidak perlu disertifikatkan.

The progress of a nation is a function of the level of the resourcefulness of the people which to a great extent, relates to the level of quality of the training and purposeful development of education in that nation. Such progress or development could only occur when an individual in the society is gainfully employed and per capital income is enhanced. This could only be possible when government educational policies are geared towards a functional education that can lead to job creation and also self reliance. Entrepreneurship education is a means through which government could attain such development in the society. Therefore, this paper examines how the role of entrepreneurship education and how it could help in job creation in Nigeria. The challenges of quality entrepreneurship education were also discussed. Finally, the paper advanced some suggestions on how to overcome the challenges so as to reduce unemployment and enhances job creation in Nigeria.

Law enforcement without direction and not based on the three pillars of the justice of law, legal certainty and the benefits to society can break the law anyway even violate human rights. As one of the policies of the government that are not considered mencerminakan the values of justice and disturbing for the people, the government policy that acts of omission or delay in the application of the death penalty. This research is a normative legal normative juridical approach. The data collected is secondary data were analyzed using qualitative methods juridical analysis. Based on these results it can be concluded that in the application of the death penalty there are serious legal issues, this is due to government policies that commit omission or delay in the execution of the death penalty is a violation of human rights as stipulated in Article 28 of the 1945 Constitution.
