ENVIRONMENTAL-LEGAL AND ADMINISTRATIVE-LEGAL ASPECTS OF MEDICAL WASTE DISPOSAL

The article analyzes the environmental, legal and administrative aspects of medical waste disposal during the Covid-19 pandemic in Ukraine. The substantiation of priorities of improvement of ecological-legal and administrative-legal maintenance of procedure of utilization of medical waste during the Covid-19 pandemic is presented. It is emphasized that the state takes a number of measures to reduce mortality from this disease, while increasing the negative impact on the environment of medical waste generated as a result of vaccination, disease prevention, diagnosis, inpatient treatment of this disease. Their uncontrolled disposal together with household waste has a negative impact on the environment, polluting land and water resources, is a dangerous source of infection. It is established that the environmental, legal and administrative support of the medical waste disposal procedure during the Covid-19 pandemic is related to the formation of the regulatory framework for medical waste management, including collection, transportation, storage, sorting, processing (processing), disposal, removal, and effective activities of public administration and law enforcement agencies to monitor this process. The facts of successful counteraction of such bodies to illegal activity concerning transportation, storage, utilization of medical waste are emphasized. It was found that many problems in this area are due to insufficient funding of the medical sector. The need to implement effective administrative and legal measures, especially control and supervision of economic entities for the disposal of medical waste, to regulate in detail the procedure for medical waste disposal, to devote an important place to this issue in the National Environmental Action Plan until 2025, approved by the order of the Cabinet of Ministers of April 21, 2021 № 443-r and to strengthen the administrative liability of licensed organizations for the provision of medical services for violations in this area. It is recognized that in such conditions it is extremely important to adapt EU legislation on medical waste disposal to Ukrainian realities.

Waste indiscriminate disposal is recognized as an important cause of environmental pollution and is associated with health problems. Safe management and disposal of household waste are an important problem to the capital city of Guinea (Conakry). The objective of this study was to identify socioeconomic and demographic factors associated with practice, knowledge, and safety behavior of family members regarding household waste management and to produce a remedial action plan. I found that no education background, income, and female individuals were independently associated with indiscriminate waste disposal. Unplanned residential area was an additional factor associated with indiscriminate waste disposal. I also found that the community residents had poor knowledge and unsafe behavior in relation to waste management. The promotion of environmental information and public education and implementation of community action programs on disease prevention and health promotion will enhance environmental friendliness and safety of the community.

One of the most urgent environmental problems today is the pollution of the environment by emissions of harmful substances and industrial waste. The negative impact on the environment and people is becoming more widespread, and its disposal methods inhibit the development of the economic system. In a market economy, entrepreneurs are not interested in increasing environmental costs, which naturally lead to higher production costs and reduce profits. The impact on the environment is becoming more widespread every year and has led to an ecological crisis in some parts of the world. Waste recycling has been constantly discussed since a person “produces” more than 250 kg of household waste per year. At the enterprise, these figures reach 10 000 kg. In recent years, Ukraine has imported about 30-50 thousand tons of PET granulate, which is gradually accumulating in landfills in the form of packaging, bottles, films. Such hazardous pollutants affect the environment through soil and water. In contrast, Ukraine does not yet have successful experience in waste management. In our opinion, such behavior is the ignorance of the population about waste disposal and replacement of a particular product with a more environmentally friendly one. The functioning of enterprises and farms does not always have the equipment to dispose of waste, and there is no room for the disposal of unnecessary products and raw materials. However, the problem of lack of innovative equipment arises due to a lack of adequate funding. Therefore, the lack of possibilities for a comprehensive solution to the situation creates a barrier, which does not allow to take proper measures to eliminate and reduce the amount of garbage. Despite many regulations and legal frameworks for regulating waste management, there is no cost-effective policy, and there is no regional waste management program and plan for their proper disposal. It can be concluded that the recycling and disposal of waste will reduce the need for waste incineration, create conditions for improving the economic component of the region and the country as a whole with an account of environmental quality standards. The paper pays attention to the essence of waste disposal; identified ways to recycle garbage.

Abstract The removal of solid household waste to landfills is the most commonly used method of solid waste disposal and an important source of environmental pollution. Physical, chemical and biochemical processes occur in the body of a solid waste dump, which overlap each other and form an artificial aquifer and biogas. This article provides a brief overview of the environmental problems associated with the practice of garbage disposal and the negative impact of the landfill on the environment. The data on the features of the functioning of the solid waste landfill in Kaluga, on the dynamics of waste generation and changes in their morphological composition are presented. The issues related to the economic problems of waste disposal are considered.

Hospital waste is any waste generated by the activities of the hospital and other supporting activities.Hospital waste, in particular the infectious medical waste that has not been in the manage well will be catastrophic for the environment.Many hospitals have yet to manage infectious wastes according procedural should be.Not rare cases medical and non medical waste mixed giving rise to the problem of medical waste. Hospital waste processing can be done in various ways, by giving priority to sterilization, namely in the form of a reduction in volume, the use of sterilization must return with the first, recycling and processing.The most important thing in the processing of waste is the separation of waste, waste storage, handling of waste and waste disposal must be in accordance with the provisions of the regulations.So as not to give a negative impact to the environment.

The objective of this study is to analyze the perception of Comorian citizens facing the situation of solid waste management (SWM). For this, a qualitative and quantitative approach is conducted on a sample of 300 households. The study shows that 61.1% of households freely dispose a waste on sensitive sites, 19.7% bring waste to collection points and 18.6% benefit from door-to-door. Moreover, 63% of households prefer door-to-door as a means of waste disposal compared to 19.5% who prefer voluntary intake and 17.5% prefer free evacuation. Home sorting concerns only 19.3% of households compared with 80.7% whose dispose mixed waste. Households that are aware of the negative impact of waste on health are 87.5%, against 5%, are unconscious and 7.5% remain without opinion. The study also shows that 40% of households are aware of the negative impact of waste on the environment, against 33% of non-conscious and 27% of non-opinion. The majority of households (58%) are unsatisfied of waste collection services schedules. However, 93.3% of households approve actions carried out by NGO and association. A financial contribution for waste management system improvement of 0.54 USD and 1.08 USD per month was approved by 67% of households.


Changwon City, located in the southern central region of Gyeongsangnam-do in South Korea, has become a major center of industrial economy in the central region of Gyeongnam. To achieve good waste management can be done by handling: institutional aspects, financial aspects, regulatory aspects (legal), aspects of community participation, and operational technical aspects. The purposes of this research are to find out the participation of the community in Changwon City, South Korea and to investigate the type of management carried out in Changwon City, South Korea. The literature study method uses secondary data from Changwon City, South Korea and several studies on waste management to support and supplement information from the interviews. Government of South Korea adopted the concept of a volume-based waste fee system and collecting the recyclable waste, which is a volume-based waste disposal system, where each citizen has to pay for every plastic waste that will be used. The greater the waste production will need the greater the costs. Communities are required to sort out their waste before putting it in a plastic bag according to the type of waste, especially waste that can still be recycled. Korea has also established an expanded producer responsibility system and recycles its construction waste. Korea's waste information system has resulted in cost savings, promoted transparency, and eliminated illegal waste disposal. The effects of this policy include reducing the production of solid household waste, contributing to the completion of separate disposal, collecting waste and recyclable goods securing the cost of waste treatment from the benefits of the VBWF system and economic utilization.

Medical waste management has always been relevant from a practical point of view, but as a result of the pandemic declared in 2020, this topic has multiplied, leading to significant changes in the legal regulation of medical waste. The realization that re-contamination from medical covid-waste is possible led to the obligation to install disinfectants in medical and pharmacological organizations. The division of medical waste into classes predetermined the assignment of medical covid-waste to class B, and after disinfection - to A-class, that are possible to transport and dispose after disinfection. However, there is a huge amount of covid-waste outside medical and pharmacological organizations, which is, clearly, are not medical. When mixed with solid household waste and garbage that does not require a transport licence, it increases the likelihood of re-infection of those who handle such waste. The object of the work is to explore these topics and to raise the issue of separation of the accumulation and disposal of non-medical covid-waste in legal regulation, as well as the ways to implement them. Related to this is the issue of environmental pollution in the context of the pandemic, because non-medical covid-waste has increased the amount of plastic that pollutes the environment.

Brick debris that makes up the majority of construction waste has not received proper waste disposal in Indonesia. On the other hand, brick debris could be potentially reused as non-structural building materials to reduce its negative impact on the environment. This study aims to test the effectiveness of soundproofing on recycled brick debris. The soundproof test was carried out on brick debris in the form of fine and coarse grains. The simulation box is then used as a support for the brickwork material and then the box is exposed to a sound source with a certain level of noise that is considered disturbing human comfort. Noise level measurements are made in the outside and inside the box. These measurements are tabulated and then analyzed to see the success of the two aggregates in reducing noise. Basically, the brickwork material has succeeded in becoming a recycled building material that can absorb noise, although further research must be carried out to be able to state that this material is truly ready to be used as an alternative building material with good acoustic capabilities.

The paper presents some technical considerations regarding the medical waste transportation and an optimization calculus for minimizing the transportation costs of a company specialized and authorized in collecting, transporting and final disposal of medical waste generated by healthcare facilities. The calculus revealed that it is possible to significantly reduce the transportation costs (up to 65.52%), but there are also other analysis possibilities like considering the in-between points from sources to destinations, alternative paths, limits to the amount of medical waste on each path, time.
