AbstractThe US National Library of Medicine (NLM) offers Internet-based, no-cost resources useful for responding to the 2014 West Africa Ebola outbreak. Resources for health professionals, planners, responders, and researchers include PubMed, Disaster Lit, the Web page “Ebola Outbreak 2014: Information Resources,” and the Virus Variation database of sequences for Ebolavirus. In cooperation with participating publishers, NLM offers free access to full-text articles from over 650 biomedical journals and 4000 online reference books through the Emergency Access Initiative. At the start of a prolonged disaster event or disease outbreak, the documents and information of most immediate use may not be in the peer-reviewed biomedical journal literature. To maintain current awareness may require using any of the following: news outlets; social media; preliminary online data, maps, and situation reports; and documents published by nongovernmental organizations, international associations, and government agencies. Similar to the pattern of interest shown in the news and social media, use of NLM Ebola-related resources is also increasing since the start of the outbreak was first reported in March 2014 (Disaster Med Public Health Preparedness. 2014;0:1-4)

The author present the results of study of the activities of national libraries of the Commonwealth of Independent States (CIS) on the creation and promotion of electronic information resources. The article analyses the open resources on culture and art presented in Russian on the official websites of the national libraries (NL) of the CIS countries. The author identified and structured the main types of resources of the National libraries of the CIS: electronic publications; electronic libraries; databases; virtual exhibitions, collections; photo-, video-, audio reports. The article presents in detail the resources of the National Libraries of the Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Uzbekistan and Ukraine. The author notes that the most common resources are electronic exhibitions and collections, but other types of resources — electronic publications, electronic libraries, databases — are rarely created. Innovation in the activities of the NL of the CIS on the creation of information resources is preparation of electronic reports on the results of past cultural events. The leader in creating and providing online resources in Russian on culture and art is the Vernadsky National Library of Ukraine, followed by the National Library of Uzbekistan named after A. Navoi and the National Library of Belarus. Monitoring of Russian-language sources of information on the websites of the NL of the CIS countries demonstrated that the efforts of libraries in the creation and presentation of resources on culture and art are quite active. Their further development by the libraries will contribute to the expansion of knowledge about the national culture and history of the CIS countries, disclosure and promotion of the collections and widening of the boundaries of free access to the national cultural and historical heritage.

Subject. The article examines the laws regulating insider trading. Objectives. The study outlines recommendations for refining Law On Countering the Illegal Use of Insider Information and Market Manipulation and Amendments to Some Legislative Acts of the Russian Federation, № 224-ФЗ of July 27, 2010. Methods. The methodological framework includes a general dialectical method, analysis and synthesis, induction and deductions, and some specific methods, such as comparative and formal logic analysis to specify the definition of insider information, structural logic and functional analysis to improve the mechanism for countering insider trading and market manipulation. Results. We discovered key drawbacks to be addressed so as to improve the business environment in Russia. Although the Russia laws mainly mirror the U.S. laws, they present a more extended list of terms concerning the insider information. I believe the legislative perfection should be continued. Conclusions and Relevance. The study helps apply the findings to outline a new legislative regulation or amend the existing ones, add a new mention on the course of financial markets to students’ books, develop new methods for detecting and countering and improving the existing ones. If all parties to insider relationships use the findings, they will prevent insider trading crimes in financial markets and (or) reduce the negative impact of such crimes on the parties.

The article deals with the life situation of the families of prisoners, in particular, parental relationships connected with the experience of incarceration in a correctional institution. During the realisation of the research I noticed many difficulties in finding contact with potential interlocutors, therefore I considered the families of prisoners as an environment “invisible in the research field”. In addition, I defined families of prisoners as marginalised and stigmatised environments. The main aim of the article is to show selected methodological dilemmas that can be encountered through the design and analysis of biographical research of family members of prisoners. The theoretical introduction of the paper as an extended definition of the penitentiary crisis allowed to characterise the dominant trends and directions of research on prisoners’ families. Further, it focused on selected problems of realisation of qualitative research (especially biographical research). I analyse the literature and present my own methodological approach based on the direction of interpretative sociology. Using the potential of the autobiographical narrative interview technique (of the German sociological school of Fritz Schütze), I collected 31 interviews with adult children of prisoners and 30 interviews with parents of prisoners. Finally, I refer to my own research experience and discuss the “usefulness and ineffectiveness” of an autobiographical narrative interview. Moreover, I characterise key reflections on the role of the researcher in obtaining autobiographical narrations. The article is an invitation to discuss the improvement of research procedures, especially in the area of research on family members of persons in prisons.

The article is devoted to definition of the indicators system of land using efficiency. Methods of research. The solution of the tasks in the article is carried out with the help of such scientific and special research methods as: analysis and synthesis, systematization and generalization, the dialectical approach. Results. The structural balance between cost of land and production resources has been investigated, which leads to the need of many alternatives for the purpose and use of the respective territories on the basis of the modern system of land using efficiency assessment when determining the benefits of land resources using for agricultural production. Originality. It has been proved that to create and enforce a uniform indicators system of land using efficiency is necessary to determine all the factors that affect land use, to reflect the degree and type of each factor influence using the indicators of efficiency of the land use. Indicators of economic efficiency of land using and the intensity of land use are systemized. Practical importance. The methodical approach of agricultural lands using evaluation in the following areas has been justifed in the article: completeness of land use, rational land use, the level of land use intensity, efficient land use. The methodical approach has been presented to the calculation of potential losses from specific land uses in specific circumstances. It is proposed to assess the land using efficiency on the basis of indicators calculations of environmental and economic damage. Basic scientific principles can be used in the practice of agricultural enterprises. Keywords: management, methodological bases, evaluation, efficiency, and agricultural land use.

This paper describes the parochial predicament of the social sciences by looking at world sociology in its Janus-like face: on the one hand we focus on the intellectual, political, and sometimes even ethical compromises that social scientists in European semiperipheral countries forgo in order to gain acceptance and recognition in world sociology. On the other hand we show how these compromises paradoxically impoverish intellectual potentialities in the major centers of academic excellence too. In the analyses we focus on different interrelated facets of scholarly work where these paradoxes take shape: problem setting and conceptualization, the hierarchy of scholarly publications, the definition of excellence through citation patterns, scientific conferences, and lastly, funding schemes for research. We argue that the social and the political organization of the World System of Science jeopardizes free access to multiple and plural perspectives of the social. A potential source of ideas, theories, and paradigms is hampered by the hierarchical division of labor between scientists in the centers of science and their peers in semiperipheral countries, whose knowledge remains unutilized and sidelined.
