The National Library (NL) of Korea holds about 16.3 million digital information materials. Since 2016, the NL has been receiving legal deposit copies of e-books, digital copies of publications, magazines and newspapers. The article analyses digital services of the NL of Korea and identifies the main problems in this area.The NL of Korea is the main library of the country, actively developing the inter-library relations, cooperating with libraries of the Republic of Korea and around the world. It developed the Reference service “Ask a Librarian”, created the Catalogue of digital books, the System “Free Access to Korea” and offers the services on providing information in alternative forms for people with disabilities. The NL designed the automated library system and implemented it in 1094 library. The NL of Korea started the work on creation of the China-Japan-Korea Digital Library Portal. There is a number of problems: acquisition of electronic legal deposit copies, lack of the content for some projects, lack of information services, optimized for the users requirements. The purpose of this study: professional dialogue in the world library community for the exchange of experience, knowledge information resources and for sharing of library content. The article presents the Three-year digital service plan. The author describes the goals and objectives of the NL of Korea: the expansion of the library holdings in the digital environment, the improvement of operation of digital resources, the activation of mobile services and popularization of humanities knowledge through digitization.The principle of operation of all Korean libraries is changing from data collecting and information storage to implementation of information. The author concludes that libraries should quickly respond to the information technology changes. Nowadays, there increases the importance of collecting and storing of all information resources of the national value.

The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.

The article considers the work of the Department of Library-Information Resources (LIR) of the East-Siberian State Institute of Culture (VSGIK), aimed at supporting the reading of young people. The purpose of this article is to reveal the experience of the Department of Library-Information Resources in the implementation framework of the project “Self-realization of young people in the journalistic creativity as the basis of psychological preventive health care”. The authors consider the stages of project implementation: conducting the contest of journalistic materials, publication of miscellany containing the best journalistic works of pupils of secondary schools, distribution of miscellany in school and university libraries of the Republic of Buryatia, implementation of different preventive events with VSGIK students and school pupils basing on the publication materials. The authors characterize the expert evaluation of competition works of pupils of senior school, based on the use of qualitative and quantitative criteria. The contest was held in two categories: “Best analytical materials” and “Best information materials”. The article describes the results of voting in the nomination “Popular vote Winner” in the social network “Vkontakte” on the VSGIK official web page. The authors describe the stage of work associated with publication of miscellany “On the threshold of adulthood: reflections of schoolchildren on literature, creativity and life”, which includes 28 competition works.The article highlights the most interesting works of senior school students, rich in reasoning, reflecting the emotional state of person, empathy for the main characters and clearly expressed life positions. The miscellany received feedback from library staff of the Republic of Buryatia, Irkutsk Region, Trans-Baikal Region, which gave high assessment of the overall level of published materials and emphasized the wide readership of the publication. Based on the feedback of library specialists and school pupils, the article concludes about the main results of the project: there were created interesting creative works containing the authors’ arguments and reference to their own, though small life experience. Students revealed the role of book in their lives and disclosed how the book forms the personality of a person.The authors present the quantitative and qualitative indicators of project performance. Distribution of the miscellany in 368 school libraries of the Republic of Buryatia makes it possible to ensure its wide application in the educational process.

AbstractThe US National Library of Medicine (NLM) offers Internet-based, no-cost resources useful for responding to the 2014 West Africa Ebola outbreak. Resources for health professionals, planners, responders, and researchers include PubMed, Disaster Lit, the Web page “Ebola Outbreak 2014: Information Resources,” and the Virus Variation database of sequences for Ebolavirus. In cooperation with participating publishers, NLM offers free access to full-text articles from over 650 biomedical journals and 4000 online reference books through the Emergency Access Initiative. At the start of a prolonged disaster event or disease outbreak, the documents and information of most immediate use may not be in the peer-reviewed biomedical journal literature. To maintain current awareness may require using any of the following: news outlets; social media; preliminary online data, maps, and situation reports; and documents published by nongovernmental organizations, international associations, and government agencies. Similar to the pattern of interest shown in the news and social media, use of NLM Ebola-related resources is also increasing since the start of the outbreak was first reported in March 2014 (Disaster Med Public Health Preparedness. 2014;0:1-4)

Digital library is a development direction of library, which has attracted the attention of the countries around the world widely. Digital library is an important part of informationization in university. As an information system, digital library is the backbone of the digital library information resources; the safety of library digital information resources is the key to the normal operation and development of digital library, which is also the guarantee for library to service. How to guarantee the security of information resources and the information system in open network environment has been considered by many people in the industry, the digital library information security has become one of core issues in digital library construction and development.

The purpose of the article. The paper is devoted to updating the study of the formation of the repository of personal bibliographic indexes as a part of the research and information project of the Institute of Biographical Research of the V. I. Vernadsky National Library of Ukraine "Ukrainian National Biographical Archive". The methodology is based on the use of methods of scientific analysis and synthesis, induction and deduction, review-analytical, classification, and terminological methods. These methods have identified the repository as one of the most representative forms of presentation of consolidated biobibliographic resources, designed to provide free access to bibliographic information about documents and their full-text versions. The scientific novelty of the paper lies in the intensification of scientific research on repositories as a universal structure for the presentation of electronic data of various thematic areas, including biographical and bibliographical content. Conclusions. The historiography of the problem of electronic repositories of consolidated information resources developing is highlighted. It was conditionally divided into two groups of sources. The first one includes works devoted to the formation of integrated biographical and bibliographic information resources. The second group presents the experience of creating institutional repositories by domestic scientific institutions. The requirements for the repository of the personal bibliographic indexes of the "Ukrainian National Biographical Archive" are determined. The tasks, that the Institute of Biographical Researches of the V. I. Vernadsky National Library of Ukraine has as its disposer on the providing the accumulation, preserving, systematizing, and representing the records of biobibliographical character by giving the open access to descriptive, bibliographical information and electronic versions of the records, are formulated.

Despite the scientific and technological development, libraries of Jordanian universities suffer from an obvious lack of digital information resources, because for many reasons, the most important of these is the non-application of intellectual property legislation (IPL) related to these resources. This study investigated the reality of the application of intellectual property legislation related to digital information resources at the libraries of public universities in Jordan. The population study consisted of all employees of departments of digital information resources. The study sample was (74) employees. Texts of regulations for the intended libraries and the Jordanian copyright law No. (22) for the year (1992) were reviewed and analyzed. In addition, a questionnaire was developed regarding the actual application of intellectual property legislation relating to digital resources at the university libraries in Jordan. Results revealed that the application of IP legislation relating to digital resources at the libraries of public universities in Jordan was moderate and that the supervising to the libraries of universities from the National Library regarding the protection of intellectual property rights of digital resources was moderate. The study recommended the application of intellectual property legislation related to digital resources in the intended libraries, this could be achieved through including intellectual property legislation in the regulations of public services in the intended libraries, to provide for the terms of protecting IP rights for digital resources, improving the legislation, developing of the Jordanian copyright law to be compatible with digital information resources, providing the necessary support for these libraries, and emphasizing the role of the National Library.

Digital services have significantly transformed the world economy and significantly challenged existing taxation regulations worldwide. The intangible nature of digital services challenges the taxation of conventional services that have a physical location of where the services is performed and where the right of taxation derives from. Therefore, the need for adequate regulations related to the taxation of digital services has become ever more prominent with various proposals and implementations. The article provides a case content – inferential statistics research on determining whether a digital service tax or the nexus of a significant digital presence may be more applicable for overcoming the challenges posed by the digital services. Additionally, the benefits of artificial intelligence methods in assisting in the taxation of digital services are outlined. The results outline strong preference for the digital service tax as a means to overcome the discrepancy between income related taxation frameworks in various jurisdictions and outlines the strong benefits artificial intelligence methods may have in supporting taxation.

The main theme of 2020 for libraries around the world is organizing the work under the constraints associated with COVID-19, which was confirmed by the results of information searches for articles in the world’s largest databases (Google Scholar, Web of Science, Scopus, etc.), which discuss actual problems of libraries’ activity during this period. Their solution is achieved by developing common approaches to challenges at the global level, sharing best practices and methods of working in a pandemic. The purpose of the article is to present the key reports presented in the cycle of online meetings entitled “Life of the world’s libraries during a pandemic”, organized by the State Public Scientific and Technological Library of the Siberian Branch of Russian Academy of Science (SPSTL SB RAS). The article presents the experience of foreign and Russian libraries: Bibliothèque universitaire des langues et civilisations (France), the Libraries of New York University and Harvard Universities (USA), University of Tartu Library (Estonia), the National Library of the Republic of Turkey, the Scientific Library of the Belarusian National Technical University, Research Library of Tomsk State University and SPSTL SB RAS. The authors showed the activities of libraries to organize the work of employees and service users. As a result, it was determined that libraries choose different ways and methods of working with users, develop innovative services, expand the repertoire of information resources / products, take measures to ensure the safe work of employees, including remotely. It was emphasized that not all types of work could be transferred to a remote mode, and that required quick decisions on the redistribution of functions among employees and the мlaunch of new projects. It is concluded that librarians need to continue learning digital etiquette and gaining new skills and competencies for telecommuting.

Currently, without the effective information support of scientific research and the educational process, the innovative development of higher education isn’t possible. But the databases of leading publishers such as Springer Nature, Wiley, Elsevier, Oxford University Press and others are very expensive for universities in developing countries and countries with economies in transition. It is necessary to conduct researches to analyze the demand for digital information resources of publishers to determine the most popular sources for each university. The article is devoted to the results of research on the demand for electronic scientific and educational resources in 63 universities of Uzbekistan, as well as their impact on publication activity. Interviewed more than 1200 respondents from among doctoral students, applicants for academic degrees, teachers and researchers. Based on the results of the survey, the most frequently used sources of information for scientific research, problems they face when writing scientific articles, and information resources they often use are identified. Such researches were conducted in the republic for the first time. The results of the survey made it possible to get a clear picture of the state of information support of universities, to develop recommendations to improve of acquisition funds of academic libraries, on organizing and conducting thematic trainings for doctoral students, teachers, and researchers.

The article presents the history of interaction between the government authorities and the library and information sector in the project of development of municipal libraries. The project resulted in the “model libraries”. The project has been operating since the early 2000s. The purpose of the article is to reveal the implementation and analyse the support at the level of federal and regional government management of the program until 2018 (the start of work within the frames of the National project “Culture”). The author presents periodization of the project, as well as quantitative characteristics and approaches to the understanding the concept of “model library”.Model library is a public library of municipal level that has standard and optimal set of material and information resources. At the same time, there is no approved definition of this phenomenon. It is assumed that the model rural library in its functions, content and equipment meets international and domestic standards and serves as a model for other institutions. The “model” indicators are reflected in the “Model Standard for Public Library Services”.The project on creation of model libraries on the basis of municipal public libraries in rural areas of Russia started in 2002 with the emergence of the all-Russian project “Creation of model public libraries in rural areas”. Since 2012, funding under the federal target program “Culture of Russia (2012—2018)” is carried out in the form of subsidies allocated on a competitive basis. The project became a “catalyst” for modernization processes in rural libraries of Russian regions. The transformation program included the following stages: repair and equipment of the library premises; acquisition of books and electronic publications; conducting training seminars for staff. The rural model library targeted the goals of ensuring equal and free access to information, creation of a comfortable library space, etc.After the approval of the “Model Standard for Public Library Services” (2014), it was decided to test its feasibility by creating so-called “pilot libraries of a new type”. According to this document, model libraries are intellectual centres equipped with high speed Internet, access to modern domestic information resources, which should provide access points to the National Electronic Library.The regional leaders in creation of model libraries are the Republic of Chuvashia, the Belgorod Region, the Republic of Bashkortostan, the Kursk Region and the Republic of Mari El. As of January 1, 2019, there were 3,310 model libraries operating in the country. The creation of model municipal libraries has become one of the departmental projects of the National project “Culture”.
